Morally Questionable Anime Milfs Submission Form
No mommy's perfect.
Welcome to the morally questionable anime milfs competition, where we pit hot moms who have made controversial choices against one another.
Fictional characters only please.
The term ‘anime’ is used loosely for simplicity’s sake. Manga, visual novels, manhua, manhwa, donghua, etc. are also allowed. If you have a question about a specific character, just ask. Or go ahead and submit them anyway, and if I don’t feel they fit, I just won’t include them.
Y'all know what milf means. I don't think I need to explain that one. Do feel free to tell me about your milf's sexiest qualities though.
Not limited to biological mothers—as long as the character fills a maternal role, it's fine.
This is NOT the place to submit outright abusive mothers (towards children, at least). The mom must genuinely care about their kid(s)/charge(s) and be someone who is not intentionally malicious. I would say it is alright to submit a 'bad mom with good intentions' who is trying their best, but still messing up, or a character that is a very good mother, but who's moral ambiguity arises from reasons Beyond their parenting. Example being the 'villain who's an excellent parent' trope. Just explain your reasoning to me, and I'll use my own discretion if I feel the character crosses a line.
I have not yet decided the bracket size, and will do so once I see the final submission count.
Some level of horniness in the propaganda is expected, but I will urge you guys try and keep things at a PG-13 level. Here's everyone's advisory notice now: Don't follow this particular competition if this type of content makes you uncomfortable.

Great Pretender
Genre: Action/ Adventure/ Mystery
Warnings: Sex and nudity/ Violence/ Guns/ Alcohol and drugs/ Human trafficking
I have to admit, after watching a few disappointing Netflix official anime, I wasn't sure that I was going to enjoy this. I was, however, proven wrong! This might actually be my favourite Netflix official.
Edamura Makoto, a japanese swindler tries to scam a French tourist - but he ends up being conned instead! He gets tricked into following Laurent to the US where they commit a series of big cons together. A story full of plot twists and chaos and even when the chaos starts to become predictable, you're still constantly at the edge of your seat. With every new case you get to know the characters and their motivations even further and you get attached - seriously attached. Added bonus, EVERYONE IS HOT. (Laurent has joined my list of depressed blonde fictional men I'd fuck. I'd also let Cynthia con me anytime, the term MILF was created for her). Generally, the show has a really good pace, not too slow, not too quick and it builds up well with every new case in my opinion.
As for the one thing that Netflix officials always have - good art, Great pretender does not fall behind. The art style is unique and absolutely stunning, a lot simpler than the popular style right now which is a lot less abstract and a little more realistic. I loved this choice though, it's so nice to see a more uncommon art style being utilised. The characters' expressions and emotions were so cool to see in this art style and honestly I think more anime needs to use more unique art like this.
This was a great watch and I'd definitely recommend watching this if you pay for Netflix (even if you don't). I can't wait for the next season.

SPOILERS AHEAD
Of the 4 cases released, while they were all good, I think my favourite was the art sale con and my least favourite the air racing con. The child trafficking one was so close to being my favourite with all the plot twists and up and downs but it gave me about 50 mini heart attacks. However, it's the one that really made me fall in love with Laurent's character and the tragic ending of his love with Dorothy - ONLY TO DISCOVER SHE'S STILL ALIVE AND LOST HER MEMORIES. I can't believe he tossed her ring away and it ended up with Dorothy again. Talk about fate. They better have the best fucking reunion next season, I want Laurent to be happy.
I also can't fucking BELIEVE Makoto's dad??? He genuinely invented cons, he's a mastermind and he took me through the MOTIONS. He showed up out of the blue, pretended to be remourseful, betrayed his son again, told us why he was charged for human trafficking, told us why he was actually INNOCENT and then ended up being the greatest con artist of all time. And poor Makoto's mum had to hide everything from him even though she knew. Pure chaos and I loved it. (Makoto is your dad open to dating?)
May I also add that for a series about criminals, everyone has their morals and these morals are actually surprisingly *right*? With the exception of some... questionable ones from Laurent but he's traumatised so he's forgiven in my eyes. Plus it ain't even that bad. He's forgiven because he does it all to fuck with the actual villains of the story aka the traffickers.
