Des nominations qui avaient été faites dans les services centraux du Ministère de l’Habitat et du développement urbain ont été annulées par le premier Ministre.

Le Premier ministre chef du gouvernement, Joseph Dion Ngute, tape du poing sur la table. Il fait annuler les nominations formulées par la Ministre Ketcha Courtes dans son département ministériel de l’Habitat et du Développement Urbain, plus précisément dans les services centraux. « Sont et demeurent rapportés pour vices de forme et violation de règles de compétences en matière de nominations à des postes de responsabilité dans la fonction publique de l’État les décisions numéro 00020D/MINDHU/SG/DAG/SDPSP et numéro 00022/ D/ MINDHU/ SG/ DAG/ SDPSD du 02 juin 2023 portant nomination de certains responsables à titre intérimaire dans les services centraux du ministère de l’habitat et du développement urbain.
Article 2 : La présente décision sera enregistrée, publiée puis insérée au journal officiel en Français et en anglais » atteste le chef du gouvernement sans ambages.
Ce texte signé par le premier ministre-chef du gouvernement JOSEPH Dion NGUTE a été publié jeudi 29 juin 2023 au poste national de la CRTV à 17h et au journal de 20h 30 à la télévision.
Une décision aux allures de rappel à l’ordre à Célestine Ketcha Courtes. La ministre de l’habitat et du développement urbain qui avait en effet pris ces nominations des responsables dans ses services centraux sans l’autorisation du premier ministre-chef du gouvernement.

Quick Review of the True Crime Books I read in 2017 (Part 2)

Review of books in 2015
The Michigan Murders by Edward Keyes: Before Ted Bundy, there was John Norman Collins. He was also a handsome, charming, smart university student that looked nothing like a stereotypical killer, but in fact was raping and murdering women from ages 13 to 21 at an alarming rate between 1967 and 1969 in Michigan. This book was originally published in 1976, and it’s a very serious and professional exposition of the case, written under journalistic standards but not so much literary ones. By that I mean that it sticks mostly to facts and remains objective instead of adding some narrative touches to make the story more appealing. Don’t get me wrong, the case is interesting enough in itself and if like me you didn’t know much about Collins (who now goes by the surname Chapman), this is a very informative read. The problem with this book is one that many true crime novels have: since there’s not a main character we can focus on, and instead we get just “this victim disappeared, then this victim disappeared” with no remarkable investigator to take the reigns of the story, it kind of drags a lot in the first part. It gets better once Collins is introduced, and let me tell you, he’s so chilling and the way they got him is so curious it definitely makes worth the read in the end. I should also add that Keyes changes pretty much every single name in the case, including the killer’s, which might have been common practice back then, but seems ridiculous now when everything is public information and it’s something that I particularly hate in non fiction stories.
Silent Witness by Don Weber and Charles Bosworth Jr.: This book is about the murder of Karla Brown, which I wrote about here, and the hunt for the killer. Although the book is co-signed by Don Weber, he’s presented in a third person style within the narration. He was the prosecutor in the case, and he comes across as a guy who takes his job very seriously and was willing to take risks with new technologies and techniques so he could get justice for the victim. The case itself is very twisty and interesting, since it took investigators four years to point to the right suspect, so the story is very riveting, especially if you, like me, enjoy the investigation and judicial part of true crime. Just keep in mind that the book was written by someone who is certain of the killer’s identity and there’s no room left to doubt his guilt, as opposed to the reality, where there are some people that have tried (unsuccessfully) to find proof of his innocence.
The Man from the Train by Bill James and Rachel McCarthy James: I really enjoyed Bill James’ book Popular Crime and I got this one as soon as it came out. James is not really a true crime writer, his main area of expertise is baseball, but just like us he’s very enthusiastic about true crime and has spent a lot of time researching, reading and formulating theories about it. In this book, he tackles a series of unsolved murders that happened in the first decade of the 20th Century in the US, when several families were hacked to death with an axe for no apparent reason. James and his daughter do a very thorough research into old archives to try to determine which murders are linked and were likely committed by the same person, who in their theory is also the guy behind the infamous Villisca Axe Murders. The book is really a very well done exercise in speculation, amateur profiling and connecting the dots, because there’s no way we can really know if what James is saying is true or not, and he knows it and acknowledges it several times through the extensive book. I’m not sure The Man from the Train is for everyone, I’d recommend it mostly to people who really enjoy unsolved mysteries and old American history, because there’s a lot of interesting analysis of those times. James is very entertaining in his writing and speaks directly to the reader while adding some humor and worthy anecdotes here and there. ( @congenitaldisease I know someone recommended this book to you, I think you’d enjoy it as well).
