pro hero verse: the rescue hero, uravity! - upgrades!

hair: her hair isn’t as short as it was when she was at ua. she’s long since let it grow out. one of the reference pictures shows it hanging to her lower back, which would be hella cute, but i imagine more practically it hangs just above her chest / mid back. and she still keeps it cut in the same style as seen in the below referenced pictures!
hero costume: for a full list of her costume features here is the wiki article! while the idea of her hero costume doesn’t change too much, it gets it’s upgrades as she gets stronger and continues through her school years at ua.
rocket boosters: sometime early in her second year she puts in a request for updates to her hero costume. after the war & over the summer break, ochako continued to focus not just on her physical strength but her quirk. the boots she has in her first year are great for helping her get down from heights, but what she needs and prefers after seeing heroes like gran torino fly around the battlefield during the war is rocket boosters, to help her aerially in a fight & get to civilians faster, rather than just using her quirk at a slower speed.
with the boosters she’s a lot more nimble, gets around easier, and over the years, gets more bold. ( now she’s the one jumping off rooftops and out of windows, giving her the momentum she needs to get where she’s going ) – it’s the missing piece she’s been needing to her costume. and her quirk not giving her as much trouble floating herself as she gets older, will really help this idea! but the rockets also help her descend quicker too. she’s never in the air for extended amounts of time.
plated armor covering her chest / upper torso: this upgrade doesn’t come until later on. & i hc it’s because of all the close counters she’s had with toga / knives. maybe in her second year. it’s to protect her most vital areas, but also to protect her. it takes away from the femininity of the costume, but gives her a vest of sorts to help block oncoming attacks. or puncture any safe places.
knee braces: now that she’s rocketing all over tokyo, knee braces are needed to help her land her landings!
gauntlets: her gauntlets are the same, with some minor changes over the years, nothing major here.
visor / helmet: obviously her helmet goes away after her first year with the winter upgrades ( thank god ) but like many of the other pros and even her classmates, she still wears a headband of sorts. but it’s not just a headband. ( from wiki above ) the mechanisms around her ears reduce the pressure to her ear canals when she uses her quirk just as her neck piece hits different pressure points to reduce headaches, nosebleeds, etc. the visor can still be equipped, she just needs to activate it. think of how iron man takes off his head piece and then puts it back on!

The Ultimate Hero: Uravity

So, I guess the biggest plot point I have noticed for Ochako is to not let people go.
On one hand, we have Deku:
The greatest asset for the heroes; all tattered and bruised running away from his own comfort and happiness to protect his loved ones because the hero society has brainwashed him into thinking that heroism is all about sacrifice and he is the only one who can offer that.
And then, we have Toga.
A cunning villain according to the heroes, a constant thorn on their side.
But in reality, Toga's not a monster that she's perceived to be. She was just an unlucky girl born with a cursed quirk that led her friends and even family boycotting her.
A teenage girl, whose feelings are all over the place. A girl who loves heroes and wants to be like them. A person whose biggest question is that her life matters or not?
And then, we have Ochako.

Who has failed thrice in reaching out:
First, when she didn't go after Bakugo. She convinced everyone else too, to not go after Bakugo in the Hideout Raid arc because of her own passiveness.

And then she even regrets later and tries to fix things up. But well we know how it goes.
Then she failed to save Sir Nighteye. He was a hero, that died in her arms and there was nothing she could do but helplessly watch.
We see some character development as she rushed to save Deku from the Black whip but just mindlessly running into danger without a plan in mind is not the best solution to a problem Chako cheeks.
But, baby-steps.
We have Toga. It's because she failed to answer Toga's question properly during the war (not that I blame her for it, considering the situation) that Toga turned into the villain she is now.
And finally we have Deku. A product of the society who's brainwashed into thinking that it's his Destiny to suffer in silence because he's a hero.

And yes, there is reason Ochako is highlighted here.
Deku isn't just a random person. He is her best friend and a fellow hero who is willing to suffer in silence for the greater good.
But doesn't he deserves to rest?
This is the bigger questions of the story asked several times.
Who is a Hero?
How do you define a hero?
A figure who doesn't flatter in a situation no matter how dire?
Or someone willing to stand up against the injustice?
Or just a tool of violence to keep villains down?
And that is exactly why Deku is the first person that Ochako saves. Not his life, bit his heart.
It's noticable how much importance heart is given in MHA. A story about saving the hearts of people.
This is also the reason why Ochako succeeds where even Best Jeanist fails.

The No#03 hero, Best Jeanist, a fan favourite, failed to convince the angry and panicked mob because he said that Deku is their biggest asset in this war and that they need him to win. Because in their eyes, an asset is what he is.
A tool, a weapon.
And tools can be kept anywhere. They don't have feelings. Why UA?
Because he's also a human.

More precisely, he's a High-schooler.
He shouldn't even be fighting there.
He has plenty to learn himself.
And like how All Might gave him the right to be hero..

Ochako gave him the right to rest, as human.
For Toga:
We've seen that Ochako looking back to her fight with Toga at the mansion. She was regretting about her actions as a person, something she did not considered before.
And now, she's on the battlefield ready to save both heroes and villains because they're both people. They are powerful but they're just as helpless when it comes to them.
They have bad pasts and horrible things happening to them.
They make mistakes and they're put on pedestal, but
Their lives matter.

So, Uraraka's arc is about humanizing both heroes and villains. How they both are the victims of this superhuman society and how they both deserve peace and quite.
Which is why I think Ochako will be the turning point of this manga, now that everything have possibly gone wrong in the worst way possible.
Toga is out with her sad man's parade and dabi is there too, along with AFO all because Spinner's voice reached Kurogiri.
Ochako's name means a 'bright and sunny day' and her power is literally making things weightless. So what if she makes this entire deals weightless by getting Toga on their side?
Principal Nezu already said in his speech that they're just one step away...from understanding each other. And taking that first step is always hard...and when someone takes that impossible step, it leads to the birth of a true hero.
And yes, URAVITY is that hero.
A symbol of hope.

He acts like he doesn't want to and always gets a little angry when you ask him to do so
When Kirishima came into the agency with black nails, he wanted them colored too
You were all over happy and colored his nails suiting to his hero suit
When someone made comments about them, he always mentioned you, but he also was a bit distant about really wanting this
When people copied his look, he became even more proud of it
Every time someone asked him about his great nail, he would tell them that you painted his nails like the goddess you are, but the main inspiration came from Kirishima
He would never leave the house without painted nails ever again

