Well, I would start with healthy boundaries that clearly show burning things is wrong. No treats when it burns things etc. Then, I would find a way to get it regular exercise, battling to be exact.

Torracat are bred as starter Pokemon. So, they tend to be eager to battle and grow stronger. A healthy battling schedule should keep it more behaving.

Just, don't let it out and go ham on the local wildlife. That is both dangerous for the your and the wild Pokemon. Also, might get you arrested.
