Starting in 1985, Marvel started Star Comics (it's where Spider-Ham came from)
Most of them were owned by other companies Ewoks, Heathcliff the Cat, and the like.
However, they did have some that were all theirs, and they did hire the guys who co-created Richie Rich in the 50s and came out with these.
Harvey sued over the Royal Roy one.
