We want to make something that already exists more climate-friendly

Despite climate change in favour of the indoor ice rink - or because of that? A dispute has broken out over the construction of the leisure facility in Fürstenfeldbruck. City councillor Alexa Zierl of the Oekologisch-Demokratische Partei explains why she thinks it is justifiable.

Alexa Zierl, 53, has been the consultant for climate protection and energy on the city council of Fürstenfeldbruck[1] since May 2014 and still supports the construction of an indoor ice rink. She studied electrical engineering and information technology, made her PhD in the field of robotics, was responsible for technical communication in a Munich software company for eleven years and became self-employed in 2011 in the field of climate protection. Zierl created the first climate action plan for the city of Fürstenfeldbruck, headed the Ziel 21 energy transition association[2] for four years and has been Bruck's first bicycle taxi driver since 2017. With the cargo bike she is active with the food rescuers and delivers food for the Caritas Hofcafé[3]. Her family of four lives in Fürstenfeldbruck without a car. In the interview, she also responds to Theresa Hannig, who rejects the construction of the indoor ice rink[4].

The district ÖDP[5] is against building apartments on Kreuzlinger Feld in Germering, but you are in favour of an ice rink in Fürstenfeldbruck. How does that fit together?

Alexa Zierl: As the name suggests, there would be buildings on a field at Kreuzlinger Feld, which would disrupt the supply of cold air to Germering in summer. In Bruck, we want to convert the sealed area of the ice stadium into an ice rink, generate more renewable electricity on the new roof than is needed and use the waste heat from the ice technology to save heating energy in the indoor pool, i.e. make something that already exists climate-friendly.

You say you are supporting the construction of the ice rink because of climate change. Can you explain that?

What do we want to preserve for the future? I think that children and young people should have simple and inexpensive sports and leisure activities locally all year round, where they can meet and do something together. The ice rink is such an offer for all age groups, but is already less and less usable today due to the weather and the climate. An ice rink can be used for ice skating from autumn to spring and for something else the rest of the year, even when it is raining or hot, for example roller skating, an indoor playground or climbing.

Were you surprised by the criticism of your attitude?

I was surprised that people argued against ice sports with climate protection, but voted in favour of dedicating arable land to commercial areas a few weeks earlier.

They say we will drown in renewable electricity. When might that be the case?

Currently, almost half of the electricity consumed in Germany each year comes from renewable sources, and there are days every month when more renewable electricity is generated than is needed. The federal government intends to double renewable electricity production by 2028. Then we will have many days when we have much more renewable electricity than we need. For those who find this inconceivable: the earth "bathes" day after day in a huge amount of free solar energy, which also produces free wind. With photovoltaics (PV), solar thermal energy and wind turbines, we imitate the plants and collect this energy. This is much easier and now cheaper than digging up and burning coal, oil or natural gas.

Do we still have time to develop this? Climate change is progressing faster than feared. Don't radical measures really need to be taken?

When it comes to renewable energies, all bureaucratic brakes really have to be removed - abolition of the 10H rule[6] in Bavaria, return to cost-covering remuneration, grid connection and feed-in guarantee. The installation of photovoltaic (PV) systems on and at buildings must become completely unbureaucratic. This time in favour of the electricity sector. It is also important to change course in construction, domestic flights, climate-damaging subsidies and animal husbandry/agriculture. Unfortunately I haven't seen any of that yet.

Wind turbines and solar systems have to be built first, which requires building materials such as metals and cement, that sometimes have to be mined or produced, which sometimes involves a great deal of energy. To what extent is this included in your calculation?

Why do you ask that about wind and solar and not about the construction of buildings or roads, for example when the district office is adding a concrete parking deck? We have to get out of fossil fuels as quickly as possible, that can only be done with renewable energies. It is therefore necessary to provide the necessary material for PV, wind power & Co. and conversely to "save" on other projects. Of course, renewable energy systems must be fully recyclable.

Wouldn't it be more clever if you only built as many renewable energy systems as you need for the areas that are really necessary?²

Who decides what is "really necessary"? With Corona, we saw that savings are first made among target groups like children and young people. As I said, the earth bathes in free solar energy, let's just catch it on and in all buildings with PV. This also helps those rent their house or apartment, because it reduces electricity costs. And solar thermal saves natural gas.

If not the ice rink, what do you think could be dispensed with?

