If it's left up to specific teachers/professors within a different subject (like English or history) instead of its own class, some of those people don't want to take any time away from their subjects.
Everyone knows how to use Google, so why teach them how to use Google-but-academic, right?
This is high school/college/grad school, surely students know this already, why waste time going over it again?
The person teaching uses this information all the time and honestly forgets that these skills and knowledge are not intuitive to everyone.
Research isn't that hard, why wouldn't students figure it out on their own? The librarians are there, so we can just assume students will recognize when they don't know things and will always reach out for help because they will always have preemptively looked into what resources and help are available in advance. And that they'll do it in a timely manner.
Infolit WAS taught but the students weren't paying attention because they know how to search the internet, why would this be any different?
If there is a problem, it's on a wider more cultural level: that information literacy and research skills are not commonly considered important enough that the majority of people will receive actual, correct instruction, and/or that people will recognize when they need this information. When it's not seen as a valuable thing, it gets de-prioritized.
