It's - nothing crazy complicated- haha.

I was a joltik hybrid and when electric types would zap me i would think huh weird, it made my head buzz.

But after I evolved I could- like distinguish what the intent behind it was, sometimes make out words or sentences through electrical current, like right now Spritz is saying "you eat me you me you eat orange"