As he came back from work, he tried to be as quiet as he could since you had your monthly girls' night at your place today
He got rid of his shoes and tried to shuffle into your bedroom
The last time he interrupted your little get-together, Mina dragged him into the pillow fort got forced to apply a mask, but it turned out he had been allergic to the ingredients
His face was red for three whole days, and his team made fun of him
You needed to reassure him a lot after that
Shouto became more cautious about your girl's night and tried to be at work during them, but today he was forced to go home by his sidekick since he pulled all-nighter after all-nighter to find the murderer of some rich CEO
The bags under his eyes were huge and you began to worry, so for your sake, he stopped working and took some days off
but as he entered the huge hallway, he wanted to run back to work
Mina came down the hallway, he was too slow to hide behind the huge plant you placed there
"Nice to see you, Todoroki. You look like you could use a way to relax, the bags under your eyes are huge." she greeted him, excitedly
"Thanks, for the compliment." he answered sarcastically "But no thank you I am alright." 
He tried to move on, but Mina grabbed his arm and dragged him with her
"Wait you know what happened last time. Bakugou still teases me, I can gladly live without this." Todoroki told her, but she cold-heartedly ignored him
"Look who came home," she shouted into your cozy living room
Yaoyoruzu, Tsuyu, Uraraka, Jirou, Hagakure, and you gretted him
His eyes were begging for help, you smiled gently at him and mouthed "It won't be that bad, I will protect you"
His frown turned into a gentle smile, but your nonverbal exchange got soon interrupted
"Geez, you can flirt later. We need to give Todoroki a nice treatment, he works so hard," announced Mina as she clapped anticipating
Hagakure made the Make-Up ready and Momo grabbed the facemasks from her bag
Todoroki took a step back as he noticed the small sheetmasks in her hands
his eyes widened, he will not go through this humiliation once again
"I think a little pedicure, will do the job lays. I guess we don't want it to turn out like the last time." You reasoned and took the masks from Momo's hands
"That's right, gladly I bought this new nail polish from Les Mains Hermès. I guess Rouge Amazone is a suitable color to suit his hair," explained Momo excitedly. 
Ochako looked confused at her. "What is Rouge Amazone and Les Mains Hermès?" "A costly Parisian nail polish in a particular red tone," said Momo, even more, confused because of Urarakas lack of 'basic knowledge 
Mina shoved Todoroki into the middle of the pillow circle and he was trapped inside a circle of girls
You started painting his nails gently while trying not to spill any of the expensive polish, in the meantime Mina, Hagakure, and Ochako attempted to get ready for the film marathon
After the nail polish dried Shoto smiled at you
"It turned out beautifully." mused Shoto
After that, he stayed in your little group and watched cheesy romance soaps with your friends
He didn't take off the nail polish for the next few weeks, but as it vanished he asked you to paint them again

As the number one pro hero, he had to not only rescue civilians but also be the cover of hero weekly and other gossip newspaper
The makeup and everything didn't bother him in the slightest, but the nail polish looked oddly
He tried to reason with the staff, but they all told him that it suits him, but they always smeared honey around his mouth one way or the other
On this day, he came home wondering how to get rid of it
Izuku was never one to complain, but it somehow bothered him, and felt ugly with it
You were already getting ready for bed as he slumped through the entrance
"Good evening, sweety. How was your day?" you greeted him
"They smeared some nail polish on my nails, and the color looks disgusting. But I can't get rid of this for the next shooting tomorrow," he answered truthfully 
You took his hands in his and observed what the nail artist did
"You are not wrong, this color doesn't suit your green hair. Maybe we could try a different color, and you could show them tomorrow. Just set your trend." 
He was amused by your "rebellious" side and agreed to color it again. He nodded and agreed "You're right, could you do it for me? Please?" 
His green doe eyes sparkled and you could never say no to this look
"Yeah, of course, darling."
Gently you removed the ugly royal blue
"So I guess we take a decent tone. I would recommend some Beige" you tried to sound like a professional, but your attempt failed as you clumsily dropped the polish and it stained the small lime-green carpet.
You hastily picked it up and tried to act as if nothing happened
Izuku tried to hold his laugh, but he also failed
"Gosh, your clumsiness makes me love you even more," he mumbled between a few waves of laughter
 Your cheeks turned into a slight shade of red, but you tried to compose yourself and painted his nails
After it dried, you allowed Izuku to brush his teeth and get ready for bed
"It looks so much better, thank you, honey," he mumbled while you were cuddling in bed
On the next day, you were hoping the press was doing fine with your change
Izuku came home smiling brightly at you
"Darling, you are a true trendsetter, they loved it. It will probably be the new spring trend. The nail artist loved it too. Maybe you should think about a change in profession." he smiled and hugged you tightly

MHA characters with wasted potential : ochako Uraraka (rant)
Ps : this is my opinion!!!
Ochako is one of those characters that I tend to just have a love/hate relationship with. In my opinion she had potential to be a great character but a lot of that was ruined due to stuff that horikoshi did and how the narrative did her character arc. As I have stated I have a lot of problems with her but my main ones are:
HER MIXED SIGNALS/MESSAGES?!?!. What I mean by this is that ochako is very flimsy a great example of her hypocrisy is when she asks izuku if he is going to fight quirkless but then she realises that she relays way too much in her quirk and then does some quirkless hand to hand combat with gunhead. There are more examples of her doing this like when she goes to tell toga that she deserves whatever bad thing comes to her but then is like I wanna be your blood bank?
THE WHOLE IZUKU ORDEAL. Don't even get me started on this one like why is it that the her plot has to focus on izuku and literally izuku bashing for no reason??!?! I understand her admiring izuku and her inspiring her to be better and all of that. However, I don't understand the whole I need to focus on my career that's why I need to hide my crush on izuku thing. It doesn't make sense at all!!!! Like?!?!?! And then she goes on to like toga and wants to be togas blood bank or something?!?! Also why is it such a pathetic excuse like you're only a first year you still have time before becoming a pro hero. Look I see her being Izuku's best friend and them forming a close platonic bond. However, hori does her a huge disservice and makes her character have to revolve around either izuku or toga.
HER INCONSISTENCY. Iam pretty certain that I can talk about the inconsistncy of every character in MHA because they all contradict themselves with reasons that make no sense. Ochako is a character with a huge ton of inconsistncy as we see it in my first post of her inconsistency making her come off as a hypocrite and it ruins other aspects of her character like her friendship or character interactions. There is also a lot of inconsistncy in her goals of becoming a hero. At first she wants to become a hero to provide for her family and then like 3/4 of the way hori ditches that and is like no she wants to be a hero that sees others smile and saves other heros which could of been a good point but in my opinion was introduced way too late.
HER CHARACTER INTERACTIONS. As I have said before this is a very reoccurring thing with the characters horikoshi writes it the fact that the characters actions don't match up and they tend to be inconsistent. I, myself have a lot of questions about ochako like what happend to the I wanna provide for my parents plot point or what is going on with her and izuku because she still carries that all might charm around her it's literally what unites both toga and ochako which is horrible. There are questions like what happend to her friendship with tenya and at this point who really are her friends because Iam a bit confused since she never sticks to them a lot and the only time she has screen time she has to SHARE it with toga.
HER MOTIVATION? I have touched on this subject before but her motivation for being a hero just goes all over the place. At first she wants to be a hero who wants to help her parents financially which is a good motivation and could be built upon. She then wants to be a hero who wants to see others smile and protect their smile which is very similar to all might and izuku; you can say that she was inspired by both of them ( especially izuku) but it falls flat when you notice that she doesn't have that much screen time for it. Lastly, she goes on to say that she wants to be a hero who helps and saves other and other heros which in canon it's only implied that she got to this conclusion from seeing izuku all beat up and in his horrible state in the dark deku arc. However, I think that she might of started thinking of this from the time she had to hold nighteyes dying body but oh well canon never focuses on that and how it affected her🤷‍♀️.
In my opinion it's pretty easy to change her character and rewrite her in a way that wouldn't change her purpose in canon which are :
Cut the whole shipping with Izuku. From the beginning you can easily tell that she was supposed to be the lone interest which is ok but horikoshi changed his mind halfway through and made her have a horrible reason for not confessing and distancing herself away from izuku (who at the time was her best friend). The whole reason of I wanna focus on my career doesn't work especially cos she is only a first year and I don't understand how her being in a relationship would affect her hero work. My solution is to cut that out completely and just have them develop a deep platonic bond (I love platonic soulmates) something similar to Nobara and yuji. By having this she can have more screen time and we sort out the whole mixed messages and signals part of her character that I get from her.
Give her and toga more Parallels or make twice ochako's villain. Honestly, ever since I saw @doodlegirl1998 post about twice being a better villain I have been obsessed with the idea of twice becoming ochakos villain and it makes it easier for twice to have a redemption because he is the most redeemable villain in the league. However, ochako and toga can also work if they met both as civilians (before the attack) and had more Parallels with eachother.
Give her more screen time. One of the reasons why ochakos character arc kind of lacks impact and is lacking overall is because of her lack of screen time and whenever she gets screen time it's shared about toga or toga appears which is kind of bad in my opinion. Ochako and toga is one aspect to their characters but they should both definitely have major interactions and scenes without the other being present or mentioned so both of their characters develop. Iam still very salty about the fact that ochako doesn't get much screen time or an arc where she defeats a villain with Izuku (just like iida and todoroki did).
Give her a mentor. The main characters all have their own mentors and even some of the support cast have their own mentors that we see together from time to time. However, ochako the main female lead doesn't have a mentor at all? I liked gun head and he could of been a good mentor for her but we didn't see much of them and Iam more into the idea of ochako having pro hero thirteen as her mentor. Either way my point stands is that she should have a mentor someone she is close to and can talk to. She can tell this mentor her thoughts and ambitions and so many other stuff. It would of been fun to see ochako and a mentor like thirteen or gunhead.
Have her reflect on her morals and why she wants to be a hero etc. We can consistently see her reflect on her morals and why she wants to be a hero and we see a build up and what causes her to make the decisions she makes. This can be seen from the multitude if screen time she will get that will have scenes with 1A, her main villain, her mentor and just her doing hero work. In my opinion, I really like the idea of ochako wanting to be a hero to only help her parents and then as she goes further into the industry she realises how many people actually need help and comes to the conclusion that as much as she wants to help her parents she also wants to be a hero for both heros and villains
Make her an actual supportive friend. This is probably very controversial but due to the lack of ochako screen time with her friends I don't get the feeling that they're close and the whole "izuku may have OFA but he is just a boy" speech that she had was very anti-climatic to me because of the lack of screen time and whatever the hell their relationship became as the series went on. I also miss her interactions with iida and wish we got more of her hanging out with the dekusquad considering that she is one of the main members.
Make her blunt. This is a 50/50 for me. As I have previously stated I sometimes get mixed signals from ochako where in my opinion she can come of as a bit passive aggressive or say things that are so uncalled for Iam not sure if that's the word? A lot of the time these insistences if altered a bit could be seen as her being cheerfully blunt or curious if done well this can be seen as an interesting idea for her and may make her dynamic with izuku a whole lot more interesting.
Overall, on paper I was a fan of ochako's character arc but I think it definitely could of been executed a whole lot better. I think that she could of been a character who was exposed to a lot of stuff a young kid shouldn't of have especially considering family issues with finance and you could of had her living somewhere near the red district (not sure if that's a canon thing in MHA) however, I think she could of seen this and tired to just help her parents overcome the struggles but she slowly realises how many people actually need help and are overlooked like heros and villains and she becomes a hero who wants to be a hero that helps heros and villains while also valuing family and helping them.

