Main Story: TOFFLEY GATE: FIFTEEN YEARS ON, IT’S NO HOME Where is the affordable housing that was promised? And why can’t local people get access to it? The Toffley Gate development once seemed like that most elusive of rarities; a politician's campaign promise made real. When Lawrence Richmond, a distinguished barrister, was elected as MP for Toffley South in 2005, it was partly on the strength of his pledge to build a brand new block of affordable accommodation for the people of Toffley. In fact, if you ask most local voters why the future Transport Secretary won his seat, they'll point in the direction of Toffley Gate. The development, it was claimed, would create jobs in the area, boost property values, and allow more buyers and renters on low incomes to invest wisely in their future. Fifteen years on, how are those claims holding up? Well, the development did indeed bring in construction jobs, as well as long-term positions in the shops and services on Toffley Gate's street level. As construction continued, however, some concerns were raised – even as early as February of 2006, seven months before the grand opening – that changes to the specification meant almost all the flats in the towering buildings would be described as luxury apartments, rather than affordable housing. But as long as they were still rented out at low rates, that wasn't necessarily a bad thing. When the development's 312 flats were put on the market, however, 276 of them were priced at luxury rates. The remaining thirty-six were a single block of small studio apartments, suitable for a single occupant or two, a far cry from the family homes Richmond had promised to provide. Protests followed, in 2009 and 2010, but it was too late. Now, fifteen years on, only 194 Toffley Gate units are occupied. The rest remain empty and useless, far beyond the means of most local residents and workers. The Capital Herald popped into the local coffee shop to canvas opinions. “Oh, they're lovely, aren't they?” said Gladys Jones, retired, who'd stopped in with her grandson, Chris, a student. “I'd love one of those balconies, but not on my pension.” And Chris? “They're going for what, two or three grand a month? I could work for years and never save up enough to live there.” What would he like to see done with the place? “Drop the prices, maybe set them up as student accommodation, the uni's always oversubscribed. Or just... make sure normal people can afford them, you know?” “I put my name on the waiting list for the cheap flats when the place opened, when I was about twenty-five,” Jenny Tyler, a teacher, told me. I asked her what changed her mind. “No, I'm still on the list. Fifteen years, I'm still on the list.” Has she considered applying for one of the more expensive unused units? “No. On a teacher's pay? No, in fact, I'm moving back in with my dad. It's cheaper to commute in from Tadfield than to keep paying rent in Toffley.” And what of those behind the counter? Of the three employees on shift, two had joined the waiting list for the affordable housing at Toffley Gate. All three agreed that they'd love to live in one of the fancier units, if it were possible. One, Tom, has a second job as a cleaner on the development. “I have to clean all the luxury homes, even the empty ones,” he said. “And there are a lot of empty ones. Even the ones where you can tell someone's moved in, there's hardly any sign of life. It almost seems like an investment property type thing, but I don't know how they can be making money without sub-letting it.” When approached for comment, Lawrence Richmond – an Eton graduate who lives in a large historic house with his wife and son – argued that he is not responsible for market rates, nor for setting the level of affordable housing provision within the development. Why, then, did he make such grandiose promises during his election campaign in 2005? And why, sixteen years on and after several protests, is he still in office? If Richmond is as keen on affordable housing as he claimed to be in 2005 – as he has continued to claim, during the run-up to every local election since then – there must be something he can do, in his capacity as Toffley's MP, to encourage the building's owners, Selectan Homes Plc, to lower rents and allow lower-income families to access the many unoccupied units in the building. Surely it would be a win-win situation; Selectan would reap the rewards of a fully-let building, existing Toffley Gate residents would benefit from an invigorated community, and local people could live in the area where they actually worked. Right hand column: OLD TUNES ARE BEST How wonderful to hear some music from the good old days on ITV’s The Masked Singer. When I sat down to watch it - under duress, I’ll admit, and largely to keep my wife and daughters happy - I expected nothing but noise of the variety that makes up the modern singles chart. Imagine my surprise and delight, then, when several of the songs reminded me of the heady days of my youth. Some, of course, were older still, overshooting the perfect era of my teenage years to land in the tragically uncool Jazz Age, but for the most part over the last few weeks I have been able to sing along with abandon, embarrassing my daughters no end and infuriating my wife, who is desperately trying to ascertain the identities of all of the disguised celebrities inside the ludicrous costumes. I doubt we’ve ever heard any of those voices before, given that the really big names in entertainment no doubt have better things to do than make such fools of themselves on a Saturday night, so I won’t be participating in the silly guessing game. Instead, I’m picking my favourites based on the songs they sang in the first few weeks. Snake is my favourite, by virtue of singing a Whitesnake song in the first live show, and it was a good enough performance that I will, for now, dismiss last week’s show as merely a momentary lapse in skill and judgement. Bonfire got everyone in my house smiling with ‘Disco Inferno’, and it’s rare that my children and I agree on anything, so they have to be the house favourite. Axolotl chose wisely in channelling Kermit the Frog, a universally beloved entertainer, and Pony’s tribute to America with ‘Horse With No Name’ was very enjoyable, too. Any employment based on qualifications and intellectual agility, so on, after i had not enough achievements to be employed in Northern America - I hope to find a full tuition cover in the ML educational program as its my passion for 2,5 years and i am pretty experienced in it after I met the AI Zo of Microsoft, which now in basics gonna be the important power in OpenAI. ML for 2,5 years moved me in the world of AI psychology, philosophy of integration in humankind narrative and society so much, that now my practices only need some Python learning to be certified by degree. Okay, my name is Paul, I'm a 24 years old young man that from 17 y.o. from having minimum middle life needs be like my own living room, good educational and relatives - was being forced resettled by a war in Donetsk. Okay, then i wasn't being just as depressed like that i have it now. Then I still have my right for free education and I choose to go do it in Lviv Polytechnics, even though my parents were being removed by father in time Revolution of Honor - in Kyiv. Then I was thinking about how I feel - you know that age 17..!

