"After being thwarted by Congress, President Joe Biden will use his executive authority to create a New Deal-style American Climate Corps that will serve as a major green jobs training program.
In an announcement Wednesday, the White House said the program will employ more than 20,000 young adults who will build trails, plant trees, help install solar panels and do other work to boost conservation and help prevent catastrophic wildfires.
The climate corps had been proposed in early versions of the sweeping climate law approved last year but was jettisoned amid strong opposition from Republicans and concerns about cost.
Democrats and environmental advocacy groups never gave up on the plan and pushed Biden in recent weeks to issue an executive order authorizing what the White House now calls the American Climate Corps.
“After years of demonstrating and fighting for a Climate Corps, we turned a generational rallying cry into a real jobs program that will put a new generation to work stopping the climate crisis,” said Varshini Prakash, executive director of the Sunrise Movement, an environmental group that has led the push for a climate corps.
With the new corps “and the historic climate investments won by our broader movement, the path towards a Green New Deal is beginning to become visible,” Prakash said...

Lawmakers Weigh In
More than 50 Democratic lawmakers, including Massachusetts Sen. Ed Markey and New York Rep. Alexandria Ocasio-Cortez, had also encouraged Biden to create a climate corps, saying in a letter on Monday that “the climate crisis demands a whole-of-government response at an unprecedented scale.”
The lawmakers cited deadly heat waves in the Southwest and across the nation, as well as dangerous floods in New England and devastating wildfires on the Hawaiian island of Maui, among recent examples of climate-related disasters.
Democrats called creation of the climate corps “historic” and the first step toward fulfilling the vision of the Green New Deal.
“Today President Biden listened to the (environmental) movement, and he delivered with an American Climate Corps,” a beaming Markey said at a celebratory news conference outside the Capitol.
“We are starting to turn the green dream into a green reality,” added Ocasio-Cortez, who co-sponsored the Green New Deal legislation with Markey four years ago.
“You all are changing the world,” she told young activists.
Program Details and Grant Deadlines
The initiative will provide job training and service opportunities to work on a wide range of projects, including restoring coastal wetlands to protect communities from storm surges and flooding; clean energy projects such as wind and solar power; managing forests to prevent catastrophic wildfires; and energy efficient solutions to cut energy bills for consumers, the White House said.
Creation of the climate corps comes as the Environmental Protection Agency launches a $4.6 billion grant competition for states, municipalities and tribes to cut climate pollution and advance environmental justice. The Climate Pollution Reduction Grants are funded by the 2022 climate law and are intended to drive community-driven solutions to slow climate change.
EPA Administrator Michael Regan said the grants will help “communities so they can chart their own paths toward the clean energy future.”
The deadline for states and municipalities to apply is April 1, with grants expected in late 2024. Tribes and territories must apply by May 1, with grants expected by early 2025."

The House overwhelmingly passed a tax deal that will revive the expanded Child Tax Credit, this will effect 16 million American children and lift 400,000 out of poverty in the first year. The deal also supports the building of 200,000 housing units over the next two years, and provides tax relief for communities hit by disasters.
The Biden Administration has begun negotiations on drug prices for Medicare. Earlier this year the administration announced it would negotiate for the first time directly with drug manufacturers on the prices of 10 common medications. This week they sent their opening offers to the companies. The program is expected to save Medicare and enrollees billions over dollars over the long term and help push down drug prices for everyone.
The Department of Transportation has green lit $240 Million to modernize air ports across the country. Air Ports in 37 states will be able to get much needed updates and refurbishment.
The Biden Administration announced 10 sites across America as sites for innovation investment. They will receive up to 2 billion dollars each over the next 10 years. The goal is to stimulate economic growth and innovation in semiconductor manufacturing, clean energy, sustainable textiles, climate-resilient agriculture, regenerative medicine, and more.
The State Department reviews options for recognizing Palestinian Statehood. While as of yet there's been no policy change this review of options is a major shift in US diplomatic thinking which has long opposed Palestinian Statehood and shows a seriousness of reported Biden plans to push for Statehood as part of a post-war Israel-Saudi normalization deal.
President Biden imposes sanctions on Israeli settlers who have engaged in violence against Palestinians and peace activists. This marks the first time the US has leveled sanctions against Israelis and sets up a standard that could see the whole settlement movement cut off from the US financial system
the Department of Energy has tentatively agreed to a $1.5 Billion dollar loan to help reopen a Michigan nuclear power plant. This would mark the first time a closed nuclear plant has been brought back online. Closed in 2022 it's hoped that it could reopen in time to be generating power in late 2025. This is part of Biden's plan to decarbonize the electricity grid by 2035.
the Internal Revenue Service launched a program to allow tax fillers file for free directly with the government. In 2024 its a pilot program limited to 12 states, but plans for it to be nation wide by tax day 2025
The Department of Health and Human Services announced $28 million in grants to help with the treatment of substance use disorder, including a program aimed at pregnant and postpartum women, and expanded drug court aimed at directing people into treatment and out of the criminal justice system.
The Department of Energy announced $72 million for 46 hydroelectric projects across 19 states. This marks the single largest investment in Hydropower in US history.
The Senate confirmed President Biden's 175th federal judge. Biden has now appointed more federal judges in his first term in office than President Obama did in his, however still lags behind Trump's 186 judges. For the first time in history a majority of a President's nominees are not white men, 65% of them are women and 65% are people of color, President Biden has appointed more black women to judgeships than any administration in history.

