Anti-Muslim Incidents Climbed Sharply Last Year, Civil Rights Group Says

The Council on American-Islamic Relations Reported a Surge in Complaints.

There was a huge surge in anti-Muslim bias incidents in 2023, the highest number of such incidents recorded in 30 years, according to the Council of American-Islamic Relations, the U.S.'s largest Muslim civil rights organization.

CAIR received a large number of complaints over anti-Muslim incidents last year, nearly half of which were reported in the last three months alone, after the Israel-Gaza war began on Oct. 7.

The group received a total of 8,061 complaints in 2023. The most common complaints CAIR received in 2023 were over immigration and asylum, 20% of all complaints, followed by employment discrimination, 15%; education discrimination, 8.5%; and hate crimes and incidents, 7.5%, according to the CAIR's annual civil rights report.

The surge in complaints comes one year after CAIR had marked a decline in the number of complaints it received -- just over 5,000 in 2022 versus 6,720 in 2021.

"As we wrote then, the report's findings could be considered a return to a 'pre-Trump administration baseline,' an indication of progress made toward mitigating the impact of Islamophobia in the US," according to the report.

"However, what was then welcomed as a 'positive sign' for the future of Muslim civil rights and civil liberties quickly disappeared as anti-Muslim hate resurged across the country in the final quarter of 2023," according to the report.

While the number of anti-Muslim bias incidents were at their highest recorded number in CAIR's history in 2023, the group did not track incidents in 2009 to 2013 or in 2018 and 2019.

The rise in anti-Muslim complaints comes as antisemitic hate crimes are also on the rise.

Antisemitic hate crimes rose 25% from 2021 to 2022, according to statistics released by the FBI. Officials have also warned that there has been a rise in antisemitism after the Hamas attack, part of an ongoing increase around the world.

An increase in both antisemitic and anti-Muslim hate crimes was seen in America's largest and most diverse city, New York, after Oct. 7, as well, according to police statistics.

There were 11 confirmed anti-Muslim hate crimes in New York City from Oct. 7, 2023, to Dec. 30, 2023, according to the NYPD, and 26 confirmed antisemitic hate crimes over the same time period -- a total of one anti-Muslim hate crime every 7.7 days, and one antisemitic hate crime every 3.3 days. There were just five confirmed anti-Muslim hate crimes from Jan. 1, 2023, to Oct. 6, 2023, according to the NYPD, and 49 confirmed antisemitic hate crimes (one every 5.7 days) over the same time period.

More than 32,000 Palestinians have been killed and more than 73,000 others have been injured in Gaza since Oct. 7, amid Israel's ongoing ground operations and aerial bombardment of the strip, according to the Hamas-run Gaza Health Ministry. Hamas launched a surprise terrorist attack on Israel on Oct. 7, killing at least 1,200 people in Israel and taking 253 others hostage, according to Israeli officials.

Among the alleged hate incidents documented in the report was the stabbing murder of 6-year-old Palestinian American Wadea Al-Fayoume, with his landlord in Chicago accused of the murder. According to his mother, the landlord yelled "you Muslims must die" before attempting to choke and stab her.

The landlord has pleaded not guilty to first-degree murder, attempted first-degree murder, two counts of a hate crime and aggravated battery with a deadly weapon.

In another incident, a Georgia teacher allegedly threatened to beat and behead a seventh grade Muslim student after the student asked about the teacher's Israeli flag, according to the CAIR report.

Speech at Schools and Universities

Employers, universities and schools were among the "primary actors suppressing free speech by those who sought to vocally oppose Israeli's genocidal onslaught on Gaza and call attention to Palestinian human rights," according to the report.

According to CAIR, employers reportedly fired employees who express political speech in support of Palestinian rights and threatened not to hire students who do the same.

One such example given in the report was the reported firing of Dr. Maha Almasri, a Palestinian American woman, from her tutoring job in Florida. She said she was fired and her son was expelled from a private school after she criticized the Israeli government's military response in Gaza in posts on social media, according to the report.