Devices in standby should be switched off "properly". For comparison: the Burgau ice rink has 40,000 guests a year and consumes 300,000 kilowatt hours, i.e. 7.5 kilowatt hours per guest. In order to save these 7.5 kWh, the guests would only have to switch off one device at home that uses one watt in standby (old devices need significantly more), really switch them off instead of standby. What brings even more: train instead of domestic flight, electric instead of combustion engine, eat grain yourself instead of feeding animals to eat them.

Haven't we actually reached a point where politicians should honestly say that winter sports will not be possible for much longer?

Outdoor winter sports (skiing, etc.) currently need artificial snow, which means a lot of energy and water, not to mention driving in a car, that's not sustainable - which I personally think is a shame. I like to ski, I can't ice skate, and I wouldn't exist without skis, my parents met on a skiing holiday. On the other hand, ice sports in a hall in winter is energetically much cheaper than going to an indoor pool or even a sauna, also because - see the back of the refrigerator - the generation of cold produces waste heat that can be used to save heating energy.

How do you feel about the concept of a post-growth policy, which the ÖDP also represents, and where do you see concrete starting points in Fürstenfeldbruck?

One of the reasons why I became member of the ÖDP in 2019 is that it is the only party that sees economic growth not as a solution but as a problem. What the ÖDP proposes as alternatives: focus on the common good, regional economies, local energy supply in the hands of citizens, circular economy, short distances, using areas multiple times instead of expanding more and more. For me, the ice rink is a contribution to post-growth, because you use an already sealed area more intelligently and thus take the pressure off the Alpine region.

What gives you hope that we can still keep the earth habitable for humans?

It can only work if at some point we see ourselves worldwide and together with nature as a dwelling and living community on our planet. Currently, human civilization resembles an aggressive form of Compulsive hoarding[7]. But the many daily experiences where people work for the common good give me hope.

The Double Elopement

Here's another curious story from Georgian England with a slight naval connection: how two of Admiral George Brydges Rodney, 1st Baron Rodney's (c. 1718-1792) children went 'missing' (don't worry, their disappearance was voluntary and rather enthusiastic) within days of each other.

Two households, both alike in dignity, In fair Verona London, where we lay our scene, From ancient grudge break to new mutiny...

Once upon a time, there were Romeo and Juliet- and then, there were Sir John Rodney (1765-1847), second son of the aforementioned admiral, and Lady Catherine Nugent (c. 1765-1794).

Both were approximately 19 and very, very much in love. The only problem was, Catherine's father Thomas Nugent, 6th Earl of Westmeath (1714-1792) didn't quite take as enthusiastically to young Rodney as his daughter and vetoed their plan to get married. It also appears the Admiral wasn't too fond of Catherine, either.

Matters looked grim, but Catherine and John wouldn't give up quite so easily. The two decided to run away to get married across the border in the Scottish town of Gretna Green, where marriage laws at the time were a lot more accomodating to minors (seeing as both weren't 21 yet) and all sorts of people who wanted a quick, unbureaucratic union with next to no questions asked. The two were married on 4 July 1784 in Gretna Green.

Smug they had succeeded, they were in for a surprise on their way back as they met none other but John's older sister Jane and her boyfriend George Chambers travelling in the opposite direction. The two couples stopped for a moment to say hello and John assured his sister he wouldn't get in the way of her happiness- it appears that his elopement had given Jane the courage to pursue her own happiness and defy their father's wishes. Jane and George were also married in Gretna Green on 6 July, two days after Catherine and John.

Apparently, John's and Jane's father found out Jane had disappeared on the same day word reached him of John's whereabouts.

Enraged, Admiral Rodney was in no way, shape or form willing to recognise John and Catherine as family and cut them off until the birth of their first child, George Brydges Rodney (b. 1788) (quite likely strategically named after the admiral), which appears to have softened the new grandfather's heart.

After the last Weasley child had moved out of the Burrow, Arthur and Molly enjoyed the oddly quiet life they were now faced with. Arthur was still working, although he had cut back on hours. Molly busied herself with tending to the house and garden, often visiting her various children and grandchildren. On one occasion, Arthur had invited the newest employees in his department over for dinner. They had been talking pleasantly when Molly mentioned the times that Harry Potter had stayed with them. One of their guests piqued up at this and commented that she would have loved to escape her home growing up, even if she only stayed there during the summer holidays. Another coworker seconded this, saying he was always happy to spend at least half the holidays with a friend, but that that hadn't always been an option. The dinner continued with an odd air of nostalgia and melancholy after that. Mrs. Weasley found herself thinking about this conversation quite often in the following weeks. After mulling it over, she confided in Arthur about an idea that had occurred to her and together they worked to realize it. They turned the Burrow into a summer residence for children who didn't feel welcome at home and didn't have anywhere else to turn to. Through the teachers at Hogwarts they communicated this to the student body and found an unbureaucratic way for students to sign up for the program. The number of teenagers they housed during the following summers varied, some stayed with them only once, some were return guests. All of them were very grateful for a refuge that accepted them for who they were.