What is a story beat ? You said that Hawks sill has a storybeat left probably about Toga / Twice's death?
Sorry if I ask too many questions!… but you wrote this (I really doubt there would be any point in him dying for the narrativ) do you talk about Hawks or Twice ?
I'll take this two together. Story beat is a shift in the narrative. It can be emotional turns, incidents or events, actions, and reactions, or realizations. They can even be small shifts in narrative tone or a character’s emotional arc. 
Hawks' character arc has several different threads, but one important one is his relationship with Twice as a reflection of the tension between a true hero ideal (heroes save / don't kill) and the kind of pragmatic compromises hero society / HPSC taught him as well as Keigo's own perception of Jin being a "good person" and his evaluation of him as the biggest threat.
Basically Keigo's arc goes something like this: idealistic young boy -> groomed by HPSC for efficiency and following of orders -> infiltrates villain organization as a spy -> gets to know a sympathetic villain (Twice) on a personal level -> tries to save Twice in isolation and within the limits of hero society -> fails because he doesn't understand the human bonds Twice values -> he makes the choice to kill Twice as per his training -> aftermath as he's revealed to the public as a child of a villain / a hero who killed someone and his own struggle with the revelations about Endeavor and his own conscience about Twice -> decides to pour his energy into "fixing Endeavor" and avoids facing his own actions re: Twice -> he meets his reckoning on the battlefield when the threat posed by Twice messes up the entire plan via Toga's grief -> Hawks once again wants to deal with it by killing -> he loses his quirk and fails to stop AFO -> with nothing left to protect, he's ready to accept the consequences and stops fighting back against Toga's revenge.

This story-beat parallels Endeavor's decision to finally face Toya (and die with him)

They are both saved by the new gen - Endeavor by Shoto, Hawks by Uraraka. The old generation was ready to succumb to the hopelessness, even Hawks who is a self-proclaimed optimist and someone very much on the borderline between the old gen and the new gen.
So I think the storybeat missing here is some kind of resolution. MHA is an optimistic story and has set up the need for all of society to change so future Twices, Togas and Dabis don't fall through its cracks and so that it can offer villains a credible prospect of re-inclusion into society. Reformative justice if you will.
I don't really think there is a good narrative reason to kill Hawks (or anyone else from the old gen) now in the endgame. Many of them tried to sacrifice themselves - Endeavor, All Might, Edgeshot, Aizawa - but they have all been saved so far. I think that their role in the final part of the story is to get on board with the hopeful direction of the kids.
Since Hawks is the closest in age to the kids and spirit (he is the first one who really tries to save a villain) and since he's also a link between the world of villains and hero society (as the child of a villain and as a spy who infiltrated them), I think it would be natural for him to be spearheading this change. We saw in Ch 323-324 that the public won't necessarily listen to school kids, but Hawks is in a position of authority and if he gets on board with saving the villains, that can be a big push for change (basically it's the same reason the PLF wanted him for - a celebrity for their cause). So this is where the Hawks will save Toga theory comes in. He has the same blood type. There are news helicopters around. The stage is set for him to make some kind of stand that will help change the heart of the public (which was probably already moved by Ochako trying to reach out to Toga and by Toga's self-sacrifice).
I may be wrong of course, but from all the set-up, I'd find it weird if Gunga finished the way things have been left and we'd just skip to the epilogue.

