Mircalla, Hide, and Clemen! here’s some tidbits abt them under the cut :)
Mircalla- the vampire looking one. She doesn’t have a devil fruit, she’s just. goth. She’s a super-romantic in the poetic sense and will quote poetry as she’s slicing people apart. The rest of crew finds this somewhat annoying. She’s the type to accidentally succeed at something and then say “just as predicted…” She’s very, very good with swords and fights with a two-sword style. She pretends to hate sunlight but she just thinks she looks better in moonlight.
Hide- the wolf mink. Her sulong form is incredibly unstable and comes out even when the moon isn’t full- not to its full extent, though. It goes from some patches of white fur to the full-on transformation. She’s the ship’s doctor. She also doesn’t really believe in anesthesia. The whole crew is full of masochists weirdos though so this isn’t a huge issue. (Their apprentices, Penny and Galleta, are exceptions. They’re kids and she has a huge soft spot for both of them.) She has a thing with Clemen :3
Clemen- the raven Zoan fruit user! and the captain! She was on a different crew before this, but she was kicked off for being weak. And by kicked off I mean that scar on her head is. a bullet wound. She’s lucky. (Her words.) Because of her past, she refuses to show ANY kind of weakness and tends to get the crew into fights they probably shouldn’t get into. They’ve got a pretty good record, though- a surprising amount of wins considering their relatively small size. She’s very prideful and will never let a slight against her or her crew go unpunished. The apprentices think it’s a little funny to get her riled up because she WILL argue with the 8 year olds. Do not test her. She’s very well-liked by her crew but kind of doesn’t believe it. Or maybe she doesn’t believe she deserves it.

I wish for something Dracula as sort of post-apocalypse. Maybe killing him did not stop the infestation, maybe it emboldened other vampires and you have now 100 Ruthvens in his wake having turf wars, maybe his visit awakened legendary dormant ancient evils, maybe it inspired ambitious lords of the dying british/european aristocracy wanting to copycat him and make devil pacts and training in the mountains. And the survivors who experienced it all first hand dealing with it.
Honestly, it stuns me how little has been done with the 'Dracula technically leaving an open spot at the top of the vampire food chain' possibilities. I think Castlevania kind of touches on it, but overall there's just a whole lot of nothing going on in Dracula-adjacent media about it.
Though I will hand the other public domain vampires a pass because, to be honest, I think Count Dracula was the only vampire in literature who was ever concerned about Taking Over the World. Everyone else in the undead scene is just sort of doing the smart thing and. You know. Chilling.
Lord Ruthven wasn't out to conscript others. Dude went out of his way to kill his victims with knives and drink the red runoff, as if to explicitly avoid making other vampires.
Carmilla was out there romancing and drinking girls like an undead Casanova. The vampire who turned her first when she was Countess Mircalla might have been different! But we never find out who that vampire was; we just know about Millie and the growing list of broken/siphoned hearts left in her wake.
Clarimonde, the dead woman in love~, was so bad at making another vampire. Comically, tragically bad at it. All she could bring herself to do was construct a fantasy dreamscape to live in with her human priest crush while taking literally only a single pinprick's worth of blood from him to keep herself going. This, when the priest in question openly declared SHE COULD HAVE HIS ENTIRE CIRCULATORY SYSTEM if she wanted it!
Varney the Vampire was and remains just...terrible at being a vampire. In general.
Countess Dolingen and her undead village, along with Gorcha and the Vourdalak village, both seem to have the whole 'conscript everyone around me/all those I love' angle handled. Except neither group ever ever expands past the borders of their territory. Maybe it's a rule? Maybe they just ran out of people they felt like drinking? Either way, they stopped caring about collecting others and just tucked themselves in their graves to doze once their respective villages were turned.
In short, for somebody to take over Dracula's ~King of the Vampires~ role, we'd actually need an OC to step in. All the actual classic literary vampires, many of whom were kicking well before Dracula appeared on the scene, just are not interested in the undead tyrant game.
(Probably why Dracula had to go around recruiting in the first place. None of the other vampires returned his letters or carrier pigeons for centuries. No, they don't want to join his pyramid scheme vampiric onslaught campaign, thanks. Too busy minding their business and/or dealing with personal drama. Please lose their address.)

