An air raid alert has just started when Victoria Itskovych joins a Zoom call from Kyiv. “It’s, like, a usual situation,” she says. “But really, it’s not usual.” February 24 will mark the second anniversary of Russia’s full-scale invasion of Ukraine. For nearly two years now, Kyiv has been under bombardment. Some weeks, people have to trudge to their shelters night after night, checking text alerts and Telegram channels to figure out where the missiles are falling and when it’s safe to come out—although, it’s never really safe.
That relentless stress, and the trauma of losing family, friends, and colleagues on the front, has taken its toll. A poll by the city government last year found that 80 percent of residents reported symptoms of post-traumatic stress disorder. Russia’s full-scale invasion of Ukraine has exposed the whole of Ukrainian society to battle shock. “We’ve all suffered from this,” says Itskovych, who is director of the Kyiv City Council’s IT department. “Almost every person has somebody who was injured or died during the war, or lost their home or lost their health.”
In the face of such widespread injury, the Kyiv government has turned to Ukraine’s now-famous civic tech infrastructure for help. As the war enters its third year, the municipal government is starting to build a citywide system for providing mental health support to citizens. It’s a vast challenge, but also a unique opportunity—the first time that such a mass-trauma event has happened to a society that has already built the tools of digital government. Dealing with the mental health impacts of the invasion will be absolutely vital to keep society resilient, functioning, and committed enough to repel the invaders. It’s also the key to Ukraine’s postwar recovery, laying the groundwork now for a society that can rebuild itself physically and psychologically from the horrors of war. “This is the future of our society,” Itskovych says. “We are building the basis for the resilience of the community itself.”
At the heart of the plan is the Kyiv government’s digital platform, Kyiv Digital, which it launched in 2017. Before the invasion, it was largely used to manage parking and public transport, and to notify residents of disruptions to services such as road closures or power outages. When the war began, those notifications became more urgent: incoming attacks, the locations of bomb shelters, and the safest routes to reach them. Like other parts of Ukraine’s civilian technology, the city pivoted its tools to keep people safe and support the war effort, bootstrapping and rewiring the systems at pace.
“The first changes to the notifications we did in hours,” says Oleg Polovynko, adviser on digitalization to Kyiv’s mayor. Since then, the digital teams have been engaged in a constant cycle of innovation, trying to figure out what services they can bring online. The war has pushed them to act more quickly, to adapt tools they have and invent things that don’t exist.
They’ve expanded tools for civic participation, letting citizens vote on petitions, send feedback to the city government, and ask for help, such as financial support to repair bomb-damaged homes. And they’ve collected a lot of data, which is how the Kyiv government has been able to measure the scale of the city’s distress—and people’s reluctance to seek help. Of the 80 percent of residents who show signs of trauma, “40 to 45 percent are afraid to have contact with doctors who can help,” Polovynko says.
But this is only half of the problem that needs solving. For those who do want to seek treatment, there simply aren’t enough resources to help them. Clinical psychologists are supposed to limit the number of patient consultations they do in a day, so they don’t burn out. Before the full-scale invasion, Inna Davydenko saw a maximum of four patients daily. Today, Davydenko, a mental health specialist at the City Center of Neurorehabilitation in Kyiv, sees twice that number. When we speak, she’s just finished a video call with a soldier stationed near the front, whom she’s helping cope with stress and anxiety.
Even before the war massively increased the number of people dealing with trauma, depression, and anxiety, Ukraine’s medical system suffered from an underinvestment in mental health provision. “In most hospitals, you have maybe one psychologist. In good hospitals, it’s maybe two,” Davydenko says. “A lot of people need psychological help, but we can’t cover everything.” There is simply no way that the current system can grow to match the enormous jump in demand. But, Davydenko says, “almost every Ukrainian person has a smartphone.”
This is exactly what Polovynko and Itskovych want to exploit, using Kyiv Digital’s platforms and data to digitize mental health support for the city, and so close the gap between need and resources. Their project will focus first on those they’ve identified as being most vulnerable—war veterans and children—and those most able to help others: teachers and parents. The next six months of the project will be a “discovery stage,” Polovynko says. “We need to understand the real life of our veterans now, of the children, of the parents, what’s their context, how they survive, what services they use.”
