Jerome Valeska and parallels with the Black Dog from European folklore.
All factors are taken from the same source and based on it. Some statements may be exaggerated, but this is just an amateur post and you are always free to express your point of view.

The black dog has always been closely associated with death, darkness, and ghostly visions from the other world. Any resident of Gotham, whether a cop, a civilian or a criminal, at the name of Jerome Valeska shudders at least a little. Jerome Valeska is a man who only wants chaos, violence and a grand finale. Jerome and Death are synonyms. Not a single appearance of the red-haired has occurred without death. 1x16 - Jerome's mother's death. (Lila Valeska) 2x03 - Death of Jerome's father (Paul Cicero) and death of Jerome himself.  3x13 - Dwight Pollard's death. 3x14 - the death of innocent people during the carnival and the presumed death of one of Jerome's clown makeup artists. 4x16 - Uncle Jerome's death. (Zachary Trumble) 4x17 - death of innocent people. 4x18 - the death of innocent people, Jerome and Jeremiah's former personality. Being a harbinger of death, the Black Dog always goes to where someone will die soon, and therefore rarely stay in the same place.    Is there anything to be added here? Just one appearance of Jerome makes everyone think: "How many deaths will be there this time?"
The black dog is very smart, brave and loyal. He does not run after a stick or ball thrown to him, and he never sits back if they have important business to attend to. Jerome Valeska is smart. He may not be a scientist, but his latest idea was truly brilliant. Courage may be present, but in this case one has to think a lot: was it courage or a simple absence of fear?
Loyalty to your cause is also loyalty. Although all of his actions are terrible and not good, Jerome has never shown himself as a good guy, except in 1x16. But after that episode, he showed only his true face, not pretending to be a good mayor or a sane forensic scientist.
Yes, Jerome Valeska will never obey someone. It's obvious. In 2x02 Jerome taunts the cannibal, clearly enjoying his power. In 4x16, we learn that he's the one planning the escape and is clearly hostile to Jonathan Crane's incompetence comment.
And even if we consider this despite the canon, then Valeska clearly does not like being dominated in any way. He must control everything, no one else.

Hypothetical set-up for a “West Coast Avengers” series:
MAIN STORYLINE:
Picking up from the end of “WandaVision”, White Vision is now roaming the world, trying to piece his life back together after Hex Vision restored his memories. Unfortunately for him, White Vision becomes a target by most nations due to his connections to Tyler Hayward, Wanda Maximoff, and the Westview incident. Despite trying to not come off as a threat, White Vision becomes an international fugitive.
As White Vision wanders the world seeking refuge, we soon learn he’s being stalked by someone. Or...something.
Clint Barton, who has since retired again after the events of “Hawkeye”, learns about what’s going on with White Vision. When he tries to contact Wanda to get her side of the story, he gets no response (this is due to the events of “Multiverse of Madness”). Despite not wanting to get back into the field, Clint suits up once again in order to help a fellow Avenger. 
Laura sees what’s going on and, instead of stopping Clint, tells him that he needs a team in order to help White Vision. Clint says that he’s no leader, to which Laura says, “Well, Vision needs you to be one now.” Laura also says she’s coming with Clint this time as a follow-up to the Agent 19/Mockingbird reveal.
Basically, West Coast Avengers is focused on Clint and his team seeking out White Vision, which also leads to them dealing with the thing that is stalking him. The stalker is revealed to be a techno-organic parasite known as “Technovore” and its goal is to assimilate Vision in order to gain its abilities. 
(Yes, it’s the Technovore from the Iron Man anime movie/animated TV series)
SIDE NOTES:
1) Kate Bishop isn’t present in this series since she’s forming the Young Avengers. It’s explained that Clint has been training Kate and that Kate is currently on vacation. Clint thought about bringing Kate back for the West Coast Avengers but decides to leave her out due to how dangerous this mission is (Clint’s overprotective dad tendencies kicked in here).  
Side note: Kate not being in this series is also to emphasize that this is a West Coast Avengers team-up, not Hawkeye season 2. 
2) Clint comes up with the name since the story takes place in San Francisco. He says something along the lines of, “Well, we’re the Avengers and we’re on the West Coast. So...West Coast Avengers”. Someone else then says his name for the team is bullshit.
3) The story revolving around Hawkeye and Vision is a reference to the comics, where Vision requested that Hawkeye form the team. So in the MCU, Vision is technically responsible for forming the WCA since Hawkeye creates the team specifically to rescue Vision. 
4) Rick Mason (OT Fagbenle’s character from “Black Widow”) makes a cameo appearance. He reluctantly agrees to babysit Cooper, Lila, and Nathaniel Barton in order to allow Clint and Laura leave the farm to find Vision.