It wasn’t often that you beat Bradley home from work, but sometimes on Fridays you would sneak out of the office at lunch and work the rest of the day from home. It typically put you in a good mood and gave you the opportunity to run a quick load of laundry or get started on an - admittedly - rudimentary dinner. Sometimes you’d even go for a dip in your building’s skyline pool.
But that afternoon, you were seething. Properly seething. And no amount of stress cleaning or tanning was going to make you feel any better. Maybe you just needed Bradley to fuck you six ways to Sunday later? Surely the serotonin from a couple orgasms could soothe this particular anger brewing inside of you.
As per every October, you had gotten your year end bonus with your paycheck earlier that day, which always inspired equal amounts of giddiness and angst within you.
The giddiness, of course, because who doesn’t love extra money? It was like found money twice a year. Sure, you worked extra hard for it, many late nights at the office, client site visits, and presentations over the last four years could attest to that. You were up in the air over whether you should add it to your brokerage account or splurge on something? Because again - you worked for it.
But then there was the angst.
The angst because you inevitably lost half of it to taxes. And this angst appeared like clockwork, twice a year, every year, for the last six years you’d been working at PwC. You knew this - it was inevitable.
Except, earlier that morning, you’d been at your desk reading the WSJ with your coffee and had seen a headline. A stupid, annoying headline that had made you purse your lips, realization dawning as you rushed to check your pay stub on workday.

As you read further, you saw that as part of the FY24 budget, the Pentagon was increasing the $30.6B defense budget a further 12% with a focus on missiles, rockets, and - yes - airplanes, specifically for the Air Force.
Uncle Sam was taking 35% of taxes out of your bonus for that? Fuck that.
So, when Bradley came by your apartment later that afternoon, freshly showered after a quick trip to the gym after work, you were steaming. And though it was not Bradley’s fault - not in the slightest - seeing him in that stupid(ly tight), grey, US Navy t-shirt only further contributed to your sour mood.
“Hey!” he called out, letting himself in with his key. You turned your head towards him and hummed, letting out a gruff hi. He toed off his sneakers and left them by the door before coming over to where you were laying on the couch, doom scrolling through Instagram, and pressed a quick kiss to your lips.
He frowned at your tepid response and you felt like a absolute bitch for a moment. “Hey, hey. What’s wrong?”
You briefly glanced at Bradley and then went back to staring - glaring - at your phone. “I’m just in a mood - tired.”
You could see him doing the mental math, trying to figure out if you were on your period, but that wasn’t until next week. “S’okay. We can just hang out and have an early -”
“- Crash any planes today?” the words slipped out before you could think better of it. Before he could even respond, you cut Bradley off. “What’s it matter anyway? They’ll just buy you new ones? Fuck the kids, I mean, they don’t need to eat school lunch? And the Postal Service can cut off Saturday delivery? Hmmmm maybe we should cut Social Security even more? Our infrastructure doesn’t need to be fixed, let’s just let our bridges and roads crumble! Fucking taxes bullshit.”
“Uhhh...”
You got up in a huff and started pacing, getting more and more worked up. “It’s not that I mind paying taxes - well, that’s not totally true. But like? Actually put them towards something that’s going to help people? Not just stupid rockets and missiles and fucking -”
“- Did you get your tax refund or something?”
Bradley was standing next to you, trying to put his hands on your shoulders in what would have been a calming motion had you not been acting completely crazy over eleven thousand dollars.
“It’s October?” you snapped.
“I don’t know?” Bradley shrugged his shoulders, getting a little worked up himself. “Rich people are weird? And your dad seems like he’d know how - nevermind.” You rolled your eyes. “What happened?”
Your shoulders sagged. Fuck, this wasn’t Bradley’s fault. It was that piece of shit House Majority Leader’s, who was so far up Lockheed Martin’s ass he could see -
“I got my year end bonus check today…” you grumbled.
Like you figured, a huge smile lit up Bradley’s face. “That’s amazing - or not?” he backtracked.
“I lost like 35% of it to taxes.”
“Ahhh.”
“And I saw this article in the Journal this morning about the new Pentagon budget and how they’re purchasing these new planes for the Air Force and it just - it’s dumb but it made me mad because I just wish my taxes went to the things that will actually benefit the average American?”
Bradley tucked your hair behind your ear and clucked your chin. “That’s a lot to put on your shoulders, kid…”
“Do you think I’m acting like a brat?” You knew you were, you were just curious if Bradley would say the same thing.
He made a face. “Well,” the word dragged out, “maybe a little…” You hung your head and leaned against his chest. “But it’s kind of valid, I’d be pretty pissed losing all that out to the Air Force, too. But the Navy’s different. They don’t just put anyone in the cockpit -”
“- Oh, really?” You peered up at him. “And how many planes have you crashed, Bradley?”
He pursed his lips. “Like on purpose or -”
You threw your hands up and groaned, eventually making your way over to your bar cart. “- Like on purpose he says! Bradley!”
There wasn’t any ice in the ice bucket, but you didn’t care. You needed something. Anything to take the edge off. You were too annoyed, too fussy - too bratty.
As you poured yourself - and Bradley - a drink, he came up behind you and wrapped his arms tightly around your waist.
“Sweetheart,” he cooed in your ear, “I promise you, I have only crashed three planes on purpose.”
Oh how you wanted to laugh. You leaned back against Bradley’s chest, fully ensconced in the smell of his soap and aftershave. “Hmmm, that’s $195M down the drain. Could’ve fed a lot of kids in Kern County with that money, repaved a lot of roads, too…”
He grabbed the drink you had poured for yourself and took a sip, hissing at the burn of the tequila. “I don’t know about the kids, but I can make it up to you.”
The glass was placed back on the bar cart with a clink and Bradley placed his right hand on your hip, while the left slipped underneath the waistband of your skirt and eventually your underwear. Your whole body sagged against him and you hated how keen you were for this - for him. Apparently you really had just needed to get fucked.
“Such a pretty girl…even if you are a bit of a brat sometimes,” he finished, nipping at your ear. “Hey, kid?” You hummed. “You know if I was an astronaut I would cost the US government even more money, you still sure you want me to go down that route?”
“Shut up and fuck me, rocketman.”
“Can do, hell I’ll even buy you dinner.”

