Bangkok: BoT Gouverneur warnt Regierung vor Einführung der 10.000 Baht Initiative für alle Thais

Die Regierung plant, im vierten Quartal dieses Jahres mit der Ausgabe von 10.000 Baht an jeden der 50 Millionen Thais zu beginnen, damit sie in ihren Gemeinden ausgegeben werden können. Das Programm wird voraussichtlich rund 500 Milliarden Baht kosten.
Der Gouverneur des BoT, Sethaput Suthiwartnarueput, schlug vor, die Initiative ausschließlich auf finanziell schwache Gruppen zu konzentrieren, wie z.B. Personen mit geringem Einkommen oder Inhaber von Wohlfahrtskarten der Regierung, insgesamt 15 Millionen Menschen. Dieser gezielte Ansatz, der nur 150 Milliarden Baht kostet, soll die Auswirkungen auf die Haushaltsstabilität abmildern.
Das BoT warnte, dass die Initiative für digitale Geldbörsen langfristig eine erhebliche Belastung für die Staatskasse darstellen könnte. Wenn die Stabilität der Staatsverschuldung nicht aufrechterhalten wird, könnte sich das Risiko einer Herabstufung der Kreditwürdigkeit Thailands erhöhen. Wird die Kreditwürdigkeit Thailands herabgestuft, könnten die Kreditkosten sowohl für den öffentlichen als auch den privaten Sektor steigen.
Darüber hinaus würde der Kreditaufnahmeplan für das Haushaltsjahr 2025 bis fast zur gesetzlichen Grenze nur noch 5 Milliarden Baht an Krediten übrig lassen, was in Notfällen möglicherweise nicht ausreichen würde.
In Anbetracht der weltweiten politischen Unsicherheit sollte die Regierung 500 Milliarden Baht investieren, um strukturelle wirtschaftliche Probleme anzugehen, wie z.B. die Entwicklung des medizinischen Personals, kostenlose Bildung für 15 Jahre im ganzen Land, die zweigleisige Eisenbahn und die Erweiterung der blauen Linie der U‑Bahn, schlug der BoT vor.
Der stellvertretende Gouverneur für Geldpolitik, Piti Disyatat, bekräftigte, dass der Oberste Rat sich nicht gegen Regierungsinitiativen zur Ankurbelung der Wirtschaft ausspreche, betonte aber die Notwendigkeit, die Unterstützung auf bestimmte Gruppen in Schwierigkeiten auszurichten und dabei Kostenwirksamkeit und Haushaltseffizienz zu gewährleisten.