A Muslim teacher in Maryland was reportedly placed on administrative leave due to her expressed support for Palestinians in her email signature, despite other teachers having political speech in their signatures, according to the report. Prior to being placed on leave, an unknown individual allegedly tore her Palestinian flag from her car, the report said.

CAIR filed a complaint with the Equal Employment Opportunity Commission in December on behalf of the teacher.

The report also pointed to universities' suspension of student chapters of National Students for Justice in Palestine as evidence of suppression of pro-Palestinian speech on college campuses.

The chancellor of the state university system of Florida issued an order deactivating all Students for Justice in Palestine chapters at public universities in the state, claiming the student groups provided "material support" to the terrorist group Hamas -- a claim the groups denied and that he later walked back. This prompted a lawsuit from CAIR challenging the order.

College campuses, like Harvard University, have been at the center of debate over the Hamas attack on Israel and Israel's subsequent the bombing of Gaza. Harvard students were put under a national spotlight after a group of student groups led by the Palestine Solidarity Committee issued a statement in October on the conflict saying that the Israeli regime is "entirely responsible for all unfolding violence."

"Today's events did not occur in a vacuum. For the last two decades, millions of Palestinians in Gaza have been forced to live in an open-air prison. Israeli officials promise to 'open the gates of hell,' and the massacres in Gaza have already commenced. Palestinians in Gaza have no shelters for refuge and nowhere to escape. In the coming days, Palestinians will be forced to bear the full brunt of Israel's violence," the Harvard student groups said in their statement last year.

In response to the statement, a conservative organization called Accuracy in Media launched a doxxing campaign -- releasing personal and private information about individuals online without their consent -- against students in groups that signed onto the letter. The organization also paid for a truck on campus displaying names and faces of students with a banner labeling them as "Harvard's Leading Antisemites."

Pro-Palestinian students have since filed a civil rights complaint against Harvard, demanding an investigation. The Department of Education has launched a probe into Harvard for discrimination in response.

"We support the work of the Office of Civil Rights to ensure students' rights to access educational programs are safeguarded and will work with the office to address their questions," Jason Newton, director of media relations and communications at Harvard, said in a statement to ABC News.

Recommendations

In its report, CAIR also called on Congress to enhance anti-doxxing laws and place boundaries on the dissemination of peoples' private information with the intent to cause them harm.

"Doxxing has been employed to intimidate and silence pro-Palestinian advocates, often falsely reframing their legitimate critiques of Israeli state policy and calls for human rights for Palestinians as inherently hateful and therefore reprehensible speech. Such attempts at online harassment have in many cases succeeded in intimidating students and employees, who have experienced repercussions to their educational and career prospects due to doxxing," the report said.

In its recommendations, CAIR called on the U.S. government to call for a permanent cease-fire in Gaza and adhere to the International Court of Justice's ruling ordering Israel to take measures to prevent genocidal acts and provide humanitarian aid to Palestinians in Gaza.

CAIR also called on the Biden administration and Congress to require local law enforcement agencies to submit complete data on hate crime incidents targeting minority communities.

In a statement days after the Hamas attack, the Biden administration said "any hate crime is a stain on the soul of America."

President Joe Biden denounced the killing of Al-Fayoume saying, "We can't stand by and stand silent when this happens," in an Oval Office address.

"We must, without equivocation, denounce antisemitism. We must also, without equivocation, denounce Islamophobia," Biden said.

The US’s largest Muslim civil rights and advocacy group wants prosecutors to bring federal and state hate crime charges against a man arrested in the stabbing of a 23-year-old Palestinian American man Sunday evening in Texas.

The victim, identified by his father as Zacharia Doar, was hospitalized and had surgery following the incident, which, according to the Council on American-Islamic Relations, followed a pro-Palestinian protest in Austin.

“He’s in pain, he’s in agony,” Nizar Doar, the victim’s father, said at a news conference Tuesday, where CAIR representatives and other community leaders called for the incident to be treated as a hate crime, pointing in part to the suspect’s alleged attempt to rip a flagpole bearing a keffiyeh – a traditional Palestinian scarf – from the car in which the victim was traveling.