Overall, everyone had a great backstory but Laurent and Oz's stories were the two that stuck with me the most. I love a tragic man. Give them to me tortured and destroyed. I can fix them. And then destroy them some more. (⁠ ⁠ꈍ⁠ᴗ⁠ꈍ⁠)

IN CONCLUSION, this anime is a big hit and worth the hype and absolutely, definitely worth the watch!

atsushi: probably not. i think i could take him if he didn’t shift but like. The man is literally a weretiger if he was using his ability i’d be gone. What else do i have to say
ranpo: i think so but just because he'd lose interest really quickly like if i put something sweet in the general vicinity of our fight he'd go for it immediately and i could just tackle him and go from there
kunikida: i think the sheer force of his belief in his ideals would knock me the fuck over even if he didn't have his little poetry diary. i think i could get like a hit or two in on him though. it'd be a fair loss
dazai: deceptively strong. also like, a former mafia member. i think the only way i'd win is if he was letting me win but also i'd place pretty good bets on him letting me win

Okay, WHAT is Ted Lasso actually about? I haven't figured it out.
Excellent question anon!  Ted Lasso is a dramatic comedy Apple original TV series made of ten half-hour episodes.  It follows the titular character Ted Lasso who is an American Football coach poached to coach English Premiere Football.  No sooner is this Southern Gentleman American in Paris England style Cinderella stepped foot out of the coach when he is met with wide reproach for being the loach daring to broach becoming a pro football coach despite a complete lack of relevant experience.
To quote the team captain and human personification of anger Roy Kent when met with this absurd situation: “Is this a fucking joke?” 
Only time will tell if our fish out of water coach will sink, swim, belly up float, or choke, and the odds are stacked against him as owner Rebecca Welton is set against his success as part of her revenge plan against her ex husband who is as rich, terrible, old, and white as one of the brother’s Koch.
Rhyming aside, Ted Lasso is a story of an irrepressibly kind and goodwilled man plopped in a hoard of people are dead set against him, and him using said kindness and good will to force and trick everybody into liking him and becoming better versions of themselves.  Ted Lasso is well written, well paced, funny and quick.  It is not a show where nothing bad happens, but nothing so bad happens that you can’t get through it with the right people by your side and on your team.
It is a show for the intersection of sports anime and sitcom fans, for every TV fan who worships at the altar of continuity and who can name individual characters from Parks and Rec citizens of Pawnee and contributes to fandom wikis.  For people who like MILFs, people who are sexually attracted to the mom from the hit Netflix TV series Sexual Education, for people who think they like girl bosses but cringe whenever they actually do something bad because what they actually want is for a confident woman who knows what she wants in a blazer and heels to step on them and for fandom not to demonize a woman the second she does something less than angelic levels of moral purity, for people who are sick of their friends never getting their musical references, for people who are jock theater kids and feel underrepresented. If you are sick and tired of optimism being equated with idiocy, then you should watch Ted Lasso.  If you lament the lack of male tsunderes, you should watch Ted Lasso.  If you tiredly hate miscommunication as a plot device and just want to watch a funny show about some adults who actually know how to fucking communicate and apologize, or if your favorite RomCom is just a clip compilation of the parts of the movie the man from UNCLE where Gabi Teller dunks on Illya Kuryakin like the Roadrunner dunks on Will E Coyote and Illya steams like a tea kettle, you should watch Ted Lasso.  If you think that the hottest thing a man can be is buff, angry, sincerely apologize and admit he was wrong, you should watch Ted Lasso.  If your favorite character of Hades Game was Theseus you should watch Ted Lasso and if you claim your least favorite character of Hades Game was Theseus you should watch Ted Lasso because you are in fact the same people.  If you are the one person who read Check, Please comic because of the wholesome sports, you should watch Ted Lasso.  If you are tired of mean spirited jokes in comedy, you should watch Ted Lasso. And if you want to watch a funny, well written show with plenty of heart and kindness, you should watch Ted Lasso. So go watch it.

Smeared into The Environment: Queer Horror games and The Ahuman

This paper is about a contemporary aspect of horror read through contemporary philosophy. This isn’t to say that either the horror or the philosophy did not exist before the contemporary moment, but that something about current trends in the use of “horror” in contemporary art practice will hopefully be made clear in this paper.