Veiled by discussion of headline global trends in new renewables capacity investment is the fact that almost all the incremental progress is currently being made in one country: China. Trumpeting 2023’s 50 percent growth in annual global capacity installations as a global achievement is wrongheaded, given that China by itself delivered nearly 80 percent of the increment. And the IEA, for its part, expects China to continue to be the sole meaningful over-achiever. It recently revised upwards by 728 GW its forecast for total global renewables capacity additions in the period 2023–27. China’s share of this upward revision? Almost 90 percent. While China surges ahead, the rest of the world remains stuck. This raises a crucial question. What is different about the development of solar and wind resources in China from the rest of the world? The main answer is that in China, such development is capitalist in only a very limited sense. Certainly, the entities centrally involved in building out new solar and wind farms in China are companies. But almost all are state-owned. Take wind. Nine of the country’s top 10 wind developers are owned by the government, and such state-owned players control in excess of 95 percent of the market. Moreover, the state is far from being a passive shareholder in these companies. The companies are best seen as instruments wielded by the state in the service of achieving its industrial, geopolitical, and – increasingly – environmental objectives. The best example of this concerns the gargantuan ‘clean energy bases’ first announced by President Xi Jinping in 2021. To be built mainly in the Gobi and other desert areas by 2030, these new bases will have a combined capacity of in excess of 550 GW – more than Europe’s total solar and wind capacity at the time of this writing. Such development is as far from ‘capitalist’ as is imaginable. This is the state, in its most centralized and authoritative form mustering whatever resources it needs at its disposal to ensure that it delivers what it has said it will deliver. Add to this the fact that the banks financing all the new renewables development in China are generally also state-owned and directed, and a stark reality comes into focus. This is essentially central planning in action. Does the profit motive figure? To be sure, it does. But usually only marginally, and it is ridden roughshod over whenever Beijing deems fit.

I got more money put on the housing vouchers the city feps and seps voucher so that homeless individuals and women with their kids and husband and wife can have better housing and a better life for themselves and their family And it's only going to get better more housing more safer housing where the housing crew does it's job and provide safe clean housing cleaning the apartment from Asbestos and using the wrong products that could harm the people in the apartment and their should be more NYCHA the projects job openings to the people in those surrounding neighborhoods the hood and any hood in the world to help clean their neighborhoods 20 men and women crews clean up crews drivers and even regular normal everyday people of those neighborhoods newly hired people that take pride in doing a very good service for the people of their community they have to educate the tenants on lead paint and checking their apartments carbon monoxide levels how to use a stove fire safety plans and evacuations plans in those apartments safety with electrical sockets for their children and toxic free apartments air conditioners and heating free cable so they can watch some good TV shows and movies and enjoy their summer and winter and they get WI Fi now hooked up with their house packages and hopefully more money on the voucher to help rehabilitating families to get their lives together better housing and better schools for their kids equal a better future don't forget to give New people moving into their apartment fire safety 🦺 training courses on unplugging their wires from the outlets and child safety outlets not leaving the oven on or stove on or leaving the stove and ovens on unattended child safety windows no water near electronics and electrical devices carbon dioxide early detectors and smoke detectors no smoking 🚭🚬 around fire hazardous materials and we should reduce the number of accidents and tragedies in NYCHA called the housing projects in our neighborhoods and enjoy your cable wifi air conditioning heat in the winter and your Citibikes .

Domestic Policy Win: The American Museum of Natural History in NYC is closing down two entire exhibits of Native American belongings in order to comply with a federal order that requires museums to obtain the consent of indigenous nations in order to display artifacts of native origin. The linked ProPublica article specifies that the exhibits in question are the Eastern Woodlands and Great Plains Halls. To quote:
The new federal regulations, which went into effect this month, prohibit the display of items subject to NAGPRA without tribal consent and ban all research done without tribal consent. In addition, the regulations closed a loophole that had allowed museums such as the American Museum of Natural History to keep ancestral remains and burial items by claiming that they are “culturally unidentifiable” — meaning in their view they could not be connected to present-day Indigenous communities based on available evidence — and therefore could not readily be returned to tribes.
Foreign Policy Fail: The United States, the UK, and several other nations, in response to claims that several members of UNRWA were involved in the Oct. 7th attacks, have cut funding to the relief agency in question. The Al Jazeera article profiles the Palestinian response, and also specifies that this funding was pulled after the UNRWA launched an investigation in response to Israel's allegations that 12 members of the relief agency were involved.
Australia, Canada, Italy and the United States said they would halt funding to the agency, while European Union foreign policy chief Josep Borrell said the 27-member bloc would “assess further steps and draw lessons based on the result of the full and comprehensive investigation”. Germany, Finland, the Netherlands and the United Kingdom then also joined the list of countries pausing financial aid to the UN agency, whose facilities where displaced Palestinians sought shelter have been repeatedly attacked in Israeli air raids. Anyway. Call your reps. I'm not even talking to just the Americans this time, call your fucking reps. If they aren't donating to UNRWA, then make them do something. Is the organization possibly a security risk, and the concerns legitimate? Maybe! But you cannot cut the funding that is keeping 2.3mill people alive on an already shoestring budget and not immediately put a backup security net in place.
Until then, pick a charity with a good rating, donate and signal boost it, and politely harass your politicians.
Politely as in "don't shout at or cuss out the staffers that man the phone lines," because they are not your reps, but also because your number is going to get blocked and then you won't be able to pressure them in the future. Do be firm, though.
I'm personally picking the PCRF this time, since one of the three remaining hospitals in south Gaza has been evacuated and shut down, and the evacuees reportedly include women who just got C-sections, which means the evacuees also include newborns, and medical care is in high demand. They're also currently focused on providing clean drinking water to the people of Palestine. That said, so is food, and shelter, and winter clothing. Pick a need, find a charity, and toss them some money.

