Who are they?

Orlando and Rovias are a pair of stone lion statues outside the Public Library in New York City. They are the guardians of the Gramercy Occult Society. The two of them are shown to have a desire to make people complete puzzles and riddles before entering, but are typically unsuccessful in doing so. They operate a secret door that leads into the Gramercy Occult Society.

Why are they the NPCs of All Time?

The New York Public Library lions are gay and in love Brennan says so. That is reason enough to be considered NPCs of All Time.
