When a call to the police for help turns deadly

In at least 178 cases over three years, law enforcement killed the individuals they were called to assist

SAN ANTONIO — Brendan Daniels tried to find help for his brother.

Damian Daniels was alone in his San Antonio home in the throes of a mental health crisis. The 30-year-old Black combat veteran had grown increasingly depressed after the recent deaths of his sister, father and uncle in quick succession. The stress and isolation of the pandemic had been wearing on him, too. But when he began sending paranoid, delusional text messages to his brother 800 miles away in Colorado, Brendan felt that it was time for someone to intervene.

The Post’s latest podcast investigates no-knock search warrants.

Brendan was wary of calling the police. It was August 2020, three months since the killing of George Floyd in Minneapolis ignited nationwide outrage over the issue of police violence against Black people. He decided to call the Red Cross, a safer option he thought, but the Red Cross then called 911 to initiate a welfare check.

Bexar County sheriff’s deputies visited Damian Daniels three times over the next 48 hours. The first two visits ended without incident. However, the third encounter escalated after deputies lunged at Daniels, who was standing in his doorway wearing a holstered, legally owned firearm.

The tussle ended when one of the officers, John Rodriguez, fired two shots into Daniels’s chest, killing him. Nearly two years later, his family is still searching for answers.

“This should have never happened,” Annette Watkins, Daniels’s mother, told The Washington Post. “We shouldn’t be living in a society where you call for help and be killed.”

A new investigation by The Post reveals at least 178 cases from 2019 to 2021 in which calls for help resulted in law enforcement officers shooting and killing the very people they were called on to assist. We used The Post’s nationwide database of fatal police shootings along with public reporting to identify cases in which the callers were concerned primarily for the individuals’ well-being and no imminent harm to others was reported.

Many of the calls alerted authorities to people in mental health crises, requested wellness checks or reported suicide threats. The calls came from the distressed individuals themselves or were made by worried family members, friends or neighbors. Police responses to calls for help are often routine, but, in the cases The Post identified, they turned deadly. Experts say that more needs to be done to protect those in crisis.

“If your family member is in pain, you should be able to pick up that phone and dial 911 and get help that is effective and safe,” said Christy Lopez, a policing expert at Georgetown Law School.

“We need to reject this idea that you can have a safe response or a law enforcement response,” she said. “We need to create a world in which you have a safe law enforcement response.”

The Washington Post’s investigation into policing in America has been ongoing since 2015, when The Post began logging every fatal shooting by an on-duty police officer in the United States.

The hidden cost of police misconduct: The Post collected data on nearly 40,000 payments at 25 of the nation’s largest police and sheriff’s departments within the past decade to uncover thousands of police officers whose alleged repeated misconduct cost taxpayers $1.5 billion.

At least 22 people have been killed by police nationwide carrying out no-knock warrants since 2015, according to a Post investigation.

Hi Jenn. A few payment questions I've wondered about if I get published. In most cases, the publisher pays the agent and the agent pays the author - correct? Does the agent pay via check or direct deposit? And what if the agent is in New York but the author is in Zimbabwe or somewhere - does the latter still work or does it have to be check? And what if the author doesn't have an agent and is direct with the publisher (either a big one or small press) - is it the same or is a check more typical?

Correct.

I imagine most agencies, like ours, prefer to pay via direct deposit / ACH, but they could pay by check or wire if necessary. Wire just has a fee attached. I imagine most publishers, likewise, could pay via ACH, check or wire, with most preferring ACH where possible.

If the author lives in another country, we prefer to pay via Wise — most people in most countries in the world (including Zimbabwe) can use it, and it is less expensive than wiring money internationally. In many countries, a paper check in USD would be difficult or impossible to cash or deposit.

