My final art project of the year, ready to be exhibited at the METAHOUSE as part of our Fake n' Whimsical Non-Governmental Organisation Exhibition. My prompt was to provide free therapy through highly questionable means via technology, and alas, with that, after 4 weeks of being a lone feral in the art room and embracing my inner Sasha Nein later, and this glorious love letter to the Psychonauts was born. Presented with me dressed up in a lab coat borrowed from the Science Lab to boot. I mean, someone's gotta get dat funding.

PSYKER HEADCANONS: FREE TO A GOOD HOME!
I wrote these out a while ago for my own use, and never posted them. But, as some people expressed interest, HERE THEY ARE! I'm gonna put them below a read more, because there's a lot of them. I have more on other psychic weirdness that I might post if people are interested in these.
(A reminder: Psykers are canon. There were psykers in fallout 1.)
Psykers - who often refer to themselves as Gifted - are individuals with strange powers and abilities – gifts* – that defy rational scientific explanation. Although they existed in small numbers before the war, psykers have become much more common since the bombs fell.
Psykers are fairly rare. Generally there's only a handful of psykers in any given geographic area, and they tend to stay on the move for their own safety. Many hide their nature for fear of being captured for study by high-tech groups such as the BOS or the Institute. 
Gifts broadly fall into two categories: Projective and Receptive. Projective gifts include things that have external effects, like telekinesis, telepathy, pyrokinesis, etcetera. Receptive gifts are more internal, like precognition, psi-empathy, etc. Some gifts, like dream-walking and bio-pk, straddle the line.
Psykers typically have a mix of projective and receptive gifts, but usually with a stronger affinity for one than the other. Really powerful projectives tend to have minor receptive gifts, and visa-versa. Being a psyker does come with free ESP, though.
Most psykers acknowledge that the sources and natures of their gifts are extremely varied: prenatal exposure to FEV and/or radiation, extended parental contact with psi-phenomena, genetics, and simple random mutation are all common explanations of a psyker’s origin.
Many psyker’s gifts are latent/dormant, and the individual doesn’t consciously experience anything unusual. Latent gifts can awaken any number of ways, with physical or mental trauma and exposure to psychic phenomena being common triggers. For some, it seems truly random.
Overusing a gift causes “Burnout”. Symptoms vary widely; sudden change in blood pressure,  heart rate, and body temperature are common, with purely neurological symptoms being rare but not unknown. Burnout can be deadly if a gift is pushed too far, especially for very strong psykers.
Receptive psykers are notably more common than projective psykers. Pykers with powerful projective gifts are rarer, and tend to be significantly more vulnerable to fatal burnout, but are not so rare as to be surprising. (I.E. How many serious athletes do you know?)
Receptive psykers are also more prone to advertise their gift (usually in return for caps) due to their intangible and thus easily dismissable nature. Projective types tend to be quiet about their Gifts for their own peace and safety, though some revel in the fear and awe they invoke.
Psykers tend to have really intense eyes, regardless of color. A psyker making eye contact tends to feel noticeably more… direct than normal. Especially if said psyker has psi-empathy or telepathy, in which case it can feel downright intrusive, like they’re inside your head.
Non-psykers can usually sense the use of a psyker’s gift indirectly. Someone standing near a telekinetic might feel their hair stand on end, while someone near a precognitive might feel watched. Regardless, strong gifts create a strong sensation of power and tension when in use. 
Psykers stand out to other psykers. When they get close enough they can just feel them on the edge of their perception: more there than everyone else, almost like they’re backlit. Distance varies with sensitivity, but two psykers would usually sense one other across a crowded street.
Psykers have an aura, influenced by their powers and personalities, visible to other psykers when they use their abilities, as well as in dreams. Psykers can also literally sense what other psykers are doing with their powers, especially projective gifts.
Extended contact (physical or mental) with a Psyker (especially one with poor control) or any class of psychic presence can result in… weirdness. This effect is typically non-physical, involving things like accidental dreamwalking and development of low-level esp. Often called “Uncanny” by true psykers, these individuals occupy a strange place between the mundane and the preternatural.
There are only two instances of Psyker powers being successfully suppressed, neither of which has proven replicable: Jack Cabot’s Abramelin-Field and the Master’s Psychic Nullifier. These methods were either developed by a psyker (the Master) or by an individual directly influenced by one (Cabot).
Only one Nullifier still exists, currently in possession of a psyker known as “the Forecaster” in the Mojave wasteland. Its development was possible only due to the Master’s inhuman intellect and innate Gifts; all attempts by the Vault dweller to even comprehend the mechanisms underlying the device’s operation ultimately failed, and the Brotherhood couldn’t find empirical evidence that it did anything at all.
Jack Cabot’s Abramelin-Field is only applicable to one entity: his father Lorenzo Cabot… or the entity inhabiting his body, at least. Although the field causes distress in other psykers (feelings of being smothered/blinded) it doesn’t stop them from using their powers. Jack’s studies have suggested it only suppresses his father’s connection to the crown rather than impacting its powers directly.

