JDJJDJD i think kisame would (highly ironically) probably flag as like a bootlicker and a narc given his… personal relationship… with…. “yagura”… to zabuza and co until he sent the worlds weirdest and funniest mixed message by assassinating the water daimyo and bailing. but zabuza still hates him. bastard.
NO BUT THATS IT EXACTLY! i love zabuza and kisame as friends or begrudging comrades in aus but in canon? from zabuza's perspective zabuza is the best of his nation, he desecrated the chunin exams of kiri at 9 years old and forced his way into the elite swordsmen group, he couldve been sitting pretty as a revered ninja or kirigakure but he knows there is something wrong with the authority of the country and immediately jumps to the idea of revolution. a revolution. thats so out of left field for a bloodthirsty soldier but thats how Fucked Up kiri is in his brain.
and then theres this guy, who arguably is stronger than him, and stronger than his other swordsmen, and hes in the cypher division killing "traitors" but hes also working directly with the swordsmen. and zabuza knows that this guy knows that theres something fucked up with kiri. but when zabuza tries to start the revolution they get intercepted and betrayed and by the power vested in me i will die thinking that kisame stood on the other side of that coup and drew out information for yagura so theyd be prepared to end that before it started. there is absolutely no way that zabuza ever looks back on his experience in kiri and the people who kept it a miserable, bloody place with anything less than vile hatred because zabuza wanted to make the nation better for kids like him and haku.
and then kisame kills fuguki out of state induced brainwashing and then immediately jumps ship to listen to anything that secret evil obito wearing the face of yagura says because why not join another life path of brain washing, this time with a world wide revolution.
zabuza died in shonen so that he couldnt jump on kisame's back and bite him like the piranha he wouldve become when seeing him in the streets

i use he and she pronouns for kushimaru because of the vibes
the sewing needle is one of those swords that's like how do you passively hold that. kubikiribocho and hirameikari have back straps but nuibari would just slide out. hebiichigo seals it into her sleeve but what does kushimaru do! get blisters
really though i love the way he uses his arm warmers to move the thread and change the needle's direction midair because it implies they're made of something really densely knit, like kevlar, and are armor themselves. not to mention it's just cool as hell
not to even mention the audacity. of Everything about kushimaru. the killing people for fun. killing her sensei for fun?? for what?? and the cackling, and the pedantic jokes, and cutting jinpachi's feet off also probably for fun. if you like fucked up guys kushimaru will bring you so much joy.
side note using wire to tear flesh and viscera is such an underrated weapon, used more in naruto than others but it's good to see kushimaru with it even if that's not the main part of the weapon bc it's just so him. it's so BRUTAL but really cool
ok but headcanons bc we've basically covered everything canon
so, there are two ways to think about "the heartless duo" who murdered their loved ones: they did it for purely their own gain (or because they were assholes) or because Fuguki put them up to it, and instead of it breaking their trust like killing the cypher division did to Kisame, they just let it become part of their lore. they're cool with it, is what i mean. somehow these two are uniquely evil despite zabuza and kisame's crimes and ameyuri's constant talk of hunting people (not counting fuguki here because it's unclear how many crimes he directly committed and how much anyone knew about them)
i do love the kurirares were giants theory, bc i like a kiri in which everyone is a little monstrous and the islands are haunted by spirits and critters. i have a kushimaru grandma design (though she's not literally her grandma, more like a distant ancestor that's still kicking around due to magic reasons). they're not close but she likes to see him once in awhile.
do i think kushimaru and jinpachi were boyfs. yes. for fun. i think all the swordsmen were dating each other to some degree other than the tiny guys ofc
speaking of tiny guys ameyuri is Pissed Off at how tall kushimaru is and has started fights for no other reason but that. kushimaru thinks it's endearing
ameyuri is also kind of their darling. jinpachi n kushimaru can't stay mad at her.
