putting together a list of each leader for each Neopian land, here's what I've come up with:
Altador: King Altador (plus his council)
Brightvale and Meridell: Ruled by the brothers King Hagan and king King Skarl (unsure how that works but just go with it)
Maraqua: King Kelpbeard
Darigan: Lord Darigan (he and Altador have their kingdoms named after them)
Roo Island: King Roo (has a crippling gambling addiction)
Faerieland: Queen Fyora (obscenely OP)
(Side note: like none of the above have queens/kings so it's unknown who would succeed them)
The Haunted Woods: anarchist hellhole. Neovia has a mayor but he may or may not be a bug (don't worry about it)
Neopia Central: anarchist hellhole
Jelly World: anarchist hellhole
Lost Desert: two rulers for each city (Princess Amira in Sakhmet and King Jazan in Qasala. No I don't know why Amira is still considered a princess)
Krawk Island: Governor is Gavril McGill, no leader beyond that
Kiko Lake: Has a mayor
Moltara: Also has a mayor, which is confusing as they're not near or part of a larger land
Mystery Island: Has a council of elders and at least one coconut god (don't ask)
Terror Mountain: most likely the Keeper of Time, which for the record is an incredibly cool name
Shenkuu: Has an emperor and actually has two children to succeed him for a change (Princess Lunara and Princess Terrana)
Tyrannia: Ruled by a council of elders (for some reason it's like one of the only non-town republics)
Kreludor: Seemingly ruled by both brothers Zorlix and Xarthab, making them like Hagan and Skarl if they were like 20% more competent
Virtupets: Was ruled by Dr. Sloth, a mad scientist dictator (don't worry about it)

Innovative Approaches for a Sustainable Future
Ahmad Al Khowaiter, Aramco's Executive Vice President of Technology and innovation, expressed the company's commitment to innovative solutions to combat climate change. "These projects highlight just some of the innovative ways that Aramco aims to help mitigate greenhouse gas emissions and address climate change," he said. "This includes new and groundbreaking approaches that align with our vision of a circular carbon economy."   Lower-Carbon Hydrogen Following the success of a pilot project in Denmark, Aramco is set to collaborate with Topsoe, an industry leader in energy-efficient technologies, to construct a lower-carbon hydrogen demonstration plant at the Shaybah Natural Gas Liquids (NGL) recovery plant in Saudi Arabia. Expected to produce six tons of hydrogen per day, the plant will employ renewable electricity for electrified steam reforming of hydrocarbons, yielding lower-carbon hydrogen for power generation, with captured CO2 subsequently sequestered.

Flickr.   Direct Air Capture Aramco is also partnering with Siemens Energy to develop a Direct Air Capture (DAC) test unit in Dhahran, Saudi Arabia. With the capacity to capture up to 12 tons of CO2 per year, the test unit is a precursor to a larger pilot plant expected to capture a staggering 1,250 tons of CO2 annually, scheduled for completion in 2024.   Novel CO2 Sequestration In yet another innovative stride, Aramco has successfully piloted a CO2 sequestration method using in situ mineralization. The process involves dissolving CO2 in water and injecting it into volcanic rocks in Jazan, Saudi Arabia, resulting in the permanent conversion of CO2 into carbonate rocks. This pilot project was a collaborative effort between Aramco and the King Abdullah University of Science and Technology, introducing various technologies to enhance efficiency and reduce costs.   Geothermal Energy Aramco is also exploring the expansion of its renewable energy portfolio through geothermal energy, leveraging naturally heated underground aquifers to produce electricity. Identified areas on Saudi Arabia's west coast have already been mapped using advanced subsurface technologies, and investigations are underway to assess the extent of geothermal resources at each location.