RAPHaEL Air Powered Hand by Kyle Cothem and Dennis Hong (2009), The Robotics and Mechanisms Laboratory (RoMeLa), College of Engineering, Virginia Tech, VA. The goal of this project is to accurately emulate the motion and dexterity of a human hand. The hand is powered by compressed air at 60 psi and uses novel corrugated tubing actuators. It incorporates flex sensors and force sensitive resistors for touch sensing. “RAPHaEL (Robotic-Air Powered Hand with Elastic Ligaments) is a humanoid robotic hand that utilizes corrugated tube actuation with compressed air. Unlike electromechanically actuated hands, thanks to the natural compliance, RAPHaEL can mimic the grasping capability of a human hand more accurately. By changing the pressure of the compressed air, the amount of applied force can also be controlled.”

Tech Used On Bots
Came up with some tech ideas of how the Reverse Contact AU restricts a bot's movement. - 'Magnetised anklets'. Slowing down the bot’s movement inside the zoo. [Slows down the bot. Prevents ramming against glass and enclosure walls. Tech functions only within zoo premises. - Stepping out of range will restore a Cybertronian's movement speed.] - Electric collar. Prevents transformation outside of the facility and curbs undesirable traits. - ‘Sleep Tags’. A red patch containing a liquid that tranquillises the Transformer. Used for repairs and check ups. [Don’t run out of Sleep Tags]. - ‘Piston Breakers’. A Safety feature that pins sections of the bots body to prevent accidental unconscious movement. These bars make a cracking noise and beeps depending on the degree of PSI strain being pushed against the ‘piston breakers’ or ‘bar breakers’ when a bot moves. [Tracking a bot’s consciousness during procedures is important but difficult. Sometimes they may suddenly move, slouching and potentially crushing the engineer operating on the bot.]