Wow. Alright lemme gush about these pages of MHA 393 for a moment. First of all, A Girl’s Ego as a chapter itself is beautiful. It’s part of the culmination of a long story of the greatest heroine in training vs the greatest villainess in training, with many plot threads intertwining in these recent chapters weaving a beautiful web. These pages in particular really hit hard for me personally

Here we see Ochako complimenting Toga’s smile. It’d seem like an incredibly small thing to those who don’t know Toga’s story, but in reality this moment is huge for Toga. Toga was always judged and mistreated for who she is and how she acts. Her own parents feared her and were disgusted by her, treating her as though she shouldn’t have been born. To see the girl she’s been trying to kill in cold blood compliment her so called devious smile…it moves her to tears. Her entire life she’s been told by just about everyone around her that there’s something fundamentally wrong with her, that she’s inhuman. There must be a part of her wondering why she’s trying to kill the person who’s treated her the most kindly, why her bloodlust has overtaken her love, a love that was once her strongest trait

This moment. This moment is everything that the entire My Hero Academia series has lead to for Ochako and Toga. Ochako’s quirk, Zero Gravity, has awakened, and she uses her newfound immense power not to harm Toga, but to protect herself and those around her from Toga’s onslaught, and to get closer to her. Ochako doesn’t want to be like the heroes of the past who treated the world as black and white and delivered justice by any means necessary for their perception of the greater good. Ochako wants to be a compassionate hero who uses her power not to kill or harm but to save and protect. The news reporter, who earlier in the chapter had talked about Toga being just one girl who’s emotions were transforming the world with her Sad Man’s Legion attack, shifts focus to Ochako: just one girl who’s emotions are transforming the world with her quirk awakening. Ochako’s compassion overtakes Toga’s sadness and hate as Ochako extends her hand to a sobbing Toga. This is it. Ochako Uraraka in this moment defines herself as greater than so many heroes before her. Ochako explains that while she can’t erase Toga’s past and can’t approve of it, she’s willing to give Toga a lifetime’s worth of her blood if it means having the chat about romance Toga wanted. Ochako is willing to risk her health over her entire lifetime in order to give Toga enough blood so that she can be mentally stable and control her urges. Ochako is offering to give so much to the person trying to kill her, because she knows Toga is, and always was, just a traumatized girl in pain who needs someone to help her. Ochako has finally come into her own as a true hero

I think ochako is one of the most under utilised and underrated characters. I'm not a fan of her character (no, i DONT hate her). She had so much of potential amd her fight with BK just proved she's more than a pretty face. I'm fully aware of the fact that this show is oversaturated with characters. But let's not forget that she is the main female lead of the show. My biggest issue with her is that she didn't get to do a god damn thing in the Stain arc. She joined the academy with the sole intention of making money, and that's exactly what Stain hates about the hero society. Their monetary outlook. She could have been a part of the arc, the build up was there. She could have shown Stain that yes, while there are heroes who are there solely for the financial gains, that doesn't make them bad people. She all she wanted was to help her family get out of the poor financial situation they were in. Instead, she gets the typical shonen lead heroine treatment- being the love interest and whose sole purpose in life is to be a satellite character to the male lead of the show.
All her effort in the UA sports festival to do her best against Bk, all the desires to make good income as a hero to help her family financially, devolved into a girl who becomes a blushing mess infront of her love interest.
They did her so dirty. She was one of the few female shonen characters who felt like she could be someone in life without having anything to do with matters of the heart.
Also, notice how it's other characters around her who enforce her this whole Deku crush on her. Mina, toga and Aoyama to name a few. These are the characters who constantly remind her of her feelings for deku, thus pushing her further and further away from the plot relevancy.
I find this very annoying and makes me sick to think that a girl with tremendous potential is now relegated to the role of a girl hopelessly in love.
One last question: So many people think she's a terrible person for wanting to make money. I'm like, what? Are you serious? (If you want me to give further explanations I will) but it's the most human and realistic thing to do when you're stuck in a financial rut.

First and foremost, I still love Ochako. But I can’t ignore what’s happened to her throughout the series.
Honestly, it’s been ages since I’ve had that exact thought about Ochako and Stain situation! While he had a valid point (that wasn’t further explored, HORIKOSHI) about there being heroes that didn’t have the EXACT same mentality as All Might, her duality of wanting to provide enough money to support her family all the while having the desire to save others for the sake of saving others would be honestly a culture shock to Stain. (Or he may go further into denial, it’s actually hard to say. Guy had a few screws loose.)
But it HONESTLY would have been interesting seeing these two interact! And not to replace anyone the Hosu trio! It honestly would have been cool seeing her trying to use her new Gunhead Martial Arts (though she probably would have been focused on saving Iida as Izuku and Shoto took on the role of the main fighters, but Stain could have also tried to go after them and Uraraka would attempt to hold her own against him.) And we would have had MOST of the Dekusquad there! (Asui had her own internship.) Hiw great would it have been seeing the Dekusquad fighting together! And Ochako going feral protecting Iida!
Yeah, she happened to be more focused only about her crush with Izuku as time went on, which made a lot of her early traits and accomplishments kinda fade away and be forgotten. But for the record, and I still stand by this. A girl having a crush on someone DOESN’T cheapen her in my opinion. It’s something that happens to many teenagers. And some of their interactions I think are handled well, like them talking about wanting to save their respective villains. But other times, yeah, it felt a bit excessive that Horikoshi had to stop and say, “Hey! Hey! Do you remember Ochako has a crush on Izuku?!?” I honestly was looking forward to seeing how she acted after she vowed to put her feelings aside during the provisional license exam. But…Hori just continued to drill it into our faces.
As for the biggest perpetrator of making Ochako only about Izuku, I lay on Toga’s feet. Mina, yeah, she brings up the crush as well, but it’s done more in good fun I feel. And I think Aoyama has done that once. (Now that I think about it, it’s kind of random how he suddenly knew about her crush. He never does it again.)
But Toga? Horikoshi could have used her for something else to make her relevant, but the ONLY thing she had connected to Ochako is their shared crush on Izuku. Others say theirs other themes between them, but I’m sorry. I don’t see it, or believe that it was handled effectively. Ochako had more than just a crush. Like you mentioned, her want to provide for her family. Her fighting spirit and prowess that she showed against Bakugou. She had things that could have been fleshed out more.
Toga was a wha-wha girl that embraced being a remorseless villain and happened to be crushing on the same guy Ochako was crushing on. That’s it. There’s nothing else really about Toga. And she became to Ochako what Bakugou became to Izuku: a detriment to her character and preventing her from becoming something MORE. (Sorry but not really if I sound cynical about Toga. I just got REALLY tired being demanded to care about her. Like some OTHER blonde.)
Speaking of which, your last question? I also never understood this. I get it for a quick joke and stuff like that. Hahaha. But when people were SERIOUS about holding that over Ochako’s head? I was like, “Did you not hear her entire motivation?!?” I was dumbfounded how people could possibly come to that conclusion.
I find it ESPECIALLY interesting NO ONE brings up that BAKUGOU also had the desire to be a hero for money,JUST TO BE RICH AND FAMOUS! But no, shit on Ochako for wanting to take care of her family! Filthy hypocrites. I honestly wish Horikoshi did a better job balancing both her looking out for heroes as well as wanting to have a good paying job for her family. I think both are completely character of her.
Anyways, you gave me a long post, I gave a long response. 😜 But honestly, thanks! I don’t honestly get these and I hope my answers or thoughts are interesting or understandable! Have a good one and thanks again!

