Some people want the quickest graphics card, while others want the best value, and still, others want the best GPUs for the money. Because there are no other components that have as much of an impact on your gaming moments as your graphics card, it’s critical to have a good balance between performance, price, features, and efficiency.
The GPUs below were sorted by performance and our own rankings. We consider performance, price, power, and features before typing the review; however, opinions will undoubtedly differ. Furthermore, considering the prices nowadays, it’s too hard to determine the rank of anything.
1. GeForce RTX 3080:

Advantages: 1. Can do 4K Ultra at 60 frames per second. 2. Significantly quicker than previous-generation GPUs. 3. In comparison to 3090, this is in a good price. 4. Good performance.
Disadvantages: 1. Power consumption is 320W. 2. Usually costs a lot more.
GeForce RTX 3080 Performance: The upgraded Ampere architecture is included on Nvidia’s GeForce RTX 3080. It’s about 30% faster than the previous-generation 2080 Ti. This is the card you should get if you’re want playing at 4K or 1440p.
Ampere adds better tensor cores for DLSS. We’re noticing that a huge number of games use DLSS 2.0 nowadays, thanks to the fact that it’s just a toggle and UI update in Unreal Engine and Unity to get it functioning. Nvidia’s RT and DLSS performance is also far better than AMD’s new RX 6000 cards, which is a good thing because Nvidia can lag behind in traditional rasterization performance.
2. Radeon RX 6800 XT:

Advantages: 1. The new RDNA2 architecture provides outstanding performance. 2. In rasterization games, it beats the 3080. 3. 4K and 1440p resolutions.
Disadvantages: 1. Ray tracing performance is poor.
Radeon RX 6800 XT Performance: In comparison to the RX 5700 XT, the RX 6800 XT offers a significant increase in performance and functionality. It adds ray tracing functionality and speeds up our test suite by 70-90 percent.
Radeon RX 6800 XT Clock Speed: The RAM and number of shader cores in Navi 21 are both double that of Navi 10. Clock rates are also increased by around 300 MHz to 2.1-2.3 GHz depending on the card model, which is a very high clock speed for a GPU. And AMD did it without significantly boosting power consumption, The RX 6800 XT’s TDP is 300W, which is a little less than the 320W of the RTX 3080.
Radeon RX 6800 XT Infinity Cache: The huge 128MB Infinity Cache is responsible for a large portion of AMD’s speed. According to AMD, the effective bandwidth has improved by 119 percent.
3. GeForce RTX 3090:

Advantages: 1. Very fast GPU. 2. 4K and possibly 8K games. 3. In professional apps, it’s approx. 30% faster than the 3080.
Disadvantages: 1. Availability is quite limited. 2. Power requirements are high.
GeForce RTX 3090 Performance: For some people, the best GPUs are the fastest, regardless of the price. The GeForce RTX 3090 is very suitable for this type of customer. It’s a Titan RTX alternative.
The 3090 gives the GeForce brand a Titan-class performance and features (particularly, the 24GB VRAM). The RTX 3090 is the fastest graphics card available if you really need to get a very fast graphics card available.
GeForce RTX 3090 NVLink: Of course, it’s not just about gaming. The only GeForce Ampere with NVLink support is the RTX 3090, which is perhaps more helpful for professional programs and GPU computing than SLI. The 24GB of GDDR6X memory is very suitable for content development applications.

The 3060 Ti outperforms the previous-generation 2080 Super, is 9% slower than the 3070, and costs 20% less. If you still prefer using the GTX series, such as a RX Vega 56 or GTX 1070, the 3060 Ti is better for you.
GeForce RTX 3060 Ti VRAM: The shortage of VRAM is one of the major worries. Of course, you can reduce the quality of texture a notch and not notice any change.
5. GeForce RTX 3070:

GeForce RTX 3070 Performance: The 3070 is less expensive than AMD’s new GPUs while still providing superior ray tracing performance and DLSS. For $100 extra, the new RTX 3070 Ti offers slightly higher performance, but it also consumes 30% more power.
GeForce RTX 3070 Ray Tracing: While 1440p and 4K gaming are both viable, 4K at its highest quality frequently falls below 60 frames per second. If a game supports it, DLSS can help, but even with DLSS, ray tracing at 4K frequently implies 40-50 frames per second.
GeForce RTX 3070 Clock Speed: The 8GB of GDDR6 is a source of concern. It has less memory on a narrower bus than the 3080 and also runs at a lower clock speed.
General Verdict: After all, it’s one of the greatest overall cards. For the time being, if you’ve always desired an RTX 2080 Ti but couldn’t justify the price, you can choose GeForce RTX 3070.

