57th CONGRESS, 1st Session H. R. 11 ,654. The "Dick" Bill by Gen. Charles Dick (Ohio), Chairman of the House Militia Committee, and in the Senate by Gen. Joseph R. Hawley (Connecticut), Chairman of the Senate Military Committee.

IN THE HOUSE OF REPRESENTATIVES

February 21, 1902.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

That the militia shall consist of every able-bodied male citizen of the respective States, Territories, and the district of Columbia, and every able- bodied male of foreign birth who has declared his intention to become a citizen, who is more than eighteen and less than forty- five years of age, and shall be divided into two classes —

The organized militia, Territory, or District of Columbia, or by such other designations as may be given them by the laws of the respective States or Territories, and the remainder to be known as the Enrolled Militia. Changed from:

SEC. 1625. Every able-bodied male citizen of the respective States, resident therein, who is of the age of eighteen years and under the age of forty-five years, shall be enrolled in the militia.

SEC. 1626. It shall be the duty of every captain or commanding officer of a company to enroll every such citizen residing within the bounds of his company, and all those who may, from time to time, arrive at the age of eighteen years, or who, being at the age of eighteen years and under the age of forty-five years, come to reside within his bounds.

Sac. 1627. Each captain or commanding officer shall, without delay, notify every such citizen of his enrollment by a proper noncommissioned officer of his company, who may prove the notice. And any notice or warning to a citizen enrolled to attend a company, battalion, or regimental muster, which is according 57TH CONGRESS, to the laws of the State in which it is given for that purpose, shall be deemed a legal notice of his enrollment.

1628. Every citizen shall, after notice of his enrollment, be constantly provided with a good musket or firelock, of a sufficient bore for balls of the eighteenth part of a pound, a sufficient bayonet and belt, two spare flints, and a knapsack, a pouch with a box therein to contain not less than twenty-four cartridges, suited to the bore of his musket or firelock, each cartridge to contain a proper quantity of powder and ball; or with a good rifle, knapsack, shot pouch, and powderhorn, twenty balls suited to the bore of his rifle, and a quarter of a pound of powder, and shall appear so armed, accoutered, and provided when called out to exercise or into service, except that when called out on company days to exercise only he may appear without knapsack; and all arms, ammunition, and accouterments so provided and required shall be held exempted from all suits, distresses, executions, or sales for debt or for the payment of taxes. the fact that shakespeare was a playwright is sometimes so funny to me. just the concept of the "greatest writer of the English language" being a random 450-year-old entertainer, a 16th cent pop cultural sensation (thanks in large part to puns & dirty jokes & verbiage & a long-running appeal to commoners). and his work was made to be watched not read, but in the classroom teachers just hand us his scripts and say "that's literature"

just...imagine it's 2450 A.D. and English Lit students are regularly going into 100k debt writing postdoc theses on The Simpsons screenplays. the original animation hasn't even been preserved, it's literally just scripts and the occasional SDH subtitles.txt. they've been republished more times than the Bible

#due to the Great Data Decay academics write viciously argumentative articles on which episodes aired in what order #at conferences professors have known to engage in physically violent altercations whilst debating the air date number of household viewers #90% of the couch gags have been lost and there is a billion dollar trade in counterfeit “lost copies”#serious note: i'll be honest i always assumed it was english imperialism that made shakespeare so inescapable in the 19th/20th cent #like his writing should have become obscure at the same level of his contemporaries #but british imperialists needed an ENGLISH LANGUAGE (and BRITISH) writer to venerate #and shakespeare wrote so many damn things that there was a humongous body of work just sitting there waiting to be culturally exploited...#i know it didn't happen like this but i imagine a English Parliament House Committee Member For The Education Of The Masses or something #cartoonishly stumbling over a dusty cobwebbed crate labelled the Complete Works of Shakespeare #and going 'Eureka! this shall make excellent propoganda for fabricating a national identity in a time of great social unrest.#it will be a cornerstone of our elitist educational institutions for centuries to come! long live our decaying empire!'#'what good fortune that this used to be accessible and entertaining to mainstream illiterate audience members...#..but now we can strip that away and make it a difficult & alienating foundation of a Classical Education! just like the latin language :)'#anyway maybe there's no such thing as the 'greatest writer of x language' in ANY language?#maybe there are just different styles and yes levels of expertise and skill but also a high degree of subjectivity #and variance in the way that we as individuals and members of different cultures/time periods experience any work of media #and that's okay! and should be acknowledged!!! and allow us to give ourselves permission to broaden our horizons #and explore the stories of marginalized/underappreciated creators #instead of worshiping the List of Top 10 Best (aka Most Famous) Whatevers Of All Time/A Certain Time Period #anyways things are famous for a reason and that reason has little to do with innate “value”#and much more to do with how it plays into the interests of powerful institutions motivated to influence our shared cultural narratives #so i'm not saying 'stop teaching shakespeare'. but like...maybe classrooms should stop using it as busy work that (by accident or designs)#happens to alienate a large number of students who could otherwise be engaging critically with works that feel more relevant to their world #(by merit of not being 4 centuries old or lacking necessary historical context or requiring untaught translation skills)#and yeah...MAYBE our educational institutions could spend less time/money on shakespeare critical analysis and more on...#...any of thousands of underfunded areas of literary research i literally (pun!) don't know where to begin #oh and p.s. the modern publishing world is in shambles and it would be neat if schoolwork could include modern works?#beautiful complicated socially relevant works of literature are published every year. it's not just the 'classics' that have value #and actually modern publications are probably an easier way for students to learn the basics. since lesson plans don't have to include the #important historical/cultural context many teens need for 20+ year old media (which is older than their entire lived experience fyi)