i kind of think about the swordsmen as ingroup/outgroup, in which fuguki, ameyuri, jinpachi, jinin, kushimaru, and mangetsu to a certain extent were the in group (the ones best suited for kiri's brutality/made it work for them rather than trying to change it) which ostracized to some extent the out group, consisting of zabuza, kisame, juzo, and raiga, who Were Not Cool with how kiri was and eventually left to do their own thing. does that mean i think the in group was purely loyal to kiri? no, they were all working more for their own gain than that of kiri (shizuma's a lot like them in that lol) but it's not like they would willingly move anywhere else.
and to the point, the in group was fairly close with the other members (other than probably fuguki.) they were besties, they were worsties. sometimes they kissed.
and having said that, let's talk about kushimaru's mask and how having a visible scar seems to not be something they do in kiri, they cover that shit up, making me think that a) kushimaru has scars on her face and b) it's a huge deal when he decides to show people. not much kissing done by this one
eating around other people too was a Thing. not that much of a thing, because people acknowledge that you gotta eat even if you're showing your scars, but she just lifted the mask over his lips and that left him completely blind which wasn't all that fun
also i have a crack headcanon that she can only see out of one eye, just because i wanted her to mirror jinpachi
how did he get these scars? getting kidnapped and uh. t&i'd during the hunter nin years. if there was any part of her that was loyal to kiri over herself that died after that event, especially because it trapped him permanently behind a mask in social settings. in protest of this, she shows as much skin as possible, which isn't all that much because kiri is Fucking Cold but still more than 95% of non-hozuki kiri denizens
i don't know what her childhood was like im going to be honest, it could have been any number of things but that's not my area of headcanons
a little bit about kushimaru in my various aus:
in fashion au he's the co-owner of the pirate lolita fashion brand Deeps and wears ouji.
in furry au she's a hybrid of a manta ray and a barn owl (the former because of the vibes, the latter because of the mask-like shape of the face and the overall creepy look this creature pair would produce.) he works at a nightclub with the rest of the swordsmen, the only other one that has a species is jinpachi who's a wobbegong
i want to talk about skater au but that one is so just. brainrot based exclusively that i don't know if i can articulate what's going on there
what else is there...

uhh i think his dick is big, like stupid big. though she has many pain kinks, "fitting it in" isn't really one of them
needles are though. she loves doing needle displays. licking blood is a turn on too, but she's particular about hygiene when dealing w/ injuries so tries not to lick the wound its self...that much...
way more into inflicting pain than receiving it, but doesn't mind that either. jinpachi and kushimaru take turns indulging each others' sadism but kushimaru complains less about it

There was a commotion in the mission room even before Kisame arrived. He slid the door open silently, huffing as his sleeve left a dark smudge of red on the door frame, and stepped in. Only a couple of people even noticed his arrival, several eyes flicking his way and a chunin threatening to rise to his feet and come stumbling over, awe heady in his expression, before Kisame waved him off, turning to watch the argument in front of the main desk. 
Kubikiribōchō was strapped to the ninja's back, edge of the blade still dark with oxidized blood, slowly vanishing as the iron was absorbed into the blade. It took Kisame a moment longer to remember the man's name. Momochi something - Kubikiribōchō's new weilder. His appointment as one of the  Seven Swordsmen had thrown up all sorts of hell with the old council. None of the old guard could stand the thought of some low-born guttersnipe being given such as auspicious position, nor the fact that he he tended to publicly send their assassins back in pieces whenever they tried to have his discretely 'retired'.
Zabuza, Kisame remembered, as he watched Momochi slam his hand down on the desk and snatch up his mission scroll, finally stamped and pay approved, before storming out of the room. The ninja behind the mission desk glared after him and bent over his desk, already jotting down some insidious note to the elders probably.
Kisame stepped up to the desk, bypassing the line entirely and earning a few jealous glares from the jounin waiting there. He grinned at them, still able to taste the blood on his teeth, and laughed when they quickly looked away, eyes falling to their shoes. Togai's face lit up when he saw him and he sprang up, a wave of fawning adulation already falling between his lips, even as he discretely dried to shove a couple of missions scrolls over the spider-web of cracks that Momochi had left in the desk. 