FILM INSPECTION: THE EARLY FILMS OF BETH B

Beth B, one of the most influential filmmakers to emerge from the generative chaos of the 1980s downtown scene, is known for her transgressive head-on confrontation of power structures and sexual politics. She formed the independent film production company B Movies (a play on low-budget films) with her partner Scott B, with whom she has worked over the years along with a panoply of collaborators, downtown luminaries such as Jack Smith, Arto Lindsay, Pat Place, John Lurie, Bill Rice, Gary Indiana, James Nares, Kiki Smith, Tom Otterness, Richard Edson, Vivienne Dick, James Russo, Richard Prince, Ann Magnuson, Jenny Holzer, Richard Kern, Kembra Pfahler, James Habacker, Dirty Martini, Thurston Moore, and Kai Eric (the list goes on). She is still active today, and her recent documentaries zero in on burlesque, no-wave provocateur Lydia Lunch, and the painter Ida Applebroog (who also happens to be Beth B’s mother).

As a longtime Beth B fan myself, I was thrilled to have the opportunity to work on several of her early films as they entered NYU’s Special Collection (Beth B Papers, MSS.614; Scott and Beth B (B Movies) Records, MSS.622). This included: G Man (1978), Black Box (1979), The Trap Door (1981), Salvation (1987), Belladonna (1989), and Visiting Desire (1996), as well as a copy of Un Chant d’Amour (1950) the first and last film by French writer Jean Genet, famously banned for its explicit content. As a graduate student specializing in both time-based media and paper conservation at the Institute of Fine Arts NYU, I am often asked where these two seemingly disparate fields overlap. The work I’ve done at the Barbara Goldsmith Preservation & Conservation Department is an excellent example of the two working in tandem. The Beth B collection, for example, has both a media component (the films) and an accompanying paper element (posters and other ephemera).

Film preservation begins with an assessment logging current conditions and identifying the media, which will determine the best practices for storage. The first order of business is identifying the film base as cellulose nitrate, acetate, or polyester. The film gauges present in the Beth B collection, 16mm and Super 8mm, ruled out one possibility, cellulose nitrate which was never used as an 8mm or 16mm substrate in the West. From there, acetate and polyester could be distinguished using a very high-tech piece of equipment, 3D movie glasses. A pair of polarized 3D glasses folded in half at the nose can be used for a polarization test. When slid between the lenses, a polyester base will birefringe, acetate will not (birefringence is a phenomenon of optical anisotropy in certain materials that causes distinctive visual undulations at changing angles). In the end, all of the films were found to have an acetate base.

Further information about the film stock can be determined from clues in the edge code. Using a loupe and cross-referencing with an edge code chart, the year and even the location of manufacture can be established. The placement of a dot within the word ‘safety’ notes the location (acetate film base is known as ‘safety film’ in contrast to its highly reactive and flammable predecessor, cellulose nitrate). Information on the soundtrack format was also noted, the Super 8mm reversal films had a magnetic soundtrack, and the 16mm reversal films had a variable density optical track. Other relevant information was also recorded such as instances of surface abrasion, broken sprocket holes, number and character of splices, and any annotations on the head or tail leader (often instructions for the projectionist).

The major concern with acetate film base is deacetylation, an irreversible form of deterioration colloquially known as ‘vinegar syndrome’ for its distinctive acidic odor which can be detected at concentrations as low as 1 ppm. Deacetylation is essentially a reversal of the synthesis steps used to make the acetate base, and the reaction produces acetic acid which can also have a detrimental effect on the other component layers of the film. Acetic acid can soften the gelatin emulsion layer and accelerate fading of color dyes in color film. Deacetylation also leads to warpage, embrittlement, channeling, and shrinkage of the film base by as much as 10%. Shrinkage beyond 0.8% makes it dangerous to project the film.

Deacetylation is exacerbated by high humidity and fluctuations in temperature, but further damage can be mitigated with correct storage conditions. The industry standard for measuring the extent of deacetylation is with AD strips, a type of targeted litmus test, which measures acidity on a scale of 0 (blue, indicating no deterioration) to 3 (yellow, which indicates critical condition). In conjunction, multiple readings taken with a film shrinkage gauge can be used to determine the average shrinkage level of the film.