The work being examined is by Porpentine Charity Heartscape, who’s biography lists her as;
“a writer, game designer, and dead swamp milf in Oakland. Her work includes xenofemme scifi/fantasy, cursed videogames, and globe-spanning sentient slime molds” (Heartscape, n.d.).
The particular work which I am going to talk about today is one of her collaborations with the artist, game designer and musician Rook. This collaboration takes the form of the first of a series of self produced, episodic video games called “No World Dreamers: Sticky Zeitgeist Episode 1, HYPERSLIME” (Heartscape & Rook, 2017). My analysis of this artwork will be done through the philosophical tools of post-human feminism, and in particular those of philosopher Patricia MacCormack as presented in her book chapter “Lovecraft’s Cosmic Ethics” (MacCormack, 2016). It is in this chapter that MacCormack proposes the “use” of Lovecraft within the post-human feminist project. Lovecraft’s supposed “aversion to the carnal” combined with his stories frequent encounters with overwhelming, fleshy, or cosmic imanense allows them to be brought into the unlikely company of philosopher Luce Irigaray (MacCormack,2016). MacCormack ask’s not for a revision, but a “use” of Lovecraft, queering his writing into an “ethical erotics of alterity” (MacCormack, 2016). I speculate that under this, Lovecraft’s writing remains within the sphere of “horror”, though this sphere becomes more heterogeneous. This reading of Lovecraft has precedent in the work of philosopher Gille Deleuze and psychoanalyst Felix Guattari who see within his work a “becoming animal”, which is to say breaking open the law of what is a human into a “becomings-elementary, -cellular, -molecular, and even Becomings-imperceptible” (Deleuze & Guattari, 1987). What Deleuze and Guattari celebrate here is the replacing of a singular, molar self with a “pack”, or in the words of Lovecraft’s Carter “to be aware of existence and yet to know that one is no longer a definite being distinguished from other beings” (Lovecraft, 2014). If becoming animal, merging and re-configuring other forms of being, kinship and sensation are not pushed back in phobic disgust, the question must be asked “horror for who?” (MacCormack, 2016).  
The word “horror” itself becomes slippery under these conditions. I use it to refer to the genre, the signifiers, and indeed some of the sensations felt by actors within such narratives as well as our own observing them. However the thing that I bracket out from horror is the assumed ethical position which might privilege order, the majoritarian and the phallogocentric above difference, speculation, affect.
It is my proposal that Sticky Zeitgeist represents a similar horror which denies the human, and displays the same difference-celebrating, erotic possibilities which MacCormack pulls from Lovecraft. I argue that Sticky Zeitgeist is horror but that the majoritarian subject,the one who should be horrified, is absent. It is not a fan-fiction reversal which pulls a monsters into the foreground, making them sympathetic by conforming to Majoritarian structures of power, value and morality, anthropomorphising them. Rather, Sticky Zeitgeist just doesn’t care about about those structures, and forges its own.   
Firstly we are going to establish some of the key concepts used by MacCormack and then trace them through the world of Sticky Zeitgeist. The first of these is the “Ahuman”, and while this term has many applications I start with a extract from MacCormack’s own recent definition, in Rosi Braidotti and Maria Hlavajova’s 2018 “Posthuman Glossary” (Braidotti & Hlavajova, 2018);
“Ahuman theory promotes catalysing becoming- other from the majoritarian or all human privilege and renouncing the benefits of the Anthropocene. [Methods for which include] the use of all manifestations of art to form new terrains of apprehension of the world and encourage new ethical relations between entities” (MacCormack, 2018).
In this definition, the Ahuman is positioned within a radical animal rights discourse of abolitionism, which seeks to avoid what is sees as the anthropocentric raising of animal to human equivalence. Rather than bringing the nonhuman into the human ethical sphere, which MacCormack considers both impossible and nessecerally nonconsensual, the abolitionist position bases nonhuman rights upon the fact “that it is” rather than “what it is” (MacCormack, 2018). More importantly for the subject of this paper, “Abolitionists are activists against all use of animals, acknowledging communication is fatally human, so we can never know modes of nonhuman communication and to do so is both hubris and materially detrimental to nonhumans” (MacCormack, 2018). This is perhaps the most crucial aspect of the Ahuman for our purposes, difference is to exist on its own terms, and the capturing action of communication is not required to acknowledge this difference.
