Luigi and Bowser's Dynamic
The only fundamental difference between Bowser's dynamic with Luigi, compared to his dynamic with Mario, is that he hates Luigi significantly less, by virtue of paying less attention to him. This is my opening statement, and these paragraphs are my argument.
Both Mario and Luigi hold an equal amount of hatred in their hearts for Bowser - not hatred for him specifically, but rather the pain and atrocities he's committed/tried and failed to commit. Neither of them, throughout the games, make an active effort to guide Bowser to redemption, because they both know he won't listen to them. Even if he did, he'd be too prideful to take the advice. Not from Mario, because he's his arch-enemy, and not from Luigi, because he's nothing to him.
On Bowser's side, he sees both brothers as living blockades for his plans and schemes. He can have a good time with them if they aren't getting in his way, but as soon as they start to mess with his authority, he isn't afraid to throw down with them and prove himself better than these small, moustached men. The difference lies in the fact that he exclusively uses Mario as the scapegoat for these insecurities of his, and never Luigi, because Mario's the first in his sight, every time, the leader of the charge against him. Luigi is a problem, sure, but Mario's the name he needs to remember here.
Then comes the hypothetical Bowser redemption. Where hopeful speeches from Peach, ramblings from Bowser Jr, and mutterings under the Mario Bros.' breaths, are finally enough to convince the Koopa King that he's wasting his time on the evil business, and that proving himself as a good leader is a much more fulfilling life. He makes a peace treaty with the Mushroom Kingdom, but of course, that isn't enough to mend the thousands of bridges he's burnt, in an all too literal sense. Almost every member of Mario's group holds a justified hatred for him, one that they're willing to push back for fun and games, sports and parties, but not for actually befriending him after everything he's done. The Mario Bros. themselves, in Bowser's eyes, should be the greatest extent of this, considering how much effort he's gone through to harm them specifically.
He's right about Mario. He takes a long time to view Bowser as a true friend, rather than an acquaintance he can put up with if necessary. He's wrong about Luigi. He was never Bowser's arch-enemy, it's much easier for him to find himself on Bowser's good side.
Bowser never opened up to Luigi as a villain, which gives him more opportunity to open up to Luigi as an almost-hero. Luigi's seen what he's capable of, but he hasn't seen the detail of Bowser's personality underneath his heinous actions. He can discover that now, without the lens of his villainy, and see the likeable aspects much more clearly now, than when it was a terrible idea to like him. Luigi is soft-spoken with well-defined confidence, but doesn't see the value in himself. Bowser is loud and insecure, but he knows where his strengths lie, and commits to them in full. Luigi learns self-importance from Bowser, and Bowser learns humility from Luigi.
With Mario, their relationship was in a near-unfixable state, after Bowser's ruthless attacks and Mario's need to match his strikes.
With Luigi, they fixed their relationship much more quickly than either one of them expected, because they balanced each other out.

My only guess at what's going to happen in the Mario movie is that in the climax, Mario is going to be standing over Bowser, ready to deliver the finishing blow, but then Luigi will throw himself between Mario and Bowser and yell "Stop!" or "Wait!" or something like that.

In your lies, there is Beauty.
The Mario brothers were famous inventors and heroes across the mushroom kingdom. But all that changed in one faith-filled night. Mario had accidentally stumbled into the darkest forest of the Koopas' kingdom. That night, Mario was captured by the most evil and strongest koopa of all. Bowser, the king of koopas, announced that their hero Mario had trespassed on their territory and broken the treaty made by the two kingdoms. Luigi, hearing this, was devastated and wanted to save his brother immediately, but in exchange for his life, they would have to sacrifice Princess Peach's hand in marriage.
"Marrying a kuppa is marrying the devil himself," Peach yelled across the room.
The council whispered to themselves in shock to hear the princess great wrath but also not completely taken back by their reaction.
"Then what should we do, your highness?" Luigi said it in a slightly cold and desperate manner.
"If we don't do anything before the last day of the full moon, he will kill my brother." Luigi stated that there was a dreadful situation.
"I have a plan, but I would need you to sacrifice yourself for your brother." Are you ready for that?" Peach softly spoke and looked into Luigi's eyes.
"Whatever it will be, I am ready to save the only person I have left, my brother," Luigi calmly and proudly stated.
Luigi shaved off his mustache and drank the potion. As they traveled from kingdom to kingdom.
"Senior, I mean Lui-."
"There is no need to address me like that anymore, for I am no longer Luigi."
"I see; I apologize."
"Address me now as Peach, the Princess of the Mushroom Kingdom, and the one who will sacrifice herself to save her beloved hero." "Understood... princess"
As the gates of the castle opened, Luigi knew there was no turning back. Will Luigi survive and win against the devastating situation? Or will he be captured and locked away by his own lies for all eternity?

So random thought but Wereweegie, due to moon radiation exposure from helping Mario collect moon pieces or from like going to moon Town/the actual moon or something just general overexposure to moon magic he turns into a werewolf as a result. (Mario can turn into a werewolf too if you want but lmao this is a weegie post)
He's angsty as night rolls in as they approach bowsers Castle, he hasn't been feeling right for a while but duty calls. The fight is going bad, bowser gets the upper hand and smashes Mario into a wall where his body makes a horrible thud before he falls and doesn't get back up, Luigi is panicked going over to frantically check on his brother. He's alive thankfully but unconscious and badly hurt, he needs to get Mario out of here but Bowser is still looking for a fight, he can feel himself shaking. But for once not with fear but with anger and some weird sick feeling in his guts. He's fuming theres an unnatural fury inside him as the sky outside clears moonlight falling through the windows into the throne room. When he turns to snarl at bowser to "Get away" his mouth is sharp with teeth claws ripping through his gloves and his pupils wild as his hair seems to grow out of control and his body cracks and groans as it grows. Before Bowser can really process he's getting jumped by the more than feral Luigi who with ease throws him through the walls of his throne room and as quickly as he became feral he's picking up Mario and fleeing his castle. (Bowser is hoping that doesn't awaken something in him)
Luigi being a good boy despite being feral whining softly worrying for his brother while also ready to savage for him. And kind of desperate for a cure too cause oop this aint great. For angst lovers you can play with him slowly losing his humanity. For me I'm just cuddling this confused fluffy beast, also green fur cause iconic.
