This is a great tusk, and in the background is its cousin, Donphan.
While both these Pokémon look much alike, they are only distant relatives. There are no direct descendants of the mighty Great Tusk living in Paldea (or Johto for that matter) today. And all we know is the relation is distant, we don't even know if one became the other.
If there isn't an unbroken line from one to the other. Why are there donphan in Paldea?
A war. A war very long ago, during the time of the Lyconian Empire. A rival seafaring empire was at war with the then Lyconian Republic.
A great general crossed over the mountains through Kalos and Paldea. And some of those pokemon escaped, and founded the modern lines.

The donphan here are quicker to fight and stand their ground than the ones I remember from Johto. Another link to their past as creatures of war.

Listen. This is a smoke but...And yes, the Legendary Pokémon are not organic? We are talking about Kuraidon and Miraidon.
Let's say they are sensitive vehicles that adapt to the environment. They were created with that appearance and shape so as not to upset and scare wild Pokémon. These "Pokémon" do not make loud noises like engines and do not expel harmful gases into the environment. In addition to that they can adapt to all types of terrain.
Now, why they look like Pokémon is more complicated. One of the reasons is to protect children who are just starting to train their own pokemon team. If the levels are messy like in Pokémon Legend, where you could find a level 40 Rapidash at the beginning of the adventure, it would not be strange if they gave this Pokémon to protect children.
Maybe that's why the main character is surprised. They told him that it was a vehicle that adapts to the needs, not that it was a full-fledged artificial Pokémon.
It would be really fun

Recently I've been given access to area Zero to witness a rare gathering of the strange creature called "Iron Jugulus". These creatures, being so much in shape like the extremely aggressive Hydreigon, made me nervous at first.
I saw a group of them and tensed up, wondering if they were going to attack. I wouldn't be the first person of science to lose my life down here. Though I might be the first cat...
I was wrong in my assumptions.
Iron Jugulus are gentle creatures who mind their own business.

They had noticed me and were observing me. However they didn't attack. They simply watched me from afar. They're sweet pokemon, if we're being completely honest. I'm not sure why people assume they're mean just because they're dangerous when angered.

A wild Iron Jugulus approached me and seemed simply happy for the interaction with me. If I befriend one of these creatures I'll see if about the legality of keeping one.

Celestial tower! Built during the direct aftermath of the Founding Unovan Civil War, it remains a cultural landmark in memory of those lost in the fire and storm.

Time has dulled the scars left behind by the twin dragons. Today, the tower is primarily used as a mausoleum (the preferred method of burial are urns) and, well, a tourism site. Legend says if you climb to the top of the tower and ring the bell, you can lay your ghosts to rest. But mostly? You can ring a GIANT bell.