My Story by Elizabeth Smart: It pains me to say this, because I’ve met Elizabeth Smart and she’s an amazing and inspiring person, but of all the true crime books I read this year, this is probably the worst. I find it hard to believe that she worked with an actual writer, because the book reads like the journal of a 12 year old in both narration and content. The story is, of course, terrible and haunting, and Elizabeth tells us in detail about being kidnapped from her bedroom when she was 14 by the seriously disgusting Brian David Mitchell and his mentally disturbed wife Wanda Barzee. She also talks a lot about her determination to survive through the horrible ordeal and her faith... She’s pretty heavy on the faith side, at points the book can read like a Sunday sermon so if you’re one of those people who frown at religion, this is definitely not the novel for you. Like I said earlier, the book is written in a very childish way, which would be ok if Elizabeth had written it right after her kidnapping but this was done when she was already an adult and a decade had passed. There’s no deep insights or much new information and on paper Elizabeth does not communicate as well as in person. Her experience is worth to know, but objectively, as a piece of literature, this book is bad. I would suggest watching any of her interviews instead of picking up this (and definitely don’t get the audiobook because she’s not a good reader).
Waiting to be Heard by Amanda Knox: Now this is the complete opposite to Elizabeth Smart’s memoir. It’s a well written book that gives a very clear and thorough account of the ordeal Amanda Knox went through when she was accused and wrongly convicted of murdering her roommate Meredith Kercher in Italy. Amanda is very candid and represents herself very well, with a lot of material from the trial and details of her life behind bars. You can tell by this book that Amanda was a very naive, inexperienced girl who lacked self awareness. Even when writing this book she doesn’t seem to understand why her behavior was inappropriate and bothered the italian authorities, and while she doesn’t give a satisfactory explanation of why she involved Patrick Lumumba, there’s no doubt in my mind that she’s innocent of the murder and was horribly railroaded by unethical investigators, prosecutors and journalists, who built a case on nothing but a twisted fantasy. I imagine if you somehow believe she’s guilty (and I really would like to hear a good argument for that) this book would be extremely annoying to read, but otherwise you should add it to your list and expect to get your blood boil over the injustice. It’s scary to think that under the right circumstances anyone could experience what Amanda did. 
Never See them Again by M. William Phelps: A gripping account of the Clear Lake Murders, a massacre in 2003 in which four young people were gunned down in a house in Texas in the middle of the day by then 17 year old Christine Paolilla, a close friend of two of the victims, and her boyfriend. Phelps, an experienced writer that used to host the show Dark Minds, does it right and finds memorable characters to narrate his story through, including the victims (especially Rachel Koloroutis, whose family was clearly one of Phelps main sources), the main investigator and Christine herself. Christine’s life is well researched but even after you’ve read so much about her, she remains an intriguing figure. It’s clear that her self portrayal of a victim that got forced to commit the crime is a fake and she’s a master liar and manipulator, but it’s hard to know for sure what drove her to kill the two girls that had made efforts to improve her life. Like Edward Keyes in The Michigan Murders, Phelps also uses some fake names but only in witnesses and he lets you know when it’s a pseudonym, which I appreciated.