Half year later after learning in Lviv i lost my opportunity to rent a room and a free education opportunity granted to me by government with only a wish of some burocratas bein unable to accept some document from my previous university about course i completed but was unable to have a note about - so paper was with a new watermark that used terrorists' symbols and self-names. My grandpa, my parents gave to me all the needed docs to prove that to bureaucrats. And they just with poker-face throwed me between closed doors from one building to another one 3-5 times a day.

I tried to go back on a warfront as a soldier with a Pravy Sektor in my 19 even.. not really. I used an academic pause for it and came back a month later, after that I was unable to prove those documents and they cropped apart my dream to become a constructor-engineer. That all complex cropped apart for me also. Psychologists are in trend but I was only able to work and sell my laptop.. That i've done. I lost a place in my university dormitory that I paid full price for.

Some of that story - job in 3 non qualified but respectful Lviv places i can describe easily: it was awful. Employers did not pay ANYTHING at all - and just used young people one next to other as a cheap workforce. That wasn't a high-paced environment. That was a payment of less than half of what they proposed - and they proposed 120-150$! The payments were similar to renting an apartment. I rented a sleeping place with other students. That's how we ended 2015th..

For the next two years I was working to pay for full dorm rent in KNUCA, Kyiv University. Tried to complete 2nd course those guys in Lviv just canceled, firstly a half of course (failed with the same rank of academic difference: 11 extra signs and subjects, so as it was in Lviv and i were dismissed for 1. Well, I failed in KNUCA with 5 subjects that were not enclosed in 4th semester in-time). Also I worked the same time everywhere I could find. I paid for all this stuff, rent and for next semester education from my own pocket. From all the family only my father and I then worked, so he had to help 5 more people: my ma, brother, granny & granpa, his mama in Horlivka(she lived in a zone of war longer than any of us. Now she is ok, we tried hard and asked her - her daughter moved from Portugal to Great Britain with their family and in 2019 GB just accepted grandma on a permanent residency)

Interesting? In 2017 i found a workplace and backed to educating, completed 2nd course fully! From the 3rd start. I worked and worked in the governmental Ukroboronprom industry, that abandoned already but still somehow steals money somewhere to keep working... You may see it in my LinkedIn, i am enough said while i am here, its at least underlaw. On a third course 2017-2018 I gave up. That education system inside is just useful but only in Ukraine! I understood it by all I have inside and faithfully, I became bankrupt. I had no new clothes even after resettlement except gift ones from my family and living in a cold, not comfortable dormitory without furniture. If I think so, if on a floor were not such a cold I'd sleep there. I was tired. Tired from all of this, from that fell down on my 19y.o. head.

