So Kaz definitely keeps tabs on everybody Jesper sleeps with, right? He has them followed and ensures they aren't a threat. And that's how he finds Wylan. And he actually has a use for him but he doesn't let him get close to Jesper until he's proven himself worthy.

(Which explains why Wylan wasn't in season 1 even though he made the phosphorus bombs for Kaz so clearly they knew each other.)

Anyway, Kaz likes Wylan and thinks he'd be good for Jesper, so he lets them meet.

In conclusion, Kaz Brekker is Wesper shipper number 1.