Law and Disorder by John Douglas and Mark Olshaker: Any book by John Douglas is worth the read, because not only he talks in depth about very interesting cases, but his perspective, whether you agree with it or not, is always well informed and fascinating. He makes an excellent writing team with Olshaker, who lets Douglas’ voice come through in a way that lets you know what kind of person he is through the pages. This book, the most recent he wrote, published in 2013, is no exception. Here he tackles famous cases of miscarriage of justice, from the Salem witch trials to Amanda Knox. It’s not always about wrongfully convicted people, he also talks about how some clearly guilty convicts abuse the justice system. Douglas talks about his views on the death penalty, which he’s in favor of although not a passionate advocate: he just believes that if the sentence exists, and is decided after a fair trial, the family of the victim has a right to see it through. His main point throughout the book is that a theory should never be above the evidence, meaning some investigators get so obsessed with trying to prove someone is guilty that they ignore the actual evidence and use only what fits their idea of how a crime was committed. He gives several examples, but I found the chapters on the JonBenet Ramsey and West Memphis 3 the most illuminating. Really, when analyzed by Douglas, an agent whose experience in crime is not to be dismissed, it sounds ridiculous to think the Ramseys killed JonBenet or that the WM3 are guilty. Even if you think they are, I would ask you to please read this so you can have a wider perspective. (I also got some mild pleasure at all the shade Douglas throws to investigator Steve Thomas, whose book on the JonBenet Ramsey case I reviewed here). However, I will say that if you’ve never read a Douglas book, this is not the one to start with. You should at least read Mindhunter first.

Design: TAMassociati with Arup
TAMassociati, Impact Design experts and the former curatorial team of the Italian pavilion in 2016, in Venice, and Arup, the planning, design and consultancy company promotor of a single multidisciplinary approach to the “Total Design” project, present a world preview of a new masterplan: 10,000 new units of Social Housing in Cameroon. A pilot project for future planning throughout the African continent.

The new project by TAMassociati and Arup, one of the largest urban projects in the history of this African nation, will be exhibited in the section Global South, coordinated by Paola Ruotolo. This area of the exhibition will recount the experiences of Italian architects working alongside the international communities most exposed to climate change and its social consequences.
The “Les Pétales” masterplan, included in the Cameroonian government’s National Social Housing Program, aims to build 10,000 homes and 61 public buildings in six years to respond to the rapid population growth in urban areas and the lack of affordable housing. A pressure that is exploding, with all the related social imbalances, especially around the capital Yaoundé, where the housing shortage is growing steadily.
“The city is seen by millions of people as the only opportunity to improve their living conditions and access a higher level of services (health, education, work …),” explain the TAMassociati and Arup designers. “An expectation that for many remains unfulfilled and translates into a further deterioration in their quality of life. In this context, the problem of housing and access to housing is central.”
The development program is promoted by the Cameroon Ministry of Social Housing (Ministère de l’Habitat et du Développement Urbain – MINDHU), which envisages construction of further social housing projects to reach the goal of 1,000,000 new home units in the medium term across the country.
The masterplan focuses on the pilot project in the vicinity of the city of Mbankomo, 20 km south of Yaoundé, and addresses crucial issues such as mobility, the presence of small businesses and craft workshops, food self-sufficiency, communal uses and family variability. And, obviously, access to the housing market, with a proposed development scheme that reflects the need to retain the original cultural references of the new urban populations.
The main design focus was in fact on the community, capable of self-organizing itself around small and familiar communal spaces, to avoid the eradication of its identity. Many of the morphological solutions adopted previously have failed to take this element into account, though it is crucial to a balanced social and community development.
Care for the quality of the open and built spaces, a concern for infrastructures and construction efficiency are the basis of a design program that aims at social integration, sustainability, a sense of belonging. When fully operational, the new development will be able to accommodate 55,000 people.

The objective of the masterplan is the creation of an authentic city, with a strong identity, balanced in the relationship between natural environment and people and respectful of the cultural heritage of agricultural and the rural origin of the new inhabitants. In the project, the main streets become, in the wake of local traditions, catalysts of urbanity and offer a variety of places to stimulate the local economy and craft activities, while the public buildings are positioned as magnets on the main pedestrian axes to create accessible and visible fronts, which will help promote a steady flow of commuters.
The choices made by the designers are in harmony with the cultural, environmental and morphological context (which is also very complex), with close attention to the criteria for reducing the environmental impact and ecological footprint and triggering energy and resources for improving social spaces and services for the community. In this respect, the natural space will play on a leading part in the project, becoming an element to reconnect and redress the environmental balance between the urban territory and peri-urban areas. Another primary aim will be to provide economic support to the residents, favouring forms of agriculture to support the self-sustenance of the community and the growth of the local trade network.