It took less than a minute for Togai to approve his pay, adding a generous bonus for finishing the mission with time to spare. He kept up a constant stream of chatter the entire time, the pandering, slimy smile not leaving his face for a second. Kisame barely heard a single word, watching through the window as a figure prowled across the courtyard, chunin diving out of his way in waves. Kubikiribōchō glinted in the light, almost entirely clean, and Kisame wondered just how bloody he must have left it for it to still be drinking it up by the time Momochi got to the mission desk. 
"Have a good day sir." Togai smiled, holding out Kisame's pay scroll. Kisame grinned, enjoying the way Togai paled a little even as his smile stayed fixed on his face, tense and stilted. 
"Oh I will." Kisame said. - He'd heard about Momochi before, everybody had. Kisame had been a chunin and still years away from his job with the Cypher Division when the news had erupted, spilling across Kiri like a wave breaking the shore. One hundred and twenty-six academy slaughtered before they could take the Academy test and confirm their position, and all by a child not old enough to join the Academy. 
Every major family in Kiri had bayed for his execution. Yagura had promoted him instead, bypassing the Academy entirely and dumping him directly in ANBU for someone else to deal with.
Kisame could remember seeing him once in passing, being escorted from the Mizukage's office by a pair of blank-faced ANBU. He'd been a skinny kid then, still growing into his limbs, but there had been a look in his eyes that had made Kisame grin. 
He'd filled out now, Kisame noticed, leaning against the rail as he watched Momochi demolish the training dummies at one of the lower practice courts, that kid of his watching on silently from the sidelines. Zabuza was a couple of inches shorter than him, but damn if he couldn't match Kisame for sheer muscle weight any day. Not that he'd expect anything else from Kubikiribōchō's wielder. The three months he'd spent learning Kubikiribōchō had almost doubled Kisame's lifting weight, and Momochi threw Kubikiribōchō around like it weighed no more than Nuibari.
Momochi was older, stronger, hell, he had a kid in tow, but there was that same look in his eyes, even after all these years. He'd burn Kiri to the ground if he could and spit on the ashes. It was the sort of thing Kisame should probably report, loyal shinobi of Kiri and all that, but... He glanced over his shoulder at Samehada, feeling her ripple and purr against his back. He'd done what needed to be done, and ended up with Samehada as his prize, but Kisame couldn't lie and say what had happened to Cypher Division sat well with him. 
"The fuck do you want?" An angry voice called from below, and Kisame shook himself free from his thoughts, glancing down to find Momochi glaring up at him, Kubikiribōchō balanced on his shoulder. Kiri wasn't known for its sun, but damn if Momochi didn't look a fine sight anyway, chest still rising and falling roughly, a faint sheen of sweat on his skin, glaring up at Kisame with a look that could strip paint. 
Kisame grinned, hauling Samehada off his back and vaulting over the rail. She purred in his hand, hungry and eager, and scales already shifting beneath her bandages as she wet her lips for the taste of blood. Kisame landed in a crouch barely feet from Momochi, rising in a smooth movement and stepping right up into his space, close and fucking personal. 
"Fight me." Kisame offered. His smile was too sharp, showed too many teeth, eager for a fight, but there was something beneath - respect maybe, or a genuine anticipation to see where this would go. 
Momochi grinned, as Kisame knew he would. Nobody became one of the Seven Swordsmen without enjoying a good fight, and Momochi was no different. Momochi stepped back, hauling Kubikiribōchō off his shoulder in a single easy movement, and jerked his chin up, eyes wild and eager. "Show me what you've got, Hoshigaki."
They said Momochi was the best weilder Kubikiribōchō had had in generations, and it took only three traded blows for Kisame to decide he agreed. Kubikiribōchō was unweildly at the best of times, stupidly heavy and with a length that made any traditional swordsmanship downright impossible - and yet Momochi used it with a precision that was downright beautiful. It flew in his hands, sweeping around him in lethal arcs that left the wind howling in their wake, letting the momentum of the blade carrying him across the battlefield at startling speed - and he did it all silently, not a single grunt or heavy breath passing his lips, not a single footstep scuffling on the stone.
