And not just them, Sacchin, Shiki, Shirou, Sieg, Ciel, Hakuno, Akiha, SHIKI, Sakura, etc. Most TM characters are 'a lot of coincidences happened and it caused a freak of nature to occure through some miracle' thanks to Counter Force shenanigans.
Ciel is my favorite because she's just a random French girl who through pure luck of the draw happened to be born with super magic circuits and innate super human abilities that made her a prime candidate for Roa to possess. Both Shiki's are psychics born to demon-hunting clans who along with being born prodigies in their own right almost died and happened to get connect with death by 'chance' resulting in the eyes of MEODP which are needed to deal with the foes they fight. Shirou is a guy who by emptying out his previous ego and personality due to the trauma that the fire in Fuyuki left upon him and upon obtaining avalon from Kerry obtained a one-of-a-kind Origin and reality marble as he reshaped himself, allowing him to fight on par with Servants and even destroy the grail by HF. Sakura had the grail shoved into her and a dozen random chance modifier caused her to become an ultimate corrupted grail connected to the root itself. Sacchin is a normal girl who happened to have super vampire potential when she was bitten and immediately developed to a top-class vamp with an absurdly powerful reality marble in a few weeks. Sieg was a defective homunculus who received the heart of siegfried and fran's lightning turning him into a strange demi-servant for 3 minutes at a time through circumstances culminating in him becoming a dragon and removing the greater grail from humanity. Hakuno was a normal computer NPC who gained sentience by random chance and along with a gimped Servant kicked the asses of far more powerful Servants and both the budha and anti-budha's ass and basically became super president of the MOON CELL. So, yeah, all things considered, I don't think you've got much to worry about in that regard especially because it actually makes more sense for Fujino to be capable of magecraft due to her own specific traits and characteristics than not.