(( A little snippet I wrote about Jerome and Jeremiah Valeska. Warning: Valeskacest content ahead, read at your own discretion as there will be mentions of childhood trauma and abuse. Also some mild sexual content. Basically this my version of the events leading up to Jeremiah’s betrayal where in a moment of panic, Jeremiah makes the biggest mistake of his life. If you’ve read “A Childhood Fantasy” this is all of it in a nutshell ))
I like to think Lila witnessed something she wished she hadn’t... An ugly secret that she swore she’d never talk about again, even though the reminder is living under the same roof as her.  
Jerome and Jeremiah probably suffered abuse to an extent (physical, verbal, mental, and sexual) and this type of trauma only brought them closer. The twins really didn’t have anybody else in their lives to care for them, sure there was their mother and uncle, but they couldn’t be bothered to look after Jerome and Jeremiah. If anything, Zach hated his nephews and Lila’s resentment is demonstrated in her neglect for her sons. 
In an unpredictable and often violent environment, Jerome and Jeremiah had to grow up FAST. They fended for themselves, stealing food and clothes when they can. Like all children, Jerome and Jeremiah craved love and attention and it’s only natural to assume they would seek it from one another. Jerome with his big bear-hugs and Jeremiah’s timid kisses. They liked holding hands at all times, regardless of the funny looks they received. They were practically attached at the hip and if Lila hadn’t been drunk all the time, she might’ve seen the warning signs. Like how Jerome would steal a quick kiss before heading off to do chores, or how Jeremiah tried to hide the hickies on his neck when he so clearly doesn’t have a girlfriend (at least not one Lila is aware of). 
Lila is to blame. Had she made an attempt at parenting her children and showing them kindness, then maybe Jerome and Jeremiah wouldn’t be so co-dependent on each other. By the time Lila catches wind of her boys incestuous relationship, it’s far too late. Jerome and Jeremiah are bonded in ways no siblings should be but their love for each other is as strong as ever, or so Jerome thought. 
The incident in question happened on a Saturday evening, when it’s presumed Lila would be out drinking all night and wouldn’t drag herself back home until the morning. Jerome and Jeremiah have a few drinks, but they barely catch a buzz by the time they start kissing and peeling their clothes off. Usually they go into their bedroom but tonight they’re too impatient. They’re on the living room sofa, going at it missionary style with Jerome on top. They’re so lost in each other, each moaning the other’s name while they kiss. Neither heard the screen door creak open or the slight pop of the door swinging open on it’s hinges. 
It’s at this point Lila and a random stranger enter the trailer. Lila catches her sons and FLIPS THE HELL OUT. Imagine the look of pure disgust and rage as Lila shrieked and went after the twins with her fists balled up. Jerome would pull out and try to shield his brother from their mother’s assault but in a panic, Jeremiah shoves his sibling aside, tears glossing over his eyes when he tells Lila Jerome forced him do it. 
This takes both Jerome and Lila by surprise. 
Jeremiah (fake) sobs into his hands and tells Lila about all the horrible stuff Jerome has been doing to him. He says Jerome threatened to slit his throat if he told anyone about the abuse. Jeremiah has to avoid his brother’s gaze because Jerome’s expression is too heartbreaking. 
It’s then Lila turns on Jerome and directs ALL her anger at him. After smacking Jerome around and shoving clothes at him, she kicks Jerome out of the trailer. Lila calls for Zach and Paul to come over. They have a meeting of sorts on what to do about Jerome and Jeremiah. Paul suggests St. Ignatius and Zach offers to drive. That’s it then, they had a plan to save Jeremiah from his monster of a brother. 
In the following days Jerome is forced to sleep outside in a flimsy tent. He makes several attempts to see Jeremiah but either Lila or Zach stops him, and Jeremiah makes no attempt to communicate with his brother.... It happened late at night, when Jerome is fast asleep outside, shivering in his sleeping bag. Zach, Paul, and Lila whisk Jeremiah away and when Jerome awoke, he’s informed of Jeremiah’s departure, and wouldn’t be returning. 
Imagine the pain of losing a sibling, never knowing where they’re at, or if they’re alive and well. Jerome cried for the first week because he doesn’t understand. why Jeremiah said all those things but his lies have a disastrous effect on Jerome’s life. Lila and Zach weren’t the nicest people to begin with but knowing what they know (it’s unclear if Zach knows the real truth but he believes whatever Lila told him) they inflict physical and emotional pain as often as they can. The beatings with uncle Zach never stopped, and Lila was constantly degrading him, calling him a rapist and telling everybody at the circus how he hurt Jeremiah. 
Lies. All lies but who would believe him? He was already considered a freak but now everybody thinks he’s some kind of psycho who gets off on torturing his brother. In the end, Jerome bottled up his feelings and stopped asking about Jeremiah. 
Over the years his loneliness would turn into bitterness. His yearning for Jeremiah would turn into loathing. He’s plagued by visions of stabbing Jeremiah to death for throwing him under the bus like that. Jerome has never hated anyone so much in his life and if they were to cross paths again, he’d make sure Jeremiah knew what real fear is.
****afterthoughts*** The maze scene in Gotham is what inspired this headcannon. Favorite part has to be when Jerome calls Jeremiah out on his bullshit stories, to which Jeremiah admits he did in fact lie to their mother about Jerome’s actions. Jeremiah tries to absolve himself by saying Jerome is born bad and thus all the awful things that ever occured in Jerome’s life would’ve happened, regardless of what Jeremiah said or did. Between the lines Jeremiah is really saying “You deserved it”, but he’s too cowardly to outright say it. I think the real reason Jeremiah used Ecco to bait Jerome and capture him is because he doesn’t want Jerome telling anyone about their incestuous relationship. Jeremiah was going to keep Jerome locked away in a cement cell, as if hiding his dirty little secret (bruh that’s the plan of a madman or a desperate one). Jeremiah might still harbor intense feelings for Jerome and legitimately feared the outcome of their interaction. In his mind Jerome is the bad guy, he’s the one who liked to initiate inappropriate touching and kissing, not poor Jeremiah who is simply the victim. At this point Jeremiah nearly convinced himself that this is the truth, but I imagine his pounding heart says otherwise