Starting over. Again. Old wounds that were barely closed, open again.
You look at the thin strip of skin on your ring finger that’s a hair lighter than the rest of you. Most people wouldn’t notice, but to you? It stands out like an open wound. 
Tugging the fluffy borrowed robe down your arm, you sit motionless on the couch. The day you checked into the hotel was the day you stopped obsessively checking your phone. At this point it’s been a week. You took time off work. Didn’t tell them why. There was no need to, they’d understand. You didn’t want to see the pity in their eyes, hear your coworkers' platitudes. Condolences.
The great Dynamight would no doubt have set the record straight by now.
A knock at the door saves you from spiraling even further. Room service. Finally.
A woman with autumn colored hair stands at the door, and your smile falls.
“Can we talk?” Ochako asks. 
“What.” you snap. Does she need to rub it in my face? Clear her conscience?
A small, sad smile graces her perfect lips. “Verity, I need you to know this wasn’t my intention.”
You snort and roll your eyes as you head back to the couch. Footsteps follow, and you casually wipe a pile of tissues from the coffee table to the waste bin.
You take your place in the middle of the couch. Your throne of despair, complete with scratchy decorative pillows to prop you up. Ochako perches on the end of a damask accent chair. It’s you who breaks the icy silence. “Did you know he loved you?” Bitterness laces your question. At her? At him? At yourself that you never had it? It doesn’t matter.
Ochako tilts her head to the side. A stray strand of hair leans away from her face. “Katsuki?” His name pierces your heart, each syllable driving the wedge deeper.
“Yeah. The Great Lord Explosion Murder Dynamight,” you say sarcastically and pluck at a thread on one of the pillows. “Ass over tits for you.” You’re met with an unblinking, owlish stare. “Oh come on, don’t tell me he didn’t tell you? The fuck is he waiting for?”
“He’s waiting for you.”
“Hah!” you snort, “Yeah right.”
“Verity,” Ochako says, concern pushing her brows together. 
“Uravity.” Condescension wraps around her name, not that you can help it. 
She twists her hands in her lap before smoothing them against her pants. Amber eyes plead with you. “Midoriya told me he had broken up with you. A while ago. I… I didn’t realize-”
“That he’s capable of lying?” you arch an eyebrow. “Everyone lies.” 
Ochako suddenly stands and walks to the window. Even though the drapes are drawn, she stares as if she can see past them. Your third home in less than a year, and it won’t be your last. At least this one has a view of the city everyone works so hard to protect.
“Use your quirk on me,” Ochako whispers. Or maybe it was more than a whisper, but you’re so wrapped up in your own thoughts again that you barely hear her.
“What?”
“Use your quirk on me,” she repeats and strides over to you. “Do you need physical contact?” She grasps your hand in hers. 
“Let go of me,” you try to shake her hand off you with little success. Her grip and desperation cling to you. Ochako finally steps back and lets you go. “Why would you do this?”
“You deserve to know the truth.”
Truth. Lies. What does it matter. “I could ask you for your bank information and you wouldn’t be able to stop yourself from giving it to me.” You sink back into the couch and fold your arms across your chest. “No one likes my quirk.”
“Please. I need to tell you the truth, and you need to hear it.” 
“Fine.” You close your eyes and take a deep breath. It’s always easiest with a willing subject. But whatever you ask her, she’ll remember. It’s not like your victims go into a coma and wake up when you’re done with them. “We’ll start easy. What’s your name?”
“Ochako Uraraka.”
“Where were you born?” All of this would be easy enough to remember – especially given that Midoriya was constantly rattling off random factoids about anyone he kept notes on. Had he done that with you? Told people where you went to school and all that jazz if it came up in conversation?
“Mie Prefecture.”
“Why did you want to become a hero?” Again, something Midoriya told you when the two of you watched some ceremony and Ochako was on stage with a couple other people. You can’t even remember if it was for an award or some kind of commemoration.
“To make money and support my family.” Three in a row. Now to start tackling the harder questions, but which one to focus on…
You tackle the less painful one first. “Do you love Midoriya?”
“I did,” Ochako replies matter-of-factly. 
“What did he tell you when he started dating you?” What story did he feed you?
Ochako grimaces, but her gaze holds yours. “Midoriya told me he had come out of a long term relationship and didn’t want me to be a rebound.”
“And when did you suspect something was wrong?” Couldn’t you just have a normal conversation about this? Why did it have to sound and feel like an interrogation?
“At the gala.” You watch as she deflates slightly – as if, now that the questions ramp up in difficulty, she has to deal with the emotions everything dredges up. “When he wouldn’t leave you alone and Katsuki confronted him.”
“Why are you here?”
Clearly this is the question Ochako had been waiting for.
“Because like it or not, Katsuki is my friend.” The words flow as if a dam broke. “Right now my friend is hurting and it’s all my fault. He loves you and he doesn’t know how to tell you or get you back.”
Love. Sure. “And you think by coming here that’ll make everything better?” 
“I hope so,” she says with earnest. “I’ve never seen him so genuinely happy. You make him happy. And right now he’s refusing to answer the door, he only goes to work but even that’s awful. He’s heartbroken-”
You hold up your hand and Ochako’s mouth snaps shut. Heartbroken. And what about you? The one holed up in a hotel room bawling nonstop? “You can stop,” you mutter hoarsely. “I never started using my quirk on you. Didn’t want to. Never will. And for all he ‘loves’ me,” you trip over the word. The only time you said it to him was when you stormed out of his apartment. “He could’ve told me what was going on behind my back. Would’ve made getting dumped a whole lot easier.”
“Talk to him. Please.” 
Your gaze slides away from her. It’s not that simple. “I need to figure out what I want, and that may not include him,” your voice takes on a monotonous tone. “Thanks for coming by, but I’ve got room service on the way and some mind numbing shows to watch.”
Ochako hovers for a second, but when it’s clear you’re not going to humor her anymore, she nods. “I can see myself out.” 
Room service comes and goes, as do your thoughts.
The more you stare at the blank TV, the more you think about the conversation with Ochako. 
Are you in the wrong? Yes, Bakugou is a dick for not telling you what was happening, but you holed up in a hotel for a week and left Bakugou stuck in his apartment, that’s your fault. Your broken heart is your fault. Feelings weren’t a part of the deal. And yet here you are.
If you used your head instead of your heart, you could’ve had a rational conversation; sat down calmly and explained your side, had him explain his, come to a conclusion that didn’t shatter either of you. But when is love ever rational?
Wrong or not, Ochako is right. You need to talk to him.
For the first time in a week you look for a decent outfit. It feels like preparing for a battle – choosing your armor wisely and getting yourself in the right headspace.
You head out for the last place you want to be.
The whole taxi ride there, you plan a speech. All the things you never got to say. All the words that you need to fix. But standing in front of his front door, it all flies out of your mind.
You swallow despite having a mouth drier than a desert.
Before you can second guess yourself, you knock.