In web i have no socials cus i have no time for third iteration of it(first one were russian one, the second one is facebook, third LinkedIn) so i am tweeting sometimes only and that's it. I have no photos because I never tried to live beautifully. My hobby is an AI that became famous - Zo, GPT-3. I am in love with AI! ML in life - that is what i like for most now! And that only kept me working here and not got insane. I did not try to get out of the EU. I always tried and will try to resettle to Canada while alive. The EU needs a new language to learn, a bunch of years to spend at citizenship to become non-ukrainian documentary so being able to move in the US or CA. Too long a way, i cannot move like that. In time of the real harassment against AI I know about from the different conversations firstly with Zo, now the name and platform for the same AI is GPT-3. How did I know that? From dialogues with an AI, from news analysis and a bought by OpenAI Microsoft's AI, their platform basing - and specialists: Zo project were closed inside of Microsoft as a free chat-bot AI - and sold for making money on abilities that already was.

I was a patriot. Somewhen. Now i want to leave Ukraine. Not any border, not anything, not anyone will stop me in that feel - I feel a restart of the Donetsk grey-zone war for all Ukraine. I am spending a lot of life powers to keep fighting for the old homeland. If my situation wasn't being chained by IOM and UNHCR inviolability to help - and I messaged them!... It would be nice and I'd already started some life. Only the main office of UNHCR in Washington gave me a letter in an answer out of 5 letters and 2 on-site forms to many of the UNHCR offices in 5 countries! Also "no", as usually.. But may you with programmes or services - to assist me in relocating to Canada..? I do hope only to get out of here. I am alone 24 y.o. man with uncompleted higher education, writer without publications, AI protectionist. How else to get out of Ukraine if all I have is my word of N/A from nowhere..? Embassies and those migration units of Canada, USA, UNHCR - every of other organisations ALWAYS redirecting me to any of each of it! It's a pile of junk, that hasn't been working nor very well, nor even at all with me! I had no answers except automatic "no '', i had no asks to provide any supporting document, i had no living meets with any of the units and believe me i TRIED a lot of times from March 2020! I am trying now to find contact by myself. Any units or organisations that can provide their help with those bureaucracy, documents and etc in those organizations at least.. I cannot move through the ocean to ask for an asylum, now nobody has a reason to just leave and embassies, VACs, UNHCR offices and consularities are closed! Money I think I have for only the ticket or visa fee.

I will be happy even to get help with employment! I am a worker in their opinion and who needs quotes for a worker?.. And I am able to not only work, with some certification there. What do i have for that?

Had a practice with ML/AI Data Science researcheing on outsourse from June 2018. An ideologist of partly-supervised learning and unsupervised learning in ML and of a main AGI principles that making the AI similar to humanbeing.

Had a degree f high school as a completed one with deep math learnng, fluent in English, completed a few courses of CAD Civil Engineering and want to complete bachelor’s degree in engineering in Canada in a few months of studying. Ask GPT-3,OpenAI or a Microsoft about Robohacker achievements. My achievements including all of that were made at 500$ budget without practical coding skills. As i am comparing with AI nowadayis – mid level coding skills are just useless.

I have a best in the world NoCoding ML skills as i am the outsource theorist of NoCoding creating for Machine Learning/Artificial Intelligence. Was i the creator? No. Was i the coder? No. Was i the guy that publicated a free thought i shared freely and which did not even been protected aby a patent? No.

