What was the deal with the Mutants in civil war? I remember the x-men being officially neutral, but in the Decimation era Scott had that whole arrangement with Val Cooper's ONE to place the 198 under protective custody, and before that to police their own community under the XSE laws, so in practice they were in fact pro-reg were they not? Does civil war really account for that stuff?
I don't think those things are particularly connected; the whole business with ONE and the 198 predated Civil War by a good six months, and if anything the X-Men's story vis-a-vis Registration was about the mutants being thoroughly fed up with being "those whom the law binds but does not protect."
Hence why Civil War: X-Men is about the 198 breaking out of ONE's custody with Captain America's help and setting up the preconditions for the X-Men's Utopia period where the X-Men will enter into an extended conflict with the U.S government.