The project will track people through the process of recovering from trauma, monitoring the treatments they ask for and the ones they receive, their concerns as they move through the mental health system, and their outcomes. Once the team has a detailed map of services and bottlenecks, and data on what’s working and what’s not, they can match individual needs with treatments. A full roll-out is scheduled for early 2025.
“It doesn't mean that the whole chain of the service will be absolutely digital,” Itskovych says. Some patients may be directed to group therapy or one-on-one meetings with psychologists, others will be given access to online tools. The aim, she says, is to create efficiency, to close the service gap, but also to provide comfort, meeting people where they are. “For a big part of our clients, there is more comfort with getting the service online, in different ways. Some people are not comfortable meeting a specialist one-on-one; they prefer a digital way to get the service.”
The project is being supported financially and operationally by Bloomberg Philanthropies, a charitable organization created by former New York mayor and Bloomberg founder Michael Bloomberg. James Anderson, head of government innovation at the organization, says that the project comes at a critical time for Kyiv, where people continue to suffer even though global attention has shifted away to other crises.
“There's always a tremendous amount of attention when the immediate crisis hits,” Anderson says. “But mayors continue to have to deal with the human costs of crises, long after the newspapers have turned to new subjects. That’s certainly what we sense and see in Kyiv.”
The size of the challenge in Kyiv is clearly daunting. But, Anderson says, there are reasons for optimism. Cities have got better over the past two decades at responding to common crises, such as Covid-19, which also required rapid, mass digitization of services. “Every crisis is distinct and different, and awful, in its own way,” Anderson says, “but there are lessons learned.” The Kyiv government, and Ukrainian society more widely, have demonstrated a capacity for rapid innovation to meet urgent needs, and Anderson hopes that success in this project could see it replicated internationally. “This is not the last war. This is not the last crisis,” he says. “I think Kyiv has lessons that they can share with cities around the globe.”
For Kyiv, and Ukraine, the crisis won’t end when the war does. “Psychological health is the number one problem for Ukraine,” Davydenko says, before correcting herself. “Number one is Russia, number two is our psychological health,” she says. “PTSD is our future.”

A group of migrants are refusing to leave an encampment in Denver until the city meets a list of 13 demands.
The demands were sent to Denver Mayor Mike Johnston following a petition by city officials to move the group from the encampment to indoor shelters funded by the city, local TV station KDVR reported. The encampment is under a bridge and near train tracks.
The group said if its demands are met, it will leave the encampment and move to a city shelter. The demands include providing "fresh" and "culturally appropriate" ingredients to cook with, shower access with no time limits, medical visits and housing support.
Newsweek has contacted via email the mayor's office for comment.
The group's complete demands are as follows:
The migrants should be allowed to "cook their own food with fresh, culturally appropriate ingredients," including rice, chicken, flour, tomatoes and onions, instead of being served premade meals. They also want to ensure people are not punished for bringing and eating food from outside the shelters.
Have access to showers at all times and without time limits.
Visits by medical professionals will occur on a regular basis, with referrals for specialty care made as needed.
The group will receive the same housing support offered to others, and city officials will not "kick people out in 30 days without something stable established."
A "clear" and "just" process for removing someone, including verbal, written and final warnings.
Employment support, including work permit applications for those who qualify.
Free consultations with an immigration lawyer, as well as ongoing legal support provided by the city through immigration clinics and transportation to court.
Privacy for families in the shelter.
No verbal, physical or mental abuse by shelter staff and no 24/7 monitoring by law enforcement.
Transportation for children to and from school.
No separation of families, regardless of whether those families have children.
A meeting with the mayor and those involved in running the city's program to support migrants "to discuss further improvements."
All shelter residents will be provided with a document signed by a city official in English and Spanish and containing the list of demands and a number to call to report violations.
