John McGuinness (politician) - Wikiwand
John James McGuinness (born 15 March 1955) is an Irish Fianna Fáil politician who has been a Teachta Dála (TD) for the Carlow–Kilkenny constituency since the 1997 general election. He was appointed Chair of the Committee on Finance, Public Expenditure and Reform, and Taoiseach in April 2016. He served as Chair of the Public Accounts Committee from 2011 to 2016 and as a Minister of State from 2007 to 2009.
Personal life
McGuinness was born in Kilkenny and educated in Kilkenny Christian Brothers Secondary School. He holds a Diploma in Business Management. He is married to Margaret Redmond and they have three sons and one daughter. His eldest son Andrew is a Fianna Fáil County Councillor on Kilkenny County Council and served as Mayor from 2014 to 2015.
Political career
He first entered local politics in 1979 when he won a seat on Kilkenny Borough Council and was a subsequent mayor of the city from 1996 to 1997. He was the third generation of his family to serve on this council. From 1991 until the abolition of the dual mandate in 2003, he was also member of Kilkenny County Council, where his father, Michael McGuinness, was the longest-serving councillor (1959–99).
He was first elected to Dáil Éireann as a Fianna Fáil TD for the Carlow–Kilkenny constituency at the 1997 general election. He was vice-chairperson of the Public Accounts Committee in the 29th Dáil and a member of the Joint Oireachtas Committees for European Affairs, Enterprise and Small Business, Justice, and Women's Rights in the 28th Dáil.
In July 2007, he was appointed by the government on the nomination of Taoiseach Bertie Ahern as Minister of State at the Department of Enterprise, Trade and Employment with responsibility for Trade and Commerce. He was re-appointed by the government on the nomination of Taoiseach Brian Cowen to the same position on 13 May 2008. On 22 April 2009, as part of cost-cutting measures due to the Irish financial crisis, the Cowen reduced the number of Ministers of State from 20 to 15. McGuinness was among the seven junior ministers who were not reappointed.
McGuinness then revealed a testy relationship with his senior minister Mary Coughlan, and considerable disagreement with policy in the department. On 24 April 2009, he criticised Coughlan and Cowen for their lack of leadership being given to the country. He said: "She's not equipped to deal with the complex issues of dealing with enterprise and business within the department. And neither is the department". McGuinness later rejected suggestions he campaigned to undermine Coughlan, when it was revealed that he had hired external PR advice in an effort to enhance his own profile as a Minister of State within the department.
In 2010, a political memoir that he co-wrote with Naoise Nunn, called The House Always Wins, was published by Gill & Macmillan.
In the 31st Dáil, McGuinness served as Chair of the Public Accounts Committee. He was the Fianna Fáil Spokesperson on Small Business and Regulatory Framework from April 2011 to March 2016.
He declared that he would vote No in the 2015 referendum to allow same-sex marriage.
In the 32nd Dáil, McGuinness served as Chair of the Finance, Public Expenditure and Reform, and Taoiseach Committee.
He chairs the Ireland-Taiwan Parliamentary Friendship Association.

Irish people have been left baffled after ghosthunters spotted a mysterious figure at a Georgian house built almost 300 years ago.
The team took a visit to Ducketts Grove, Co Carlow on Tuesday to examine the eerie building.
And the group said they have recieved a "phenomenal response" from the public after snapping a picture of what appears to be a person lurking in the window of the house.
People believe the image is a spirit of a male.
The investigators believe the house is a supernatural hotspot - previously capturing some haunting images and disembodied voices at the site.
Duckett's Grove is a former great house, originally built in 1745 for the Duckett family.
According to the team, it r estate together, she fell from her horse and was killed.
In her grief, the woman's mother placed a Piseóg upon the Duckett family and their property. This was a curse intended to bring misfortune and eventual ruin.
The group said they were "astonished" when a member of the public, who joined them on their visit, snapped the picture of the ghostly figure.
Describing the night, group member Richard Morrison said: "We travelled here to carry out a Paranormal Investigation with 12 members of the public. We were given permission by Carlow County Council.
"On the night we revealed our new device (Phasmatron-GD-2000) which was custom built for us by a Physics Engineer. This device played a major part in the investigation.
"The Phasmatron-GD-2000, measures electromagnetic energy, and if there is a sudden spike in levels it will activate a light and alarm. This device is completely new to the Paranormal Field."
Richard told how the chilling picture left the group absolutely "flabbergasted" when they seen it only seconds after it was taken.
He said: "Whilst we were walking around the side of Ducketts Grove, the Phasmatron-GD-2000 which had been pointed at the building had activated.
"This then had narrowed down the area for us to focus our equipment on. The picture attached was taken by the member of public who joined us on the night.
"We were all flabbergasted when we reviewed the picture after she had taken it."

30th December 1917 - Mediterranean Sea.
HMT Aragon was sunk by a U Boat off the coast of Egypt. Aragon and another transport ship, the Nile, left Marseille in December 1917. Aboard Aragon were about 2,500 personnel to reinforce those units based in Egypt. The two ships anchored at Windy Bay, Malta on 23rd December where they remained for four or five days before continuing on to Alexandria. For the last leg of the journey they were escorted by HMS Attack and two Japanese Navy Destroyers. Off the coast of Egypt, the Nile continued to Port Said with the two Japanese ships. The Aragon was ordered to anchor in Alexandria roads while HMS Attack swept the channel into the harbour for mines. While Attack was away, Aragon received an order from an armed Trawler HMT Points Castle to follow her into port. As they entered the channel, Attack reappeared and ordered the Captain of the Aragon back out to sea.
It was now about 11 am and both Aragon and HMS Attack were at sea about 10 miles from Alexandria when the troopship was hit by a torpedo fired by UC-34, a German submarine commanded by an Austrian, Oberleutnant zur See Horst Obermüller.
The Aragon began to list badly, preventing some of her lifeboats being launched. Despite their protests, the 160 members of the Voluntary Aid Detachment were ordered on the first lifeboat to be launched. HMS Attack and Points Castle began rescuing men from the sea and transferring men from the ship by line. During this operation UC 34 launched another torpedo hitting HMS Attack amidships. Oil from her bunkers flooded onto the sea smothering the men in the water. Aragon sank about 20 minutes after being hit. HMS Attack broke in two pieces, sinking within 7 minutes. As well as her crew of 70, she had between 300 and 400 personnel from Aragon aboard. In all 10 men of HMS Attack died in the disaster while some 600 of those aboard the Aragon died, including her Captain, Frank Bateman, 19 of her crew and 6 members of the Voluntary Aid Detachment. Nine of the soldiers aboard were men of 1st Battalion, Royal Irish Regiment.