There was no dodging Kubikiribōchō, not when its reach could cut a man in half ten feet away, and blocking was just asking to have to sew a sulking Samehada back together afterwards, so Kisame ducked and rolled, jumping over a strike that would have left him bisected if he wasn't fast enough.  Less than a minute into the fight Kisame let Samehada's bandages fall away, grinning as he dove at Momochi and shaved a hand span of skin from his bicep, blood dribbling in hot waves down his arm for the rest of the fight. 
By the end of it Kisame was panting, raising a hand to wipe the sweat from his face and only managing to leave it wet with blood instead. His arms ached, body dotted with a dozen tender spots that'd bruised blue and black by the end of the night, and he was starting to feel light headed from the seven sluggishly bleeding cuts Momochi had inflicted. It had been years since a fight had left him in such bad shape. Momochi looked even better, skin bloody and ruined by Samehada's kiss, a dark spot forming on his jaw where Kisame had clocked him in the face, the look his his eyes positively vicious as he stared up at Kisame, Samehada purring against his throat.  
God Kisame wanted to fuck him. 
"Again?" Kisame asked, looming over him, Samehada brushing his throat just lightly enough to draw a trickle of blood. Momochi turned his head, spitting out a mouthful of blood, and when he looked up he was grinning, blood on his teeth. "Of course." - Zabuza ("Momochi. Call me fucking Momochi. We're not friends.") was everything Kiri ever wanted in a shinobi. He was strong, ruthless, and a master at both ninjutsu and kenjutsu. He was also helping plan a coup against Yagura and put almost every cent he earned towards funding the complete destruction of Kiri as they knew it. 
Kisame was more okay with some of these things than others. If he were a better shinobi he'd probably hand Zabuza over to T&I. If he were a better friend he'd probably try and convince Zabuza to be more discrete, to give it up as a lost cause before things go south (because they will go south, this is Kiri, and Yagura will burn it to the ground before he see's someone else in control) and he and his kid both find themselves on the block having their heads cut off for treason. Kisame does neither of those things.
He spars with Zabuza three times a week, shoring up the holes in his defense and helping him fine tune his mist jutsu's until they're strong enough that not even a Kiri nin can see through them. He treats them to lunch when Zabuza's donated his pay again and barely has enough cash to pay the rent, let alone feed himself and a growing kid. He takes missions with Zabuza when Zabuza lets him, and doesn't say anything about how the info is always wrong, how there's always more enemies than there should be, how they always seem to know they're coming, and how woefully underpaid Zabuza is for each one of these suicide missions he gets sent on. 
Sometimes Kisame looked up and finds Zabuza watching him, something wary and unspoken in his eyes. Kisame just grins, making a dumb comment about how he keeps stumbling across Mangetsu and Chōjurō making out in the training fields, and drags a grumbling Zabuza back to bed for another round. Its only later, tired and sweaty and bleeding just a little, that Kisame lies back and lets himself think.   
If Kisame were stronger maybe he'd say something, if he were wiser maybe he'd think ahead, calculate the chances of success, the fallout of what will happen - because it will happen. It was always going to, sooner or later. Instead Kisame bites his tongue, pretends not to see, and covers for Zabuza where he can. He tries not to wonder what he would do if he opened his next mission scroll and found Zabuza's face staring up at him.
(Tries not to think about the fact that he'd help him, if only Zabuza ever asked. That he'd do anything for him. But Zabuza never did ask.)
Kisame rolls over, watching Zabuza's face shift gently in his sleep, eyelids flickering at some unknown dream, a crease in the pillow pressing a line into his cheek. He looks almost soft like this, sleepy and vulnerable, and Kisame pressed closer, throwing an arm over his waist and pressing his face into the scarred line of his throat, knowing that when Zabuza wakes up Kisame will laugh it off as something he did in his sleep.