The whole program envisages a rich outdoor life, favoured by the flexibility, multi-functionality and multi-seasonality of the functions.
The very careful benchmarking with the best continental and European urban planning standards has made it possible to define urban planning facilities (health care, schools, cultural and commercial activities, etc.) that are innovative and closely tailored to the local dimension.

“This project is a great opportunity, because it explores the way to develop a new concept of social housing addressing some of the most urgent contemporary challenges for emerging countries, such as urbanization, social integration, sustainability and placemaking,” conclude the TAMassociati and Arup designers.
This constitutes a very high level response to the issues related to the urbanization of rural peri-urban areas, and can provide a frame of reference for future planning throughout the African continent.

(fun fact: it was the dorm that FDR stayed in when he attended Harvard. Najbolje inostrane serije (RECENZIJA)
/piše: Jelena Đurović, agitpop.me/ Šta je to najbolje što sam doživela u toku 2017. godine? Putovanja? Ljubav? Uspesi? Druženje? Zdravlje? Pokloni?  Greška. Godinu za nama ću pamtiti po seriji, a pogotovo osmoj epizodi Twin Peaks: The Return. Kao što je promenio tok televizije pre 25 godina i uticao na sve što će uslediti (pa i na većinu serija sa ove liste) Dejvid Linč je ponovo postavio lestvicu na teško dostupnu visinu. "Twin Peaks: The Return" je VIŠE nego što smo očekivali, o čemu svedoči opšta egzaltacija kritičara i teoretičara. Ne mogu vas nagovarati da pogledate The Return, ne mogu ni da vam objasnim zašto su mi krenule suze radosnice kad je Agent Kuper izgovorio "I am the FBI", niti da vam dokažem da to nije od ludosti već od ozarenosti pred talentom i snagom koja je Linč. Tu su neki linkovi kao objašnjenje zašto je ovaj osamnaestočasovni film toliko prelomna tačka u istoriji svetske kulture 21. veka. (Guardian, Rolling Stone, Vulture). Izvor: YouTube Razgovaralo se na temu TP dok je serija bila u začetku, dok nismo mogli sanjamo šta nam "Džejms Stjuart sa Marsa" tek sprema i da smo ponovo svedoci istorije: Tribina AgitPop:TV iz juna. Bez dileme i bez konkurencije, na prvom mestu. Ispod, ogroman prazan prostor a onda idu ostali pačići i učenici… "The Leftovers" nije slučajno prva do prvog, Linča. Kreatori su veliki fanovi Twin Peaksa, a znajući da je posle tri sezone i kraj ove TV balade potpuno su se raspustili u pozitivnom smislu... Keri Kun (Carrie Coon) je nepravedno zapostavljena u dodelama i nominacijama i mislim da njeno vreme tek dolazi, a pojedine epizode poslednje sezone su zaista uzvišene, kao da ne gledate u ekran već učestvujete u religioznom ritualu - ponajviše epizoda broj pet . Posebni najež: upotreba numere benda A-ha "Take on me". Izvor: YouTube O "The Handmaids Tale" smo dosta toga rekli na AgitPop:TV tribini koju možete da pogledate na linku ispod. U pripremi je druga sezona, a kad konačno uđe u velike holivudske blokbastere Elizabet Mos može da postane naslednica Meril Strip. Da, toliko je dobra glumica (gledala sam je pre nekoliko godina u predstavi na West Endu pa to tako samouvereno i mogu da tvrdim). Izvor: agitpop.me "The Deuce" je naveliko obradovala tokom druge polovine 2017. Uspela sam da zavolim Džejmsa Franka, i da jovo-nanovo potvrdim ko je i šta Megi Džilenhol. Ona je ozbiljan maher, pionirka, krčiteljka jednog novog puta za glumice i ženske likove uopšte. Od "Secretary" do "The Honourable Woman" Megi nije prezala da krene glavom tamo gde druge ne bi ni nogom. Serija o seksualnom oslobađanju i načinima da prihvatite sebe i uzmete sudbinu u ruke. Genijalno. Izvor: YouTube "Halt and Catch Fire S04". Poslednja sezona ove ultra-inteligentne serije nije razočarala, naprotiv. Maestralno vođena uz besprekoran soundtrack koji nas je dovodio do suza (hints: Dona&Pat Benatar: "We Belong", Gordon&Dire Straits “So Far Away”, Dona, Kameron, Džo&Peter Gabriel: “Solsbury Hill”). Preporuka da pogledate sve četiri sezone, poslušate najbolju muziku a bogami i naučite nešto.      Izvor: YouTube Potvrda da "Nemac igra do devedesetog minuta" je i fenomenalno iznenađenje: "Dark". Odjednom, stiže nam "Stranger Things" na evropski način: tu je Nena, tu su alhemičari i Tabula Smaragdina, tu je Niče, prezgodni plavušani i filozofija. A tema se poklapa sa Linčovom: Koja je ovo zapravo godina i šta nam znači vreme? Izvor: YouTube Iako nije bio ni blizu kvaliteta druge sezone (a to će se teško dostići) "Fargo (S03)" nam je doneo neke epohalne momente: tu je ponovo Keri Kun koju znamo iz "The Leftovers", naš Goran Bogdan i njegov rusko/kozački geng, zli Varga koji ceni sovjetsku revoluciju i nezaboravne biblijske citate koje ležerno "cepa" Rej Vajz (Ray Wise) - inače u Twin Peaks igra tatu Lore Palmer u kome čuči BOB a ovde je misteriozni Wandering Jew. Autor Noa Hauli (Noah Hawley) je fan Linča, i sve nas to vraća na važnost broja Jedan na ovoj listi. "Deliver a message when the time comes, to the wicked: 'Though thou exalt thyself like the eagle; though thou make thy nest among the stars; thence will I bring thee down, saith the Lord'". Izvor: YouTube O ostalim serijama sa liste ću po rečenicu-dve: "Feud" je zabavna, cinična i upozoravajuća serija (pogotovo imajući u vidu Weinstein skandal). Sarandon i Lang su perfektne. "Stranger Things (S02)" je na početku ubio u pojam, ali je poslednja epizoda ono zbog čega ga vredi gledati. Hint: Pretty in Pink. Ipak, ni blizu onome kako nas je "odradio" u prvoj sezoni. "Back" - Mičel i Veb, naši miljenici iz serije "Peep Show" su se vratili u urnebesnom sitkomu. "Big Little Lies" za peticu ali je meni to sve PREVIŠE. Previše matematičke glume, previše ispolirano, nedovoljno uverljivo. "American Vandal" je mocumentary/omaž dokumentarnom serijalu "The Keepers". Ipak, kako šala odmiče, sve je manje šale. Odlična stvar, na Rottenu zasluženih 100%. "Godless" - ženski vestern. Nema šta da se ne voli. Michelle Dockery - Lady Mary iz Downtown Abbey nam se vraća u velikom stilu, Jeff Daniels iz The Newsroom u ulozi monstruoznog negativca a tu je i Scoot McNairy, Gordon iz Halt and Catch Fire. Mnogo bolje od Westworld, ajde bacajte kamenje, ali jeste. "Brooklyn Nine-Nine" - I dalje sitkom broj jedan. Najbolji su kad se uozbilje i dotaknu gorućih, političkih tema. Pokažu šta znaju pa se vrate na šegu i zezu.  "Taboo" se ili voli ili mrzi. Meni se dopao zbog elemenata koji su omaž Grofu Monte Kristu, dobro spakovane  osvete ali i činjenice da su otac i sin Hardi zajednički radili na projektu. Moram priznati, često sam tokom gledanja razmišljala koliko li svi oni smrde kad su stalno blatnjavi i neokupani :) "Pls Like" - Brutalni "mocumentary" o tome kako postati i ostati online zvezda. Snimljen je u produkciji BBC3 - možete ga gledati samo na YouTube. Eksperiment koji je uspeo. Bravo! "Billions" - Iako sad već pomalo mamuzaju mrtvog konja i ulaze u repeticiju, važna je Taylor prvi