I like to think that Vulcans who come to understand that Humans just can’t try to process emotions the same way as them, it’s just healthiest to let it out in harmless ways, decide that venting and stuff should be taken just as seriously as Vulcan’s meditation time, and will encourage the Humans around them to complain about what’s upsetting them

Learning that fans hated Applejack and called her "boring" is crazyyy to me because I genuinely, unironically believe AJ's the most complex character in the main six.

Backstory-wise, she was born into a family of famers/blue collar workers who helped found the town she lives in. She grew up a habitual liar until she had the bad habit traumatized outta her. She lost both her parents and was orphaned at a young age, having to step up as her baby sister's mother figure. She's the only person in the main gang who's experienced this level of loss and grief (A Royal Problem reveals that AJ dreams about memories of being held by her parents as a baby). She moved to Manhattan to live with her wealthy family members, only to realize she'll never fit in or be accepted, even amongst her own family. The earlier seasons imply she and her family had money problems too (In The Ticket Master, AJ wants to go to the gala to earn money to buy new farm equipment and afford hip surgery for her grandma).

Personality-wise, she's a total people-pleaser/steamroller (with an occasional savior complex) who places her self worth on her independence and usefulness for other people, causing her to become a complete workaholic. In Applebuck Season, AJ stops taking care of herself because of her obsessive responsibilities for others and becomes completely dysfunctional. In Apple Family Reunion, AJ has a tearful breakdown because in she thinks she dishonored her family and tarnished her reputation as a potential leader –– an expectation and anxiety that's directly tied to her deceased parents, as shown in the episode's ending scene. In The Last Roundup, AJ abandons her family and friends out of shame because believes she failed them by not earning 1st place in a rodeo competition. She completely spirals emotionally when she isn't able to fulfill her duties toward others. Her need to be the best manifests in intense pride and competitiveness when others challenge her. And when her pride's broken, she cowers and physically hides herself.

Moreover, it's strongly implied that AJ has a deep-seated anger. The comics explore her ranting outbursts more. EQG also obviously has AJ yelling at and insulting Rarity in a jealous fit just to hurt her feelings (with a line that I could write a whole dissection on). And I'm certain I read in a post somewhere that in a Gameloft event, AJ's negative traits are listed as anger.

Subtextually, a lot of these flaws and anxieties can be (retroactively) linked to her parents' death, forcing her to grow up too quickly to become the adult/caregiver of the family (especially after her big brother becomes semiverbal). Notice how throughout the series, she's constantly acting as the "mom friend" of the group (despite everything, she manages to be the most emotionally mature of the bunch). Notice how AJ'll switch to a quieter, calmer tone when her friends are panicking and use soothing prompts and questions to talk them through their emotions/problems; something she'd definitely pick up while raising a child. Same with her stoicism and reluctance at crying or releasing emotions (something Pinkie explicitly points out). She also had a childhood relationship with Rara (which, if you were to give a queer reading, could easy be interpreted as her first 'aha' crush), who eventually left her life. (Interestingly enough, AJ also has an angry outburst with Rara for the same exact reasons as with EQG Rarity; jealous, upset that someone else is using and changing her). It's not hard to imagine an AJ with separation anxiety stemming from her mother and childhood friend/crush leaving. I'm also not above reading into AJ's relationship with her little sister (Y'all ever think about how AB never got to know her parents, even though she shares her father's colors and her mother's curly hair?).

