Van Gool seems to have based his mermaid on both Disney's Ariel and Madison from "Splash."

I've never read this book myself, but the sea witch is apparently "nice" in this version. Perhaps Van Gool made her wear her tentacles as a hat rather than a skirt in order to emphasize that she's Ursula's inverse.