Thoughts on Ibikibikibiki
Thanks for the ask on Ibikibikibiki~ He’s a really underappreciated character so I’m excited to have a chance to talk about him!

1. Ibiki and T&I
As a professional torturer and interrogator, he probably has a lot of complex feelings about the morality his job and what that means about himself as a person. Having been on the receiving end of a horrific degree of torture - the scars of which probably scare a lot of people away - he would understand better than most people the consequences of what he does for a career. Even if people are disapproving of what he does in T&I, they will find it hard to say anything to his (scarred) face…
Kakashi calls him a sadist, but I don’t really think Ibiki takes enjoyment in causing suffering. He may pretend to be a sadist to freak the prisoner out, but any enjoyment he gains out of it is professional pride in his skills and his ability to produce results valuable to the village. 
If there’s anything about him that really makes people shake their heads, it’d be his sense of humour. Do any job long enough and you’ll be desensitised enough to laugh about it. Say, his summons. According to Narutopedia, his summons “are modelled after engimono statues — lucky charms that are commonly used to bless shrines and businesses with good fortune.” He probably has a good chuckle about this with his T&I colleagues (and they might even have fun designing them together) but everyone else will be freaked out if he shows them off!

Nevertheless, Ibiki seems to be a person who keeps to a strong shinobi code of his own (as different as it may be from what may be acceptable in real life). Can a torturer also be a “good” person, whatever that means? I don’t know. Complex issue here. Even Ibiki might not believe himself to be a good person. But when Kisame killed the Kiri Cypher Division in front of him, Ibiki was really disturbed. If he wasn’t someone who still saw people as people instead of, well, meat, he wouldn’t have been disturbed by Kisame’s comrade-killing. That gives him some “good guy” points in my estimation.

Well, that was heavy, wasn’t it? More lighthearted stuff now.
2. Ibiki and Anko
That’s a great pair right there. Ibiki is the strong, stoic type and Anko is… well, Anko. She has her own brand of crazy that would really set Ibiki off like no-one else can and they would have some great banter going on.
I think Ibiki would also be (secretly) quite protective of her. Inoichi would be too. If they were the ones to interrogate her after Orochimaru wiped her memories and became missing-nin, they would know better than anyone else that she’s innocent. When anyone gives her dirty looks or says anything bad about her, Ibiki’s expression would darken in a terrifying way and scare off those people. Anko wouldn’t admit it, but she’s really grateful for his support.
There are probably some great fanfics out there about them.

3. Ibiki and Inoichi
Oh boy I wish I could have seen them interact more! As the respective heads of their teams (T&I team and Analysis team), I’d like to think there’s some kind of friendly rivalry going on there.

When Ibiki couldn’t find out anything from Yuudachi (that guy Jiraiya brought back from Ame during the Pain arc), and had to hand him over to Inoichi, ooh that must have stung. I imagine them going for drinks after the Pain arc and Inoichi being unable to resist poking fun at an exasperated Ibiki.
Also, since Inoichi is older than him, perhaps Inoichi used to be his mentor. And I do like the idea of Ibiki mentoring Ino in turn.
Bonus: Ibiki and Shikaku
Matching facial scars– they have a good laugh over it when they’re both drunk enough. Share make-up tips, perhaps. They’d probably avoid standing next to each other though.

I haven’t talked about his brother because I didn’t watch that anime arc, so I’m not sure about the details of what happened. Sorry about that. But otherwise, I hope I’ve given this guy some of the appreciation that he deserves! :)

do u know what kind of occupations r available in konoha? like...i know there's the interrogation and torture division (?) but what r other occupations available for shinobi?? besides being just shinobi who takes on the occasional mission.
