the 2 dumbest things about the "dick sent/threatened to send Tim to arkham" fanon are 1) what actually happened was dick asked tim very nicely to please please please go to therapy and tim bit him and ran away to beirut and 2) youre thinking of jason lol and he did it bc his options as he saw it were let jason keep murdering indiscriminately or put jason in a regular facility where he would be in danger from the other inmates, and his point was immediately proven when Jason finagled a transfer to gotham correctional and subsequently murdered his way out of it. dicks done some things wrong in his life but not in this case actually.