Character/arc predictions made after watching s03e17 War Without End Part One. First time watcher, please don't spoil me. :) Putting these down for posterity before I watch War Without End Part Two!
Garibaldi: He's been the reseach guy, and has been learning Narnuan and studying the Book of G'Quan so I think he's going to be vital to tracking down Sheridan unmoored in time, likely while Sheridan is in the past liberating Narn from the Shadows. I don't think Garibaldi going to die. I think they're setting up the narrative to make the viewers think he's going to die on B5, so when he does his final stand, or heroic staying behind the cut the wire or whatever it'll really tug everyone's heartstrings and he'll be "dead" for awhile. But then he'll be back with...
Stephen Franklin: Dr Franklin, while trying quit space cocaine and recover from the stressful life of a space station CMO is going to thrive in the more laidback environment which is Space Doctors Without Borders slash working with the human psi escape network. He, the psi underground, and Garibaldi (somehow...Garibaldi has had a lot of screen time researching PsiCorps) are going to come in clutch against the Shadows. He's also going to bring Sheridan back to life on Zha'dum with his medical knowledge and primitive/no medical tech/supplies. 
Susan Ivanova: will also be involved in the Psi plots. Obviously, she is a telepath. Her mother taught her good enough shielding/repressing that she has been able to slip beneath PsiCorps' notice all this time. But she's going to have to accept that she's a telepath (if she hasn't already...she plays her cards close to the vest) and learn to use it. She will also be an ace against the Shadows. I think she's going to be put into a situation where she is being pressured into letting other telepaths into her mind. Bester is my first guess. Then another PsiCorps telepath. She hates and fears PsiCorps and so that would be high stakes. But it might also be any telepath/s from any species. Maybe she'll be involved with an alien, league, and/or narn telepath/s. They've been teasing her being in danger on Babylon 5 and I don't have any firm predictions about how she moves from Babylon 5 but it might have something to do with Talia.
Talia Winters: I don't know if Talia is actually dead or not. Or if her body lived along with the personality construct PsiCorps trapped her with. Or if her personality will be assumed to be dead but resurface at some point. Or if they're gonna do an endgame of Bury Your Gays. My heart says sadly that I think Talia is either dead, or will end the series dead. But I HOPE something like this (or better!) happens for her. I hope she comes back to Babylon 5 in the nick of time. Her real personality or not. She and Susan escape the Shadows' attack. This will probably be after Garibaldi is assumed dead. Babylon 5 is lost, probably destroyed. Susan and Talia work together, have sparks. If Talia has been the construct, she gets sparks of memory back. But I think she dies, maybe saving Susan. Amd leaving Susan brokenhearted having never been public about their affection. Secret love and secret loss. Worst case scenario she lives, gets her memories back, survives, and then goes back to her ex, Matt Stoner and moves into his mom's basement to support his burgeoning career as a holostreamer.
John Sheridan: He is going to walk across time, learning and fighting the war across the universe. He's going to be perhaps the most famous warrior ever, with his legend echoing from a hundred points across thousands of years of history. He saved the Babylon 4 crew from Babylon 4. He traveled forward in time to save Babylon 5. I think he's going to make more stops before/after the war against the Shadows in the far past. I think he helped drive the Shadows off Narn, when they were there something like 500 years ago. Garibaldi might discover he was mentioned in G'Kar's book of G'Quan or something like that. Then, after all his timewalking, there's going to be a final showdown at Zha'dum in the main Babylon 5 timeline. And he's going to win. And die. And Stephen Franklin, bereft of his modern medical devices is going to keep him alive with 23rd century field medicine and possibly good old fashioned CPR. So Sheridan will die at Zha'dum and also live. And I'm certain Kosh is dead-but-not-gone, and will be either haunting Sheridan in specific, or Sheridan will have a packet of his memories or instincts or something like that. 
Delenn: She's gonna live. She's got to settle down with her all-american, corn-fed, iowan side of beef. She better have a crazy legend, too. I think she's going to have to steal Babylon 4 without Sheridan, because Sheridan is time walking uncontrollably. But she's gonna catch him with Babylon 4 somewhere or when. It's going to be very romantic. And she'd better get a legend of her own on the goddess level. I think that as she has yet to really explore the humanity in herself, she may have to dig deep into humanity's best and worst to think like the kind of human (Sheridan) that can out-tactics the Shadow, sacrificing her Minbari identity even more in order to become who she needs to be to succeed in catching Sheridan out of time and defeating the Shadows in past/present/future.
Lennier: He is the archetype of chivalry, specifically platonic ideals of a knight serving a lady. He's Lancelot from the older stories where he and Guinevere don't fuck. I think he will follow that archetype quietly, firmly, joyfully, to the end. I think he is going to die with the pure heart and diamond convictions he has demonstrated throughout the show. But that's as his eventual fate, which I hope doesn't end with season three. They may explore him creating his own legend and walking away from Delenn for a bit, but if they do, I think he will return to being her loyal aide until death do them part. Platonically. 
The show has made a point of saying that Narns aren't telepaths and having G'Kar imply that his telepathy was only temporarily induced by the drugs, but I'm not sure that's going to end up to be true. They've (imho) treated the Narns shamefully, and thematically the Narns OUGHT to be the ultimate aces in the hole. The alliance and rangers which have kept the Narns out of the loop, because of prejudice and pity, ought to realize that they cannot succeed without the Narns and they were wrong to assume the Narns didn't have necessary skills and information to allow them to succeed against the Shadows. And G'Kar ought to be recognized as a great leader of his people, a legendary ambassador working against impossible odds, and a hero. But idk if they're going to give the G'Kar and the Narns the props they deserve. I hope so, though. 
Londo Mollari: Aftering choosing the grasping, short-sighting path to power and influence every single time, and deeply regretting his youthful forays into the unCentauri vices of empathy and equity, Londo steers Centaur into falling into the Shadows' hands as Emperor. He blames everyone else around him till the bitter end. He might do something redemptive, like voluntarily clear the way for Vir the Reformer or something. But I expect him to choose miserably poorly for the rest of his life.
Vir Cotto: Emperor Vir the Reformer! He's definitely going to be legendary! And known for his reforms! I expect he'll spend his time till then being browbeaten by Londo by day, and helping Narns fake their deaths and escape the murder regime by night. No idea if his murderer wife is going to turn up again. I imagine...so...? But I can't imagine it ending well for either of them. 
Zack Allen: If he survives, he better be conscious for the rest of his life about his tendencies to fall in line with fascist elements and work to instead choose liberation. He seriously failed every moral checkpoint and then only chose the B5 alliance because it was getting pretty uncomfortable being one of the regime's bootlickers and enforcers. I've got my eye on him. 
Bester: My best guy is going to survive, do some very morally black shit, be my special, ominous little fellow, and trot off at the end to go found a psi-only colony/future superpower in an undisclosed location.
Sheridan's Dead Wife: Isn't actually dead now, but might be actually dead by the end of the show.