More legal certainty in times of crisis

The Federal Cabinet has approved the drafting aid presented by the Federal Minister of Justice and Consumer Protection for a bill to mitigate the consequences of the corona pandemic in civil, insolvency and criminal procedure law. For example, tenants who no longer meet their payment obligations as a result of the spread of the coronavirus are to be protected against termination.

Federal Finance Minister Scholz and Federal Economics Minister Altmaier today presented comprehensive additional measures with emergency aid of up to 50 billion euros for small companies, self-employed persons and members of the liberal professions.

Scholz: "We are going full steam ahead in order to provide support for even the smallest companies and the self-employed. They need our special support; they are being hit hard by this crisis. This is why the Federal Government is now providing emergency aid quickly and unbureaucratically. What is very important to me is that we give a grant, not a loan. So nothing has to be paid back. Altmaier: "We never leave anyone alone. There must not and will not be a gap in solidarity here. In addition, with the Economic Stabilization Fund, we are providing concrete help to the real economy and preventing the sell-off of German economic and industrial interests. Already for the coming week, Federal Minister Heil announced a legislative procedure to avoid "disproportionate wage cuts" in case of a loss of working hours due to necessary child care during times when day-care centers and schools are closed.

In addition, solutions must now be found together to cushion wage gaps caused by short-time work. There will be further talks on this, Heil said. EPA announces Colorado-based office dedicated to cleaning up abandoned mines

The Environmental Protection Agency is creating a new office in Lakewood that will focus on cleaning up abandoned hardrock mining sites west of the Mississippi River, including the Bonita Peak Mining District where the Gold King Mine disaster originated in 2015.

The Office of Mountains, Deserts and Plains will be located in the EPA’s regional office at the Denver Federal Center, the agency announced during a news conference at the Western Museum of Mining and Industry in Colorado Springs on Wednesday. EPA’s National Mining Team Leader Shahid Mahmud will be the acting director, and the team will have nine full-time staff positions.

The office, which will use existing agency funds, will primarily focus on remediation work at Superfund sites and other abandoned mining locations, which release millions of gallons of pollution into streams each year. Remediation efforts will include cleaning up sites and the surrounding environment, and in some cases rebuilding the mine for operations.

There are more than 63 Superfund Mining and Mineral Processing Sites west of the Mississippi River, including nine in Colorado. In Colorado alone, there are roughly 23,000 abandoned mines.

Many historic mining sites don’t have an owner or operator to facilitate cleanup operations themselves, placing it in the EPA’s hands.

“I’m really confident — I don’t think, I know — that this is going to make a significant difference in addressing mines that are abandoned and those in the Superfund program to move them forward more quickly,” said EPA Associate Deputy Administrator Doug Benevento, who called the new office “a victory for the environment, taxpayers and the American people.”

The new office will also help speed up project timelines, including to clean up hundreds of abandoned uranium mines on the Navajo Nation.

An agreement finalized in February designated funding and resources to clean up 24 of the highest priority mines, five years after the federal government and tribe first reached a settlement on the mines.

Benevento cited the decades-long wait many communities have faced in seeking environmental remediation. “Communities want it done faster and we will have it done faster,” he said.

Another goal of the office is to make it easier for so-called “good Samaritan” cleanup operations, such as those facilitated by Trout Unlimited or The Nature Conservancy. Current law says that if a group wants to contribute to cleanup efforts, they could be responsible for finishing the job, whether they’re capable of doing so or not. While the law is what it is, Benevento said, the new office will do what it can to make collaborative cleanup efforts “as unbureaucratic as possible.”

Benevento, who served as the Region 8 EPA administrator based in Colorado, is President Donald Trump’s nominee for the deputy administrator position. He was previously executive director for the Colorado Department of Public Health and the Environment.

The new office was announced days after an Associated Press investigation revealed the Trump administration’s efforts to fast-track a variety of energy and infrastructure projects under relaxed regulations, including mining operations in Colorado.

Democrats and environmental groups have been wary of the Trump administration’s efforts to relocate offices and staff away from Washington, fearful that it will dilute their influence before Congress. In 2019, for instance, the administration announced it would move the Bureau of Land Management’s headquarters to Grand Junction.
