You know how BNHA in the latest chapters touched on how the countryside seems to hold different views on mutants and such? There is one thing I was thinking about Mt Lady, they pointed out that she basically would create less damage if she was a countryside hero but in the city
The hero work pays more, you get more attention, you can become a celebrity faster
Maybe there are less heroes concentrated on the countryside so less exposure to other mutants in position of power and respect as well as less heroes to police the heteromorph persecution
And as such stuff like the CRC can work more freely in there
Oh and the Meta Liberation Army too, if Deika location is anything to go by
(and can I tie in a bit of bnha lore speculation?) Maybe the countryside was always harder to be regulated? Maybe what Banjo meant here was that the current status and configuration of the society in the arc was literally how society during early Dawn of the Exceptional age organized itself as it fell into chaos,
and as described by Best Jeanist:

Smaller areas of jurisdictions for heroes because it's more managable for their resourses=>countryside criminality and hate groups being out of control because of the jurisdiction it's outside=>perpetuation of the mindset of groups like the CRC in there
And then to this day, the countryside still remains badly patrolled because there is little financial incentive under the current hero system
