Theresa Bernstein often painted urban scenes and everyday people at play throughout the 1920s, finding inspiration in New York’s music venues. The Hot Chocolates jazz revue started in a Harlem nightclub, Connie’s Inn, and then moved to Broadway’s Hudson Theatre. Over the course of its production, Hot Chocolates featured notable jazz performers Fats Waller, Edith Wilson, Cab Calloway, and Louis Armstrong in his Broadway debut. This painting’s lively composition and rich colors capture the syncopated elements of jazz, as well as the boisterous mood of the show itself. As Harlem Renaissance gossip columnist Geraldyn Dismond wrote in 1929, some parts of Hot Chocolates could ​“make even a flapper blush.”

Edith Wilson (née Bolling, formerly Galt; October 15, 1872 – December 28, 1961) was the first lady of the United States from 1915 to 1921 and the second wife of President Woodrow Wilson. She married the widower Wilson in December 1915, during his first term as president. Edith Wilson played an influential role in President Wilson's administration following the severe stroke he suffered in October 1919. For the remainder of her husband's presidency, she managed the office of the president, a role she later described as a "stewardship," and determined which communications and matters of state were important enough to bring to the attention of the bedridden president.

What does this skirmish over a small financial agency [the Consumer Financial Protection Bureau] have to do with hundreds of billions of dollars in annual entitlement spending? The answer: everything. In her concurrence, [Judge Edith] Jones took pains to clarify that her reasoning was not limited to the CFPB. Jones announced that all ���appropriations to the executive must be temporally bound.” If Congress does not put a “time limit” on funding, it gives the executive branch too much discretion over spending. Under the Constitution, she claimed, the executive must “come ‘cap in hand’ to the legislature at regular intervals” to ensure that it remains “dependent” and “accountable.” Judge [Cory] Wilson approvingly cited this idea in his own opinion formally invalidating the CFPB, highlighting the “egregious” nature of the agency’s “perpetual funding feature.”

Does this principle derive from the Constitution? Of course not. The appropriations clause at question simply states that all money drawn from the treasury must be “in consequence of appropriations made by law.” There is no textual requirement that Congress reauthorize appropriations periodically. In fact, Article 1 of the Constitution suggests the exact opposite: It bars Congress from appropriating money to the Army “for a longer term than two years,” implying that other kinds of long-term appropriations are permissible. If they weren’t, then why would Army appropriations need an explicit time limit?

Alex came back a few minutes later, bringing her a cup of coffee before he walked over to stare out the windows.
“It's snowing pretty heavily,” Alex said as Jo looked up to see the large flakes falling added to the three inches of snow they already had in their backyard. The snowfall just kept coming this week. 
“Uh oh, you should probably go check the roads,” Jo said, biting her lip as she watched the snow fall.
“Yeah, I'll go check,” Alex said as he quickly walked over to the front of the house and Jo turned her head to watch him leave. He stepped over the baby gate, rather than just opening it as Jo rolled her eyes and shook her head, but he carried on. She heard the sound of the front door opening as Luna and Helena immediately picked up their heads.
“It's just Daddy checking the road,” Jo said, although both of them stopped playing and went over to the baby gate to stare at him.
“Daddy, that's a lot of snow,” Luna said, pointing ahead of them, although Jo couldn't see it from her angle on the couch.
“Yes it is,” Alex said as he came back and shook the snow off of his hair. “I think we'll still be able to make it out of the driveway.”
“Are you sure it's really bad,” Jo said as she looked back at the snow falling in the backyard. “There's several inches of snow and there's probably a lot of ice from last night when it froze over.”
“Yeah, the road looks okay,” Alex said with a shrug, pulling out his phone probably to check the weather. “We've got to at least try. We promised Meredith we'd be at her place for dinner tonight.”
“I want to see Scout,” Luna insisted, looking between them.
“Yeah, me too, I wanna play with Diana,” Helena said as she added to her sister although Alex just rubbed the top of their heads messing up the hair, more than it was from sleeping.
“Don't worry guys I'm sure we'll be able to make it out. Daddy grew up in Iowa, I used to drive on ice all the time,” Alex said with a confident smile although Jo wasn't so sure.

