NEW THEORY!!!
So in the 4th episode of the pjo sow Annabeth mentions that the St. Louis Arch is a temple to Athena.
...and Percy literally falls of the tippy top of the arch.
Interesting is it that a son of Poseidon falls off the alter of a temple Athena. And it is also pointed out that Echidna, a monster is somehow ALLOWED in the temple which surprises Annabeth because who would let a creature of the underworld enter a temple of a god, nonetheless one of the 12 olympians.
Even if Athena was embarrassed by Annabeth condoning Percy's impertinence it would be more embarrassing allowing some monster into your temple, and even all the way up to the alter.
We also know gods are capable of sending monsters to do their bidding, just like demigods. Like how Hades sent Alecto in the first chapter. We also know that Percy is basically a wanted man in the Greek world, and that Zeus would probably be very grateful if someone brought him/killed the kid that stole his lightning bolt.
So my theory is that Athena had a part in sending Echidna to hunt down Percy. That's why Echidna was able to enter the temple because she had Athena's blessing. It's a win win for Athena because she gets Zeus's praise and it pisses off her nemesis Poseidon.