Jon Ewing, a spokesman for Denver Human Services, told KDVR that the city is "just trying to get families to leave that camp and come inside."
The city's offer will give families "three square meals a day," and they can cook their own meals if they wish, he said. He also said that the city will try to compromise and determine what assistance the migrants qualify for.
"What might be something that is a feasible path for you to success that is not staying on the streets of Denver?" he said. "We try to figure something out.... At the end of the day, what we do not want is families on the streets of Denver."
Denver is among the U.S. cities that have struggled to manage the rising number of migrants that have been transported from Texas and other states. Last month, Johnston announced the creation of the Denver Asylum Seekers Program, which his office billed as a sustainable response to the city's migrant crisis.
The program will place asylum seekers in apartments for up to six months and provide job and skills training, food assistance and free legal help with asylum applications.
However, the program is limited to those who were in the city's shelters on April 10 and capped at about 1,000 people. Those who arrived in Denver after April 10 will be provided with a short-term stay at a shelter and assistance with onward travel.
Nonprofits are also working to support migrants arriving in Denver and other parts of Colorado. One organization, Hope Has No Borders, is working to pair migrants with host families for short or longer-term stays in Denver and other parts of Colorado.

James Allan Mollison was born on April 19th 1905 in Glasgow.
Graeme Obree, Chris Hoy and a certain steam train have all bee called The Flying Scotsman in their time, but the original title goes to a man who actually did fly, Jim Mollison.
Jim would go on to become a pioneering aviator, breaking records for long distance flights. His marriage to fellow aviator Amy Johnson also saw them lauded as the golden couple during their time together.
Born the only child of Hector Alexander Mollison, a consultant engineer, and Thomasina Macnee Addie. He was educated at The Glasgow Academy and Edinburgh Academy and took an early interest in flying and obtaining his Royal Air Force (RAF) Short Service Commission at 18, he was the youngest officer in the service, and upon completion of training was posted to India, flying on active service in Waziristan.
At the age of 22, Mollison became a flying instructor at Central Flying School (CFS), again setting the record for being the youngest in this role. Shortly after, he transferred to the RAF Reserve and devoted his time to civil aviation. In 1928-29, he served as an instructor with the South Australian Aero Club in Adelaide, leaving that position to become a pilot with Eyre Peninsular Airways and Australian National Airways.
In July-August 1931, Mollison set a record time of eight days, 19 hours for a flight from Australia to England, and in March 1932, a record for flying from England to South Africa in 4 days, 17 hours flying a de Havilland Puss Moth.
Mollison eventually served in the ATA Air Transport Auxiliary in the Second World War. In June 1941 Mollison and an ATA crew delivered Cunliffe-Owen OA-1 G-AFMB to Fort Lamy, Chad. The aircraft was fitted out as a personal transport for General De Gaulle.
Mollison was feted in London and New York, and could lead the life he had always wanted. “I am a night bird,” he once said. “Life and enjoyment begin when daylight fades. Cocktail bars and clubs, music, beautiful women— that’s living. Daylight comes to me as an interval for sleeping until an afternoon drink helps to bring on another evening.” His autobiography was called “Playboy of the Air”.
When Mollison and Amy Jonson married in 1932 the press were delighted, they were dubbed The Flying Sweethearts by the press and public. . The match was was perfect for the publicity machine, and the two of them set about devising new aviation records: in 1933 they flew together from Wales to New York and had a ticker-tape reception in Wall Street. But marriage did not last long or end well. It has sometimes been assumed that the match was a simple career move on Mollison's part: certainly he did not halt his relationships with other women. Nor did it limit his drinking. As I said earlier, he got the tag “ the Flying Scotsman” but those close to him called him “Brandy Jim”.
As well as his Playboy lifestyle and heavy drinking Jim Mollison was also quick with his fists, and a manager from the Grosvenor House Hotel was reported as saying ” We've had the most awful night here. Jim Mollison and Amy Johnson had a fearful row and he's beaten her up. The bathroom looks like a slaughterhouse.” The marriage officially ended in 1938.