Texas Antisemitism Executive Order

As many of y'all know by now, I am a Texan. Specifically a Texan in higher education, at a public university. Gov. Abbott's new executive order to have public universities crack down on Anti-Semitic speech directly impacts the students advocating for Palestine.

Phrases such as "From the river to the sea, Palestine will be free" can now be considered HATE SPEECH!

“Some radical organizations on our campuses engaged in acts that have no place in Texas,” Abbott said in a press release. “Now, we must work to ensure that our college campuses are safe spaces for members of the Jewish community.”

This was never about protecting Jewish people, but protecting Zionists. The order was issued after universities across Texas had issues after Oct. 7th's events. Pro-Palestine and Pro-Israel students were butting heads, and some broke out into fights according to some sources. As a uni student myself, I have seen these conflicting sides in person. Abbott's statement also makes no mention of the Anti-Islamic rhetoric that has also been spreading due to Israel's persecution of Palestinians.

This order calls for all public universities and colleges review their free speech policies, and to lay out in their policies the definition of antisemitism, and punishments for Anti-Semitic rhetoric. All within 90 days of the order's publishment.

Most of this appears to be banking on HB 3257, the bill that introduced Texas' Holocaust, Genocide, And Antisemitism Advisory Commission

Now, there has been some actual pushback on this, from the The Texas chapter of the Council on American-Islamic Relations (CAIR-Texas) as well as students and administration from the universities and colleges effected.

“This order not only undermines the principles of free speech and academic freedom but also perpetuates a harmful narrative that equates criticism of Israeli policies with antisemitism,” CAIR-DFW Executive Director Mustafa Carroll said in a statement.

The wordage used by Abbott worries many people, due to the fact that it is so vague. To the point where criticizing Israel and it's government can be considered hate speech.

Usually, you know something was a hate crime because the perpetrator yelled a racist slogan or told the police he was motivated to attack the victim because of the victim’s race or religion. Sometimes, the attacker’s social-media accounts contain racist writings.

But in this case, according to author Rozina Ali, it was the exact opposite.

With regard to the Oct. 7 pogrom perpetrated by Hamas in southern Israel that killed 1,200 men, women and children, here’s what the “anti-Palestinian” Eaton wrote on X on Nov. 16: “What if someone occupied your country? Wouldn’t you fight them?”

Although Ali quoted only one of Eaton’s posts, there was at least one more in the same vein. This is what Eaton tweeted on Oct. 17 (which was quoted by the Vermont-based news agency Seven Days on Dec. 6): “The notion that Hamas is ‘evil’ for defending their state from occupation is absurd. They are owed a state. Pay up.”

That crashing sound you hear is the shattering of the myth that the Vermont shooting was Islamophobia. No wonder the police have not charged Eaton with a hate crime: his social-media accounts clearly indicate he is a supporter, not a hater, of the Palestinian Arabs. Ali and others have reported that Eaton has a long history of personal problems. That would seem to be what was behind this crime.

But that didn’t fit the narrative that Palestinian advocates prefer. So, as long as that critical information was confined to the local Vermont press, they could keep claiming that the shooting was “anti-Palestinian hate.” Now the jig is up. It has been acknowledged by The New York Times.

This matters because the fight for public opinion regarding Israel’s war against Hamas in the Gaza Strip revolves around the question of sympathy. In the immediate aftermath of the Oct. 7 mass murders, most of the public’s sympathy was with Israel. But after months of nonstop biased media reporting, some Americans’ sympathies have shifted.

The attention being paid to rising antisemitism creates sympathy for Jews and, by extension, for Israel. Supporters of the Palestinian Arabs want to reduce that sympathy, by claiming that they, too, are the victims of bigotry.

Statistics about hate crimes show that antisemitism is on the rampage, while Islamophobia is minuscule. That reality is bad for the Palestinian cause. So, advocates seize every opportunity to claim that some incident was anti-Arab or anti-Muslim.

