Monarch was definitely absolutely fucking baffled when they found out that not only is Leo Mothra's son rather than another incarnation of her, but he's basically a 99% genetic match with *Godzilla* - something not even Ladon or Shin can attest, since they're genetically mutated and imperfectly in Shin's case. Meanwhile, Leo is 100% Goji and Mothra's boy and proud of it.

Even a long time after the revelation, Monarch operatives are still gobsmacked that Leo is a completely all-natural Mothra/Godzilla hybrid.

(And, since nobody witnessed the, ah, conception occur, they simply assume it happened in an entirely non-sexy way, mayble like how spiders do it, though certain lewd jokes become something of a meme among the younger members of staff. They can always try asking the Titans themselves how it happened, but knowing Mothra she'll just coyly reply something along the lines of "a gentleman never asks and a lady never tells." Godzilla will just stare at them until they leave.)