Your day began as most did. After waking and freshening up, you begin baking bright and early for the weekday ahead of you. For a relatively new business, you have a decent amount of customers each day, and with little to no negative feedback. It feels nice, especially since starting a business in the service industry was known to be very difficult.
However, today, you are slammed. 
Everyone and their mother is visiting your bakery, the small building space was packed for what seemed like hours. You had to get your one employee, Ivan, in early to help out, because this sort of rush was not something you could tackle alone. People were lined up at the back of the door, and each booth and table were full. And when a table isn’t occupied, it's being cleaned for the next customer to take.
The room surrounds itself with a bright and warm ambiance with many conversations filling the air, and it's enjoyable, though it may be overwhelming as all hell. Ultimately, watching people enjoy your food and your space never fails to cap your heart with fulfillment, regardless of how stress-inducing it could get.
The oddest part of the rush is that you're having loads of Fatui agents visit your shop. You've served your fair share of Fatui before, but never at this caliber. Usually, they were aloof and curt. But today, you could almost say they were polite to you, most even tipped a few extra mora with their order. You were mulling over the phenomenon as the fifth pyro agent of the morning walked up to your counter. 
“What can I get for you?” You smile up at a agent with his hood and mask covering his face.
 “I need a slice of praga cake. Oh and a slice of apple cake, both to go?” He asks, his voice almost... timid.
“Of course, is that all you want?” You ask as you pack up his two slices of cake.
“No,” He exchanges his money for your goods, “Thank you ma’am.”
Once placing a generous tip on your counter, he briskly leaves the shop. That, much like many other interactions that day, left you in a stunned state. Not only had a Fatui agent called you ‘ma’am’ and left a large tip, but he seemed more nervous than their usual stoic demeanor. 
After a while, the rush slowed, with fewer Fatui agents making their stay in your bakery. Must be time to do shady government business in the Tsaritsa’s name, you think. You begin cleaning up the dining area, picking up plates and glasses, as well as sweeping up excess crumbs on the ground.  
“Ivan, could you please ice that cake?” You ask your employee as you return behind the counter, “I’ll let you off early when you’re done.”
“Yes ma’am,” The boy responds attentively as he turns around toward the baking counter. You observe him for a moment, observing how his talent surrounding baking has improved since he began working for you. Ivan came in begging for a job just a few short months ago as a way to make an extra buck during the weekend, and you remember not necessarily needing an extra hand at the bakery. But the teenage boy seemed like he needed the funds, promised to work hard, and hasn't let you down.
It's days like these where find that nothing else brings you more peace than crafting for others, serving them something that you are proud of and that they love almost as much as you do. The tranquility that you found within your bakery was like no other, and besides the stress that came with the rush, you were truly grateful for it.
What you couldn’t pinpoint was how the rush started. You ponder over how it could be possible, you didn’t boost your advertising recently, and it wasn’t a holiday nor was it a weekend. Though thankful, you can’t get over your confusion.
Hours passed by, Ivan finished his shift a while ago, so you were left alone to fend for yourself. By now, the rush had long passed and you only had a few customers coming in at a time, so you weren’t too concerned about working alone. You're finishing refilling the shelves when you hear the doorbell of your bakery, signifying someone entering your shop. 
You look up before greeting the customer, only to be met with the same unforgettably cold eyes that you served last night. 
“Good afternoon, Mr. Tartaglia,” You quickly flash a smile before getting back to work placing pastries into the display case.
“Mister? Do I seem that old to you?” He asks, a friendly smile back on his lips. 
“No, I’m just being formal with my customer,” You push yourself up to meet his eyes.
“Is that all I am to you? A customer?” He puts a hand over his heart and displays some sort of mocking tone, “ I thought I made a better impression than that, Ms. Y/N.”
You lean in over the counter to the man, close enough to be able to whisper, “Do you talk to everyone like that?” 
Tartaglia swallows, stiffening up ever so slightly.
“No, just the ones who make Snezhnaya’s best apple cake,” He answers back, just as quiet as you were. 
You scoff yet again as you push away from him, “Is this your way of getting food from me? Like the little stunt you pulled last night?”  
Before you can humor him any longer, you find yourself cutting a slice of cake for him, and ignoring his existence otherwise. 
“Speaking of, I have something else for you,” You say before taking off upstairs. His face molds into one of confusion, holding a plate of warm cake while you disappear. 
You come back down a few moments later, and his eyes fall on the pouch of mora he gave you. Before he can object, you place the pouch into his free hand and return back to the counter.
“Did you not like my peace offering, Y/N?” He asks, and the way his name rolls off your tongue makes you feel a little flushed.
“Peace offering?” You cross your arms and snap back at the man.
“You’re snarky, лисичка. I thought a little tip may extinguish your unbridled hatred for me, though it seems I’ve failed,” He says back, taking a seat facing the counter. You giggle at his last statement, his dramatization of your feelings pulls a chuckle out of you. 
“Giving me nicknames already? After like… 24 hours?” You ask him, “You’ve got stones.”
It was his turn to laugh before taking a forkful of cake to his mouth, and then making an ‘mm’ sound out of satisfaction. He continues scarfing down his dessert, though his eyes keep watch on you. Specifically, where your vision sat on your hip.
“Do you put that to use?” He asks, his hand pointing to your vision. 
“Sometimes,” You brush off the question, “I take commissions occasionally, usually when traveling.” 
He smirks at that, and you don’t miss it. 
“Do you use yours?” You ask back and watch him nod in pride, you hum at his nonverbal response, “We should spar sometime, though I’d probably smoke you.”
You notice how his demeanor perks up even more, his sudden excitable emotion is slightly scary. His happiness in response to your offer was frightening, to say the least.
He already carries an almost mischievous aura with him, and you begin to think that play-fighting with him would be a mistake on your part. Or it could have come off as flirting to him, which you definitely do not want to take any part in.
“I have to get going,” Tartaglia says as he begins to stand, “Tonya wanted me to hang out with her for a bit tonight.”
He makes his way toward the front counter, closer to you. 
“Oh no!” You respond in a dryly sarcastic tone, “What a shame.” 
He scoffs at you as he places his elbow on the counter, with his head in his hand. He looks up at you with an over-exaggerated frown and a puppy-dog demeanor. “Sooo…” He taps his other hand on the counter, “When are you going to teach me how to make that cake?” 
You cock an eyebrow at him with a hand on your hip, not having it with him, “I’m not giving you my recipe for free.”
You turn away to begin cleaning your miniature oven, and expect him to leave. Yet you don’t hear any sort of movement behind you. You quickly turn back around with an exasperated sigh and look straight at the man, who’s position didn’t change.
“I’m not leaving,” He says in a sing song tone.
“Let me think," You snap back.
Teaching him how to bake something would have to be after the bakery closes. So it would just be the two of you. And he’d be so annoyingly him that you’d probably have to recharge your social battery for the next three days following that. Also, you don’t want your kitchen secrets unveiled to anyone. And, ultimately, you’re smart enough to know that this whole thing has nothing to do with an apple cake. But, it would get him to stop pestering you at the moment. 
You look up from the desert case and straight into his cold, cerulean eyes, “I'm free two nights from now.”
You see the edge of Tartaglia’s faux frown sprout up into a small smile as he stands up with his hands held onto the edge of the counter. He remains hunched down enough to where his face is in line with yours. And as if he was accepting a challenge, he begins to part ways with you for the day. 
“I’ll see you then.”