“Alex you can't be serious,” Jo said as she followed him into the mud room. 
“It's just a little snow Jo, I've seen way more snow than this when I lived in Iowa,” Alex said as he sat down on the bench in the mudroom and pulled on his boots. 
“It's not just a little snow, it's four inches now! And we don't live in Iowa, Alex, we live in Seattle which has hills and only one fucking snow plow which has not cleared our street yet,” Jo said as she put her hands on her hips and glared at him.
“Relax Jo, I'll be fine. it's not even the first time I've driven in the snow here in Seattle.” Alex said as he finished putting up on his boots and went to grab his coat before Jo snatched it.
“I don't like it Alex, It’s not safe,” Jo said as she clutched his coat.
“Let’s just try and see if I can get the car on the road,” Alex said, crossing his arms as he glared at her in return. 
“Can't we just stay here, Meredith will understand if we can’t make it. Please, for the sake of your wife and kids,” Jo said with a pout and pleading eyes. “There's no reason for you to go out and you could get hurt. You crashed your car last year when you went out in the snow.” 
“Jo,” Alex said, reaching out to put his hands on her shoulders. “That was when I was trying to go down the hill to get to work and I didn't even crash, I just slid a little bit.”
“You slid into another car!” Jo said, her voice getting a little higher as she shouted before realizing her tone and letting out a breath. “I just don't want the same thing or worse to happen to you.”
“I know that scared you, it scared me too, but it was a large hill, and I probably shouldn't have tried to take that road anyway, the hills around us are barely even a story high and not very steep. I know what I'm doing and I'll be okay, I promise.” 
“Fine,” Jo said with a sigh knowing that nothing she said could persuade him as she twisted her rings.