RX 6700 XT Performance: The RX 6700 XT features the same amount of GPU cores as the RX 5700 XT from the previous generation, but slightly faster clock speeds and greater cache give it a 25% performance improvement at higher settings and resolutions.
RX 6700 XT Clock Speed: The RX 6700 XT from AMD has some of the highest clock speeds we’ve ever seen on a GPU, reaching to 2.5GHz and higher during gaming.
7. GeForce RTX 3060 12GB:

GeForce RTX 3060 VRAM Capacity: VRAM capacity isn’t an issue, and the 3060 12GB starts to narrow the gap with the 3060 Ti in a few situations.
GeForce RTX 3060 Comparison: If you ignore ray tracing and DLSS, the RTX 3060 has nearly the same performance as AMD’s RX 5700 XT.
8. Radeon RX 6600 XT:

Navi 21: On the RX 6900 XT, AMD pulled out all the stops. It has a fully functional Navi 21 GPU, which contributes to its scarcity.
Radeon RX 6900 XT Ray Tracing: The same red flags remain, such as the lack of a direct alternative to DLSS and inadequate ray tracing performance.
General Verdict: The 6900 XT is good for those who simply want one of the quickest AMD GPUs.
10. GTX 1660 Super:

GTX 1660 Super Comparison: The GTX 1660 Super is 15% quicker than the ordinary 1660 and nearly 20% faster than the RX 5500 XT 8GB. GTX 1660 Super Power Consumption Despite the fact that the chips are built on TSMC’s 12nm FinFET, the actual power consumption is nearly equal to AMD’s Navi 14 chips, which are made on TSMC’s 7nm FinFET.

Why frame rate is 25 or 29.97 fps?

Frames Per Second (FPS) or Frame Rate or Frame Frequency characterizes the number of frames in one second of video content.

Of course, FPS is not analogous to the screen refresh rate. This value was first used by photographer Eadweard Muybridge, who experimented with chronophotographic shooting of moving objects with several cameras. Any animation uses the vision inertia. As known, successive images create an illusion of continuous movement in the brain.

But the minimum speed of their change should exceed 10-12 FPS for comfortable perception. Otherwise, this illusion is destroyed. However, such playback will be very uncomfortable due to flicker. This effect arises due to the micropause between frames.
16 fps for silent movies
Thomas Edison determined the disappearance of the flicker effect for our eyes with FPS of 46 and above. But this solution has a significant drawback, which is well illustrated by the following example. For example, a video file contains 1,500 images that we reproduce at a speed of 12 FPS. In this case, 1,500 frames / 12 FPS = 125 seconds or a two-minute film. But playback duration of this video will decrease to 32 seconds at 46 FPS. Thus, the timing task will require 5,750 frames instead of 1,500 frames (125 seconds = 5,750/46 FPS). Thus, the film must be four times longer, which dramatically increases the shooting cost. Therefore, engineers have concentrated efforts in a different direction. They redesigned the projector by developing a triple blade shutter model that reproduces one frame three times.