Last November, an Ohio man named Hesham Ayyad claimed a driver yelled “Kill all Palestinians!” and “Long live Israel!” at him and then ran him over. The Council on American-Islamic Relations (CAIR) and similar groups yelled “Hate crime!” But security footage showed Ayyad and his brother got into a fistfight on that street corner, which is what caused his injuries. Ayyad has been charged with lying about the incident. CAIR still won’t admit that it was a hoax.

Vice President Kamala Harris’ push to rally voters in San José around support for reproductive rights ran headlong into protests Monday, demanding an immediate cease-fire in the Israel-Hamas War in Gaza.

At times, protest chants of “cease-fire now” broke out during the rally, interrupting Harris’ speech at least four times. Outside, dozens of protesters lined up along King Road and Alum Rock Avenue, waving signs outside Mexican Heritage Plaza.

The colliding forces at the Harris rally exposed a key election year challenge for Democrats: many of the younger, progressive voters who the party hopes to win over with a platform of protecting abortion rights are deeply dissatisfied with the Biden administration’s support of Israel.

Holding signs and banners bearing “Free Palestine” and “End U.S. Aid to Israel,” members from the Council on American-Islamic Relations joined a coalition of multi-faith, multiracial organizations with other supporters to demand a permanent cease-fire in Gaza. Allie Felker said she was invited to the Harris event for her work advocating for prenatal care to prevent stillbirths.

But less than three minutes into Harris’ on-stage conversation with actress and activist Sophia Bush, Felker stood up and joined in calls for a cease-fire. Felker told KQED she was motivated by the risks to pregnant women caused by the Israeli invasion. “I can’t come here and advocate for reproductive justice without also standing with Palestine, standing with the women and children of Gaza and saying that the reproductive justice we’re seeking in this country needs to also be equated with what’s happening in Gaza,” Felker told KQED.

A Gallup poll from December found that 50% of Americans under 35 believe the U.S. is giving “too much” support to Israel — compared to 21% who believe the country is lending “too little” support to Israel. “So long as President Biden and Vice President Harris ignore that call [for a cease-fire], they are complicit in genocide, but they are also demonstrating their disconnect with the electorate,” said Zahra Billoo, executive director of CAIR’s San Francisco Bay Area office.

In a missive to the USC community, the university’s provost, Andrew Guzman, wrote that the Los Angeles university took the unprecedented step of canceling Asna Tabassum’s planned speech because the “alarming tenor” of reactions to her selection as valedictorian – along with “the intensity of feelings” surrounding Israel’s ongoing military strikes in Gaza – had created “substantial risks relating to security”. Guzman’s statement did not refer to Tabassum by name, or specify what about her speech, background or political views had raised concerns. Nor did it detail any particular threats. The decision has been met with outrage from online commenters and the Council of American Islamic Relations (Cair) the US’s largest Muslim civil rights and advocacy organization, who, in a statement said Tabassum described herself as “shocked … and profoundly disappointed” after being informed on Monday that she would be barred from addressing her fellow graduates at their 10 May commencement. “The university is succumbing to a campaign of hate meant to silence my voice,” Tabassum said in the statement.

Increase of antisemitic and anti-Muslim hate crimes

Following the Oct. 7 Hamas massacre there was a big increase of antisemitic and anti-Muslim hate crimes. CAIR (Council on American–Islamic Relations) reported 2,171 asks for help and reports of anti-Muslim and/or anti-Arab biases in the US since Oct. 7 (as of 2 Dec.). The ADL (Anti-Defamation League) reported 2,031 antisemitic incidents in the US between Oct. 7 and Dec. 7. This is a 337 % increase of antisemitic hate crimes compared to the same time frame in 2022 and a 172 % increase of anti-Muslim hate crimes compared to the two month average in 2022. More than half (1,411) of the antisemitic hate crimes were linked to the fighting in Gaza and Israel.

President Joe Biden on Monday touted his “unshakeable” support for “the safety of the Jewish people and the security of Israel and its right to exist,” but he also offered a stark warning about the volatility of public opinion.