Jo stood on the front porch, holding Edith with Luna and Helena next to her. They watched as Alex skidded in the snow just trying to pull out of the driveway. He had been able to back out, but the second he hit the road the tires just rolled. They weren't going anywhere on the sheet of ice that was the road in front of them. 
“Alex, Alex!” Jo waved her hand trying to get his attention as he paused and looked over at her.
She just motioned for him to bring the car back and she saw Alex visibly sigh in the driver seat. He hung his head and carefully drove to get the car back into the driveway.  Alex came running back out as Luna jumped up and raced over to meet him. 
‘I’m ready to go,’ Luna signed she ran past him and pulled on the passenger side door.
‘Sorry little Moon,’ Alex said as he went over to her, taking her hand as he let her back to Jo and her sisters who had stayed on the porch. 
“It looks like we've been snowed in,” Jo said, watching the snow continue to fall, making the roads even worse. 
“Yep,” Alex said with a sigh, yet he smiled as he looked over at both of the girls. “But that just means we have more time to play in the snow!”
“Yay! Both of the girls cheered, jumping up and down. Luna immediately raced off to get into the snow on the front lawn but Alex's hand held her back.
“Hold on, let's go get some proper snow gear and then we can play, otherwise you'll get all wet,” Alex said as he tugged the girl's hand to go inside Luna pouted but reluctantly followed him in.
“I think Edith and I will just stay inside,” Jo said as they got in and she relished the warmth of the house.”
“Oh come on, you aren't going to come out and have a snowball fight with us,” Alex said with a smirk raising his eyebrows and trying to entice her. 
“I don't know about that,” Jo said, rolling her eyes. “But I guess we could go play in the snow. What do you think, Edith?” 
Jo looked down at the baby in her car seat Edith kicked up her legs and threw her arms around as she cooed in excitement. They all went back into the mud room and Alex pulled out the big tote of their snow gear. 
“Alright Karevs, let's get ready to go play in the snow,” Alex said, pulling out the snow pants, gloves, and stuff. 
The girls cheered and eagerly followed him to get into their snow pants. Soon enough, all of them were bundled up warm as Jo finished tying a scarf around Luna’s as she wiggled. 
“She doesn't really need a scarf,” Alex said as he zipped up Edith into her snowsuit before putting a hat on the baby’s head and pulling up her coat hood.
“Yes she does, I want my girls to be nice and warm,” Jo said with a smile as Luna smiled back.
“I think you're a little overprotective of them,” Alex said with a small smile, although he meant it sincerely.
“Perhaps,” Jo said with a shrug. “But better to be overprotective than under protective.”
“Mama, I can’t walk,” Helena said as she tried to teeter on her legs and her snowsuit. before promptly falling forward although she caught herself on her arms. 
“You okay there princess?” Alex said going over and picking her up. 
“I can’t walk!” Helena insisted more forcefully this time as Alex put her back on her feet. 
“Don't worry kiddo it'll get easier once we're out in the snow,” Jo said as Alex unzipped Helena’s snow pants to give her a bit of wiggle room. 
“Jo, is she wearing two pairs of pants under here?” Alex said, peeking into her snow pants.
“It'll keep her warm,” Jo protested, defending her over-dressing of the girls.
‘I’m hot,’ Luna protested as Alex gave her a look.
“You won't be hot when we step outside, ready to go?’ Jo signed to her before getting up and pulling on her own snow coat over a sweater and probably two more layers. 
Both of the girls looked up at her and so did Alex. They were all three bundled up from head to toe and snowsuits, underpants, mittens, hats, and scarves. Even Reeses was bundled up in a snow jacket, sweater, shoes, and a hat that Jo had somehow managed to get to stay on the top of his head. 
“Why don’t we take off a layer so Helena can walk and we'll go out for a few minutes. If anyone gets cold, we’ll come back in and add the layer back,” Alex said and signed looking over at the girls and Jo.
“Okay,” both of the girls easily agreed as Edith nodded along with her sisters.
Although he was pointedly looking over at Jo as she huffed and sighed. “Okay.” 
After they all shed a layer of clothes and Helena could walk they all went out to the backyard. Reeses bounded ahead of them into the snow. He went snout first into the snow as he bounded around the backyard. The girls quickly chased after him with giggles of excitement. 
Jo smiled as she looked out at the perfect snow covered backyard. Alex handed Edith to her as Jo put her on her hip and he ran to chase after the girls. He was just as excited to play in the snow. Before long he flopped down and laid in the snow as he helped the girls create snow angels. Jo decided to walk out into the snow going over to where Alex and the girls were before she sank down to her knees and put Edith on her lap. The baby instantly reached out to grab the snow with her hands although she only managed to scoop up a few flakes as it slipped off her mittens. 
“What are they doing?” Jo asked as Alex and the girls smiled up at her. 
“We’re making snow angels, Mama,” Helena said as she giggled.
Edith giggled as she watched them and tried to scoop up some more snow, bringing it up to her mouth as she bit into it. Her eyes went wide as the snow melted on her tongue, but she reached for more. 
“Yucky Edith,” Jo said, sticking out her tongue and shaking her head.
Although Helena had already caught her doing it and followed her baby sister. She reached down to grab a bite of snow and brought it up to her mouth. 
“No, don't eat it, Helena,” Jo said with a laugh, trying to push the snow out of her hands.
“I like it,” Helena protested as she reached to grab more snow.
“Alex grab her!” Jo said pointing at her daughter.
Although he just laughed and shrugged his shoulders. “What's the point of playing in the snow if you can't eat a little bit of it?”
“Alexander,” Jo said glaring at him and shaking his head although she had to fight back the urge to giggle alongside him.
“Alright, girls don't eat so much snow, but if you do, stay away from the yellow and brown snow where Reeses has done his business,” Alex said, looking pointedly at them all the other girls scheduled and continued to eat snow.
Jo just shook her head and sighed, it was a losing battle anyway as she signed to them. ‘Who wants to build a snowman?’
‘Me, me me,’ both of the girls signed, raising their hands if they ran over to her.
Alex reached out and took Edith, sitting with her in the snow for a little while. Jo showed the girls how to make a ball and then put it in the snow to roll it to make a snowman. With the girls' help they soon had ⅔ of the snowman done as Alex had to help them with the head as he put it on top of the Snowman. 
“Alright, why don't you two go look for a rock so we can make eyes and a mouth and I'll go grab a carrot for a nose,” Alex said as he walked back to the house.
“I think all we have are baby carrots.”
“That's okay.”
‘He can have a baby carrot nose,’ Luna agreed as ran to help him.
Alex nodded and went to get the carrots from the fridge. Luna was already at the fridge digging into the vegetable drawer. She left white little footprints on the hardwood and Alex grabbed a towel to clean it up. When they went back outside they saw that Jo and Helena had already put little sticks in for arms. He picked up Luna so she could smash the carrot into the snowman's face. After she finally got it to stick, they all stepped back as they all looked at the snowman.
“Well, I think we're very successful snowman builders,” Alex as he high five Luna as she slipped his hand with all her strength. 
“Alright, who's ready to go inside for some hot cocoa,” Jo said as it was starting to get a bit cold. The wind picked up and the light snowfall started to pelt their coats as the cold seeped into them. 
‘Me me,’ all the girls signed as Jo nodded and they ran inside.
After hot chocolate and warm cuddles in Jo and Alex’s bed, the girls all took their nap. The rest of the day was spent watching the snowstorm and hanging out inside. That night they scrounge up a dinner of mac and cheese and hot dogs with a little bit of broccoli.
“Well it's hardly a good dinner,” Jo said as she placed the plate in front of the girls and sat down with Alex.
“Oh well we can get leftovers from Meredith tomorrow,” Alex said with a smile.