Mollison kept flying, and – like Johnson – flew in a non-combat role in WWII. Both of them flew in the Air Transport Auxiliary. Johnson died in 1941 after baling out of aircraft. Mollison had at least one close escape, when his plane was shot up, but survived the war.
Mollison later settled in London and ran a public house. He married Maria Clasina E. Kamphuis in 1949 at the Maidenhead Register Office. Mollison continued to abused alcohol and in 1953, the Civil Aviation Authority Medical Board revoked his pilot's licence. The couple separated but Maria bought the Carisbrooke Hotel in Surbiton for him – a temperance hotel.
Suffering from acute alcoholism, he was admitted to The Priory, Roehampton, southwest London, where he died on 30 October 1959, the official cause of death was pneumonia, but unofficially it was thought to be alcoholic epilepsy.

My local ambulance trust has opened applications for EMTs and I'm applying
Nursing's been so bad lately
Not only with my colleagues being casually transphobic but also because we're so short-staffed that every shift I finished I just feel guilty because I couldn't give the care I want to my pts. The management says we're target-staffed and don't want to do anything, we have 8-10 new admissions every day on a unit with 40 beds and the NIC can barely keep up, the agency staff they bring in to fill up team vacancies while no one applies to permanent job posts (because our unit is heavy and high-dependency and no one wants to work there) is rude and mean at best, incompetent at worst. They don't do much aside from meds, obs and notes, and even that I can see is sometimes not done properly. When you try to help them, they ignore you or go off on you like you don't know what you're saying, when you don't, they either get angry or don't care for the pts properly.
I haven't had a day at work I didn't have to make a datix in months, and every time I feel like I'm snitching on someone even if I know bad and inadequate care needs to be reported for safety. We had a pt with a short-term catheter in for two months because I kept on saying to check the notes for the insertion date because it sounds fishy and no one did. Had a pt transported to respiratory CU because obs were ignored and not repeated, the doctor not notified. End of life pts lying without moving for hours because people keep saying I don't have time, they're going to die anyway. What the fuck?
Every time I go work outside my unit, I feel like I have a holiday, even if I book a shift in ICU or ED, and they're supposed to be the hellholes of our hospital. I wish I could switch to ED but they aren't hiring permanents atm and I need to work full-time.
We had some new junior doctors coming in who are brilliant which at least helped me not feel like the consultants are not listening to me (had so many errors from them lately, too, and it's hard to interact with them when they question everything you tell them like you don't know what you're talking about) but I know they're going to be temporary. My favorite band 6s are retiring. My anxiety tells me my band 7s don't like me (not true, probably, but lately I'm just tired and have a lot of conversations where I just feel like they think I'm just complaining/venting...). So many people are leaving the unit and many of them were basically the ones that held the place together with their positive attitudes.
The advice I got from my colleagues was to take holidays and relax and you know what? I took some and my grandma had a stroke so yeah, I was so relaxed. I'm running on fumes.
To add insult to injury, my local Tesco is offering more pay for night-shift workers than I get for day shifts atm.
If I work ambulance, at least I won't feel like I'm constantly disappointing my pts, like I could've done more. Just one pt at the time (mostly) and partners that are permanent team members or bank and no one from an agency that won't care ever again. Sure, my pay will go down for a little bit, but it's so worth not feeling guilty every day.
I love nursing but it's just mentally exhausting for someone who actually cares. I'm tired of hearing agency nurses say they just nursing so they could get an easy UK visa or nurses who say they got into nursing because they didn't get into medicine. I just want to work in an environment where I know people from my team have my back and work with the same mentality about our goals.
If I could've, I'd have switched to fire service but I'm still waiting for my eye surgery and can't apply for at least a year. I just need out of where I'm working atm fast or I'm going to go crazy.

Some health-care professionals in Saskatchewan could be tasked with added responsibilities in an effort to improve services in the province.
According to a news release Thursday, the Ministry of Health will begin consultations in the coming weeks to possibly expand the scope of pharmacists, nurse practitioners and advanced care paramedics.
