I refuse to believe the footage of the 10th hunger games was lost entirely. I choose to believe it ended up in district 13 and the footage of reaper ash specifically - where he spends his time in the arena, not trying to survive but honouring everyone who died and pulling down the flag as an act of defiance against his oppressors and refusing to put on a show for them - the 10th games would be watched by the underground resistance for years, inspiring them. And when they see Katniss honouring Rue the way Reaper honoured the victims of the 10th games they know that’s her, that’s their mockingjay.