If I may ask, how do Thinkerprints actually work? And what is so special about Truman's that the scanners didn't recognize you know who?
The simple answer I could think of starts off with the thought that ThinkerPrints scans work like a barcode scanner whenever it scans a person, detecting the brain/brainwaves (or other ThinkerPrints), which is then used to identify the person and their identity as recorded in the system. 
Instances of ThinkerPrint usage
Motherlobe Receptionist - taking a picture of Raz and giving him new intern access to the building
Hollis - giving Raz access to the Mailroom
'Truman' -  giving Raz ‘full access’ to the Motherlobe (exception to ‘Senior-staff only’ mailroom, which is funny considering you know who)
[technically not thinkerprint but the amulet seem to have a similar function in it] Otto - Checking for the brain in Nick’s body
The ThinkerPrints seem to respond after a slight prompt on it by the person, likely detecting brainwaves so that even non-psychic can use it to do all sort of stuff with whatever specific task they had in mind.
Thinking back on these descriptions by our local old nerds...
Psychonauts 1: Description of Psitanium
“Psitanium is a very rare, psychoreactive mineral that crashed here on a meteorite hundreds of years ago. It responds to psychic waves. Focuses them, amplifies them.
It can make psychics more psychic, but it can also make unstable people more unstable. Not everyone can handle that much activity in that part of their brain. It can drive them completely out of their gourd.” - Ford Cruller
Psitanium affects both psychic and non-psychic, even normal person got something going on in that part of their brain. So the ThinkerPrints probably isn’t limited to psychic waves to activate, likely modified for brainwaves to allow non-psychics to use it. I mean, there has to be a way to detect them since this kind of tech is put on doorways.
So really it is a fancy brain ID that gives off some signal to do all kind of stuff.
It is possible that it also a record of the brain-print of the person who is suppose to own it. If so then that may be how Gristol disguised himself from scans, if they bothered to check the brain like that (though doubt it, but anyway). I had a similar musing on another post that is somewhat related how it might’ve disguised Gristol.
Psychonauts 2: How the machines make contact with [a person’s] mind [?]