Now it is time to approach “No World Dreamers: Sticky Zeitgeist. Episode 1  HYPERSLIME”, which importantly begins with a flurry of difference, including characters which might point to are never captured by the myths of either “animal” or “human”. After the opening theme song, the episode is epigraphed with a quote;
“Make a 150-lb self-contained, 3-D person into a square-mile thin pancake and you’ve got a slimey veneer of organic matter of no use to you or the observer puzzled by the thin, gooey-drip man. Suburbias and exurbias are promoters of slime.”
This quote is attributed to italian architect Paolo Soleri who’s concept of arcology, low-waste, high population density, self sufficient vertical urban structures runs, though mainly as a mutant form, throughout this narrative. Our story’s first protagonist “Ever”, considers the quote and posits that they themselves are are even further dispersed, trapped in a room and glued to a screen they are “Hyperslime”. Ever’s response to this realisation is to get high, masturbate and surf the internet, something which is itself one action as under the glow of her network terminal, Ever pokes the drug “girl chunks” into their arsehole. Ever comments on the impossibility of describing this drug-data-sex experience, “if i wasn’t experiencing this, i couldn’t describe it and i can’t remember when i’m not experiencing it what i’m not experiencing hypersucrose on my frontal lobe like-” before be interrupted by a call from work (Heartscape & Rook, 2017).
The impossibility of language, which has already been brought up in the Ahuman’s relation to the nonhuman as posited by abolitionist animal rights activists, surfaces repeatedly in MacCormacks discussion of Ahumanity and Lovecraft’s horror where we are shown “what is possible, while managing to show that it is also unnameable” (MacCormack, 2016). For MacCormack human language is the “great annihilator of the the potentialization of expressivity and affect of entities that are not counted by the majoritarian human” (MacCormack, 2016), but in the world of Lovecraft such language is demonstrably powerless. Encounters are beyond description, are left as such. The ethical turn which is executed upon Lovecraft demonstrates the inadequacy of the word “horror” to account for such experience. “Horror for some, the very opening of the world to others” (MacCormack, 2016). Or as articulated by Lovecraft himself, “Fright became pure awe, and what had seemed blasphemously abnormal now only ineffably majestic” (Lovecraft, 2014).  
Returning to Sticky Zeitgeist the collapsing of self, sex and connection is ecstatic. The message demanding she travels to work is the cue for Ever’s horror. The world outside her room, which she describes as the “Goblin’s pit” is loaded with signs, both literally in the form of adverts for jobs, bands and lost fast food establishments but in the fixed overlay of time, behaviour, social relations etc. Ever’s chance to pass invisibly into order relies on her getting her bus to work while in constant fear of the drugs and saliva leaking from her underwear. The bus is late, she is going to be late, and she falls into a panic attack. The panic attack itself is represented as the game descends into a gross, nonsense parody of the call and response rhythm game “PaRappa the Rapper”. “You snooze, you oooze! Then you lose! Control of your holes!” (Heartscape & Rook, 2017).
The abject, what Julia Kristeva describes as “the place where meaning collapses” is not simply the girl chunks leaking from Ever, but also Ever herself (Kristeva, 1984). When she first sets out on this trip to work she narrates “i exit from the back of the house like shit” (Heartscape & Rook, 2017). Ever is the remainder and excess who themselves cannot either hold the outside in or keep it out but is in a constant asignified flow which because impossible and traumatic only within the unaccommodating and regimented parts of the world.