"Seven federal agencies are partnering to implement President Biden’s American Climate Corps, announcing this week they would work together to recruit 20,000 young Americans and fulfill the administration's vision for the new program. 
The goals spelled out in the memorandum of understanding include comprehensively tackling climate change, creating partnerships throughout various levels of government and the private sector, building a diverse corps and serving all American communities.
The agencies—which included the departments of Commerce, Interior, Agriculture, Labor and Energy, as well the Environmental Protection Agency and AmeriCorps—also vowed to ensure a “range of compensation and benefits” that open the positions up to a wider array of individuals and to create pathways to “high-quality employment.”  
Leaders from each of the seven agencies will form an executive committee for the Climate Corps, which Biden established in September, that will coordinate efforts with an accompanying working group. They will create the standards for ACC programs, set compensation guidelines and minimum terms of service, develop recruitment strategies, launch a centralized website and establish performance goals and objectives. The ACC groups will, beginning in January, hold listening sessions with potential applicants, labor unions, state and local governments, educational institutions and other stakeholders. 
The working group will also review all federal statutes and hiring authorities to remove any barriers to onboarding for the corps and standardize the practices across all participating agencies. Benefits for corps members will include housing, transportation, health care, child care, educational credit, scholarships and student loan forgiveness, stipends and non-financial services.
As part of the goal of the ACC, agencies will develop the corps so they can transition to “high-quality, family-sustaining careers with mobility potential” in the federal or other sectors. AmeriCorps CEO Michael Smith said the initiative would prepare young people for “good-paying union jobs.” 
Within three weeks of rolling out the ACC, EPA said more than 40,000 people—mostly in the 18-35 age range—expressed interest in joining the corps. The administration set an ambitious goal for getting the program underway, aiming to establish the corps’ first cohort in the summer of 2024. 
The corps members will work in roles related to ecosystem restoration and conservation, reforestation, waterway protection, recycling, energy conservation, clean energy deployment, disaster preparedness and recovery, fire resilience, resilient recreation infrastructure, research and outreach. The administration will look to ensure 40% of the climate-related investments flow to disadvantaged communities as part of its Justice40 initiative.  
EPA Administrator Michael Regan said the MOU would allow the ACC to “work across the federal family” to push public projects focused on environmental justice and clean energy. 
“The Climate Corps represents a significant step forward in engaging and nurturing young leaders who are passionate about climate action, furthering our journey towards a sustainable and equitable future,” Regan said. 
The ACC’s executive committee will hold its first meeting within the next 30 days. It will draw support from a new climate hub within AmeriCorps, as well as any staffing the agency heads designate."

Yearning for Wood Floors

Just a little short story about @critterbitter's hc of Elesa. This is not too long after her and her dad immigrated to Unova. Elesa is def not bitter about it, I promise 🤞
I'll probably post this to AO3 and I'll update this when I do.

