Who's a more powerful atmokinetic, Storm or Thor?
Hah! Great question, but one that better writers than me have answered before...
If we were to score it like a boxing match, I think this is one that would have to go to the judges and end up in a narrow split decision, largely depending on whose book the fight is happening.
Ever since the Asgardian Wars crossover in 1985, it's been established that Storm is Thor's peer - capable of taking up the mantle of the Goddess of Thunder and one of the few individuals worthy of wielding Mjolnir.
In later comics, people have explored the similarities and differences between Storm and Thor - and what they have generally settled is that Thor has something of an edge when it comes to his speciality of Thunder, Storm is more versatile and flexible because she can control all forms of weather.
In conclusion: power scaling is dumb and there's more interesting ways to think about the question that result in richer and more meaningful stories, and you should definitely read the Asgardian Wars and Al Ewing's Immortal Thor.

"Allies"
Chapter 2 Loki/Eddie fiction.
Eddie woke up, wincing. He slowly opened his eyes, glanced around the room, and realized he had no idea where he was. The walls were a warm, tan color, like the color of sand. He felt very cozy in the bed he laid in, nothing like the 20 year old mattress he had back in Hawkins. Hawkins...he suddenly recalled the fight in the Upside Down. How the hell did I get...wherever I am?
He looked down, as he slowly sat up, and realized he wasn't wearing a shirt, and his chest and abdomen were bandaged, as was his head, and left arm. He reached down to move the covers off him, and realized, he was completely naked, and his upper thigh was bandaged as well.
He looked around the room, searching for his pants, but they were nowhere to be found.
"Good morning," an angelic sounding woman greeted him, as she walked into the room. She wore a long, flowy, sky blue robe that complimented her long, firey red hair. Her blue eyes glistened as she approached Eddie, to which he immediately pulled the covers back over his hips.
She chuckled "I've seen everything already, I've been the one tending to your bandages for the last week."
He blinked at her, dumbfounded. "A week?"
"Yes," her smile, changed into a fine, thin line across her face. "We have been concerned, you were mostly dead when you were found, and brought to Asgard."
"We who?" He questioned. "Asgard? Is that in Indiana?"
"Loki, myself, Queen Freya, Thor...and no, you are far from home."
He blinked, his head beginning to throb at the confusion. He has no clue what she was talking about.
She could sense his confusion and discomfort as he sat there quietly. "Here, drink this," she handed him a sweet smelling liquid in a golden colored goblet. "This will help you relax and rest easy while you continue to heal."
He paused momentarily but did as he was told. The warm, liquid flowed down his throat warming his insides as it went. She took the glass when he had finished and helped him lay down, as his eyes became heavy. He drifted off to sleep quickly.

Three days later, Loki paced back and forth in the war room, barely listening as Thor and Sif discussed battle strategies for their impending invasion on the city of Panth on the planet Hojax. It was one of the worlds in the 9 realms that was under Asgards care. It had been recently infiltrated by enemy soldiers, and Thor's army was tasked with defeating the enemy and restoring peace to their home. However, the enemy was highly skilled in war tactics, and Thor and his people, were more physically strong, rather than mentally strong. Loki, was both smart, and cunning, and good at planning, but not in battle. That's why they wanted Eddie.
The great, wooden door opened in walked Rebba, the beautiful red haired nurse, followed by Eddie, who world a long, brown flowing robe embossed with golden stitching. His head was still bandaged, and he walked with a slight limp, but otherwise he looked well.
Eddie looked around the room curiously at the high, painted ceilings, but felt rather anxious, as he had only been told he was being called upon by the army General. As Eddie reached the table, all eyes were on him.
"Good afternoon," Rebba greeted. "I bring you Eddie Munson of Hawkins." She bowed slightly and retreated back the way she came in.
Loki turned, eyes laser focused on Eddie. "So Eddie of Hawkins, I am very interested to speak with you regarding your battle strategies."
"Battle strategies?" He scoffed. "Who the hell are you?"
"I am Loki of Asgard," he smirked. "And we called you here to assist with our glorious purpose."
"I am Thor Odinson, and this is Sif daughter of Beluck."
"We have called you here," Loki began. "We are in need of your battle expertise to help us save a neighboring planet."
"I have no expertise, I've never been in battle."
"Are you not a Dungeon Master?" Sif inquired, rising to her feet. She towered over Eddie, by at least a foot. "We were advised you were a great battle strategist."
"Dungeon Master?" He asked. "Dungeons and Dragons is a game, not real life. I don't know anything about real life battle."
"But, are you not an expert at battle strategies?" Sif leaned down, to meet Eddie's gaze. "We need an expert," she said very calmly, yet with force in her voice. "Our sources advised you were the best."
"Jesus Christ, what sources?" Eddie shouted.
"We don't have time for this trivial matter," Loki stepped in. "Thor, bring me the map." Thor set the map of Panth down in front of Loki and Eddie. Loki pointed to it, and looked directly at Eddie. "See these red x's? That is where the known enemy soldiers are located. We need to know where our soldiers should set down, to best protect the city, and keep them away from here," he pointed to the castle.
Eddie fidgeted with his hands under the table as he studied the map. He couldn't believe they thought he could actually help them with a real war. But as he looked over it, he tried to relate it the his D&D game, and the wheels in his brain started to turn. "Ok," he said after a few silent minutes. "So, if the end goal is to keep them away from here, you need your soldiers to surround the castle on all sides, and you should have a few guards here, here and here, to keep watch. Then, if your soldiers were stationed here, and here on this side, it would give you a major advantage to defending the keep."
Sif, Thor and Loki exchanged silent looks of approval.
"Impressive," Loki nodded. "You may very well prove to be an asset to us afterall."