As we continue to play the game focused initially on the narrative of Ever, more signs of horror perpetuate. The first of these is the User Interface that frames the game space, cables and visera weave into one another frame a screen and text/hyperlink area bringing to mind the mid 90s point and click horror adventure Dark Seed with graphics by H.R. Geiger. At the top, a ribbon cable is plugged in through a smashed secondary screen or logo area, leaving only a few letters of the game’s title readable. In Sticky Zeitgeist, as in much of Heartscape’s other work, trash pervades. Everything is a remainder, including characters. Everything is an improvised hack, survival mixed with abandonment and most importantly not fully namable. This extends to the characters themselves, Ever is only described as a girl, her ears and nose suggest a dog or maybe a goat. It’s implied that she is trans, but none of this is cause of elaboration to the audience. Other characters display equal fluidity, maybe becoming robots, maybe becoming moths. Gender is explicit though, all are referred to with female pronouns. They are “she”, “her” and “sisters”.
The remainder, to be in excess of or less than names and categories runs through Lovecraftian horror. The folks of Innsmouth, the mercurial Old Ones themselves or various landscapes and objects and experiences. MacCormack quotes Luce Irigaray, “Already constructed theoretical language does not speak of the mucous. The mucous remains a remainder, producer of delirium, of dereliction, of wounds, sometimes of exhaustion” (Irigaray, 2017). This connectivity, abjection, transgression is the stuff of horror, but it is also the stuff of erotics and kinship. The two robot sisters in Sticky Zeitgeist sit together on a train, one, Agate leaning against the other who narrates,
“She’s in sleep mode. She spends most of her time there. Our brains make a lot of connections at super fast high frequency. Hard to shut out the bad connections. Everything reminds you of something else. Contaminated with information”  (Heartscape & Rook, 2017).
The default state is porosity, leaky bodies. The sister blocks out the connection of thought and meaning but retains that of touch. Later the sleeping sister will visit a 7-11 and watch the rotating “honk dogs”, remarking “how nice to be rotated”, an empathetic encounter with convenience food (Heartscape & Rook, 2017). The characters in Sticky Zeitgeist are nonhuman, but they are not fixed as one kind of nonhuman. Any encounter is a “becoming animal” as everything holds an affective charge, or is a biological contaminant (Deleuze & Guattari, 1987). As the player of the game we are often unsure who “we” are. The first person narrative flickers between characters often without indication of who is speaking. We have to assume that we are all of the pack, while acknowledging that this pack is constantly in flux. What stands out is that the four characters are not presented as an isolationist group as with the majority of narratives on survival. Their job is to travel out into a lushus swamp and salvage broken parts of downed satellites and one character comments “I like to rub my face on the debris to make sure the radiation is getting the most direct access to my brain” (Heartscape & Rook, 2017). The group is open and loving with one another in their fluidity while also being open to difference in the world around them, to be changed by it through drugs, radioactivity, hormone replacement therapy or the beautiful leaky swamp they eventually head out into.
In 2012’s “Posthuman Ethics: Embodiment and Cultural Theory” MacCormack states that “The art encounter elucidates the new horror and wonder of being in the asignifed world as a new state of constant ecstasy” (MacCormack, 2012). Engaging with art including, or perhaps especially, with horror, is not simply about representing alterity but an affective encounter which breaks open the category of human. This is the argument MacCormack makes for the ecstatic experiences of the characters in Lovecraft’s works, as well as the readers experience of these work of art. As we find ourselves adrift in asignification we are becoming Ahuman. I conclude that Sticky Zeitgeist presents the ethical plurality that arguably the works of Lovecraft must be made to extract. Sticky Zeitgeist represents a kind of horror which is not. Bodily, cognitive and social difference, are not presented as needing hygienic eradication but simply are. Character’s might experience violent trauma and live in a world of unpredictable trash but there is neither a call for order, nor dialectic refusal of order. What is valuable about this kind of horror, is it neither exoticises difference nor pulls it to the ethics of the human. MacCormack states that “The ethics of the art-encounter shows becoming ahuman is viable and necessary for new ways of thinking alterity in the realities of life for oppressed (sub) human subjects” (MacCormack, 2012). Sticky Zeitgeist does exactly this, a queering of horror to remove the human entirely.

These are forms of extrajudicial punishment, and include extrajudicial executions, summary executions, arbitrary arrest and detentions, and failed prosecutions due to political activities of leading political, trade union members, dissident and/or social figures, left-wing political parties, non-governmental organizations, political journalists, outspoken clergy, anti-mining activists, agricultural reform activists, members of organizations that are allied or legal fronts of the communist movement like "Bayan group" or suspected supporters of the NPA and its political wing, the Communist Party of the Philippines (CPP)
Extrajudicial killings are most commonly referred to as "salvaging" in Philippine English. The word is believed to be a direct Anglicization of Tagalog salbahe ("cruel", "barbaric"), from Spanish salvaje ("wild", "savage").