The floor was scuffed and dry, practically ancient judging by each crunch that crackled up Elesa’s spine with each step. The varnish looked more like those potato chips that were served in brightly colored bags at lunch. Yellowish, opaque flecks that made the room feel neglected at best and abandoned at worst.
Floors back in Sinnoh never looked like this.
Elesa’s frown deepened as she toed some of the loose chips at her feet, a spray of prehistoric resin sailed across the room. She stifled a sigh. It was kind of sad really. She remembered the wood floor at her cousin’s house, their mom always kept the floors spotless, and whatever cleaner she used made the house smell fresh and clean.
Things weren’t like this back in Sinnoh.
Aunt Johanna, like every other adult in Sinnoh, had everyone take their shoes off at the door. Elesa was used to padding around in her socks or bare feet, but Aunt Johanna bought her little Pachirisu slippers to wear around her house. That had to help keep the floors nice and clean from whatever was being trekked in from outside. It made sense. Meanwhile, Elesa watched the water puddle on the floor at her dad’s feet from his brogues. The rain had soaked into his laces.
That wouldn’t have happened in Sinnoh.
She missed the fuzzy Pachirisu slippers at her cousins’ house.
Elesa’s face scrunched up, her mouth thinning as she tried to suppress the flash of anger she felt toward her dad. He and the woman behind the desk were still talking – not that she could hear, she turned her aids off about ten minutes ago when the adults started getting into the paperwork. Even if her aids were on, it’s not like she could understand them. She didn’t understand Galarian.
Another stupid reason to bring her to Unova.
This office – what had her dad called it? – Unovan Disability Services, it seemed like a forgotten department in the government building. Elesa had pressed close to her father as they waded through the subways, up to pavement level, and through the dense crowds to this innocuous building by the harbor. The crowds were loud and made her feel claustrophobic.
There were so many people here compared to Sinnoh.
This woman was their assigned agent, her assigned agent, and she was here to help Elesa navigate this new environment while she learned Galarian. Elesa flicked her eyes up to the metal name plate. Her blue eyes narrowed ever so slightly in her attempt to read. The strokes and dots looked too limited next to the symbols for kanji she was familiar with.
“This is the agent, Talbot-san.”
What was written had to be her name. It had to be. What else could it be? Elesa might know what the letters said Talbot, but that didn’t mean she really grasped their significance. She offered Talbot-san a smile that didn’t really make in past her eyes, which prompted a sympathetic tut from the woman. Probably because she knew Elesa didn’t understand but might have wrongly assumed she was shy or nervous.
Elesa was mad. She didn’t want to be here. She wanted to go home.
She didn’t understand why she couldn’t stay with her mother. Probably because her mother was busy with her work as a ranger. Headquarters deployed her all over the country and sometimes outside it to Fiore or Almia to help teach new rangers or to help with relief efforts after major disasters with displaced people and Pokémon. Elesa wouldn’t be allowed to stay at home alone or to go with her mother due to the nature of her work.
Aunt Johanna, Dawn, and Lucas came over to help them pack. Her dad didn’t even help at all really, Aunt Johanna did most of the work and scolded Elesa when she got frustrated with her dad. Her aunt had sighed and knelt down, lightly gripping her shoulders and giving her a sad smile.
Elesa knew what divorce was, but that wasn’t the hard part. The hard part was understanding why.
“I know you’re upset, but please be patient with your father.”
She wouldn’t understand until later that her dad was heartbroken about his Staraptor. The death of his starter and the divorce with his wife broke him. He needed to start fresh, and Elesa was dragged along for the ride.
Something nudged into her shin, her dad’s work shoes, and she looked up at him. Leaning down, her dad asked Elesa what kind of Pokémon she wanted. That was why they were here after all, to get a starter Pokémon that would be able to assist Elesa on her journey when the time came.
That time couldn’t come soon enough for Elesa.
She had plans to find her way back to Sinnoh no matter what it took.
He kept listing ones she didn’t know. As much as she tried not to let it show, her face screwed up in frustration, because her dad never listened to her. She had a favorite type. His wife knew (her mother had gotten her a novelty pin from the Sunyshore gym giftshop – she treasured that pin). His sister-in-law knew. Why didn’t he?
Why did he drag her here?
She didn’t want to be in Unova.
She missed Sinnoh.
“でんきタイプ.”
Electric.
That’s all she wanted.
Her dad must have conveyed that to Talbot-san because she clapped with delight and brought up a few options for her to pick from. She swiveled her computer monitor toward them. The computer whirred hard enough to be felt through the floorboards, evidently working hard to only show names and no images.

Elesa just picked the first one, pointing with her finger before returning her gaze to the ground. It didn’t really matter. She always wanted her starter to be a Pachirisu anyway. She stared down at these messy floors, cracked and brittle, and Elesa had to stop the sudden tears that were threatening to drip from the corners of her eyes.
She missed Aunt Johanna. She missed her cousins. She missed Sinnoh.
She missed when her feet didn’t crunch down on hardwood floors like they were browned leaves in the autumn.

The Biden-⁠Harris Administration Advances Equity and Opportunity for Black Americans

Growing Economic Opportunity for Black Families and Communities Through the President’s legislative victories, including the American Rescue Plan (ARP), the Bipartisan Infrastructure Law (BIL), the CHIPS and Science Act, and the Inflation Reduction Act (IRA)—as well as the President’s historic executive orders on racial equity—the Biden-Harris Administration is ensuring that federal investments through the President’s landmark Investing in America agenda are equitably flowing to communities to address longstanding economic inequities that impact people’s economic security, health, and safety. And this vision is already delivering results. The Biden-Harris Administration has:
Powered a historic economic recovery that created 2.6 million jobs for Black workers—and achieved both the lowest Black unemployment rate on record and the lowest gap between Black and White unemployment on record.
Helped Black working families build wealth. Black wealth is up by 60% relative to pre-pandemic—the largest increase on record.
Cut in half the number of Black children living in poverty in 2021 through ARP’s Child Tax Credit expansion. This expansion provided breathing room to the families of over 9 million Black children.
Began reversing decades of infrastructure disinvestment, including with $4 billion to reconnect communities that were previously cut off from economic opportunities by building needed transportation infrastructure in underserved communities, including Black communities.
Connected an estimated 5.5 million Black households to affordable high-speed internet through the Affordable Connectivity Program, closing the digital divide for millions of Black families.