There’s not enough Magax and Hubrid Nox content, so here’s some Neopets headcanons
As I posted earlier on my main today, while Magax used to be evil and became good, Hubrid Nox used to be good and became evil. I’m working on the details, but basically his study buddy crush (they were attending some magic school) was turned to stone because of some prophecy about an evil dark magician rising and she happened to be studying dark magic, but it turned out to be a self-fulfilling prophecy because he became the evil dark magician in response to what happened to her, and then slowly became consumed by a lust for power. It’s a whole fic I’ll probably never actually write outside me head, but she gets un-stoned some time before the events of Faerie’s Ruin (or after, I haven’t decided) and it gets awkward, because it’s been almost a thousand years. Also, he kept her stone figure in his castle.
I’ve mentioned Magax still has a villain laugh, and it’s freaking hilarious because it scares the crap out of everyone in the Brute Squad every time someone tells a joke that he actually likes.
Neopets live absurdly long. Just look at Lord Darigan and King Skarl. Their truce has canonically been going for one thousand years, and they’re both still alive. Darigan didn’t even age, probably because of his curse and stuff. Magax and Hubrid Nox use some sort of magic to stay relatively young, but Neopets in general age really slowly. BTW Hubrid Nox canonically helped Lord Darigan in Champions of Meridell, so he’s probably EVEN OLDER.
Xandra basically got lucky in killing Hubrid Nox. If it had been, say, a Battledome challenge or something, Hubrid would have overpowered her. Xandra had to rely on opportunity, and having the artifact to boost her powers.
Hubrid Nox, unlike Xandra, knew that the Feaeries were the source of Neopia’s magic, and thus wouldn’t have even considered turning them all to stone.
Everyone involved in the Faeries Ruin plot were at some point asked why they didn’t consult Magax. Brynn kinda stammered before admitting she should have thought of it, King Altador was unaware that Magax had turned to the side of good due to all that time Altador spent trapped in a time bubble, but upon finding out said “Good for him” and stated he would have sought him if he had known, Jazan generally doesn’t answer, and Hanso said, “Who’s Magax?”
Had they consulted Magax, they would have found out Hubrid Nox had an alibi the whole time. He was busy trying to figure out how to take over more of the Haunted Woods, specifically Neovia and the Werelupe Woods sections.

sakhmet is a bit shit (especially compared to qasala): a masterpost
1. leadership
princess amira and her council govern sakhmet. but we see as a result of this leadership that “Sakhmet [...] is actually two cities; one for the nobles, and one that belongs to the rest of its citizens. The Palace and its surrounding district are sumptuous displays of desert wealth, from the gold jewellery that Princess Amira favours to the chilled slushies rushed straight from Terror Mountain before they can melt in the midday heat.”
note the utter EXCESS. this comes up later
“The other city, the lower city, is filled with common merchants selling their wares, not to mention beggars and thieves. Perhaps the most famous of the thieves are the Desert Scarabs, a rough and rowdy band of disadvantaged Neopets with a skill for snatching fruit and outrunning the guards.”

we find out during desert diplomacy that the big celebration/announcement that she had planned to make (the one that jazan interrupted during the lost desert plot) was that lost desert citizens were not to wear white after draik day? girl, your subjects are starving.
2. the attempted coup
a brief timeline to start things out: in y7, the lost desert plot went down. jazan sent sakhmet into an alternate dimension when amira refused to meet his demands, but brought it back at the end; qasala returned from its ruinous state and its citizens began to rebuild the city, but there was a lot of work to be done. my assumption is that sakhmet (amira) began sending aid to qasala to help with rebuilding starting in y7. by y12 (faeries ruin plot), qasala seems to be doing just fine, if not dealing with a bit of a scarab infestation. then, in y20, sakhmet shopkeepers abruptly refuse to do business with qasalan traders (note that sakhmet is STILL sending aid to qasala at this point).
from the lost heirloom scrolls:
“In yet another case of civil disobedience reported from Sakhmet, the people of the city have taken to the streets again, intensifying their protests against the relations with Qasala. According to our sources, the protesters have surrounded the Royal Palace, putting Queen Amira under house-arrest. Not only have they stopped the monarch from stepping out, they have also prevented any information from entering or leaving the palace. The Royal Guards have sided with the protesters [sic] making the Queen’s escape impossible.”

