I have a head cannon that I hope isn't true but I can't really get out of my head.
Like the high-end nomu? What if they end up being past users of one for all like the Woman? What if she is Nana? Because didn't Gran Torino say something about not collecting her body? What if All for One took it? Like something about them having One for All made them better candidates for becoming Nomu?
There are five of the high ends. Out of the 9 users, 9 & 8 are still alive, 4 wasn't found by AfO, and maybe the doctor wasn't allowed to do anything to 1? That leaves five users.
Anyway, here's my theory that I really hope isn't true.

I find it messed up that Miruko got hate for saying this.
When you think about it, she was just a KID when she faced this guy.
WHO DID TRY TO KILL HER, RAPPA, AND KNUCKLEDUSTER! WHO TURNED OUT TO BE THIS GUY!
BET YOU KNOW WHO HE IS!
This was her first major villain, folks! Whether she knows it or not, she had encountered this guy! This fucking monstrosity!
Now, with some villains, alright let's give them a pass if they're a simple purse snatcher. But when it comes to Nomus, Muscular, Moonfish, shoot, I'm adding Overhaul here, man made a drug to DISABLE PEOPLE WHILE EXPERIMENTING ON A LITTLE GIRL, and other villains alike, maybe the intent to end this is the right move.

Just wanna say this: the High-End Hood should've been Shinomori's corpse.
Yes, it's confirmed Hood is some random fighter from the underground, but it just makes more sense if it were Shinomori at the base?? At the least, I think it'd be verrry fascinating
Although it might be a bit cliche, like if Kudo were Bakugo's ancestor, but it'd be a nice piece of trivia. It wouldn't have to be said outright. Like AFO losing Yoichi's hand cuz of All Might.
Endeavor just fights and kills Shinomori, a cute hermit that gave the rest of his life because of OFA, and Bruce's trust in him over said Factor. Even using his turn to build up strength, Shinomori was looking forward to the future too
A parallel of wanting to be the strongest is drawn between Shinomori and Endeavor. Even after death, the duty of OFA haunts even a corpse.
For why it makes sense if Hood were Shinomori;
Shinomori and Hood wear the same kind of pants (Hood's is ripped, but he's a Nomu and corpse, so it makes sense). It even ends just below the knee. A colored version because I don't want to open the anime;
Shinomori's desire to avoid the strongest (AFO) could've been tweaked by Garaki to look for the strongest instead
Hood looking for the strongest person (hero) could even be Shinomori's desire to give OFA to someone strong enough to protect and grow the Factor. As a hero, someone trustworthy

AFO didn't know his face, so the High-End could've been named Hood to keep up themes. That AFO didn't know his face, and even now, he has a "hood"; Hood's face isn't visible beyond glowing features at first
Endeavor burned Hood and said to rest. This could've been Shinomori getting his cremation, and that Shinomori could relax (about OFA)
Endeavor said Hood is possibly Endeavor from the past or the future. In the past, Shinomori wanted to grow his strength for the Factor, so technically, Shinomori wanted to be the strongest. The strongest he could be, at least
The fact we know Shinomori underwent an autopsy, and that Garaki works in morgues to harvest corpses
The knowledge that multiple Quirks kills the normal (not-AFO) person is found in Shinomori. Finding this out, this could've been the reason Garaki and AFO specifically use corpses for Nomus. That way, there's no life force to drain, and technically no drawbacks to the wielder
Garaki was alive during Shinomori's time. Considering these panels,
This happens chronologically. AFO knew Bruce only had leftover embers (he could tell the same with All Might), which is why he looks so dismissive of his corpse. He's just wondering where Yoichi could be now.
AFO met Garaki after he killed Bruce. With all his followers and the way AFO is sitting, he's likely in search of Yoichi in Shinomori. But he never sees or meets the wielder. Thus the way he has his head down, as if upset and ignoring the insignificant crowds
That's why, when he finds Banjo, he's smiling. Yoichi is right in front of him again, after 18+ years of nothing.
Garaki was probably alive for all the OFA users. He's already looking middle-aged when he first meets AFO, and his Ability is just longer life. So he looks younger than he actually is anyway.
Since AFO faced all the previous OFA Users (sans Shinomori), AFO had access to their bodies when they died. Meanwhile, Shinomori ends up in the morgue anyway, likely by Banjo.
AFO shredded Yoichi's body apart, so there's no corpse left. He killed Kudo, Bruce, Banjo, En, and Nana; but not Shinomori, who died of old age, or All Might or Midoriya, because they're still alive.
He has access to the corpses of the previous holders he killed himself, and left relatively intact. And Banjo may as well have given him Shinomori's corpse to figure out what killed a relatively-young, healthy man.
With access to those corpses, AFO and Garaki could've preserved the corpses of OFA Users to make High-Ends

Why AFO and Garaki did not make more Kurogiri type Nomus
I've seen some wonder why AFO and Garaki didn't make more Nomus with full mental faculties if they were able to with Kurogiri. After thinking about it, I think I have an answer: My guess for why they did not make more Kurogiris is that it was not feasible for them to make more Kurogiris.
When talking about the Nomu, Garaki once said they were meant to be an army, with Gigantomachia at the head. Given the amount of troops an army requires and that Garaki is the only man who can properly make the Nomus, this would require mass producing them.
However, Nomu like Kurogiri can not be mass produced. The way the Nomu seem to work is that the higher end they are, the more of their mental faculties they retain. And the more mental faculties they retain, the more of their original personalities they keep. For example, Hood was obsessed with fighting the strongest because that was what he was like in life. Heck, even Low End Nomu have hints of personality, like the Tsubasa Nomu.
Also looking at the wiki, it seems making High End takes quite a bit of time and requires picking only candidates with suitable personalities. And even then it takes months to do the complex surgeries and stabilization, especially without AFO.
Kurogiri however is different. He simultaneously has full mental faculties and high reasoning capabilities, but none of his original personality (on the surface at least). Oboro is energetic and jovial and a Hero while Kurogiri is far more serious, reserved and devoted to Shigaraki's villainy. He's practically a different person, with different loyalties, priorities, and temperament. Additionally, his quirk is very different from his original, while still retaining his original as its base. Oboro's generated clouds that could carry weight, Kurogiri's clouds create portals.
All of this means that making Kurogiri basically required rewiring his whole mind AND redesigning his quirk from the ground up. They could not use the usual brainwashing because that diminished his higher reasoning, so they probably had to devote careful time and attention to forming the new personality. Similarly, turning Cloud into Warp Gate probably involved careful fine-tuning and adding JUST the right quirks in just the right ways.
I imagine all of this took a LOT of individual time and effort. The sort that was antithetical to the idea of mass production that their army required. Heck, it probably wasn't even practical to use them for special minions. After all, why take that much time and effort for a minion when a living Villain, or even a High End, could fill the role? Kurogiri was only used for the one job too important to entrust to anyone not under AFO's full control (raising his new body). Beyond that, I'm guessing they simply decided that the costs were not worth the benefits when there were easier options available.
