No guys I don't think c!Dream redeemed himself, it's actually fucking worse.

After Tommy understood him (not forgave him) and proved to be an amazing character and offered Dream to fix everything, Dream just then recieved his chance for redemption.

And he was willing to take it. He had his moment with Tommy, the person he hurted the most and hurt him some, give him that chance and hope.

He hadn't really started. I don't think he regretted things still, but in that moment, I think he would've finally tried. He was willing to take that chance, and hope too. In Tommy.

And then... and then it was too late.
