Oh I see!

If Scarabella’s costume is inspired by the 70s, the Substitute Black Cat’s Holder costume is also inspired by a fashion style from around 80s-90s. To me, it feels very punk-rock inspired (messy hair, hair colored, unusual lipstick color). Though, the sneakers and the gloves reminds me more of the emo style which was more common in the early 2000s.

Anyway, the major idea we have to get from that design is she is supposed to be going with a teenage rebel style.