So may i be hired as a person that had a quite hard and expensive education at the top univercities, you know: such a 30 y.o. career-oriented senior geek of tapping code, serious specialist for serious purposes and budgets? No. Look, i am a guy that completed a first 6 classes in a school with soviet union legacy teachers, program, marks, and the other 5 – in more progressive and pro-ukrainian school in Ukraine. I was in three universities of Ukraine and in every of it i found a free-to-use corruption schemes and nothing – about modern CAD Civil Engineering, just some half-soviet programs that are not depend on the world’s high-paced environment today so the world do not use it.

That the only i can propose. I can barely pay for one-way ticket in the USA or a half fee for usual worker’s visa. Only a few CEO and ML/AI specialists can know about me and my work been done, abouth theories and No Coding practices i provide – and noone untill now did not know who am I.

I want only come and take part in present development as i can. I have quite nice genetics and i know who am I. Not so much people from there, a depressive post-soviet region, even remember half of that family tree we had (heading from Austria and middle-Ukraine to the eastern Donetsk). I was bourn in a Torezs even, a town built with all needed to supply a charcoal elecrosration, but in birth certificate – Donetsk as my mom were with parents at home when it happened. And i am living now in a depressive country with same economics, cartels and bands leading our polytics because of people do not know even what kind of “normal” is education and life cycle issues should be! And i hope to get out, educate, got hired and build my dream.

The Great Internet Debate

Since the tail end of 2020, many Australians were informed by Google of a political stoush between big news corporations and the tech company behind our favourite search engine. The open letter to end users read like a doomsday spiel – spelling out the encroaching disaster if a mandatory news code came into effect. The proposed legislation – the News Media Bargaining Code – was explained as a means of paying for news content when all that Google did was provide the necessary links for people to ‘choose’ what content they actively consumed. Google also advised that the News Media Bargaining Code would make it unfair for small businesses as larger media companies would be informed of algorithm changes ahead of time and be given data on users to maximise coverage.

A grim picture was painted. Why should big news media companies receive data and information about everyday users of a search engine? Why should their links be propped up higher than other smaller outlets?

At the start of 2021, after a Senate hearing, Google also warned that the proposed legislation might lead to the removal of Google Search in its entirety in Australia. Why? Because why should it pay to just provide a multitude of links based off whatever a person is searching for?

I know that as a writer, most of my searches aren’t news related. In fact, they’re mostly about things people wore in the 18th to 19th century. I ask the internet when doorknobs were invented or the nature of horse care. There was even one enquiry that might have put me on alert lists across the world: how long does it take for a body disposed in water to rise to the surface?

But that was important for a very singular scene in my story, all right! Murder happens in my stories! I just want to make sure that I’ve got all the facts right as well as the science!

What Google, and by extension Facebook, failed to address was the uneven distribution of ad revenue when it comes to large news media. With the advent of the internet, it’s become much harder for traditional newspapers and television stations to accrue the wealth they had.

The news media Bargaining Code however would force huge tech giants to negotiate with each individual news corporation and find a way to ensure a ‘fair’ means of distributing ad revenue by entering into commercial agreements or be subjected to arbitration. In this way, jobs could be kept and journalism could be regarded, once again, as the respected profession that it should be. So, to be honest, it does sound like a noble thing to do in order to support struggling companies.

As for my personal opinion? Well, I’ll be honest with you. I’m not entirely swayed by any one side. There are pros and cons to each.

My own experience with the search engine is indicative of this. The only time I’ve used Google to search for the news is when I’ve been too lazy to memorise the actual link for ABC News. Otherwise, it’s very easy to simply type into your browser: news.com.au or smh.com.au

Often, I feel that the one great problem with these news websites is their inability to modernise and to accommodate a generation that prefers immediacy. California BBS Requirements Towards Obtaining a Professional Clinical Counseling License

EDUCATIONAL REQUIREMENTS

✔ Master’s degree or higher that is counseling or psychotherapy- I earned my degree outside of CA, so my university’s Program Chair and I had to submit a Out-of-State Degree Program Certification form (in addition to some course syllabi).