These are the ones that I can think of:
Medic corps
Police force (no idea what happened to Konoha’s after the massacre unfortunately, I assume all villages have one)
Kage guard (presumably all kage have one)
Twelve guardian ninja (Konoha, may be similar ones for other villages)
Cypher Division (Kiri)
Barrier team (Konoha & Kiri. Suna has an exploration group. Assume all villages have something like this)
You could also look at the divisions in the allied shinobi force for inspiration.

Obito in Kiri
So...
Who wants to read some stupid headcanons about what Obito done in Kirigakure along with some furious muttering about timelines and how nothing really makes sense about this plot? No one? That’s great, well here it is anyway.
First of all, by now people have hopefully seen my thoughts on Obito’s actual MBTI right? INFP rather than ENFP, and also the way I see that as baseline stripped away basics of their personalities right? Right... Well if not, here’s Obito’s MBTI, and here is my explanation on how I see the MBTI working. So yeah... Baseline basics. Now. Why would I mention this here, well, it’s in the hope that it will help you to understand where I’m coming from when I share a couple of these headcanons...
So without further ado, let’s get right into it shall we.
So what exactly did Obito do in Kiri?
Well, we’ve only got three actual events that can sort of be attributed to him. Or well that happened while he was there... discounting the Bloodline Purges... which btw, were CIVILIAN not shinobi in nature. Also, the implications of that imply that there have likely been several iterations of the same issue in regards to people hunting down those with Kekkei Genkais... so...
And we know he can’t have been behind the Graduation Killings because it’s been pointed out again and again, those were going on before he was crushed by a boulder in Kusa, also Zabuza put a stop to them at the age of nine when he “graduated” and if Zabuza is the same age as Kakashi/Obito/Rin... you see the issue there don’t you?
Also before anyone mentions the Jinchuriki... yeah, he failed epically there. I mean Utakata pretty much just literally walked away, and Yagura just wound up dead and they had to track down the Sanbi/Isobu later on anyway.
So what’s left?
Zabuza’s Coup... And maybe the Kaguya’s attack on Kiri... and well there’s the fact that Kiri didn’t participate in the Chunin exams held by Konoha but that’s less relevant... anyway lets focus on this for now.
Why?
WHAT DID HE EVEN DO?
I mean we never get any sort of answer for this one. No but seriously, what inspired this? We don’t get an answer... it’s left up to the fandom to extrapolate and really... It’s sort of where I get my headcanon from, because the only other thing Obito does is well... recruit Kisame. Which yeah... That could have been easily done in some other way... As for the Kaguya Clan attacking... That was the decision of a single clan, who it seemed had gone somewhat rogue anyway...
Also they attacked Kiri, not specifically the Mizukage.
So what gives?
Mostly that Kishi clearly didn’t care, also well, timeline failures... a lot of timeline failures... Kiri’s just a mess in general really. Anyway, now I’m here to explain my headcanon. And also, this is one you can pry from my cold dead hands. So what did Obito do in Kiri?
He buried himself.
No stop, literally this is what he done in Kirigakure. Nothing really notable, but he buried himself. Suppression and well, procrastination. I mean seriously, I have mentioned how much I relate to Obito right? He’s like a broken version of myself... seriously. So yeah, in that way, that’s where this headcanon sprung from. While Obito probably went into Kiri with the vague idea of ruining it.
Getting the Jinchuriki and doing some pretty terrible things.
He likely got seriously side tracked and distracted by figuring out how Kirigakure actually worked and buried himself in that. Trying to understand how it all worked and why, what Kiri actually was... or who knows. There was something to distract him anyway, for him to chase and try to understand is the point I’m making... Basically Obito in Kirigakure was a recipe for distraction and disaster because he found something to get interested in and bury himself in which lead to him forgetting to actually do anything.
Aside recruiting Kisame, and well hanging around I guess.
And it just leaves me with this mental image of Obito popping up from somewhere and just wondering what in the world is actually happening around him... because I do this... I plan for something, get completely side tracked by new interesting cool thingTM and then resurface to discover that shit has happened while I was distracted... and hey... it’s interesting.