The films in the Beth B collection were found to be in generally good condition, and minor preservation interventions included the removal of tape residue and splicing of new labeled extensions onto the existing head and tail leader. The copy of Un Chant d’Amour, now upwards of 70 years old and suffering more from the effects of deacetylation in contrast the Beth B films, is a good reminder of the importance of consistent low humidity, low-temperature storage in prolonging the life of acetate-based films, just the kind that these films will receive in their new home at NYU.

Harry knows this feeling well. It's like an old friend now, wraps around his shoulders with a familiar weight, water logged wool. The sky is full of stars above him, half hidden behind the haze of electric lights of London, but Harry is one of them. He's infinite, he's insignificant. He's already fading.

Staring through the pub window, just a pane of glass between them, fogged up from the heat inside. All his friends are in there, companions who have known him from the very beginning and some who have just barely started their journey in Harry's life, but they're there. Together. But not Harry. Not tonight.

The remnants of Marlboro smoke lingers on Harry's clothes, his too long hair, the cracks in his chapped lips. That's such a Louis thing to do, leave the reminder even in the bitterness. The sweetness to cut through the sour. Harry's hands know the curves of his body, have memorized the taste of him, but when it was over, that was all he was left with. Like a VHS stuck to rewind and replay over and over on the screen until the lines appear, distorting the image.

Inside, Louis drapes his arm over his newest conquest, a pretty man from Hamsptead with dark curls and freckles on his nose. He stares at Louis with the type of revelry usually found in cathedrals and Harry knows what that sort of worship looks like. It had led him to his knees too many times. Blind devotion to a young god that blew in like a hurricane and left just as cold.

Fingers numb along the cheap paper of the envelope, Harry stares at the letter he wrote, the looping cursive of Louis' name on the front. A whole novel, really, of how open and weeping Harry's heart is. Feels silly now, ridiculous. Men like Louis don't have time for love letters, for confessions. He had kissed Harry every time that the words had threatened to leak out, had smothered them out like flames below the cool earth. So, Harry had thought to write them down. To get them out somehow, for Louis to know, but not standing on the threshold of before and after, he's stuck.

Looking up, Harry watches a cloud pass over the slim thumbnail of the moon. And how insignificant it all feels. How pointless. If Harry melted into the snow at his feet, who would notice? Would the cosmos pause for it? To take notice of the snuffing out of a feeble light, the candle inside of Harry blown out the last time? Of course not. The world would continue to spin, the sun would rise, the birds would sing.

Paper slips from between Harry's fingertips, lands in the dingy puddle at his feet. It feels oddly poetic to watch the water overtake the ink, to wash it into a blur. Harry hasn't felt that inside yet, but he imagines all of it will fade in time, washed away. Or if not, the maybe it will drown him out and he'll stop feeling like this one way or another.

He turns, heads down the street, towards somewhere or no where. Anywhere other than here. Away from the blue eyes staring now through the pub window, the sound of his name falling between lips that Harry had once thought were his too Plz I will get on my knees for you but plz write this it's so heartbreaking and beautiful and poetic. Jenn ur such a delicious desert in this fandom ❤️❤️❤️

HSMTMTS Season 3 Trailer Thoughts

The beginning's actually kinda funny (something wildcats!).

Why is the right part of the scene blurred at 16 seconds..? It's pretty obvious if you pause there.

Is it just me or is Kourtney taking a selfie at a random moment kind of like Season 1 Carlos?

It annoys me that they spent 14 seconds in the trailer on the announcing Corbin and the putting on Frozen part (mainly because it was already in the sneak peek) but I know, some FaNs didn't know about it sooo

So Gina's wearing all gold while dancing on stage. I think that she's gonna have her Season 1 Nini moment where she's auditioning and then is suddenly transported to some dream stage and wearing something different (they did this in 1-2-3 in season 2 as well).

I can't see Olivia Rodrigo or Nini with a gigantic sunhat and holding a white lace umbrella but here we are

And Ricky is now standing on a log looking out to the city. I was thinking it's probably some Troy song, like Scream perhaps...? Although to be realistic, maybe EJ should sing Scream because of his whole college decision (which strangely wasn't even brought up in the trailer).

