Something I didn't mention in my very detailed breakdown of Dazai's ability, but I'm 96% sure that Dazai can "read" abilities when using No Longer Human.

When he touches someone, he nullifies their ability obviously, but he also knows what it is, what it does. Each ability has a different "feel" to it, he could differentiate them even if he were blind.

I bet there is even abilities he enjoys the feel of. Like Chuuya's or Atsushi's and abilities he doesn't, like Aktugawa's or Q's.

Also, this one is a headcanon, when Dazai nullifies abilities he gets glimpses of his targets emotions. Just a base underlying understanding of them.