non-binary lik na TV-u. Uzgred, igra je/ga non-binary osoba. Ono je toliko atipično i cela serija se zapravo gleda zbog nje/njega. "Will&Grace" su se vratili više nego dostojanstveno. Prva epizoda je spektakl, a i sve koje su usledile. Šteta što ih nije bilo više. "Top of the lake: China Girl". I opet - Elizabet Mos u kombinaciji sa Džejn Kempion. Ovo je druga sezona koja može da se gleda apartno od prethodne. "Narcos"… Kad smo mislili da ne može bez Pabla, dobili smo Cali ekipu, mafijašku homoerotiku Pača Herere i brutalnost dostojnu Eskobara. Veliki minus - nema Džudi Monkade, moje mezimice. "Brockmire" - Da sam muško, oženila bih Amandu Pit odmah (ali to je već uradio producent GOT, verujem da im je okej:) a tu je i Frenk Azarija. Da ne prepričavam, odmah trejler i privolite na hard. "I Love Dick". Bože, bože, bože. KOLIKO je Kevin Bejkon savršen u ovoj humorističkoj mini-seriji. Pogledajte, molim vas! Izvor: YouTube "The Keepers" je dokumentarna serija o ubistvu opatice u malom američkom gradu. Ali ova serija "vozi" mnogo bolje od nekih fikcija i dokaz da je istina ponekad neverovatnija od mašte. "Comrade Detective" je urnebes. Ništa ne smem da napišem a da ne napravim spojler, prema tome - klik. Izvor: YouTube "Ozark" počinje rutinski i jeste donekle run-of-the-mill ali Džejson Bateman i Lora Lini prave da rutina postane nešto specijalno. Radujem se narednoj sezoni. "Apple Tree Yard" je mini klasik iz kuhinje BBC-a. Emili Votson i Ben Čaplin, ljubav, opsesija, ubistvo. "Loudermilk" je novi sitkom, TV čedo Pitera Farelija (Farelly Brothers). Loudermilk je bivši pisac i bivši alkos koji sada radi za AA. Duhovito koncipirano, maestralno odglumljeno, Ron Livingston je novi doktor TV kurcobolje, onako kako je to radio Dejvid Duhovni u "Californication".    Izvor: YouTube "Room 104" je čedo hiperproduktivne braće Duplas. Svaka epizoda je zasebna priča, manje ili više uspešna.  "Philip K. Dick’s Electric Dreams" takođe separatne storije po Dikovim kratkim pričama. Ima odličnih, ima dosadnih. "Mr. Mercedes" snimljen po romanu Stivena Kinga dobro počne (a kako i ne kad igra Brendan Glison, momčina najmomačkija) ali se uprska do kraja. Upečatljiva naslovna numera koju peva T Bone Burnett. Izvor: YouTube "Manhunt: Unabomber". Tema epohalna, realizacija prosečna. "The Missing" je drugi nastavak sage o detektivu Žilijenu Baptistu koga glumi Čeki Kario. I samo zbog Čekija treba gledati ovaj podgrejan i mlak pokušaj da se donekle reprodukuje odlična prva sezona. "Mindhunter". Sve je ličilo na uspeh: Finčer i dobra ekipa glumaca. Kritičari odlepili, ali ja nisam uspela da odgledam do kraja sezone. Možda je do mene. "The Americans" su, na žalost, u komatoznom stanju još od prošle sezone a sada su na veštačkom scenarističkom disanju. Osim uzbudljive jedanaeste epizode i jednog lepog ubistva, kao i korišćenja pesme "More Than This" Roxy Music tamo gde joj se najmanje nadamo, sve ostalo možemo zaboraviti. "House of Cards" serija koja je morala da se završi mnogo pre afere Kevina Spejsija. Samodovoljna do izbezumljenosti gledalaca. "The Sinner" je kažnjena niskim mestom jer lepo počne, Džesika Bil je vrlo korektna a onda zaluta u meandre bednjikavog TV filma iz osamdesetih. "Transparent" je pao najniže. Otišli su u Izrael i tamo se zaglavili u pesku nekreativnosti. Džil Solovej je morala da zna kad da kaže ćao, zdravo, kraj. A nije. Šteta. ***NAPOMENA: Nisam stigla da pogledam a na listi čekanja su Black Mirror, Woodworm i Berlin Babylon.