AJ's stubbornness is a symptom of growing up too quickly as well. Who else to play with your baby sister when your brother goes nonverbal (not to discount Big Mac's role in raising AB)? Who else to wake up in the middle of the night to care for your crying baby sister when your grandma needs her rest? When you need to be 100% all the time for your family, you tend to become hard-stuck with a sense of moral superiority. You know what's best because you have to be your best because if you're aren't your best, then everything'll inevitably fall apart and it'll be your fault. And if you don't know what's best –– if you've been wrong the whole time –– that means you haven't been your best, which means you've failed the people who rely on you, which means you can't fulfill your role in the family/society, which makes you worthless . We've seen time and time again how this compulsive need to be right for the sake of others becomes self-destructive (Apple Family Reunion, Sound of Silence, all competitions against RD). We've seen in The Last Roundup how, when no longer at her best, AJ would rather remove herself from her community than confront them because she no longer feels of use to them.

But I guess it is kinda weird that AJ has "masculine" traits and isn't interested in men at all. It's totally justified that an aggressively straight, misogynistic male fandom would characterize her as a "boring background character." /s

at some point it's just like. do they even fucking like the thing they're asking AI to make? "oh we'll just use AI for all the scripts" "we'll just use AI for art" "no worries AI can write this book" "oh, AI could easily design this"

like... it's so clear they've never stood in the middle of an art museum and felt like crying, looking at a piece that somehow cuts into your marrow even though the artist and you are separated by space and time. they've never looked at a poem - once, twice, three times - just because the words feel like a fired gun, something too-close, clanging behind your eyes. they've never gotten to the end of the movie and had to arrive, blinking, back into their body, laughing a little because they were holding their breath without realizing.

"oh AI can mimic style" "AI can mimic emotion" "AI can mimic you and your job is almost gone, kid."

... how do i explain to you - you can make AI that does a perfect job of imitating me. you could disseminate it through the entire world and make so much money, using my works and my ideas and my everything.

and i'd still keep writing.

i don't know there's a word for it. in high school, we become aware that the way we feel about our artform is a cliche - it's like breathing. over and over, artists all feel the same thing. "i write because i need to" and "my music is how i speak" and "i make art because it's either that or i stop existing." it is such a common experience, the violence and immediacy we mean behind it is like breathing to me - comes out like a useless understatement. it's a cliche because we all feel it, not because the experience isn't actually persistent. so many of us have this ... fluttering urgency behind our ribs.

i'm not doing it for the money. for a star on the ground in some city i've never visited. i am doing it because when i was seven i started taking notebooks with me on walks. i am doing it because in second grade i wrote a poem and stood up in front of my whole class to read it out while i shook with nerves. i am doing it because i spent high school scribbling all my feelings down. i am doing it for the 16 year old me and the 18 year old me and the today-me, how we can never put the pen down. you can take me down to a subatomic layer, eviscerate me - and never find the source of it; it is of me. when i was 19 i named this blog inkskinned because i was dramatic and lonely and it felt like the only thing that was actually permanently-true about me was that this is what is inside of me, that the words come up over everything, coat everything, bloom their little twilight arias into every nook and corner and alley

"we're gonna replace you". that is okay. you think that i am writing to fill a space. that someone said JOB OPENING: Writer Needed, and i wrote to answer. you think one raindrop replaces another, and i think they're both just falling. you think art has a place, that is simply arrives on walls when it is needed, that is only ever on demand, perfect, easily requested. you see "audience spending" and "marketability" and "multi-line merch opportunity"

and i see a kid drowning. i am writing to make her a boat. i am writing because what used to be a river raft has long become a fully-rigged ship. i am writing because you can fucking rip this out of my cold dead clammy hands and i will still come back as a ghost and i will still be penning poems about it.

it isn't even love. the word we use the most i think is "passion". devotion, obsession, necessity. my favorite little fact about the magic of artists - "abracadabra" means i create as i speak. we make because it sluices out of us. because we look down and our hands are somehow already busy. because it was the first thing we knew and it is our backbone and heartbreak and everything. because we have given up well-paying jobs and a "real life" and the approval of our parents. we create because - the cliche again. it's like breathing. we create because we must.