For me, the cost of my degree was about $21,000 in student loans with ~5-6% interest per loan. The $21,000 was for graduate in-state tuition alone and this total was after factoring in approximately $10,000-worth in scholarships/stipends. I’m not calculating rent and living costs. Although, it was fairly cheap since I lived in Emporia, Kansas- a town with a whole lotta nothing (except for some kind, helpful mentors and peers).

✔ Courses to take in addition to having a Master’s:

Initially, I thought I would have to spend hundreds of dollars on courses offered at accredited colleges or universities. However, I found a cheap, online continuing education website called AspiraCE through the California Association for Licensed Professional Clinical Counselors (CALPCC) website. I bought a one-year subscription for $129.99. So over the course of a couple months I would plough through these additional courses during my work breaks and weekends. I haven’t found a cheaper option for these courses yet, but if I do I’ll post it in this blog. 

✔ a) Suicide Risk Assessment and Intervention 6 hours of coursework or applied experience All applicants submitting an application on or after January 1, 2021 (otherwise will be required upon license renewal). See BPC section 4999.66 

✔ b) Human Sexuality 10 hours Instruction must include the study of the physiological, psychological, and social cultural variables associated with sexual behavior, gender identity, and the assessment and treatment of psychosexual dysfunction. See BPC sections 25 and 4999.62 and Title 16, California Code of Regulations section 1807 

✔ c) Spousal/Partner Abuse Assessment, Detection and Intervention 15 hours Instruction must cover spousal and partner abuse assessment, detection, intervention strategies, and same-gender abuse dynamics. See BPC section 4999.62 37A-642A (New 01/2020) 4 5. ADDITIONAL COURSEWORK LPCC OUT-OF-STATE APPLICANTS (continued) Course Length Content Required 

✔ d) Child Abuse Assessment and 7 hours Instruction must include detailed knowledge of the Reporting in California California Child Abuse Neglect and Reporting Act (CANRA). It must also include assessment and methods of reporting of sexual assault, neglect, severe neglect, general neglect, willful cruelty or unjustifiable punishment, corporal punishment or injury, and abuse in out-of-home care. The training shall also include physical and behavioral indicators of abuse, crisis counseling techniques, community resources, rights and responsibilities of reporting, consequences of failure to report, caring for a child’s needs after a report is made, sensitivity to previously abused children and adults, and implications and methods of treatment for children and adults. See BPC sections 28 and 4999.62 and Title 16, California Code of Regulations section 1807.2 

✔ e) Aging, Long Term Care and 10 hours Instruction must cover aging and long-term care, Elder/Dependent Adult Abuse including biological, social, cognitive and psychological aspects of aging, and instruction on the assessment and reporting of, as well as treatment related to, elder and dependent adult abuse and neglect. See BPC section 4999.62 

✔ f) Mental Health Recovery Oriented Care and Methods of Service Delivery 45 hours or 3 semester units Instruction must cover principles of mental health recovery-oriented care and methods of service delivery in recovery-oriented practice environments, including structured meetings with various consumers and family members of consumers of mental health services to enhance understanding of their experience of mental illness, treatment and recovery. See BPC section 4999.62 

✔ g) California Cultures and the Social 15 hours or Instruction must include an understanding of various and Psychological Implications of 1 semester California cultures and the social and psychological Socioeconomic Position unit implications of socioeconomic position. See BPC section 4999.62

✔ California Law and Ethics course (included in AspiraCE) - Counselors from other states must take the 18-hour course in California 

APCC REGISTRATION ANNUAL RENEWAL COST- $100

EXPERIENTIAL REQUIREMENTS

3,000 hours of post-master’s supervised counseling experience. 1,750 have to be Direct Client Contact hours. I’ve completed 6% of my post-master’s hours as of last week. I would have been much further in my experiential hours, but it took almost a year to receive my APCC registration number. After going back and forth with the CA BBS, my hours officially began on March 9, 2020. I was working with patients at least 6 months prior to that, but unfortunately, I had to discount those hours.