“The protests started two months back as a result of the frustration that the city dwellers felt against the ongoing help to Qasala’s rebuilding efforts. One of the protest leaders […] said, ‘We have given Queen Amira enough time to pull back our resources from Qasala and employ them here where they are more needed.’”
“Sakhmet, one of the two major cities of the land, has had unrest brewing under the surface for some time. Though they are not openly at war, the relations between Sakhmet and Qasala are now high strung. Day to day life has been affected with merchants from Sakhmet refusing to do trade with the people of Qasala.”
“The civilians have taken to the streets to protest against the military but with Queen Amira still under house arrest, things are looking bleak.”
“In a dramatic turn of events, King Jazan and his forces barged through the city gates of Sakhmet late last night resulting in an intense skirmish between the two armies. The Qasalan army has emerged victorious, thus suppressing the rebels of Sakhmet. Jazan and his army were amply aided by [Amira’s royal guard] General Dacon.”
“This is a huge win for Qasalans. What could possibly count as an even bigger victory is the fact that the civilians of Sakhmet have come together to whole-heartedly support the King of the neighboring kingdom over those who were part of the military coup. It should be noted here that the rebellion had initially stemmed from the discontent that had built up among the subjects of Queen Amira regarding her ongoing friendship with the royals of Qasala and her grand gestures of help. […] One of the leaders of the outlawed rebellious organizations said, ‘[…] At least in this instance, the Qasalans have proved more helpful for our city than our own army has.’”
there is a LOT to unpack here. the main thing that i feel is implied, though, is that the primary reason sakhmet citizens were so upset about foreign aid going to qasala was because they felt amira was too frivolous with her spending in general.
sakhmet citizens clearly didn’t hate qasala; i believe that they felt that in comparison to their own stagnant economy, qasala was doing far too well to merit amira giving away stimulus that could have been used to improve sakhmet’s infrastructure and increase equity among its citizens.
indeed, by the end of the ordeal i’m guessing a lot of them would prefer to be under jazan’s leadership than amira’s. also of note: sakhmet’s army has been SEVERELY pruned down in the aftermath of this plot, to the point where it barely exists and/or only exists as a gesture.
from this it’s safe to assume that jazan holds more political power in sakhmet than amira ever did, and ever will again. basically it comes down to this: amira only holds any semblance of power because jazan is allowing her to. following the lost heirloom plot and into the present day, sakhmet exists purely as a tributary state of qasala.
3. the economy
but isn’t jazan just as frivolous with his spending as amira? you might ask? what about those 100 golden statues of nabile that he had commissioned? is that not excessive?
my answer for you: economic stimulus, dear reader. 
back to sakhmet. the neopedia lists its primary exports as “Sandfruits, Baggusses, and princesses.”
Bagguss, from Jellyneo’s item database: “This giant green sack of gas is very unpleasant when ripe... it gains its familiar chocolate-like taste when degassed and left in the sun to dry.”
from the neopedia: “Of course, when the wind shifts, the Bagguss-degassing fields can be smelled all over the city, which, admittedly, is a bit unfortunate.”

veran is the eldest. he’s a kyrii like his dad, but takes after his mom’s coloring. he’s on the quieter side and tries very hard to live up to the expectations of being future king. he has magic with roots in fire, and likes doing tricks with it every now and then
rowan is the middle child, and looks the most like nabile. she’s a little spit fire and is the epitome of “what do you have? a KNIFE!” she has magic too, but it’s based in earth, and you would never be able to find her in a pair of shoes ever
jadia is the youngest. she’s an ixi like her mom, but takes after her dad’s coloring and has his curly hair. she’s sweet and bubbly, and her favorite past time is having ‘political tea parties’ with her dolls. no magic for now, but she may develop the ability to see into the future later on in life
