From the most recent TWAB in "known issues:"

The Abhorrent Imperative quest cannot be picked up if a player's bounty inventory is full. Players will need to make room in their inventory to pick up the quest step.

Oh okay. Hello? We... did not have a quest step with this name so far. So this is the name of the final mission. Abhorrent Imperative is Rasputin's protocol for shooting the Traveler if it attempted to leave. It also got fully referenced and explained by him in the final story mission. He was going to do it and was ready, but got convinced otherwise.

So why is that the name of the final quest? Totally not concerning /lie

I wouldn't be surprised if someone tried to mess with the protocol and possibly try to reactivate it, which would also explain Rasputin's highly anxious behaviour this week, including sending us to secure Abhorrent Imperative data for him.

But also, another question... Is the name of the quest just a callback to the original protocol to shoot OR is the name specifically referencing it because the Traveler will attempt to leave? Like, the quest may be called that way simply because Clovis or Xivu or whoever may try to target the Traveler by using Rasputin's own weapons. But the name might also be used specifically because the Traveler will start moving. Or both! Thus fulfilling, sort of, the protocol's original intent.

And you know, I joked about this when the trailer dropped because of this part in the trailer:

We haven't seen this scene. Originally I just thought it might be a part of some Collapse lore, but it wasn't. That's a target on the Traveler. And the Traveler is like, hovering way too high above Earth. This is much more obvious now that we've seen the whole seasonal story and we've seen the view from orbit, from Seraph Station.

Girl help lol.