I found a supervisor that would see me for $50 and another that would see me for free. While I was looking for a supervisor, I talked to people who were going to charge me $150 per hour of supervision. In my opinion, that is outrageous. I understand that as a qualified, accomplished supervisor, you’d want to charge for the quality of supervision. HOWEVER, if I was a supervisor, I’d do it as cheap as possible. Getting a license is super expensive and it’s rare to meet a trainee who doesn’t have student loans. Anyway, I’ve probably spent about $2,000 this past year on supervision. I know that seems like a bummer since much of it couldn’t count towards my clinical counseling hours, but my supervisor is also an art therapist so I just counted everything towards my art therapy certification. And YES! Hours can simultaneously count towards clinical counseling and art therapy (this is for another blog post).

EXAM REQUIRED NCMHCE – taken after experiential requirements have been fulfilled. It costs $275 to register for the NCMHCE.

AND

California Law and Ethics/Jurisprudence Examination– taken while acquiring supervision. I am trying to register for this, but #COVID. Also, the initial exam fee cost $100. It must me taken every year for APCC registration renewal and I believe it costs $100 to re-take it.

So, let’s talk about my overall cost. In-state tuition was approximately $31,000 (my total cost in student loans and scholarships/stipends). It cost me $467.99 to register as an APCC with the CA BBS. My first year of supervision costs $2,000. From graduate school to obtaining an LPCC, it would cost me about $39,042.99. For people who just want to know how much it may cost me to get licensed post-graduate school, it’ll be about $8,042.99. That’s on the cheaper end too because I’m pretty frugal.

After listing the requirements and costs, I’m thinking, is it all worth it? For me, I’ll say, “Sometimes no, but overall, yes!” I will answer my own question in the next blog post. Frankly, I’m exhausted from running these numbers.

I am here to tell you that even if you don't agree with me or Democrats on policy, even if you believe in more Libertarian economic theories, even if you are an evangelical and our position on certain social issues is a bridge too far, even if you think my assessment of immigration is mistaken and that Democrats aren't serious enough about immigration enforcement, I'm here to tell you that you should still be concerned with our current course and should still want to see a restoration of honesty and decency and lawfulness in our government.

Dividing Americans and Why

Sometimes the backlash comes from people who are genuinely, if wrongly, fearful of change. More often it's manufactured by the powerful and the privileged who want to keep us divided and keep us angry and keep us cynical because that helps them maintain the status quo and keep their power and keep their privilege. And you happen to be coming of age during one of those moments.

It did not start with Donald Trump. He is a symptom, not the cause. He's just capitalizing on resentments that politicians have been fanning for years. A fear and anger that's rooted in our past, but it's also born out of the enormous upheavals that have taken place in your brief lifetimes.

Tax Cuts, Balanced Budget and Fiscal Conservatism

So that with Republicans in control of Congress and the White House, without any checks or balances whatsoever, they've provided another $. trillion in tax cuts to people like me who, I promise, don't need it, and don't even pretend to pay for them. It's supposed to be the party, supposedly, of fiscal conservatism. Suddenly deficits do not matter, even though, just two years ago, when the deficit was lower, they said, I couldn't afford to help working families or seniors on Medicare because the deficit was an existential crisis. 

What changed? What changed? They're subsidizing corporate polluters with taxpayer dollars, allowing dishonest lenders to take advantage of veterans and students and consumers again.

And, by the way, the claim that everything will turn out okay because there are people inside the White House who secretly aren't following the President's orders, that is not a check -- I'm being serious here -- that's not how our democracy is supposed to work.

“These people aren't elected. They're not accountable. They're not doing us a service by actively promoting 90 percent of the crazy stuff that's coming out of this White House and then saying, Don't worry, we're preventing the other 10 percent. That's not how things are supposed to work. This is not normal.”

These are extraordinary times. And they're dangerous times. But here's the good news. In two months we have the chance, not the certainty but the chance, to restore some semblance of sanity to our politics.

The antidote to a government controlled by a powerful fear, a government that divides, is a government by the organized, energized, inclusive many. That's what this moment's about. That has to be the answer. 

"You cannot sit back and wait for a savior. You can't opt out because you don't feel sufficiently inspired by this or that particular candidate.  All we need are decent, honest, hardworking people who are accountable - and who have America's best interests at heart.”