“We’ll continue to provide military assistance to Israel until they get rid of Hamas, but we have to be careful – they have to be careful,” Biden told those gathered for a Hanukkah reception at the White House Monday night. “The whole world’s public opinion can shift overnight, we can’t let that happen.”

The comments from Biden come as an emergency aid package that would provide funding for Israel and Ukraine remains mired in Congress and lawmakers face pressure to act amid a new wave of antisemitism in the US as the Israel-Hamas war enters a third month.

The reception, hosted by the president, celebrated the fifth night of Hanukkah and, according to the White House, featured some 800 guests, including Holocaust survivors, lawmakers and various Jewish leaders.

“I also recognize you’re hurting from the silence, and the fear, and for your safety, because of a surge in antisemitism in the United States of America and around the world — it’s sickening,” Biden told the audience.

He added, “You know, we see it, across our communities, and schools, and colleges, and social media — they surface painful scars, from millennia of hate to genocide of the Jewish people.”

Reported hate crimes and bias incidents against Jews, Muslims and Arabs have continued to surge since October 7, according to new data from the Anti-Defamation League and the Council on American-Islamic Relations.

The ADL said it recorded 2,031 antisemitic incidents in the two months following Hamas’ terrorist attacks on Israel, including reports of physical assault, vandalism and “anti-Israel rallies that included classically antisemitic, anti-Zionist and/or terror-supportive rhetoric.” That is up from 465 such incidents during the same two-month period in 2022.

CAIR, the nation’s largest Muslim advocacy group, said it has seen a similar spike in bias incidents during the first month of the war with 2,171 requests for help and reports made to its national headquarters and chapters across the country since October 7.

At the event, Biden called “upon all Americans to make clear there is no place for hate in America – against Jews, Muslims or anybody else.”

Biden was joined on stage by second gentleman Doug Emhoff, who has made combatting antisemitism a focus as the first Jewish spouse of a president or vice president. Last week, Emhoff condemned rising antisemitism at the National Menorah lighting ceremony.

The president in his remarks pointed to his support for Israel, while acknowledging differences between himself and Israeli Prime Minister Benjamin Netanyahu. He recounted how as a young lawmaker he told the Israeli leader, “I love you, but I don’t agree with a damn thing you have to say.” “It’s about the same today,” he said Monday.

Biden highlighted the work his administration has done to secure the release of hostages still held in Gaza and the delivery of humanitarian aid to the region, saying he “personally spent countless hours” working with Israeli, Qatari and Egyptian counterparts on both fronts. 

“There’s a whole range of things going on now that are really very, very difficult,” Biden said. “We’ve gotten more than 100 hostages out and we’re not going to stop till we get every one of them home.”

Seven American men and one woman remain unaccounted for since the Israel-Hamas war began, according to the White House. Four Americans  — a 4-year-old girl and three women — have been released so far.

The United States, Biden also said, “will continue to lead the world in humanitarian assistance to innocent Palestinian civilians, to emphasize to our friends, our Israeli friends, we need to protect civilian life.”

US-based Muslim Advocacy documents in its annual report, the "Worst Wave of Anti-Muslim Hate" ever recorded in its 30-year history. The Council on American-Islamic Relations (CAIR) says it received more than 8,000 complaints nationwide in 2023, nearly half of them after October 7.

"The 2023 wave of anti-Muslim incidents, a 56 Percent Jumpover the previous year, surpassed the period following the implementation of President Trump's Muslim Ban," the charity says in its report.

CAIR notes a small number of positive steps such as the Permit to Broadcast the Muslim Call to Prayer in New York City, the practice of Muslim Heritage Month in several states and the observation of Muslim holidays in the yearly calendar of a few school districts. The group now recommends to suspend the FBI's Muslim Watchlist, to respect free speech in Palestine and to pass anti-doxxing laws in Congress.

An anti-Israel group whose founder said he was "happy to see" Hamas attack Israel is urging local libraries to feature children's books that push propaganda against the Jewish state—including one that contends all of Israel belongs to "Palestine."

