Why wouldn't Cell a cannibal whose had no positive social interaction for eight years fall in love with the crazy hot guy who saved him from prison. Idk what would be a better love confession than Roier on top of him describing how he ate his ex's heart tbh. Beautiful scene, I too would be in love.

And honestly it's not like Cell would be in any less danger if he killed Roier and was on his own. Like the Brazilian government probably wants him dead or alive at this point. All killing Roier would do is lose Cell access to any of Roier's skills. (obviously trying to ditch Roier would leave him in a dead situation)