So now Gina's talking about how this is her first time doing a bunch of stuff. I think that maybe she's about to sing For the First Time in Forever because.... I mean it would make sense.

EJ is probably giving the thumbs up to Gina's audition. Adding onto that, WHATEVER happens with what Gina gets, it's gonna cause chaos. If she gets the lead, people will say "Oh that's unfair because you're dating our director." On the other hand, maybe EJ won't give her the lead BECAUSE people would think that way.

The stakes have never been higher...? I'm confused last time I checked it's a Frozen musical that is put on by a two-week summer camp. It's really not that big...

But yes I will also be obsessing over every episode so maybe it is a big thing.

I'm sure only my Discord friends have maybe made it this far but thanks for reading haha :) glad that the trailer FINALLY released.

Hi Jenn, re your answer about Twitter pitch contests... If you were a writer, would you ever participate in them or would you continue trying your luck with the slush? It just seems like they are a lot of work with payoff for only a select few. Or am I being cynical?

I would participate them with the understanding that they are supposed to be (IMO) -- FUN, not something that is a replacement for or in any way better than the regular query options that already exist.

Think of it like a game -- an opportunity to practice pitching, a chance to find out about or commiserate with other writers, etc. Maybe agents will heart your pitch! MAYBE you'll even get representation out of it! But it's still something that should be fun. If you are miserable and not having fun, please do NOT participate. It is truly not necessary.

Have I learned about writers that I have eventually taken on through pitch contests over the years? Sure, a few. But the VAST majority of my clients came from good ol' fashioned query inbox.

It makes sense. There is one of me. I have one pair of eyeballs and a demanding job that keeps me busy. I can't spend all day reading twitter, unfortunately. So even if I logged in to a pitch event during my lunch break and spent 30 min scrolling around or something -- the chances that I'd HAPPEN to see your pitch among many thousands that day/hour and that the one-sentence pitch would HAPPEN to connect with me, seem pretty low. Maybe like, a 10% chance? A 1% chance? I have no idea, but LOW, right?

Whereas, if you have done your research and decided that I might be a great fit for your work -- and you make the effort to reach out and query me and follow directions to do so -- there is a 100% chance that I will definitely see your work. And the wonderful sample and query letter highlighting all the great things about it, etc, are likely to be much more compelling than a tweet could ever be. Right?

I mean look, it's hard to get an agent, agents don't take on a ton of stuff -- so I very well might say No if you query-- but at least you'd know it had actually *gotten in front of the right eyeballs* instead of your randomly throwing a bottle into the sea of twitter and hoping it happens to land someplace good.

There is no reason you can't do both! You never know! Maybe that note-in-a-bottle kismet WILL work for you, it might! So participate if you want to participate! (Do vet any agent/publisher that you've never heard of that pops into those events tho before you send them material, I have seen some sketchy-looking ppl "hearting")

Just personally, I take authors that have clearly done their homework and are targeting me with their query because they REALLY think it will be a fit? MUCH more seriously than a random tweet from a stranger. So if you have to pick ONE method -- go for the old-fashioned one.