Extrajudicial killings (EJKs) is also synonymous with the term "extralegal killings" (ELKs). Extrajudicial/ extralegal killings (EJKs/ ELKs) and enforced disappearances (EDs) are unique in the Philippines in as much as it is publicly and commonly known to be committed also by non-state armed groups (NAGs) such as the New Peoples Army (NPA) and the Moro Islamic Liberation Front (MILF). Although cases have been well documented with conservative estimates of EJKs/ ELKs and EDs committed by the NPAs numbering to about 900-1,000 victims based on the discovery of numerous mass grave sites all over country, legal mechanisms for accountability of non-state actors have been weak if not wholly non-existent.
Since taking office on June 30, 2016, Philippine President Rodrigo Duterte has carried out a “war on drugs” that has led to the deaths of over 12,000 Filipinos to date, mostly urban poor. At least 2,555 of the killings have been attributed to the Philippine National Police. Duterte and other senior officials have instigated and incited the killings in a campaign that could amount to crimes against humanity.
II. Body
Human Rights Watch research has found that police are falsifying evidence to justify the unlawful killings. Despite growing calls for an investigation, Duterte has vowed to continue the campaign.
Large-scale extrajudicial violence as a crime solution was a marker of Duterte’s 22-year tenure as mayor of Davao City and the cornerstone of his presidential campaign. On the eve of his May 9, 2016 election victory, Duterte told a crowd of more than 300,000: “If I make it to the presidential palace I will do just what I did as mayor. You drug pushers, holdup men, and do-nothings, you better get out because I'll kill you.”
House Bill 1617, which is currently under consideration before the House of Representatives and aims at strengthening the protection of human rights defenders, could help improve the situation for defenders. The draft legislation reaffirms the rights of human rights defenders when carrying out their peaceful and legitimate activities. It also imposes an obligation on the Government to take all precautionary measures to ensure the protection of human rights defenders against any violence, threats, retaliation, de facto or de jure adverse discrimination, pressure or any other arbitrary action as a consequence of their legitimate activities.
President Rodrigo Duterte on Thursday gave contradicting answers to the question as he continued to defend his brutal campaign against illegal drugs that had been criticized by human rights groups and foreign governments. Speaking to business groups, Duterte said foreigners could not impose the term “extrajudicial killings” on the Philippines because it had its own Constitution.
'No death penalty means no EJK'
He claimed that Philippine laws were “pretty mixed up” since the Revised Penal Code used Spanish words but the procedures were American. “That is what we got from the colonizers. That is why we do not even know how to define extrajudicial killing. There is no such animal here. And other countries cannot force that term on us because we are a sovereign nation, we have a Constitution,” Duterte said.
Duterte explained that based on the foreign countries' definition of extrajudicial killings no incident in the Philippines could be considered as such. “Now, extrajudicial killing is simply homicide or murder. Period. There is no such thing as extrajudicial killing in this country because if you use this definition, there will be less conviction and more acquittal,” he added.
However, Duterte admitted later that there may be extrajudicial killings in the country when he was talking about the death of 17-year old teenager Kian Delos Santos, who was killed in Caloocan in August.
Policemen claimed that Delos Santos was shot dead after violently resisting arrest, but witnesses said the teenager was killed even if he was already begging for his life. “Now are there extrajudicial killings? Yes, that is why on the day I saw (it on) TV, I ordered the police to detain the three policemen,” Duterte said.
President Rodrigo Duterte has admitted for the first time to authorising extrajudicial killings as part of his war on drugs in the Philippines.
Duterte made the admission during a speech at the presidential palace on Thursday, where he directly challenged anyone who criticised how he ran the country. “I told the military, what is my fault? Did I steal even one peso?” said Duterte. “My only sin is the extrajudicial killings.”