Meanwhile, whatever is used to check up on Truman’s body had to be some different tool that most likely be something along the lines of detecting levels of psilirium waves/energy instead. Of course this is only speculation, since we never really got to see how they did the Medical check-up. 
We have not seen the effects of having both psitanium and psilirium nearby at the same time. They probably give off different readings or something and do something funky with psi-tech results. 
Anyway, I think it would be a different tool of detection specifically for psilirium, or something for psilirium poisoning. It could be like the opposite of what reads for psitanium or brainwaves, kinda like the difference of infrared to ultraviolet from the visual spectrum and how we see those except this time its for psychic energy. Probably something of the opposite to the Security Cameras we see detecting psychics. Or like a pn1 dowsing rod but for psilirium.
We don’t really know how non-psychics are affected by psilirium. We see it causing delirium and constrict the psychic abilities for psychics. We don’t really know how exactly it affects plants and animals, but the most I can point out is the RoR Jellyfish having Brains. (The Fishes are Dr. Loboto’s experiments so we don’t really know the extent his work vs bring affected by psilirium.)
Psilirium probably dampens brainwaves, or maybe just psychic energies. Maybe it absorbs it or slows it down like molasses. The after effects of it could be like waiting for something pressed down to stretch back to its original size. So recovering from it would probably be leaving the lingering psilirium to wave off and let the person rest and gather their strength back.
Really if they did a brain scan or if the entire time of pn2 didn’t happen within a single day, then this part of the plan could’ve easily fallen apart. Like one would wonder how ‘Truman’ is still down and probably would’ve notice how off he is behaving if he acted more than a minute and says the stuff he says to people who would know Truman better. He could’ve gotten more tests or even a brain dive -- and poof goes that facade.

Apologies if this post is a bit confusing. Due to the amount of time between the beginning of thinking of a response to this to actually writing this entire post, it got a bit muddled.
BUT point is, ThinkerPrints is like a fingerprint that is specifically to scan identity VS a medical examination, which is to check ailments and status. It isn’t really the same thing being looked at. 
Test results don’t always give off every piece of information, sometimes it just gives off the specific thing that is being asked. It’s like asking a person to count all the squares on collection of things, then asking another person to look for reds on a collection of things, they’d focus on that specific thing instead of anything else. If you suddenly asked the person anything else other than what you asked them to focus on, then they’d probably didn’t notice it since they were looking for something specific and ignored/gave less attention to everything else.

Psych-0 Team!, by John Pineapple.
A one-page TTRPG about psychic agents saving the world! Heavily inspired by the TTRPG "Lasers and Feelings”.
This is a game about being psychic secret agents, so it’s a very different feeling from being on the run from the law. However, I think it might be a good introduction to something a bit grittier, and could possibly be re-tooled to make you part of a secret vigilante organization as well! The game system is very lightweight, using only d6’s, and implements a staggered level of success, so not every win will look or feel the same. Definitely worth checking out!
Psi*Run, by Meguey & Vincent Baker.
Whoever’s after you, you know one thing: they will stop at nothing to capture you and you’ll stop at nothing to stay free. The holes in your memory vie for attention with your startling abilities - stay one step ahead of the Chasers long enough to answer your questions, and hope your psychic powers don’t go wild.
I don’t know much about this game specifically, but Meguey & Vincent Baker of Lumpley Games have made their stamp on the ttrpg scene with games like Apocalypse World, Under Hollow Hills, and Mobile Zero: Firebrands. Their approach to game design births games with mechanics that replicate emotions and genre mainstays very well. I expect this game to do the same for a game about being insanely powerful and yet always on the run.
Bellbottoms and Brainwaves, by Mekkekat.
The United States military has been conducting secret experiments on “willing” subjects in a program called PSY-CLOPS (Psychic Covert Learning Operatives). The program has successfully created a 6th sense in a  REDACTED number of subjects. This 6th sense can manifest within a subject in several ways, but all of these abilities are simply referred to as ‘powers’. The project has been funded for the past REDACTED years, but in last month, there was a problem. The Pentagon wants answers. REDACTED subjects have managed to escape.
This is a brutally short game that places you right into a cinematic 1960’s, with each character given a different suite of powers - and a different list of consequences that can get pretty brutal pretty quickly, so make sure you go over the possibilities with your group and apply safety tools in this kind of game. This game starts you out as on the run from a government agency, but go on the run long enough and you’re a vigilante by default, aren’t you?
The game itself is free, and if you want an online character keeper, I’ve made one here!
Syndrome, by Ill Advised Gaming.
Syndrome is a cyberpunk setting with strong elements of body horror in the vein of Scanners or Akira. High tech, low lifes dealing with illness in a society that fears them. Powerful and vulnerable in equal measure with only their fellow Nockers for support.
Built off of Caltrop Core and borrowing elements of systems like Apocalypse World and Unified Cutlery Theory, Syndrome frames psychic abilities as a metaphor for disability; in a world where data chips and facial recognition software are par for the course, psychics are off the map. Invisible. Marginalized. Perfect for both poverty and vigilantism. Syndrome is a pretty horror-heavy game, so I wouldn’t advise trying to run a power-fantasy in this game, but if you’re looking for a way to talk about living on the margins with some unique tools to strike back, it might be worth checking out!
Psychopunk, by Gormengeist. (@gormengeist)
PSYCHOPUNK is a TTRPG about being poor, being psychic, and murdering law enforcement. In order to play, you need a deck of cards, a d12, paper and pencils, and a can-do attitude. It's best with one game master [A.K.A the Scripter], and 2 to 5 players.
The year is 2022. Being poor is punishable by death- or perhaps worse- Time Prison. You are poor. But you’re also psychic, which very few lowly peasants such as yourself are. This means that where most people in your situation are rat meat, you are (probably) alive. For now.
If you want to keep it that way, you’ll need to evade the law, keep up on your Double Dollars ($$), and scuz some fucking corpos before they scuz you.
Another cyberpunk game about psychic powers, I love the pitch for this game. It’s mean to kick you down and force you to get back up scratching and bleeding and screaming. It comes with 12 life paths, 12 psychic abilities, 8 different signature enemies and everything you need to run deadly quick combat. Also it’s published by Gormengeist, who really knows how to find a theme and sell you on it. Check it out!