This is future Jenn writing to y’all because I am posting one day early from the 7th lol I have already turned 29 and I am listening to PEOPLE PT. 2 lol 😂 haha I love joking around like this, but please enjoy my antics. Hello! It is Thursday and it is almost near time for me to be able to eat protein in the form of meat again. I was vegetarian fully for the past 40 days and it wasn’t bad at all lol It was just very hard at times to look at menus and pick something that was not chicken or beef and have to find other options or substitutions. I caught myself many times. The power of habits was very wild these past days and it really does change when you get used to something. I realized that I didn’t eat as much meat as I thought I did just on those rare occasions when I had pizza, burgers, and even pretzels and some dishes with chicken. Lol But, here we are and I get to go out for a birthday dinner with family later in the next days and I shall indulge in the menus lol MY HEART WILL BE FULL AGAIN. 🤤 I really love appetizers. But, thank you for letting me grow next to you. 🌱You have all at some point left a soft dent in my heart and it only led me to the person I am trying to be. I love you and I wish to tell you that for my birthday tomorrow even though I am posting today. It is the 7th in Korea so let’s go by that today. Lol Before I go further into this letter, I just want to add a disclaimer with the videos I made and to let you know that if you don’t want to hear cursing and me being my most honest and brutal with answers please do not watch. Lol I felt very comfortable and you get more of me in those videos and I speak language that is just raw and out there. It is funny and all over the place but you don’t have to listen if you are not up for it. Lol 😂 Also, please enjoy the contradictions in my points and karaoke as I was too excited. It is just me answering questions from Google search about my zodiac signs based on my birth chart, my Aries sun, Pisces moon, and Capricorn rising. I was inspired by those “answering the internet’s most searched questions” videos but the Jenn Zodiac edition. Lmaooo Some questions just had me laughing but it was fun and I wonder if anyone can relate to what I say. I did the videos in the middle to the early weeks of last month but I enjoyed it. People really ask interesting questions about the zodiac signs and I get where they come from, but I debunk some things and agree with some. I give y’all the gift of not only love but also humor and my realist self. Haha I love you and I feel comfortable around y’all to be me even if I may be weird to you. Lol 😆

First, JIMIN!!! I read your letter and I love that for the past years, you always stated that you want to get better to show us more and I just want to say that you always exceed that. Today, I want to say that you are powerful because of your ability to want to keep learning and also your “unintentional creativity.” Hehe You need to give yourself credit for your creativity it is just always reaching another height each time. You worked hard and I still remember what you said in an interview about how seeing the result of something you focused on and worked so hard hits ten times differently once you see it paying off. I hope you got to feel that with this. You did well, honey. I am proud of you because you put your all into this and really believed in your words and your stories. They may be ordinary, but there is gold in that. I believe in your experiences, stories, downfalls, and even your joys because they gave us the you of today. Also, YOUR LOG IS SO CUTE. LOL I can’t with the bubble wrap. If you did an ASMR channel just decorating a bunch of top loaders with Bangtan’s photo cards and just talking about random things in life, I would watch it. Your voice is very soft but also comedic. 😂 Reminds me of Bob Ross because he had that effect. Just explaining the painting strokes, but also being humorous and wise with his voice without even trying so hard. I feel you with curiosity because that is how I know most things. I just click and it leads me down this whole new hole and then another one and then another one. Lol I love your log though. I know you said that it may be hard at times to do videos without everyone being there with you, but you also are funny and bring a lot to us even as yourself Jimin. I wanted to talk about the JK and Hobi lives I wanted to talk about two weeks ago lol I am enjoying just taking things super slow haha but let’s go:

-Kook, hello! Haha How have you been in April so far honey? I hope Bam is doing well. 🙏😭 I saw the live where you spoke about camping near Bam’s new training center and I hope someday you can do a camping live with Bam while eating and grilling meat. lol 🤤Kook I am almost able to eat meat again hehe 😭 I miss the smell of a grill with meat lol Crispy is the way to go. 🤤 I am sorry I just can’t wait for food this weekend. I hope you eat deliciously as well this weekend. 🙌 It’s my birthday and I want people to eat well and deliciously for me.🔥

-“I stir-fried kimchi in the pork grease, and I made a bibimmyeon. And then I heated up instant rice and had a hearty meal.”😭😭😭😭😭😭😭 I just kept thinking CARNITAS!!!!!!!!!!! LOL Pulled pork sounds good too.😭I am glad to hear you are eating well but it really does it the spot when you get the kimchi with the meat grease in there!!!!! I FEEL YOU!!! The taste and texture are on another level. 🙂it’s bliss.