Jerome Valeska is the son of Haly's Circus performer and snake dancer Lila Valeska, who is found brutally murdered, a case which is investigated by Detective Jim Gordon. Jerome at first appears to be an innocent, polite young man, and seems devastated by his mother's death. Gordon later brings him into interrogation, where he reveals that he knows Jerome is responsible for her death. Gordon also brings in Jerome's long-lost father, blind fortune teller Paul Cicero, who is one of many men that Lila had a fling with. Having been caught, Jerome shows his true colors when he says he killed his mother for being "a nagging, drunken whore" and starts laughing maniacally. Let’s just say, a criminal was born. All you really need is one bad day to become someone sinister.

looks like we have a new TWENTY TWO year old in town. the only thing they remember is that they’re called JEROME VALESKA. i’ve been observing them, they seem pretty DETERMINED & HEARTLESS. recently, ALL of their memories have been returning. they’re bound to cause some trouble.
The backstory...
Jerome was born the twin brother of Jeremiah Valeska, children of Lila Valeska and blind fortune teller Paul Cicero.
He was born and raised in Haly’s Circus
Jeremiah left home at a young age, getting adopted by a rich family and his name changed to Xander.
He was abused by his mother and uncle often because Jeremiah convinced them that Jerome was evil and deserved it.
He murdered his mother at age eighteen, leading to his arrest & incarceration at the Arkham Asylum.
He and other inmates were broken out by Theo Galavan.
He became the leader of a group named The Maniax, which wreaked chaos upon the city.
Jerome kills his father
He was betrayed and killed by Theo Galavan.
A follower of his then resurrected him, allowing him to proceed to reign terror upon Gotham City.
Someone stole his face and he had to staple it back on.
He grew an obsession with Bruce Wayne and the idea of killing him.
When Sofia Falcone defeated Oswald Cobblepot, he was sent to Arkham Asylum once more & Jerome met Cobblepot there.
He successfully escapes with a few fellow inmates.
He kills his uncle.
This evolves into an alliance named the Legion of Horribles consisting of Jervis Tetch, Jonathan Crane, Oswald Cobblepot, Mr. Freese, Firefly, and Solomon Grundy, along with Jerome himself. Their goal was to drive Gotham City into madness through the use of a Laughing Toxin developed by Scarecrow.
During a showdown between Gordon and Jerome on the top of a building, Jerome gets shot and falls to his second and final death.
He sends his twin brother a jack-in-the-box filled with the Laughing Toxin, sending Jeremiah into insanity, taking over Jerome’s role.
In Anville...
One day Jerome's life was quite normal. Steady job, biweekly paycheck, came home to an average size home and paid some of his bills before tucking away the rest of the money for emergencies.
The next day a slightly new sensation took over him. It was minor at first. He found he kept laughing at things that didn't need to be laughed over. His laugh, though the same, seemed more manic than full of humor. It moved on to things like mood swings, the sudden urge to kill and less of a care for other's feelings. He was driven, inspired to find Gotham and take over it, drive it insane like he had plans to do before. Except, he didn't know where Gotham was. Maybe Anville would be just as good, if he could find the right crew...
Personality...
He's psychotic, has no real care for his safety or the safety of others. Seriousness isn't something he enjoys, often channeling his dark feelings into laughter, causing his iconic laugh to ring around the room whenever something bad happens. Full of ambition and drive, he'll do whatever he needs to, to accomplish his goals and make sure he gets the credit for it.