Because then this may imply that on his own Yagura might have done more stuff about what was actually going on in Kirigakure at the time... or maybe not. I mean Kiri’s just a mess all around. So yeah... Obito got distracted and buried himself and only really emerged again when everything actually did come to a head... as in when Zabuza and co attacked... maybe... Also the Kaguya Clan so... ¯\_(ツ)_/¯  
But like that’s just my headcanon. And you CAN PULL IT FROM MY COLD DEAD HANDS...
Because it’s what would happen if I were in that position... and I see Obito as an incredibly twisted mirror of myself... In another world, just...
Okay, but let’s be serious. There is just a lot of things about Kirigakure that would just be interesting to an outsider. Especially anyone who’s intuitive, and well I know how I like to pick things apart and just find out how they work... without always putting them back together afterwards... and Obito just reflects that. Maybe not in the same way, twisted mirror you know... but with all these interesting things in Kiri, I can’t see him remaining 100% on track.
He’d derail.
And this is where the timeline is so annoying. Because when is this taking place, and the specifics and yadda yadda ya...
Because just, ages, and what happened when and who was there, who wasn’t... It’s just bewildering since it’s either never mentioned, or when it is mentioned it’s vague and/or contradictory... Like how old was Kisame upon meeting “Madara” and before that when he was charged with guarding the Cypher Division?
I mean seriously.
Seriously.
Knowing people’s ages at certain points in the timeline would help so much... But anyway, we’re just left to figure things out for ourselves. Like why this event happened and this one didn’t and what action lead to which consequence and yadda yadda... so yeah. This just kind of annoying to me and to quite a few others. Who even knows what goes on with the timeline sometimes...
Anyway, back to my point, although this is important as well... especially considering I tend to think that well. Yagura probably died sometime before the time skip... and I’m not sure if it’s fanon or canon that the Sanbi took around three years to reform, so he would have died in the year of 70 SVE or perhaps 71 SVE... Also it’s straight into Civil War in Kiri after Yagura’s death so oops...
But yeah...
Ages, and motivations, I say Yagura was instated as Mizukage around 58 SVE a year after the Kyubi attack... Kisame’s already guarded and possibly destroyed the Cypher Division? But who knows... It’s as confusing as anything... So yeah...
Anyway, I should get back to the main point. What exactly was Obito doing?
Getting DISTRACTED!
Depending on the timeline part of that could be wondering about the Cypher Division, messing around with information from Kiri’s archives, or even looking into the specific clans that Kiri actually had. You know before they were all attacked by the civilians... I mean we know he did recruit Kisame at some point... and he managed to piss of Zabuza and the others but aside from that.
Kirigakure was just a pure distraction up until Yagura died...
And then Obito moved on, I mean seriously. Things picked right up in the speed department post time-skip. Maybe some of the Jinchuriki were caught during the timeskip but before that... What the hell was Obito doing? Sitting around and burying himself in distractions...
INFP alright. But also, part of his turmoil in a way, always just on the edge of deciding one way or the other, tottering.
Though, he certainly did mess things up, if only because he done nothing at all. No improvement in Kirigakure, but also no backsliding... except maybe in the Civilian side of things, and well... Two attempted coups technically speaking. The Kaguya and Zabuza and co... but yeah...
As a wrap up, here’s the explanation in a quick timeline sense:
58 SVE: Yagura instated as Mizukage and Obito starts his “manipulation” of Kirigakure.
61 SVE: Possibly the time that Obito actually recruits Kisame?
62 SVE: Civilians start yet another round of the Kekkei Genkai purges within Kirigakure.
64-65 SVE: Zabuza and co throw their coup, which fails.
68 SVE: Kaguya Clan attacks Kirigakure and get wiped out.
70-71 SVE: Yagura dies and Obito actually does stuff for the Tsuki no Me again.
Okay, I’m done.
TL:DR: Obito ruined things in Kirigakure through inaction rather than actually doing anything, and just got distracted before casually continuing to do what he was supposed to be doing.