-“It’s so quiet…he needs to look at a cat outside and bark at it. It used to be so noisy.” In my mind I was like “BAM COME BACK”😭 LOL I feel you. With my family’s chihuahua, I remember in the past when I was younger he just barked so much and I could never fully grasp why he kept doing it and overtime his barks grew on me because I accepted the fact that he doesn’t get to live as long as humans and I was just happy that he showed signs of being lively and alive. The silence can feel heavy. I feel you. lol

-“Why am I so annoyed with everything?” SAMEEEEEEE! lol I have been doing my best to practice mercy with myself. lol I feel like when I can give myself mercy I allow the people and circumstances around me mercy and forgiveness when they make me feel some type of way. It’s odd but I like it and it has been helping me get up each day so far. lol Some things just don’t hit right some days, but I try to get up and do one thing at a time and I get less annoyed when I can get up and focus on even doing just one thing and getting it done right in the day. 👍

-“I never open the door for someone I don’t know.” Thank you Kook for promoting safety. lol You will for sure survive horror films. lol But, in all seriousness, this is a good rule of thumb to go by also with texts, phone calls, e-mails, and even going into people’s homes, cars, etc. I don’t care how nice someone might seem, stay stern and heavy in the protection of yourself above all else. If it is suspicious or feels like it, don’t feed into it. lol I hope everyone can remember this: if someone makes you uncomfortable, and scared, and is invading your peace in any way even after you told them they made you feel that way, you are not a bad person for saying no to them. You don’t owe people anything in terms and regards to your personal safety. Don’t let anyone gaslight you into thinking that you need to go along with anything just because they are being nice to you. Stand up for yourself. Being nice and kind is a human bare minimum and some like to take advantage of it by putting a face or an act to manipulate you. I understand they also have issues to get through but it doesn’t justify them trying to hurt you in any way. Love yourself by also choosing you and protecting yourself when you know you need to my loves. You are not a bad person for doing so. 💜

-Kook lol you have two mics 😭I am laughing because I need to find some for myself lol I keep using my makeup brushes and the ARMY lightstick lol 🤣🤣🤣🤣🤣🤣I love how you are passionate about the lives you do. I have to say this too but I love how you buy items in bulk. 🥰 I still remember when it was revealed by the members that you had mattresses all over before and you said that you did it so you can lay down anywhere at any time around your house when you felt like it lol I wonder if you bought the candle you used in lives in bulk too. 😌 I only ever buy sports tops in bulk in different colors oh and socks because I enjoy at times just mixing and matching them lol 😂

-Hobi lol your walking live.😭 When you paused to talk because of the helicopter. lol I do the same but with planes, because of the nearby airports🤣 Helicopters in South Korea 🤝 Planes in California they are always there for the random moments of silence. 🤣

Y’all are doing way more than some of us can even do and you all need to be appreciated for it. 💜

I love u Hoseok. 💕💕💕💕💕 These lines from J. Cole are also lit 🔥🔥: “S**t, who would I be?/ Without the creator of this theater beside me to gently guide me?…Coldest around, with more quotables than what the quota allows…Fought tooth and a nail/ Just to prevail amongst the ruthless as I move through the field.” 😭 That Golden Corral one hit me too but light humor because food lol I use to go to buffets with my family a lot lol but, that Golden Corral lyric is also fire because it feels like J. Cole was talking about how people have limited beliefs and he sees certain things beyond just one thing and he is unlimited like a buffet of abundance. I love it. Golden Corral is a buffet restaurant and he used that reference well. lol I dig it. I love the tooth and a nail reference because I notice he brought up biblical and spiritual points and it is more like on the lines of how he earned his keep because some may have underestimated and questioned the power of his faith in his own self but he keeps still going at it. It is kind of like saying “You are questioning why I am at the top? How about you question and look at your work ethic before you come at me?” It reminds me of this quote I found in the Bible: “Why do you stare from without at the very small particle that is in your brother’s eyes but do not become aware of and consider the beam of timber that is in your own eye?” that is from Matthew 7:3 lol it basically means examine yourself before you come for others. lol J. I will hopefully add People pt. 2 to it hehe But, I will say that the last two tracks were meant to be the last ones to end it because of IU’s track called MY SEA and Kim Petra’s track called SHININ’ The lyrics are beautiful and also uplifting in both tracks but also hopeful to the idea of growing up and looking back at all the things I have gone through because at this age I feel proud of how far I have come and I think everyone should feel that way when they can get to a place where they can look back because they have been growing well and putting in the work for themselves.