new season of RnM made me remember I created Homestuck themed rick OCs partly as a joke but I was never brave enough to post them so here they are now

Rick 'Rickrd' K-612 is gold blood who made portal tech as to not get helmed. He's got psi to nearly rival the Captors in terms of power. Once off Alterina he drops the last two letters of his name because "fuck the alteRnian naming conventionss! im tRoll Ricckk!!!!!!"
K-612 Mortie is the troll Rick's lusus took in after Rick left, but he isn't Rick's descendant or anything like that. He's more lime than gold, and has weak telekinetic psi without any crazy eyes to go with. I don't have a visual design for him sorry but hopefully I'll make one in future.
When Rick found out about SGRUB he stopped home one last time before that universe got destroyed because Rick is a sentimental bastard. He took Mortie with him on impulse. He developed an even bigger god complex after learning about SGRUB cause trolls made humans. Rick is a Derse Lord of Doom, and Mortie is a Prospit Muse of Blood.
Rick & Mortie are the most toxic moirails ever. They balance each other out sure, but they also actively make each other and everything else worse so no body wins.

K-413 is a mostly normal Rick, but he read Homestuck and gained it as a special interest, so he hates himself a little more than the average Rick. K-413 Morty wears Dave glasses, he also read Homestuck, but he started at act 5 and has never read intermission 1.
Rick: You can't just, skip whole acts of Homestuck! You're missing important parts of the story!
Morty: I don't really care Rick. Enough of my own life is already stupid scifi bullshit.
Rick: The intermission is hardly SciFi.
Morty: I don't fucking care Rick.
There is also Rick K-1111, aka Cherub Rick, Morty would obvi be his body pair. There is not art for this one just accept it and move on.