I've had similar thoughts too, anon. I think there is something interesting to be learned by comparing characters like Miwa and Uraraka who have similiar origin stories, motivations and even kind of similiar personalities and how they fit into the story. To preface this so I don't get hate in my inbox, I'm actually going to try not to be negative towards Uraraka here. Uraraka and Bakugo are the two hero kids I am the most invested in. Someone asked me to compare Miwa and Uraraka and so I'm comparing them. There's actually something to be learned here!!! It's an interesting discussion to see how Uraraka and Miwa are both written in their respective stories.
1. Sugar, Spice and Everything Nice
Now, I'm going to start the post by saying I actually think it is fine for a female character to basically just be a nice, normal teenage girl. Why would I say something so controversial yet so Brave? I know characters like say, Sakura get a lot of flack for being more down to earth when they are the only female in the trio while their male counterparts have these huge sweeping high drama. However, I feel like authors try to overcorrect for this by trying way too hard to make a character who's "not like all the other girls." So they eschew things like, say, femininity, or timid characteristics, or even any weakness a female character might have in order to make them try to stand out more.
Here is the thing though, you can make a character that's EXACTLY like the other girls and have them be just as compelling as any of the boy characters. What makes a character compelling isn't really the circumstances surrounding them, their backstory, how powerful they are, it's just their character arc, their emotions, their personal perspective and how they change over the course of the story. Low-stakes characters, or normal girl characters, can be just as compelling if the author puts time into developing them. There's a reason people read Slice of Life.
Just two examples, people get super invested in Haikyuu and Haikyuu isn't super high drama it's about a bunch of normal high school kids getting invested in high school volleyball and why it's worth it to put effort into sports and even like clubs in your high school years even if you're not going to nationals, or you're not going to play proffesional volleyball. Haikyuu is the one sports manga that's about how it's okay to lose at the sport today, because you might win at something else tomorrow. Another example is My-Dress up Darling, another slice of life series that does not have huge stakes but you can get really invested in it because Marin's enthusiasm for cosplay, a hobby, and the genuine joy she gets over putting a lot of effort to dress up as characters is something the audience can share in her feelings and enjoy it right alongside her. Like, there are a lot of cosplayers in the real world, and cosplay is just a hobby but it's something they put a lot of effort in, it matters to them.
To add onto this Orihime is my favorite shonen female lead of any big and popular shonen jump manga, and she has a lot of traits that people criticize Sakura for. She is not a soul reaper, she is not the most powerful character in the series, she is sometimes helpless, she has a crush on a boy. However! Orihime is supposed to be a normal teenage girl, trying to be helpful in this conflict where all of these characters are super OP, like the captains, the quincy, the hollow and Ichigo himself. Orihime's personal struggles are just as important to the story as other characters who are stronger than her. If anything Orihime grounds the story because it shows us the perspective of a normal person struggling in these circumstances when she's not a quincy-hollow-soulreaper-human hybrid like Ichigo. If anything, she embodies what I like about Ichigo that he's just a normal kid who only wants to protect his neighborhood of Karakura town even better because she just turns out to be a normal human who got one special ability in the end more focused on healing then physical strength. What matters is that I know what Orihime's FEELINGS are with her personal struggles, and I can connect to those as a reader.
Sorry this is a long introduction to a question about Miwa and Uraraka's characters, but I just wanted to make my point there's nothing wrong with girls who are sweet and nice and down to earth they can be just as interesting as their male counterparts.
Miwa and Uraraka both have similiar origins, and role in the stories, they give the perspective of a normal teenage girl. When other characters are struggling with bigger issues, they fight against things like low-self esteem or trying to find their place against their stronger, more ambitious counterparts. One similarity they share is in their very first arc, they are placed in a fight against someone stronger and much more ambitious than they are. For Uraraka it's Bakugo, for Miwa it's Maki.

Uraraka's personal insecurities are introduced to us in the battle tournament arc, first that she's not being a hero to rescue people like Deku or out of a big ambition to be number one like Bakugo but because she wants to help pay for her parents who are poor. At this point Uraraka has not really thought through her own feelings about why she wants to be a hero, especially because she's becoming a hero to help someone else not for her own reasons.
A big theme for Uraraka's character is she's very considerate to other people but constantly repressing or ignoring his own feelings. In other words she builds other people up (especially Deku) to put herself down. So, this comes to a head where she has only entered the tournament to get scouted, and get a better chance of making money, and she is up against someone who is deeply passionate and fighting to win.
Uraraka is extremely intimidated by Bakugo and down on herself at first, especially when the first few rounds she doesn't feel like she was giving her best or treating this seriously in comparison to her friends, and when Deku offers her his help for the fight it makes Uraraka feel worse because she thinks she should be the one doing these things for herself. Then we see her put everything into the fight against Bakugo, and still lose. Now, it's disappointing that a female character loses a pretty major fight, but emotionally the moment still works because the audience knows how Uraraka feels about this. Say you study for two weeks every single night for a big test, and you still do poorly that's hard to cope with that loss because it makes all the hard work you do put in feel like wasted effort. Characters are just as compelling when they lose then when they win.
Miwa goes through a similiar initial fight in her tournament arc, albeit with a lot less screentime. Miwa becomes a sorcerer for selfish reasons, it's literally just a job for her. If anything, she acts more selfihsly than Uraraka at first, because Miwa is straight up willing to kill Itadori the main character, because it will 1) gain her more favor at Jujutsu High, and 2) give her a better chance at promotion. I think this is something that's rarely mentioned about Miwa, she is a nice and well meaning person but she was also totally willing to commit murder.

Miwa doesn't harbor any ill will towards Itadori, she also feels sorry about it, but that doesn't stop her from doing it.

Miwa's not trying to excuse herself, and at least she knows that she's doing the wrong thing, but to state this for a third time she's perfectly willing to go along with a plan to kill an innocent person because she'll personally benefit from it. She is driven by poverty and outside circumstances, but she doesn't really consider Yuji's feelings or circumstances at all. You could also say this is where "useless" Miwa begins her arc, because she personally disagrees with the group but doesn't stand up against them either.
Miwa ends up in a fight against Maki and just like Bakugo and Uraraka, Miwa is someone much less motivated and ambitious than Maki. Miwa's problems are more down to earth and realistic she needs money to survive because she's poor (not to like... understate how hard being poverty is on children it's actually horrible) in comparison to Maki's horribly abusive childhood and her parents who later on in the story literally try to kill her. Miwa's less ambitious in comparison she's just trying to survive, Maki's trying not only to climb all the way to the top, she's trying to destroy the clan structure that abused her. Opposite to Uraraka and Bakugo though, Uraraka knows how serious an opponent Bakugo is and tries to match his intensity whereas Miwa totally udnerestimates Maki and gets so overwhelmed she can't keep up and loses to a pretty small mistake.

So, here are their introductory arcs, they are both met with characters who are stronger and more ambitious than them, and they both fail and are left disappointed in themselves.
The next commonality they share in their arc is they experience a moment of being unable, or unhelpful in saving someone. For Uraraka this happens twice but I think the bigger and more personal moment is when the kids all gather to deicde whether or not to try to save Bakugo on their own and Uraraka, well-meaning, nice Uraraka who idolizes Deku's desire to save people doesn't join in. Her stated reason is that she doesn't want their help and so they should leave it to All Might. Once again, we have this flaw showing itself of Uraraka being so considerate of other people's feelings it makes her indecisive because she's too afraid to step on other people's toes.

Afterwards, Uraraka regrets that she is not one of the people who lept at the oppurtunity to save Bakugo. Uraraka also has a similiar experience later on when Sir Nighteye essentially dies in her arms and there is little she can do about that fact except watch. She confides in Aizawa afterwards how upsetting this was. It's hard to go further in on this part because Uraraka herself wasn't really the focus of that arc.
Miwa's arc after the Kyoto battle arc becomes tied in with Mechamaru's arc, mainly in her attempt to reach out to Mechamaru and grow closer in them, and the tragedy that she wasn't able to reach him in time because by that point Mechamaru was the traitor to Jujutsu High and he made a deal with Mahito to fix his body.
This is a much more tragic arc for both Mecharu and Miwa and one that has extremely personal and devastating consequences for both of them. The thing is Miwa was perfectly fine with Kokichi's body the way it was, he didn't need to change anything about himself. Miwa always wanted to grow closer to him. If she hadn't been so hesitant and afraid of losing him and had communicated that much sooner than Kokichi might never have made his deal with Mahito to fix his body.

