Yes indeed, that is Princess Royal Blue, aka Princess Sapphire in the UK (where the Princess ponies had gem names)!

In the US these ponies came with bushwoolies (shown) but in the UK they each had a dragon companion in Spike's mold. Princess Sapphire's dragon, Smokey, is blue.

O-Ren Ishii

She uses one to kill the pedophile gang leader who murdered her parents, to decapitate a racist douche who tries to convince his fellows that she'd be a terrible gang leader herself (she very much wasn't), and engages a sword in a climactic duel with The Bride; O-Ren Ishii was a cool badass who made one fatal mistake in her life, which was trying to kill Beatrix Kiddo. Had she not done that, she might've been The Girlboss character. She deserves to be remembered better.

Killer her parents murderers when she was 11 after receiving sword training for two years. By the time she was 20 she was one of the top female assassins in the world. Almost defeated the Bride in one on one combat; She’s Cottonmouth of the Deadly Viper Assassination Squad. Became the leader of the Yakuza and the Crazy 88.