will you do a character sheet for yao? please roast this old man
this is my personal take on him (partly biased by how he’s basically one of my great-grandpas and it’s always my duty to roast him). CW for some body horror. 
1. He might've changed his surname to 皇 (huang; emperor) instead of 王 (wang; king) if not for the First Emperor. Because there can be Only One. After Qin Shi Huang kicked the bucket, he could do whatever he wanted of course, but 王 just stuck. I think he may have changed his name at various points throughout history, but he’s partial to 王 after all this time and he usually comes back to it. 
2. Heavy smoker nowadays. Bad habit that he knows he should break but he has a hard time doing so. He’s like “smh can’t believe the fucking PSI is 400 again in Beijing” *lights up a pack of zhonghuas*. He’s trying, though. Keep going, old man. 😔
3. Vietnam/Lien has all the receipts on him; she’s pretty old too. One huge flaw I see Yao having is that he can be pretty condescending at times. And he may often depict himself as being Pretty Chill and just generously dispensing Confucius, writing systems, Taoism, fashion styles and other fun things to his neighbours “unlike those Western Barbarian Empires” (very untrue). Lien: You lying old goat, I fought multiple wars against your dynasties and that’s even before the 20th century!* (shoutout to my grandma’s side of the family). 
4. Very adventurous, cuisine-wise. A really good cook and gourmet. He can take really, really spicy food no problem. 
5. He can be kind of flashy in the present, similarly to Alfred (especially Alfred during the Gilded Age). Bigger is better, conspicuous consumption. His sunglasses probably cost $5000. Kind of has an outrageous architecture phase; had a glass bridge obsession for a while.
6. Very tech-savvy. He was slow about it at first, but from the 90s onwards the old man figured it all out. Sometimes he’s way too online, honestly. Has a weibo/wechat. Uses a VPN to circumvent the Great Firewall all the damned time. 
7. Has a sort of “mandate of heaven” mentality towards political authority, up till the present. Basically, mandate of heaven was the idea that an incompetent ruler could be justly overthrown and in ye old days, natural and human disasters might be seen as proof that a king/emperor had lost heaven’s mandate. Basically a ready-made philosophy justifying regime-change (or pushing out one leader for the next). Overall, I see him being quite ruthlessly pragmatic, skeptical and not really very sentimental towards any particular form of political authority/institutions (compared to the way Arthur or some other Old World nations might view their monarchies as part of tradition, or the way say, Alfred might talk about American democracy) —he’s very much a “does this work, does this give me economic growth” (think Deng’s Xiaopeng’s “It doesn't matter whether a cat is black or white, as long as it catches mice") sort of person nowadays. I think he can be that way with some leaders too; there are some humans important to his history that he is fond of and attached to, but there’s also a bit of that ‘I’m 4,000 years old—and I’ve seen so many emperors come and go’ sort of jadedness. 
8. Has been beheaded so many times throughout history that he’s pretty blase about it (and probably took great pleasure scaring the fuck out of whichever new emperor who made the mistake of thinking that this Eldritch Old Man could be disposed of that easily).

Something I find interesting about anti-mythos organizations in the wider Call of Cthulhu / Delta Green universe is that almost none of them are, strictly speaking, "good".
Delta Green is an illegal organization within the US military with zero oversight, which was forced underground due to human rights violations during the Vietnam war.
GRU-SV8 is like the KGB, but less evil and with much less funding. Section Disparu is pretty much the same thing, but french.
PISCES is compromised by the Shans, and Majestic-12 is compromised by the Mi-Go. Any good they do is counterbalanced by the evil they commit on the behalf of their masters.
M-EPIC has a bad history with native american tribes.
The Swords of Sneferu and the Army of the Third Eye are actual terrorist organizations, with the Swords of Sneferu in particular canonically being behind a number of major terrorist groups in the middle east, like Al Qaeda and Hezbollah.
The Swords of Saint Jerome (AKA "The Congregation) are generally pretty well-behaved due to their policy of compartmentalizing mythos knowledge and only distributing it on a need-to-know basis, but they have collected enough of it that agents who are compromised get corrupted FAST and very quickly become terrorists.
The Dawn are pretty much insane to the point of being useless outside of Tibet.
Yotsubishi Psi-Mech Division is trying to integrate mythos magic and alien tech into human society, which could prove disastrous for the entire world if they screw it up (which is especially likely since mythos tech has a tendency to drive regular humans mad).
Saucerwatch and Phenom-X are all composed of genuinely good and peaceful people devoted to uncovering government conspiracies that put civilians at risk, but the secrets they are trying to make common knowledge are essentially congnitohazards that could cause actual psychological damage and mass panic if they got out.
and yet compared to the groups they fight, all of these guys come off as borderline saints.