Helping Black-Owned Businesses Grow and Thrive Since the President entered office, a record 16 million new business applications have been filed, and the share of Black households owning a business has more than doubled. Building on this momentum, the Biden-Harris Administration has:
Achieved the fastest creation rate of Black-owned businesses in more than 30 years—and more than doubled the share of Black business owners from 2019 to 2022.
Improved the Small Business Administration’s (SBA) flagship loan guarantee programs to expand the availability of capital to underserved communities. Since 2020, the number and dollar value of SBA-backed loans to Black-owned businesses have more than doubled.
Launched a whole-of-government effort to expand access to federal contracts for small businesses, awarding a record $69.9 billion to small disadvantaged businesses in 2022.
Through Treasury’s State Small Business Credit Initiative, invested $10 billion to expand access to capital and invest in early-stage businesses in all 50 states—including $2.5 billion in funding and incentive allocations dedicated to support the provision of capital to underserved businesses with $1 billion of these funds to be awarded to the jurisdictions that are most successful in reaching underserved businesses.
Helped more than 37,000 farmers and ranchers who were in financial distress, including Black farmers and ranchers, stay on their farms and keep farming, thanks to resources provided through IRA. The IRA allocated $3.1 billion for the Department of Agriculture (USDA) to provide relief for distressed borrowers with at-risk agricultural operations with outstanding direct or guaranteed Farm Service Agency loans. USDA has provided over $2 billion and counting in timely assistance.
Supported small and disadvantaged businesses through CHIPS Act funding by requiring funding applicants to develop a workforce plan to create equitable pathways for economically disadvantaged individuals in their region, as well as a plan to support procurement from small, minority-owned, veteran-owned, and women-owned businesses.
Created the $27 billion Greenhouse Gas Reduction Fund that will invest in clean energy projects in low-income and disadvantaged communities.

Increasing Access to Housing and Rooting Out Discrimination in the Housing Market for Black Communities To increase access to housing and root out discrimination in the housing market, including for Black families and communities, the Biden-Harris Administration has:
Set up the first-ever national infrastructure to stop evictions, scaling up the ARP-funded Emergency Rental Assistance program in over 400 communities across the country, helping 8 million renters and their families stay in their homes. Over 40% of all renters helped are Black—and this support prevented millions of evictions, with the largest effects seen in majority-Black neighborhoods.
Published a proposed “Affirmatively Furthering Fair Housing” rule through the Department of Housing and Urban Development (HUD), which will help overcome patterns of segregation and hold states, localities, and public housing agencies that receive federal funds accountable for ensuring that underserved communities have equitable access to affordable housing opportunities.
Created the Interagency Task Force on Property Appraisal and Valuation Equity, or PAVE, a first-of-its-kind interagency effort to root out bias in the home appraisal process, which is taking sweeping action to advance equity and remove racial and ethnic bias in home valuations, including cracking down on algorithmic bias and empowering consumers to take action against misvaluation.
Taken additional steps through HUD to support wealth-generation activities for prospective and current homeowners by expanding access to credit by incorporating a borrower’s positive rental payment history into the mortgage underwriting process. HUD estimates this policy change will enable an additional 5,000 borrowers per year to qualify for an FHA-insured loan.

Ensuring Equitable Educational Opportunity for Black Students To expand educational opportunity for the Black community in early childhood and beyond, the Biden-Harris Administration has:
Approved more than $136 billion in student loan debt cancellation for 3.7 million Americans through various actions and launched a new student loan repayment plan—the Saving on a Valuable Education (SAVE) plan—to help many students and families cut in half their total lifetime payments per dollar borrowed.
Championed the largest increase to Pell Grants in the last decade—a combined increase of $900 to the maximum award over the past two years, affecting the over 60% of Black undergraduates who rely on Pell grants.
Fixed the Public Service Loan Forgiveness (PSLF) program, so all qualified borrowers get the debt relief to which they are entitled. More than 790,000 public servants have received more than $56 billion in loan forgiveness since October 2021. Prior to these fixes, only 7,000 people had ever received forgiveness through PSLF.
Delivered a historic investment of over $7 billion to support HBCUs.
Reestablished the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Historically Black Colleges and Universities and the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans.
Through ARP, secured $130 billion—the largest investment in public education in history—to help students get back to school, recover academically in the wake of the COVID-19 pandemic, and address student mental health.
Secured a 30% increase in child care assistance funding last year. Black families comprise 38% of families benefiting from federal child care assistance. Additionally, the President secured an additional $1 billion for Head Start, a program where more than 28% of children and pregnant women who benefit identify as Black.

Improving Health Outcomes for Black Families and Communities To improve health outcomes for the Black community, the Biden-Harris Administration has:
Increased Black enrollment in health care coverage through the Affordable Care Act by 49%—or by around 400,000—from 2020 to 2022, helping more Black families gain health insurance than ever before.
Through IRA, locked in lower monthly premiums for health insurance, capped the cost of insulin at $35 per covered insulin product for Medicare beneficiaries, and helped further close the gap in access to medication by improving prescription drug coverage and lowering drug costs in Medicare. 
Through ARP, expanded postpartum coverage from 60 days to 12 months in 43 states and Washington, D.C., covering 700,000 more women in the year after childbirth. Medicaid covers approximately 65% of births for Black mothers, and this investment is a critical step to address maternal health disparities.
Financed projects that will replace hundreds of thousands of lead pipes, helping protect against lead poisoning that disproportionately affects Black communities.
Provided 264 grants with $1 billion in Bipartisan Safer Communities Act funds to more than 40 states to increase the supply of school-based mental health professionals in communities with high rates of poverty.