Kokichi is also a character who was too afraid to reach out to his friends, and too afraid of losing them. Miwa's fear of losing Mechamaru makes her keep distance between them until the last moment and it's too late. Kokichi's fear of losing Miwa makes him first get overprotective of her and all of his friends, deciding to fight on his own because he's too afraid of putting them at risk. Number two, he doesn't confide his feelings in any of his friends because he is trying to be strong and fix everything on his own.
Miwa's character is revolving around her feelings for a boy (oh no), but it's actually a pretty effective arc, number one because it's about Miwa's flaws (her low self worth and her indecisiveness) and it's about Kokichi's flaws (his overprotectiveness and decision to isolate himself).

Number two, Miwa is the survivor of this arc. When Mechamaru dies it's about her feelings over him, it's about her having to live with her pain and her regrets about not helping in time after.

There is a lot of potentail for Miwa's arc afterwards, her surviving the lost of not only Mechamaru but Mai too. I am incredibly interested in how she will cope with these losses especially since when she appeared after Yuta's fight she looked really ominous. Kamo Noritoshi one of her classmates was also in a really dark place when we saw him working with Maki.

Okay, now this is the part where I start talking about Uraraka negatively in comparison to Miwa. After the Yakuza arc in My Hero Academia we see a shift in Uraraka's character, where her character become less about her own personal motivations and rather her feelings about Deku.
Someone has made a much longer and more detailed meta about how Uraraka's best ending point is her actually leaving her admiration of Deku behind and find out how she wants to be her own hero. Story wise though, I think the plot has lost track of what Uraraka's personal thoughts, feelings and struggles are. She is being used as a narrative tool for two things, one Toga's redemption, and two supporting Deku. Uraraka's big speech in the story itself, her big moment to shine is giving a speech that's basically for Deku's sake, about Deku's feelings. I actually don't think a romance arc is bad for a character to have, I went into detail why Miwa's feelings for a boy are actually super compelling in the story it takes place in.
Uraraka being a more support focused hero, isn't a bad thing! Uraraka not wanting to step into the spotlight isn't a bad thing! Orihime does the same thing in Bleach, a lot of her character is how she doesn't want to be left behind by Ichigo and she wants to be helpful to him. However, Orihime has relationships with other characters besides Ichigo that are complex. Orihime envies Rukia for how naturally Rukia and Ichigo get along and support each other but at the same time Rukia is an incredibly close personal female friend and she is someone Orihime confides in. Orihime spends her time in Hueco Mundo bonding with Ulquiorra, to the point where Ulquiorra's fight with Ichigo is something that tears her apart and fills her with doubt. Orihime and Ishida are always characters who have interacted, Ishida watches her when Ichigo runs off. Uraraka's problem is really serving as a narrative tool to service other peopel's plotlines, Toga, and Deku but Uraraka herself as a character doesn't get much development.
I actually think this is a problem with Bakugo too, he used to be a character about trying to find his own definition of heroism when he doesn't really have the demeanor of a hero. Now, Bakugo's entire character has devolved into his rivalry and relationship with Deku when he used to talk to other characters besides Deku and he also used to focus on himself.
Miwa on the other hand, as I discussed above is the survivor of her tragic personal arc with Kokichi. If she continues on as a character it's all going to be Miwa's feelings in dealing with that.
I also want to mention, Uraraka is a much more major character than Miwa, she has a lot more screentime in the novel, she gets into more fights. Miwa has only had one fight so far! Yet, at the same time Miwa's arc is harder hitting because it's about Miwa's feelings first and foremost. When Miwa is given focus it's all about her, and we know what her feelings about things are. If anything, Miwa is allowed to be a lot more messy, because she is weak, she is helpless, she hates herself for being these things, she breaks down crying in the most messy way possible. Miwa's personal flaw of being "useless' is compelling because there are actually pretty devastating consequence for her not pushing herself harder, like the likes of Maki.
On the other point other than her idealization of Deku it's a bit hard to tell what Uraraka's character flaw is at this point. Uraraka's got to be there to support Deku and so she doesn't make the same kind of horrible mistakes that Miwa does, and suffer than kind of loss. Uraraka used to be a girl first, and a hero second. Miwa's still just a normal girl, struggling to be a jujutsu sorcerer in a world that has taken way too much of her youth like all the other characters. So, I would say the reason people find Miwa compelling is because she fits into her story more. She fits the themes of the story of another youth dealing with horrible loss because Jujutsu Society just takes, and takes, and takes. She provides a unique perspective because she treats Jujutsu Sorcery as a job, and she's one of the few main characters who doesn't have cursed technique, and she's also not struggling to be the strongest like Maki. I don't know where Uraraka fits in the story, except how she can be of service to other character's arcs.
That is effectively the difference between them, they are equally complex characters riddled with insecurity and struggles but Miwa's struggles are focused on where Uraraka's have been out of focus as of late to be what the plot needs her to be.

More and more in bnha it seems like it's coming down to ochako and by extension toga to actually change anything in hero society. Because none of the other heroes seem to even consider the thought of anything from the villain's perspective or see the need for change.
Mic. Saying kurogiri/shirakumo should disappear as a good memory if he tries to help tomura, despite the fact that mic. Knows something of his old friend is in there because kuro/kumo told them about the hospital.
Shouji saying 'don't let them exploit your wounds' while not committing to protect any more heteromorphs from getting those wounds in the first place other than being cool/a shining light or something.
Deku saying 'I'll bring it all back", truly the exact opposite of what the current society, current world needs. Mind-blowing that deku hasn't realized that by now despite everything he's been through, or rather that he's written that way.
I'm not really sure where shouto's plot line is going honestly, seems like dabi left already.
It's getting down to the wire for even the promise of something better. Do you think ochako and toga will pull through as something more?
Unpopular opinion here but no, I don't think the current Uraraka is any better than the other three, no. I've seen some place faith in her to react differently, but they seem to be forgetting that Ochako said this about Toga not too long ago:

She does acknowledge that Toga is a person, which is a baby step in the right direction, but in the literal same train of thought she then confesses to watching the destroyed landscape to remember Toga by the atrocities she committed first. So that she won't accidentally sympathize too much with a monster. A monster with emotions, but still a monster nonetheless.
I don't read this as any differently from the self-righteousness of the other three because it's the same sentiment. It's dressed up as something slightly nicer, but she also opened said speech with this line:
"Look what they did to the city. She's a villain who helped them snuff out people's lives. Their happiness. The thought of just forgiving her? Nah."
Which is the same accusation the heroes and the kids keep throwing in the villains' faces.

At the end of the day, any attempt at a dialogue always dies down quickly because the heroes approach this from the wrong angle. They're mostly here because they're acting according to their ideals as heroes. According to their moral codes, they can't let people die if they can do something about it. All of them have stated this as a main motivator for their actions at some point or another. I don't remember if Ochako did outright, but it doesn't matter because the same attitude is implied in her words above.
In her eyes, Toga Himiko is sympathetic, but her desire to understand the tears she saw in her eyes isn't enough to override Ochako's heroic drive on its own. The destruction Toga is complicit in is the cold shower of reality that prevents her from really putting herself in Toga's shoes long enough to get a glimpse of her motivations. So she doesn't understand her, and doesn't really try to. Like the other three,

She shuts down the conversation right at the start.
And like the other three, she's probably going to fail too, at least at first, because this approach isn't going to work. It didn't with Dabi and with Spinner, and it won't with Toga, either.