The Council on American-Islamic Relations (CAIR) in late December released its "Palestine Beyond Borders" toolkit, which it said aims to "encourage libraries and bookstores to feature book displays on Palestine" and foster "a deeper appreciation for the multifaceted aspects of Palestinian history." Included in the kit are a dozen children's books, one of which calls on kids to "unlock all the truths about Palestine and educate everyone about its true history."

That book, Baba, What Does My Name Mean?, takes a fictional child "refugee" on a "journey to Palestine," which, according to a map displayed prominently at the beginning of the book, includes all land from the Jordan River to the Mediterranean Sea. The map displays Tel Aviv, Haifa, and other Israeli cities as part of "Palestine," the capital of which, according to the book, is Al-Quds, an Arabic name for Jerusalem. The book ends by stating that "through persistence and perseverance," Palestinians will "one day … be free."

CAIR, which did not return a request for comment, bills itself as "the nation's largest Muslim civil rights and advocacy organization." It has deep ties to the White House and Democratic Party, with the Biden administration earlier this year tapping the group as a partner in its "National Strategy to Counter Antisemitism." In 2019, meanwhile, scores of congressional Democrats privately issued letters of support for CAIR ahead of the group's Washington, D.C. gala, and Senate Majority Leader Chuck Schumer wrote that CAIR has his "utmost thanks and appreciation" in a November 2022 letter.

Since then, CAIR's leader, Nihad Awad, has praised Hamas's Oct. 7 attack on Israel.

A U.S. Muslim group criticized former House of Representatives Speaker Nancy Pelosi on Sunday after she suggested, without offering evidence, that some protesters demanding a ceasefire in Gaza could be linked to Russia and urged the FBI to investigate. Her comments were dismissed as "unsubstantiated smears" by the Council on American-Islamic Relations (CAIR), who said such remarks amounted to dehumanization of the Palestinian people. Pelosi made the remarks in a CNN interview after she was asked whether opposition to President Joe Biden's policy in the war in Gaza could hurt the Democrat in November's presidential election. "For them to call for a ceasefire is Mr. Putin's message, Mr. Putin's message. Make no mistake, this is directly connected to what he (Russian President Vladimir Putin) would like to see," Pelosi told CNN. "I think some of these protesters are spontaneous, and organic, and sincere. Some I think are connected to Russia," she said. "Some financing should be investigated and I want to ask the FBI to investigate that."

"It is unconscionable that an individual with such influence in this nation would spread unsubstantiated smears targeting those who seek an end to the slaughter of civilians in Gaza and a just resolution to that conflict," said Ibrahim Hooper, a spokesperson for CAIR. Pelosi's comments "echo a time in our nation when opponents of the Vietnam War were accused of being communist sympathizers and subjected to FBI harassment," CAIR National Executive Director Nihad Awad added.

The Council on American-Islamic Relations (Cair) received a total of 1,283 reports of anti-Arab and anti-Muslim bias since 7 October, a 216 percent increase over the past year. In an average 29-day period in 2022, Cair received 406 complaints. The range of complainants was broad, encompassing diverse segments of Americans, such as students from public schools and universities, medical professionals, various employees, demonstrators and mosques. "Both Islamophobia and anti-Arab racism are out of control in ways we have not seen in almost 10 years," Cair Research and Advocacy Director Corey Saylor said. Between 7 October and 4 November, Cair's national office received 248 out of the 1,283 total appeals for assistance and reports of prejudice with the remaining instances handled by the organisation's regional branches. [...] According to Cair, the most frequent type of case reported to the national headquarters involved First Amendment rights, which includes free speech and expression, accounting for 23 percent of cases. This was followed by workplace-related grievances, constituting 20 percent of reports, incidents classified as hate crimes at 15 percent, and issues pertaining to education and bullying, making up nine percent of the reports. These include at least one murder, two attempted murders, numerous violent threats, the use of vehicles as weapons to target protesters, and incidents involving guns being discharged or brandished to threaten supporters of Palestinian human rights. Just last month, a six-year-old Palestinian-American boy was fatally stabbed 26 times and his mother seriously wounded in an attack officials say was linked to the ongoing Israel-Palestine war and because they're Muslim.
