I've seen people say that the reason Understand revived r!Ciel is because he doesn't want to lose any more Phantomhives (he even says this in the manga if I remember correctly). Then why wasn't he there to prevent the cult from sacrificing the twins?

Why was Undertaker late?

Because he failed to get there in time.

Since he was keeping tabs on Sebastian and our earl, he managed to get to Kelvin's Manor in time to see it (the manor and rebuilt sacrificial venue) burn. And no one was stopping him from traveling by carriage with real Ciel along for the event... though I can tell that John Brown on the other cliff was watching him and real Ciel.

Whether Undertaker was traveling to the original sacrificial venue alone (using reaper traveling abilities) or by carriage (or some other slow method), someone or something likely created obstacles for him. If no one was in his way, then it was simply harder for him to figure out where to go and when back then.

It makes a huge difference when you are already tailing someone and have a bunch of leads. Originally, he might not have had much information to go on.

Who/what delayed Undertaker?

In the past, I know I've suggested that John Brown could have gotten in his way. We still don't know who the mystery person is in ch137, but it wouldn't be Undertaker or Polaris. If it's John Brown, that increases his chances of being a demon (who shows up on a whim) or an angel (who might be one of the "superiors" or "higher ups" mentioned by reapers).

I think I've also pondered (in a post or reblog) the idea it could have been William or some other reaper sent to investigate and collect souls but not to interfere. Definitely not Grelle or Ronald. Grelle doesn't know what's up with Sebastian and our earl until Sebastian talks about being "reborn" with the contract. Ronald first learns about Sebastian through Grelle's description. It could have been William, Eric or Alan, or some reaper we've yet to meet. It also wouldn't be Othello, since he's sent much later to verify Undertaker is really the deserter they are dealing with. Honestly, this also decreases the chance it was William. If it was a reaper, why didn't they relay their information to headquarters? This opens up the possibility that it was a reaper... who didn't survive the altercation with Undertaker... and therefore wasn't able to report their findings. 🤔

There are probably other possibilities, but I haven't thought of other good ones... except the possibility he just didn't have the necessary information to get there sooner.