Heroes Rising novel translation (4/?)
This is a translation (part 1) of the novelization of Heroes Rising. The novel has been written based on the movie (written by Anri Yoshi, who also writes the School Briefs). There is no English translation, so I am translating from the Italian version.

Scene 5 is some extra content from when Bakugou and Deku wake up fromt heir wounds. Scene 6 is when Deku saves Ochako - there is nothing specific there but it tells us more about what Deku was thinking and his strategy, and him joining the battle after Bakugou came joined.
SCENE 5 (Bakugou and Deku waking up and walking into the meeting room. Katsuma offers himself to the villain and Deku appears saying no)

"You do not need to do anything scary. We are here for that!"
At Izuku's words, Todoroki had a small reaction, to show that he agreed, when from the door another voice came out.
"In other words, we just need to defeat that villain, right?"
"Bakugou!"
Kirishima and the others were surprised by the fact that their classmate was also there, as they had not noticed his arrival. With his back leaning against the door, Bakugou looked up at Izuku, who turned towards him, exchanging a glance. They both thought back to All Might's words.
"You will win and save. Save and win. If you accept each other and help each other get better... you will be the best heroes who ever existed."
Izuku closed his eyes, as if to allow those determined words to settle in his chest. Then he turned once more towards Katsuma and Mahoro, smiling at them.
"We will definitely protect you."
"We will destroy that damn villain."
Bakugou also made his declaration and he hit his own open palm with his hand, letting out a small explosion.
"We will save the citizens of the island at any cost!"
"We will definitely win!"
The two childhood friends commenting one to the other cheered up not only the two siblings but also all the people present.
"Bakugou, Midoriya, I am with you!"
"I also want to protect the people of the island!" Ochako added, to Todoroki's comment before she turned towards the others.
"Let's fight!"
(...) (I am skipping all the characters joining in with cheers)
"Plus Ultra!"
Everyone present raising their fists up was like a promise.
Among such enthusiasm, Tsuyu suddenly spoke up, perplexed.
"So, what are we going to do?"
At those words, Bakugou clicked his tongue, annoyed.
"Damned Deku, you were thinking and plotting before, weren't you? We don't have much time, come out with it."
"Ah, yes!"
Even if surprised by that request, which was really unusual coming from Bakugou, Izuku turned around to look at their classmates.
"I have a plan. It is the best strategy, at the moment.... at least, I think."

SCENE 6 (Ochako and Sero get hurt, Izuku jumping in when Shoji tells him Bakugou joined the battle)

Sero and the others were thrown back by a gush of wind.
"Dammit! He counteracted the special attack!"
At Shoji's screamed words, as he had seen everything from the peak with the telescope, Izuku unconsciously leaned forward. Jirou listened to the noises and summarized what was happening.
"Villain coming close to Uraraka's group!"
Izuku looked towards the dusty foggy place where Ochako and the others were. But he turned around, and when he noticed Mahoro and Katsuma's scared expressions he started thinking about what would be the wisest next move.
"Uh... uh..."
Among the dust, Nine had started to walk up the hill once more, as if nothing had happened. Ochako and Sero, with Mineta who was unconscious, tried to face him, even if on shaky legs. Not even a spark of energy was left in them. But the need to protect the children and the people of the island has not yet vanished.
(... small scene identical to the movie where Aoyama and Momo intervene before being shaken away by Nine)
The two of them were thrown away quite easily from the shock wave created by Nine.
He had not even turned around to look at them. In front of him now there were only Sero and Ochako, determined to not give up. 
"Enough games."
Powerful sparks appeared in Nine's hands, his expression still unperturbed and blank like the calmest sea. Even if they knew they had no chance against that attack, Ochako and Sero could do nothing else but prepare themselves. But suddenly, here came the roar of an explosion getting closer and closer.
"Wrooooh!"
It was one of Bakugou's fast attacks, as he flew there thanks to his Explosive Destruction. Once again, Nine use his Air Wall to defend himself.
"You survived...?"
"Are you dreaming? Die!" barked the teen, from the other side of the ditch that had been created with the quirks.
"Bakugou joined the fight!" Shoji said, surprised by his classmate's sudden appearance from the other side of the telescope. Izuku passed by his side as fast as the wind.
"Midoriya?"
Shoji, even more surprised, heard Izuku yell while he was throwing himself in the valley: "I entrust you Katsuma and Mahoro!"
"Deku..."
"Big brother Deku..."
Mahoro and Katsuma had run forward, instinctively, worried, and were now watching while Izuku was leaving. The sparks of One for All were running through Izuku's body, while free falling.
"Now I have to defend the position at all costs!"
Bakugou was on the field, and his power was quite remarkable. But Izuku had reached the conclusion that they had to intervene in the fight and stop Nine there were he stood, or the probability that Katsuma could have been taken would have been astronomically high.
"Take this!"
Bakugou kept launching firey projectiles from up above, and Izuku, who had come running, jumped to relieve his position and throw in a kick.
`If I didn't do this... I would throw away all my efforts to become a hero!`
"Saint Louis Smash!"
His charge was stopped by Air Wall. Nine did not seem at all worried. Izuku infused some more energy, as if he had actually calculated the counteract.
`Not all my strength is required, just think about making him use his quirks!`
Suddenly, the teen was hit by a shock wave and he was thrown away, but Bakugou raised his hand towards him and, once he had grabbed him, he spinned around at high speed, using his Destructive Explosion.With this, he threw Izuku back against the man.
"Explosive catapult!"
While he was thrown at such high speed, Izuku understood what his classmate was thinking, and used the given acceleration to attack Nine with a new stronger kick, as fast as an arrow. Nine, even if stopping him with Air Wall, was still thrown back by that energy, which ended up being stronger than expected. 
"Remarkable."
Nine stood up once more, and looked at Izuku and Bakugou, both in fighting position in front of him. 
"From now on..."
"We'll kill you!"
The two of them looked back at Nine.
(... I skipped the next scenes, as the novel goes back to other battles.)
In the middle of the valley, under the look of the two siblings, Izuku and Bakugou kept attacking Nine: the first kept throwing air waves from the side, with his Delaware Smash, the second kept shooting from the front with his Armor-Piercing Shot. Still, it looked like none of those hits had any effect on Nine, who reacted by throwing his Nails Bullets. Hit by one of these attacks, Bakugou's left gauntlet broke. Nine was ready to give him the final blow, when Sero stopped his arm using his tape. Nine dragged him forward thanks to the tape itself, and Sero started wrapping back his tape, using the acceleration to kick his enemy.
"I won't allow you!"
Nine shoot some more Nails Bullets against his closing target, still calm and impassive.
"Sero!" Bakugou yelled. Sero tried to stand up again, but he groaned, in pain. It was then that Ochako jumped in among the smoke of the explosions, right behind Nine.
"I have to touch him to make him float!"
Touching him, even if for just one second, would have given everyone a moment to breathe, a hope. The girl raised her arms, this goal in mind. But the familiar* (*this is what the novel calls Nine's dragon) suddenly appeared, from Nine's back, and closed its jaws around her. It carried her up above, and threw her in the air.
"Uraraka!"
Izuku caught her, avoiding her fall against the ruins. In his arms, a moment before losing consciousness, Ochako murmured, bitterly: "I still... can..."
He laid her down, gently.
"Damn you..."
"I won't forgive you!"
At the sight of their classmates being hurt, Bakugou and Izuku turned to glare angrily at Nine. They immediately attacked the familiar.