Duterte has previously addressed the existence of extra-judicial killings but has always denied they were state-sponsored. This direct acknowledgment of his role in the deaths could give further weight to the ongoing preliminary investigation by the international criminal court (ICC) into the thousands of extrajudicial killings carried out as part of Duterte’s “war on drugs”.
III. Conclusion
Each time a person is killed by the police, the government, in effect, casts a vote of no confidence in the judiciary. Each time a person is denied trail, the legal system of the country is undermined. Each time the law enforcing agencies are allowed to randomly “kill” a suspect, the government creates a Frankenstein. Each time police take a person’s life without the due process of law, the government itself becomes a lawbreaker and reduces itself, in a sense to the level of those that it is trying to punish. An inevitable consequence of this process is that the legally constituted greatly loses its moral authority to government.
The core feature that distinguishes a cilized society from an uncivilized society from an uncivilized one that the former is governed by law and the latter is not. A vital portion of that feature is the principle that “no one is above the law”., from the highest office holder to the most disadvantaged individual. The modern state, through the organ of the judiciary, has been given the power to put someone to death. We underscore the fact that the judiciary is the only organ of the state, not the executive or legislative that enjoys this exceptional power. The judiciary has been allowed this power under very special circumstances and that also after a thorough and lengthy process of law has been completed. Why has so many preconditions been imposed on the judiciary before it can exercise its power of sentencing to death? Simply because life is the Creator’s greatest gift to Humankind and the “Right to Life” is the most fundamental of University recognized human rights, and once taken it can never been restored.
The “crossfire” phenomenon has demolished our claim to be a society under law. Today we have a special force that has been empowered to kill. Not only can it kill at will, it can literally pick up anybody with significant, insignificant or no criminal record and put him(so far there has not been any woman) to the so-called crossfire and kill him. We have also learnt that people who have been otherwise killed in custody is shown to have died in a “crossfire” , it can be called a murder, because this is not a section of the law enforcement machinery that has gone astray and is on a killing spree on its own without the knowledge of the authority. No, this is a specially constituted and trained body that has been given the ‘go ahead’ authority by a democratically (!!!)elected government to kill people with a high record of criminal activity. Well Democracy basically does not hold that to kill people without any authority from the judiciary or court. So if the name, Democratic Republic of Bangladesh wants to exist without any argue, these murderous executions should have to be stopped.
INTERNATIONAL LEGAL OBLIGATIONS
The Philippine authorities are bound by international and domestic obligations, which among other things protect the right to life of all persons as well as their right to fair trial and the right to enjoy the highest attainable standard of health.
The Philippines is a state party to several human rights treaties, among them the International Covenant on Civil and Political Rights (ICCPR), which prohibits the arbitrary deprivation of life and guarantees the right to a fair trial. It is also a party to the International Covenant on Economic, Social and Cultural Rights (ICESCR), which protects the right to enjoy the highest attainable standard of health.
In accordance with international law, the Philippine authorities are obligated to:
• Respect and protect the right to life at all times;
• End incitement to violence against people suspected of using or selling drugs immediately;
• Investigate all killings which may be unlawful, including suspected extrajudicial executions, and provide adequate protection from harassment and reprisals for witnesses and complainants;
• Bring to justice those responsible for unlawful killings; and
• Provide remedy and redress to victims.
Under the ICCPR, the right to life is non-derogable, that is, cannot be restricted even “in time of public emergency which threatens the life of a nation.”40 The right to life must be protected by law, and no one should be arbitrarily deprived of his or her life.41 The UN Human Rights Committee speaks of the right to life as the “supreme right” and has called on states parties to “take measures not only to prevent and punish deprivation of life by criminal acts, but also to prevent arbitrary killing by their own security forces. The law must strictly control and limit the circumstances in which a person may be deprived of his life.”
For anyone charged with a criminal offence, the ICCPR also enshrines the right “to a fair and public hearing by a competent, independent and impartial tribunal established by law,” with the presumption of innocence.
In addition, states parties must “ensure that any person whose rights or freedoms ... are violated shall have an effective remedy, notwithstanding that the violation has been committed by persons acting in official capacity.”