This decision increased the frame rate three times. Of course, the number of blinks also increased, but its duration decreased threefold. This was enough to compensate for flicker due to the vision inertia. Thus, the 16 FPS with threefold reproduction of each frame provides 16 frames x 3 = 48 FPS, eliminating the flicker. A value of 16 FPS was chosen instead of 12 or 14 to provide a value greater than 46 FPS. This value reduced the consumption of expensive film to one foot per second. Thus, silent films began to use the first standard 16 FPS. In addition, the first projectors used a mechanical rotation of the knob. Therefore, the operator could vary the FPS from 14 to 26, changing the rotation speed.
Further evolution
Sound film required further development. In particular, a constant frame rate was required to reproduce the original timbre of the actor’s voice. In addition, 16 FPS did not provide the required quality. Engineers needed to develop a new standard that optimally solved this problem. As a result, they replaced the triple blade shutter with a double and increased the frame rate to 24 FPS (24 FPS x 2 exceeds the required minimum of 46 FPS).

But from where and why did 25, 30 and, moreover, 29.97 FPS appear? TV has created the need to develop a new technology to transfer information. Double playback of one frame was not optimal and complicated the transmission of the analog signal. Increasing the number of frames requires channel expansion and increases the cost of this process. As a result, engineers invented interlaced scanning, which provided half frame transfer. This technology divides the image into strips and transmits first the odd halves, and then even.

The vision inertia unites them into a single whole and we perceive the image as a whole frame. This technology is denoted by the "i" letter. Progressive technology uses the transfer of the entire frame. Each of them has advantages and cons. Accordingly, the interlaced video with a resolution of 1920 × 1080 has designation of 1080i, while progressive - 1080p. In the future, engineers unified the frame rate with the frequency of the power grid. As known, Europe uses 50 Hz. As a result, this value was 50 half-frames per second, or 25 whole frames per second. But the frequency of US power is 60 Hz. Accordingly, for the US this value was 60 half-frames or 30 full frames per second.
Modern television
Colorcast has once again changed the requirements. The frequency of color transfer intersects with the sound frequency, creating interference. To solve this problem, engineers reduced the frequency of half-frames by 0.1%. As a result, the value has changed as follows: 60 half frames - 0.1% = 59.94 half frames per second. 59.94 half frames per second / 2 = 29.97 FPS. The NTSC broadcast system with this frame rate has been used in the USA and some other countries. The European PAL system has been specifically designed to color transfer. As result, frame rate 25 FPS has not changed. Today video content for various standards supports: - 1080i - interlaced standard with a frame rate of 25 or 30 (29.97) fps; - 1080p - standard with progressive scanning, allowing the use of 24, 25, 30, 50 or 60 fps; - 720p - standard with progressive (line-by-line) scanning, allowing the use of 50 or 60 fps; - SD - standard digital television 50 or 60 fps; - Analog signal - 25 fps. As is clear (I hope) from the above top graphic, if you apply the 180 rule to exposure when doing video, the frame is exposed for half of it’s lifetime.
Say you have chosen 25p (25 frames per second) for your video recording. Using the 180 rule you’ll set your exposure to 1/50th and you’re capturing half of the action that takes place during your frames lifetime.
In other words, Choosing 25 frames per second means you’re sending 1 frame to the viewer every 1/25th second. If you expose for 1/50th second, you’re exposing only half the lifetime for each frame.
So let’s say a car travels 40km / hour. That’s 11 meters per second and half a meter per 1/25th second. So if you expose for 1/50th second, every 1/25th second, your actually recording a car 1/4 of a meter for every frame and skipping the other 1/4 meter. So you see, now you are recording video with gaps. (see 2nd graphic).
Ok, So now let’s look at what happens if you run 25p for your video and expose for say 1/100th of a second. That means that you’re exposing 1/4 of the time and leaving 3/4 of the frame time unused. If a car travels 50cm in 1/25th of a second, then 1/100th of a second will only capture 12.5cm. 
One frame will show 12.5cm of movement (blurred), then the next frame will show another 12.5cm and so on, with the beginning of each frame starting 37.5 cm from the end of the last shown distance (see 3rd graphic)
You see?
In all cases you are missing part of the footage :)
In the case of 1/100th of a second exposure you are missing 3/4 of the action that happened during the one frame time (1/25th sec), in which case your eye could start to see jerky footage.
The 180 rule is a rule of thumb that makes it kind of acceptable to watch, with your brain making up for the missing information.
Why can’t we have full frame exposure?