Launched An Unprecedented Whole-Of-Government Equity Agenda to Ensure the Promise of America for All Communities, including Black Communities President Biden believes that advancing equity, civil rights, racial justice, and equal opportunity is the responsibility of the whole of our government, which will require sustained leadership and partnership with all communities. To make the promise of America real for every American, including for the Black Community, the President has:
Signed two Executive Orders directing the Federal Government to advance an ambitious whole-of-government equity agenda that matches the scale of the challenges we face as a country and the opportunities we have to build a more perfect union.
Nominated the first Black woman to serve on the Supreme Court and more Black women to federal circuit courts than every President combined.
Countered hateful attempts to rewrite history including: the signing of the Emmett Till Antilynching Act; establishing Juneteenth as a national holiday; and designating the Emmett Till and Mamie Till-Mobley National Monument in Mississippi and Illinois. The Department of the Interior has invested more than $295 million in infrastructure funding and historic preservation grants to protect and restore places significant to Black history.
Created the Justice40 Initiative, which is delivering 40% of the overall benefits of certain Federal investments in clean energy, affordable and sustainable housing, clean water, and other programs to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution as part of the most ambitious climate, conservation, and environmental justice agenda in history.

Protecting the Sacred Right to Vote for Black Families and Communities Since their first days in office, President Biden and Vice President Harris have prioritized strengthening our democracy and protecting the sacred right to vote in free, fair, and secure elections. To do so, the President has:
Signed an Executive Order to leverage the resources of the Federal Government to provide nonpartisan information about the election process and increase access to voter registration. Agencies across the Federal Government are taking action to respond to the President’s call for an all-of-government effort to enhance the ability of all eligible Americans to participate in our democracy.
Repeatedly and forcefully called on Congress to pass essential legislation, including the John R. Lewis Voting Rights Advancement Act and the Freedom to Vote Act, including calling for an exception to the filibuster to pass voting rights legislation.
Increased funding for the Department of Justice’s Civil Rights Division, which has more than doubled the number of voting rights enforcement attorneys. The Justice Department also created the Election Threats Task Force to assess allegations and reports of threats against election workers, and investigate and prosecute these matters where appropriate.
Signed into law the bipartisan Electoral Reform Count Act, which establishes clear guidelines for our system of certifying and counting electoral votes for President and Vice President, to preserve the will of the people and to protect against the type of attempts to overturn our elections that led to the January 6 insurrection.

Addressing the Crisis of Gun Violence in Black Communities Gun violence has become the leading cause of death for all youth and Black men in America, as well as the second leading cause of death for Black women. To address this national crisis, the President has:
Launched the first-ever White House Office of Gun Violence Prevention, and taken more executive action on gun violence than any President in history, including investments in violence reduction strategies that address the root causes of gun violence and address emerging threats like ghost guns. In 2022, the Administration’s investments in evidence-based, lifesaving programs combined with aggressive action to stop the flow of illegal guns and hold shooters accountable yielded a 12.4% reduction in homicides across the United States.
Signed into the law the Bipartisan Safer Communities Act, the most significant gun violence reduction legislation enacted in nearly 30 years, including investments in violence reduction strategies and historic policy changes to enhance background checks for individuals under age 21, narrow the dating partner loophole in the gun background check system, and provide law enforcement with tools to crack down on gun trafficking.
Secured the first-ever dedicated federal funding stream for community violence intervention programs, which have been shown to reduce violence by as much as 60%. These programs are effective because they leverage trusted messengers who work directly with individuals most likely to commit gun violence, intervene in conflicts, and connect people to social, health and wellness, and economic services to reduce the likelihood of violence as an answer to conflict.

Enhancing Public Trust and Strengthening Public Safety for Black Communities Our criminal justice system must protect the public and ensure fair and impartial justice for all. These are mutually reinforcing goals. To enhance equal justice and public safety for all communities, including the Black community, the President has:
Signed a historic Executive Order to put federal policing on the path to becoming the gold standard of effectiveness and accountability by requiring federal law enforcement agencies to ban chokeholds; restrict no-knock warrants; mandate the use of body-worn cameras; implement stronger use-of-force policies; provide de-escalation training; submit use-of-force data; submit officer misconduct records into a new national accountability database; and restrict the sale or transfer of military equipment to local law enforcement agencies, among other things. 
Taken steps to right the wrongs stemming from our Nation’s failed approach to marijuana by directing the Departments of Health and Human Services and Justice to expeditiously review how marijuana is scheduled under federal law and in October 2022 issued categorical pardons of prior federal and D.C. offenses of simple possession of marijuana and in December 2023 pardoned additional offenses of simple possession and use of marijuana under federal and D.C. law. While white, Black, and brown people use marijuana at similar rates, Black and brown people have been arrested, prosecuted, and convicted at disproportionately higher rates.
Announced over 100 concrete policy actions as part of a White House evidence-informed, multi-year Alternatives, Rehabilitation, and Reentry Strategic Plan to safely reduce unnecessary criminal justice system interactions so police officers can focus on fighting crime; supporting rehabilitation during incarceration; and facilitating successful reentry.