Article 12 of the ICESCR recognizes “the right of everyone to the enjoyment of the highest attainable standard of physical and mental health,” and enumerates specific steps for states to take, including the “prevention, treatment and control” of diseases and the “creation of conditions which would assure to all medical service and medical attention in the event of sickness.”
IMPACT ON CHILDREN
• The violent campaign against drugs has had a devastating impact on children, who have been killed and otherwise harmed during operations.
• Proposed changes to the Philippine Penal Code, including the lowering of the age of criminal responsibility, threaten to worsen the situation.
• On a much wider scale, many children are experiencing severe trauma as a result of losing a parent or sibling and often even witnessing the killing; they also face deeper poverty after a breadwinner’s death.
RECOMMENDATIONS
TO PRESIDENT DUTERTE
• Immediately order an end to all police operations involving unnecessary or excessive use of force, in particular the use of lethal force during the arrest of suspected drug offenders.
• Immediately order an end to all police involvement in killings by paid killers and a crackdown on such killings, restricted to measures which are in accordance with international human rights law.
• Order police to suspend from active duty, pending an investigation, any police officer suspected of involvement in an unlawful killing during a police operation, in murders by paid killers, in planting “evidence”, in stealing from raided homes or in receiving bribes from funeral homes.
• End the use of any language that calls for or excuses violence against alleged drug offenders, as well as their lawyers or Philippine human rights defenders, and recant previous use of such language.
• Publicly call on the police to respect the rights to life and due process provided in international human rights treaties binding on the Philippines and in Philippine law.
• Appoint an independent head to lead the police’s Internal Affairs Service, with a view to this body recommending criminal investigations into suspected extrajudicial executions.
TO THE DEPARTMENT OF JUSTICE, INCLUDING THE NATIONAL BUREAU OF INVESTIGATION AND THE OFFICE OF THE PROSECUTOR
• Urgently form a special taskforce within the National Bureau of Investigation to specifically investigate killings of alleged drug offenders during police operations.
• Prioritise, with close oversight of relevant police bodies, prompt, impartial and effective investigations into all drug-related killings that implicate law enforcement officials, including murders by paid killers in which the police are involved, and provide investigators with sufficient resources to carry out actions such as interviews of all potential witnesses, crime scene investigations and forensic examinations.
• Press criminal charges in any case where investigations uncover sufficient, admissible evidence of responsibility for offences involving human rights violations, including unlawful police killings, involvement in murders by paid killers, planting of “evidence” or stealing from raided homes or victims. Ensure that such investigations and prosecutions include persons with command or superior responsibility, irrespective of rank or status, including the highest echelons of the police and politicians with superior responsibility over the police.
• In investigating and prosecuting extrajudicial executions carried out by the police or by paid killers with police involvement, explore the possibility that these may amount to crimes under international law, including crimes against humanity. Such investigations and prosecutions must include whoever

• Promote a clear understanding of the complexity of drug dependence and advocate for a drug policy based on the protection of health and human rights. Work with the Dangerous Drugs Board to formulate a public health approach in lieu of the current emphasis on prohibition and punishment.
• Ensure that individuals involved in carrying out initial screenings of people who use drugs that “surrender” at the barangay level have the relevant medical training, as such training is critical in identifying the needs of each person and offering the appropriate treatment and rehabilitation programme, if needed. Recruit additional doctors to handle the secondary, or advanced, screening of those labelled “high-risk” users.
• Closely monitor community-based programmes, particularly at the barangay level, to ensure that all drug treatment and rehabilitation programmes are voluntary, based on evidence and best practices, and safeguarded by a free and informed consent. Promote a holistic approach to drug dependence, as current reliance on programmes based on abstinence, like fitness programmes or skills training, tend to ignore its complexity.
• Encourage and promote outreach programmes to ensure that people who use drugs are not driven away from health services and that people living with HIV and hepatitis C feel comfortable accessing testing and treatment. Maintain confidentiality of all records. Laws and policies that inhibit the access of people who use drugs to essential health services, including law enforcement initiatives, should be repealed or amended.
• Develop and implement a public campaign to confront and reduce stigma and discrimination against people who use drugs.
• Ensure that drug-related treatment is not compulsory nor undertaken without free and informed consent. Develop specific guidelines and training for health care professionals and administrators on
