These shows aren't making the ships the Fandom like, such as Buddie or Tarlos, constantly bickering.
For instance, In Hawaii Five-O, McDanno wasn't canon, but the Fandom shipped them because of their chemistry but also became of how "loving" their (car)gument were to see. They fight but always came back to each other.
Same with Rizzoli & Isles. Jane and Maura were so opposite of each other, but they fit so well together. Not everyone in the Fandom saw them as a couple, but the way the writers wrote them, made it feel like they wanted to make the Fandom ship them to an extent. They were for the most part in agreement with each other on most things, but they would still sometimes disagree and bicker about small things.
And the same with NCIS. The way they wrote DiNozzo; he's always bickering with his love interests. DiNozzo and Todd didn't end up together in the show, but their constant flirting and little playful argument made me as a fan want to ship them. They even did that with DiNozzo and Ziva. The moment they introduced Ziva it was a constant back and forth with DiNozzo, and that eventually lead them to be a couple. (I think they made it Canon in the show. I'm only at Season 4 for NCIS)
It's a rarity when a show have the both love interests be on the same level and not constantly be arguing.
The Rookie was successful with not making Tim and Lucy have constant bickering. Yes, they disagreed with each other, but their disagreement wasn't a "highlight" of their relationship. However, at first, they weren't at the same level. Tim was Lucy's training officer. They couldn't be together due to their power dynamic. Therefore, Tim had to stop being a TO and Lucy had to move up in her career in order to make their relationship work.
“Baby? What is it?”
Carlos swallows thickly. His eyes are filled with tears, and they don’t focus on TK, but he looks vaguely in his direction. TK doesn’t know what to do. He feels ill-equipped even after so long, doesn’t know if he can or should touch, but in the end, he reaches out and cups Carlos’ cheek, just a gentle, careful touch, hopefully a comforting one.
“Come to bed, baby,” he whispers, “and we can talk about it, yeah?”
