Continuing to talk about Cuuua’s intelligence, I started playing the BSD mobile game recently and unlocked the aquarium side story for Chuuya, and I think that also helps highlight his intelligence.
He was basically brought along as a bodyguard (and because Elise wanted him there) and (spoilers if you haven’t played) he noticed that something was up with the place and all the sorts of clues indicating what was really going on there. And when he asked Mori about it, Mori was pleased that Chuuya had noticed and figured everything out without him even hinting that something was afoot. And other PM members were present as well for additional security but they didn’t seem to notice anything at all.
So yeah, Chuuya’s smart, but I feel like his tendency to usually be direct is part of why people overlook it because most of the super intelligent people in BSD are more the sneakier type.
(Even though Chuuya can be sneaky too. He used his reputation for being honest and upfront against Verlaine to straight up lie to his face.)

As canon and the above mentioned story proves, Chuuya has exemplary observational and pattern seeking skills.
In short, he notices things.
As we can agree, Chuuya is smart. He's, as I am amateurishly putting it, James Bond smart. He can figure out an enemies goal or plan and strategise a counterattack. He notices when someone lies or manipulates him, buts he is also smart enough to know when to go along with it for greater gain, like a pawn in chess. (It is that right there that causes a percentage of the fandom to assume he is easily manipulated).
As you said dear anon, Chuuya is direct. He has no need for the constant misdirection and dishonesty someone like Dazai relies on. But that doesn't make him incapable of clever trickery, in fact, he proves quite often that he has no issues with getting one up on his opponent (such as you mentioned with Verlaine.)
(Side note: Chuuya is not just going on a hunch or instinct when he senses deception. His intuition tips him off, but he's oft times able to completely pick apart and explain what he's uncovered or noticed.)

I swear I am extremely fascinated by and genuinely interested to understand what prompts this fairly spread perception of smart Akutagawa because I really can't see it.
Akutagawa is THE flawed character of the franchise. He has barely any redeemeing qualities. His being a ruthless, mindless dog, a beast, an animal is a central theme of his character: he's one of the most inhuman characters, no rationality, no emotions. It only makes sense he'd also be lacking in intellect, one of the most intrinsically human qualities, right? Let's also keep in mind that when it comes to intelligence, he was specifically trained since a very early age so that he wouldn't develop any critical thinking skill or wisdom. He was appositely built to be an executor, never a thinker. A killing machine, a mindless beast. He was made to be a tool, not a person. He is the very epitome of irrationality- and that much shows in everything he does! There's plenty canon evidence to support it. His actions are never guided by preliminary thoughts, he just acts on instinct, akin to an animal. He will kill his target in chapter 4 although his mission is specifically not to, he will barge into a building full of security guards right through the front door without even ordering his subordinates to offer support, he will go rogue and storm into the Moby Dick destroying everything in his path no matter the consequences, he will naïvely jump off a balcony to catch a repetitor just because his worst enemy said it had Dazai-san on the line- do I have to continue? His whole character is exclusively driven either by orders, or by instinct and irrationality. Guys, it would have been SO MUCH EASIER if upon seeing Ranpo's message Akutagawa had just took out his phone and gone “hey Chuuya-san, it's likely we've found the mastermind and the whole thing will be solved here at this place, can you come over one second?”. But he didn't, and it's not simply a matter of suspension of disbelief (in the way that the events are more satisfying this way). Was it for his pride then? Indeed, but Akutagawa's pride and irrationality are in a perpetual concomitant relationship of cause and effect, where one is constantly born from the other. I do think his very simple and straight-forward objectives (1. kill the Jinko 2. be acknowledge by Dazai-san 3. die) are themselves expression of his simple mindset, and so is a certain naïvety he has, that I honestly wish more people took into account when characterizing him.
It's funny because, the thematic relevance of it is the whole point- in reality, I don't think there's such a thing as a stupid person, I firmly believe everyone has their own kind of intelligence, a field each of us excells in. But it's exactly because Akutagawa isn't a person (well. in this context at least), but a character, that one can push a characteristic to its extremes in order to make it symbolic of something, in order to make an archetype out of his character. And Akutagawa at his core is irrationality, he is Dazai's failed trainee and ugliest foil, he is the ultimate pawn, he is the beast. The fact that Akutagawa is a character– it's relevant. He's not a person, he's a vassel for themes. I can dare to rudely talk about him like he was an animal because it's the narrative itself that before anyone else pushes the reader to see him in a dehumanizing way. Akutagawa once literally tore the skin off a man's neck with his teeth effectively killing them. It's quite not simple dog coding anymore lol. But he's just a dude from a book really, he's just symbolism: and that's why he can become a dog, or a pawn, or the stupidest person of Yokohama, as the author or reader pleases. It's really not that deep ahah
I can guess a possible counterpoint would be that perhaps, in a universe where he wasn't subject to the slums and Dazai's abuse such as high schools aus, Akutagawa would get his chance to be witty? But then I can't help but think, if you don't make Akutagawa stupid... Aren't you taking a fundamental trait of his character away from him? What's left of Akutagawa then? What would be the point of reading, let's say, a sskk high school fic if you can't recognize Akutagawa in it? But then again I guess this is exactly the reason why I can't bring myself to like most of alternative universe bsd fics (╥﹏╥)
Also, ultimately, there *are* personal preference components to it. In my headcanon Akutagawa has autism / adhd, and although those don't always have a negative impact on one's academic results, there is a chance they do. And I'd honestly lean towards that chance more when it comes with Akutagawa, because he is the pathetic man that has everything going wrong for him. There's symptoms in his impulsivity and scarce self-control, and I believe they'd make school life very hard for him, especially when it comes to focusing in classes and for studying- which is fitting tbh, can you imagine Akutagawa ever having a happy life? (I'm jk I swear I love him)
Besides, I must have mentioned how one of the main appeals of sskk for me is how despite being thoroughly flawed people they can still be loved. It's surprisingly comforting to think that even the most evil of people can be loved, and it's the same when it comes for stupidity. Stretching Akutagawa's flaws just makes him more symphatetic and enjoyable to read about.