Changes could include allowing paramedics to stitch minor wounds or cuts — rather than transporting to the emergency department — and allowing nurse practitioners to admit and discharge patients in hospitals.
There's also potential for pharmacists to independently prescribe.
"Empowering our highly educated health-care professionals to utilize all of their knowledge and skills will ensure patients have greater choice and more timely access to health services," Health Minister Paul Merriman said in the release. [...]
In an emailed statement to CBC News, Saskatchewan rural and remote health critic Matt Love took aim at the provincial government's health-care management over the last 15 years.
"Our health system is hanging on by a thread. This government should be working day and night to explore all possible solutions," Love said.
"These ideas could be promising, but thorough consultation is needed to ensure the positives outweigh the possible unintended consequences." [...]

After the conclusion of Clemens' debacle, and his and Guinan's subsequent departures, the android repositioned the transreceiver in his supposed prototypical device for the horseless carriages and settled himself at the desk, monitoring the instrument's workings deliberately. Assiduously, he observed the rhythmic oscillations of the metal indicator, which functioned in a similar fashion as an analogue seismograph. Thus far, his device had not measured any time shifts, and would not for the next 39 minutes...
A long-awaited, arrhythmic scratching sound instantaneously tore his attention to the contraption. Excitedly, the pen attached to the end of the indicator recorded the occurrence — the device finally measured the time shift he had been anticipating —, and based off of the particulars printed on the sheet of paper, he could accurately determine the epicentre of the spatial distortion. Data consulted a map of the town to confirm the location, and without a moment's hesitation, he leapt to his feet and vacated his room. He navigated himself down a flight of stairs with mathematical precision and hurried outside where he supplied the bellboy, Jack, with sufficient 19th century currency to have him procure a carriage, preferably drawn by two equines — to multiply the carriage's power.
The ever-efficient hotel employee immediately scurried off to the stables and returned within several minutes, gesturing gleefully at the wagon he had snatched from an agitated colleague. Prior to mounting the box, Data expressed his gratitude for his services and pressed an additional sum of money in the boy's hand. He had never rode on horseback, let alone piloted a vehicle that was pulled by two of them, but he had judged it advantageous to observe others operate this form of transportation, in case he would relay on its services in the foreseeable future — he was glad he had pursued that particular endeavour.
Data armed himself with the reins and managed to set the equines into motion, gently instructing the animals to accelerate. The terminal words of farewell that emanated from the bellboy were left behind in a cloud of dust...
The carriage careened through the streets, teetering uncomfortably toward his destination: the local hospital. And it was not until he was in close proximity of the aforementioned facility that his positronic subprocessors sensed the familiar hum of 24th century technology, or rather, the wavelengths of a tricorder that was broadcasting signals on all frequencies. While he narrowly circumvented a collision with another horse-drawn carriage, he inferred that the others must have successfully ferried themselves across the frontiers of time and were here to assist him.

When the carriage swept around a corner, the tricorder transmission started to grow stronger and more prominent; his conjecture was confirmed when he sighted the others filing out of the hospital, and he promptly surmised that the occurrence of the time shift might have been a joint effort between them and the two individuals with the ophidian. Unfortunately, he could not initiate his interrogation, for his friends appeared to have antagonised the local police force.
'Data!' Commander Riker's loud, sonorous voice lacerated through the air, alerting him, unnecessarily, of their presence.
The android pulled on the reins to render the equines stationary adjacent to the pavement, allowing his friends to embark the vehicle.
'Doctor,' Data said, his own voice extraordinarily tranquil. He extended his hand for to grab and join him on the box seat while the others clambered into the carriage. 'It is good to see you again.'
'Go, Data! Hurry!' Captain Picard ordered, an urgent accentuation vibrated in the words he had enunciated.
'Aye, sir,' he replied compliantly, providing the horses with the objective to proceed down the street, with the intention to escape the police and take temporary refuge in the countryside until the coast was clear and they were certain no reinforcements would be ambushing them upon their return...