you create because you're greedy.

learned something about myself lately

#i dont think its even the fact almost all my characters are somewhat beasts in one way or another. i just #really like tails and wish i had one myself #and then my oc designs are a little tame theyre mostly human shaped with animal features. but they always have tails #my eyes have recently been opened to the appeal of long whiplike unicorn tails.. so flowy and curly #something about the tuft at the end being long and swirly just does something for me..#maybe it would make sense to change auggies tail shape so it looks like a meteor. her design is mainly pink with hot pink accent #so it would be cool to use that and orange to make it look like a fire meteor.. maybe itll help complement the blue/green in her design #head full of ocs today so expect a ramble later #if i had a tail i think it would be long with a kink. so it kind of folds over once but not in a curl #when it wags its kind of a swaying motion. i have thought about this a normal amount #yapping

friend wanted to see my tumblr, and when i told him i can’t show it to him bc it’s basically my personal diary he went “oh so I can’t see it but a bunch of strangers on tumblr can??” he literally does not get me. no one will get me like the people in my phone get me

#It’s just so different #even though it’s public it still feels secret and safe. i feel comfy sharing a lot more on here than I do in my actual day to day life lol #in my head I’m also just speaking to myself 90% of the time which helps #if a friend off tumblr saw my thoughts I’d feel so weird ab it #esp bc they might get the vagueposting about certain situations and tell mutual friends #no thank u. this is for me. I’m not about to start censoring my thoughts bc someone I know knows my tumblr #u guys literally saw me have LIVE BREAKDOWNS #meanwhile I’ll have the worst fucking day in history and tell no one about it. I’m already cripplingly private but way more so in real life #this is basically a low stress journaling outlet for me. it’s so important for me to maintain the separation #like this is actually my diary & has been so handy for letting out emotions / articulating thoughts / staying on track !!#& I’ve met so many kind people on here who actually get me. which is so hard to find irl bc I’m surrounded by pre-med gunners/overachievers #who are by standard not very good w emotion & can be competitive/judgmental. or at least it’s hard for me to be vulnerable in front of them #and I’m part of that crowd so I reserve my emotions only to a handful of very close friends #it’s nice to hop on here and express negative emotions!! or positive emotions!! just whatever I want and it’s low stress and people get me #I don’t have to worry about judgment or competitiveness etc etc #like everyone on here is so kind & nice & understanding. & just a breath of fresh air from the types I run w. it’s just nice to have this #so idk that’s why I think I’ll always be strict about keeping the worlds separate. it just works #p

i don't know what it is about the fantasy high setting that drives me completely insane. the mall has an ice cream parlour owned by a djinn and a strudel place with direct supply from the strudel dimension. your gnome parents modified the lawnmower to have fun with their new "friends." death means nothing if you've got your spells prepared. generational curses that make your life miserable recognize that you're not the stepdad, you're the dad that stepped up. we wanted something else from our god, so we made her into something else. your wizard principal is on a time travel roadtrip with his half-phoenix daughter and spent an obscene amount of money on a jet ski. there's a strudel dimension.

I'm not immune to schmoopy affection in fanworks. it compells me despite itself #anyway it's technically not that crazy when it comes to dick and damian. they hug! often! at least they did #it's not as big a leap to these types of scenarios #also talia ''somewhat absent for complex reasons on both her and damians part but very loving and loved by her son'' al ghul #you will always be famous to me #son of the demon origin...bwahhh #anyway. someone made a comic kind of like this/like a post i made abt this topic #but way funnier bc dick and talia starting trying to beat each other up #so go look at that as well #anyway. it's been a somewhat difficult few weeks so I'm. desperately trying to take it easy #i got some reading with me (first vol of kevin smiths GA run that i found second hand and jaimes BB run vol 2!)#so we'll see how far i get through those. considering there's demons in my head telling me to re-read things (LET ME OUT!!!)#when i finish GA and BB i do plan on rereading robin 2021. as a treat to myself #it's a run I've really warmed up to as time went on #I'm keeping up w/ the current b&r run even though it is. admittedly very slow w/ some weird dialogue #i read it for the damian content more than anything. also nikas back so that's neat :]#idk I have a feeling that after absolute power shakes out we might get some more creative team switch ups #so if anyone at dc is interested in taking over the reigns on b&r...that could be very neat #mine