Does Fukuchi do the strategizing this chapter? (knowing the real plan of the Detective Agency) If so, he's really smart. Or does Fyodor sends him a message? It's about time to see Dazai and Fyodor again (plus Chuuya... I'm on the verge of forgetting that they exist). I’m also close in forgetting that we still need to know how Fyodor communicates with the outside world. Bet it has something to do with the books around him.
Not related to the chapter...Fukuchi is the leader of the Decay, right? However, I think Fyodor is just using him like how he used Shibuwasawa and Fritzgerald, perhaps he still had a personal agenda hidden while on the pretense of helping the Decay of Angels.

this solely stems from my personal need for angst and jealousy so no one asked but here have it anyways
in the 4 years of radio silence from dazai, chuuya probably had his fair share of solo missions. like even if before in simple came-saw-conquer missions it was always dazai and chuuya but now it’s just chuuya and he probably was hesitant to find a partner so soon after dazai left
so he goes on this one mission in russia, something to do with a company that is in contact with port mafia that seems a bit shady as of the moment, and he goes to this big company gala. only he’s supposed to be undercover so he disguised himself as a woman (the love i have for this hc aksjakajs like he was raised by kouyou who ran a courtesan house he would totally know how to rock a dress)
so he shows up in this beautiful dress and heels, all glammed up, ready to black widow tf out of this mission when he catches the attention of a certain russian man (you alr know where this is going) so now fyodor is here to better his connections in russia with this company and of course he’s a genius so he sees right through chuuya’s disguise but he plays along
so he slides up to chuuya and asks him for a dance, and while they’re dancing fyodor calls chuuya by his name and chuuya is ready to drop kick this man if he screws up his mission except fyodor doesn’t do that just whispers some very relevant information about the missions chuuya’s ear and kisses his hand and leaves like smooth mf. and chuuya is lowkey confused and highkey swooning but he has a job to do so he does it and this becomes nothing but a memory
except fast forward a couple years later when fyodor is attacking yokohama (of course he is is chuuya some kind of asshole magnet) and he and dazai are fighting like their good ole soukoku days when out of nowhere fyodor says nice to see you again chuuya with a little smirk on his face and just as dazai is about to make some smart ass comment about fyodor knowing all kinds of vermin, he sees from the connor of his eye chuuya blushing and somehow comes to the conclusion that chuuya and fyodor has been intimate
and chuuya is just panicking cos oh god that’s the hot russian man from all those years ago omg he’s the enemy why is he the enemy and just to add fuel to fire, fyodor says how good chuuya looks in and out of dresses and chuuya is just bristling and blushing and dazai is fuming
and for additional angst, after the fight, dazai avoids chuuya because all he can think of is chuuya and fyodor and how insanely hurt and angry he is at that thought, and chuuya feeling hurt and confused at dazai’s behaviour and thinks that dazai doesn’t care about him or is just using him for his soukoku agenda so he avoids dazai too
until maybe dazai sees chuuya on a date or at a bar with another guy and he just thinks to himself how he’s not going to let chuuya go and he’s going to make things right between them, so he goes to chuuya’s place and they argue about each other’s behaviour until chuuya angrily lets out theres never been anyone but you
and dazai is like but what about fyodor and chuuya is like who? we talked for like 5 minutes and they clear up their misunderstandings and start working on their relationship
tl;dr prior fyoya meeting that leads to jealous!dazai and endgame soukoku

About Chuuya and calculating formulas in his head: was this stated in canon (if so, that's so cool!) or is it a fandom speculation (if so, I'd be interested by your reasoning if you ever feel like writing a meta about this)?
Not stated in a direct sentence, but yes. It's in a light novel (dead apple I think), the context is Chuuya dodging grenades. How he was able to calculate the course of the attacks and then slow his motorcycle accordingly. His ability to do so is referred to as (direct quote), "his powers of observation, kinetic vision, and computing capabilities".
So no. Canon hasn't explicitly stated he does such calculations in his head. But yes? I do believe it counts as canon. I was focused on specifically 'computing capabilities'.
As for speculation, I'm a firm believer of a severely intelligent Chuuya. (I hope the contents of my blog have proved this beyond a doubt.) I absolutely despise the dumb and unaware Chuuya narrative present in so much of fanon creations. One it's stupid. Two it's almost always based in "soukoku shipping" glasses in the worst ways possible. Three, and this is with understanding the idea of transformative work, it's just wrong.
So outside the evidence of his intelligence and computing abilities in canon, I do headcanon Chuuya as extremely intelligent. Definitely not in the way Dazai and Fyodor (or Ranpo) are, but still brilliant.
Particularly with numbers, considering he was running an illegal jewel trade at 16. He is also able to control his ability so finely that it is basically tactically initiated telekinesis, which I'd argue is one part intuition and practice, and a smaller part a probable understanding of advanced physics.
Though the advanced physics bit is literally nothing but speculation and wishful thinking because I think it just feels right.
But anyway. Chuuya has (canonly) proven to be smart enough to keep up with Dazai, both tactically and when it comes to pattern recognition.
