okay so thr question is almost better as how doesnt Race end up in the refuge

so for some reason, a policeman has taken a great hatred of race and so whenever they see him they arrest him and bc the judge is crooked (and race never has bail) he gets sent to the refuge, sometimes for just a few days, other times weeks or months. spot and Jack assumed he was dead the first time he was ever in there (after about the.. fifth time or so , the three of them agree on a system, that if Race isn't at lodging by midnight, and he hasn't sent a message to say he'll be late, they should act as if he's in the refuge)

as for what race actually gets charged with: well, there is a wealth of crimes at the disposal of a cruel policeman in 1899. Loitering is a favourite, "suspicious lurking" another, spitting at an officer, trying to punch one so he could get away, if Race is ever found in a fancier part of town it's called "disturbing the peace", suspected thievery (only a handful of times has he been caught when he'd actually been thieving). One of the worst imprisonments was when race was found kissing another boy in an alleyway.

He's almost always kept in solitary confinement.