I want to share my ML's OC with you; I prepared this little card. Hope you like it <3 I'll appreciate any correction to my English and any other kind of interaction! . . .
Name: Beulah Debois, née David. AKA: Mircalla, la Comtesse (by Vladimir), Notre-Dame de Bon Secours (ironically, by Beliath). Pronouns: She/her.
General information: Birthday: 7 April. Age: +/- 250 years old. Species: vampire.
Apperiance: Hair color: cherry red. Eye color: light brown. Height: 1.69 cm.
Description: A tall and sturdy woman, olive skinned. She has a long face, thin eye-brows, an aquiline nose. Her long wavy hair is partially covered by a veil; she usually wears a tight dress with long sleeves and lace details. A jewel-belt underlines her breasts. On her fingers has multiple rings and she has a necklace. Her claws are black. If it’s possible, she walks barefoot.
Personality: Beulah hides a passionate heart and a strong will behind polite, antiquate manners. Rumors (see: Beliath) say she is the real leader of the Manor and Vladimir just a puppet-king, but she doesn't seem interested in disproving them.
How she became a vampire: Born in the eighteenth century in a french-ebrew family, Beulah lived the tumultuous time of the French Revolution and the repression of the Reign of Terror.  She and her lover, a girondin gentile man, received a death sentence for corruption. While the man was executed, Beulah managed to escape and, thanks to the apparition of a dark creature, to achieve freedom.  But at what cost.
Life at the Manor: She settled in right after Vladimir. Her apartments remind of a Parisian showroom, with tons of newspaper, questionable knick-knacks and a bridge table. She loves strolling in the garden. It's unusual to see her in common rooms alone.
Gender&Sexuality: She is a trans* heterosexual woman and she is monogamous. At the moment she prefers one night stands over other types of intimacy. 
Relationships: Aaron: they don't have much in common but they genuinely respect each other. They sometimes fuck.  Beliath: the party animal is the one Beulah hangs out with the most. No one understands why, no one asks.  Ethan: they share the same air and that's enough for both.  Ivan: the young vampire is too scared of himself and the older vampire is not «interested in this kind of education» to have a civil conversation.  Neil: Beulah has feelings towards him but her pride doesn't allow her to be direct about them.  Raphael: Beluah despises him and Raphael seems very proud of it.  Vladimir: the only one allowed to enter Beulah's apartments. They have tea, chit-chats and discussions about the gestion of the Manor. 
Bonus: Eloise/MC. At first very disappointed by her appearance, Beulah tends to avoid Eloise and acts politely cold towards her. Now you can see them going to Moondance, playing the piano and chilling near the fireplace together.
Trivia: > She bought the Countess title «as a little treat».  > She is divorced. If you ask her about it, she'll answer «Marrying was my worst choice but I would do it again and again», but will not say a word about her ex-husband.  > Mircalla is the anagram of Carmilla, which is one of her favorite novels. She uses this name when she introduces herself to new people. The painting is Madame Tallien, J. Launeville, 1796.

Ok so I’m kind of curious about this, but like when utilizing a public domain character and altering them to suit your story, how much can they be considered your OC?
For instance, I use a lot of public/historical domain characters in Rhine City, like Orlok, Francis Varney, Lord Ruthven, Elizabeth Bathory, Rasputin, Mircalla “Carmilla” Karnstein… and generally speaking I change a lot about them, because in-universe their stories were typically written to ruin their image by enemies. So while I keep a basic framework and allusions to their origins (Ruthven is a Bluebeard killer, Orlok has trouble speaking since he came from a silent film, Mircalla is a lesbian) I kind of just play around and make something fresh out of them.
Now let me be clear: I do not view the above as my OCs in a literal sense. I did not create them. I did not invent Rasputin, obviously. My view of it is like when you’re a kid and you take your action figures and Barbies and make up new names and powers for them like you’re Andy from a Toy Story. I’m more just wondering if you could still call it your OC, or if you specifically say that it’s your interpretation of a preexisting character.
Also I don’t apply this to characters like Jack Fairchild. Yes I didn’t invent Jack the Ripper, but I invented Jack and he just happens to BE Jack the Ripper. In this case you kinda have to make an OC for the role since no one even knows The Ripper’s true identity.

The two of you were having your regular afternoon in her room. The two of you would read together and you’d head back to your room and sleep for the night. But tonight that energy was a bit...off.
The two of you started a new book, Carmilla. It’s about a vampire named Mircalla Karnstein who feeds on young women. You’d heard the maidens around the castle talking about how the daughters are just like her. You didn’t see that as a bad thing but Bela did, apparently.
After a brief conversation on why not to read the book, you are thoroughly convinced. You go to put the book back in the library until Bela’s voice sounds behind you.
“Please don’t leave me alone..” “What?” “I don’t want any of the maidens to murder me while you’re gone.” “And why would they do that?” “Because I’m like Carmilla…”
You discard the book to the floor, walking towards Bela. You take her into your arms, kissing her forehead. “You have nothing to worry about. Alcina nor your sisters and I would let something like that happen to you.” She nuzzles into your embrace, completely forgetting about the book.
