According to savvytokyo.com, the koinobori with a black carp represents the father, the red carp represents the mother, and blue carps represent the child. In past years, I've read that more carp colors have been added throughout time.

5th of May is Kodomo no Hi (子供の日), Children's Day in Japan! It's the final celebration of the Golden Week, and a beautiful spectacle with all the Koinobori (鯉のぼり, 'carp streamer') waving in the air.

Children's Day (子供の日, Kodomo no hi) by Web Japan
On May 5th, families celebrate the healthy growth and happiness of children and fly huge carp streamers called こいのぼり / Koinobori outside the house and display dolls of famous warriors and other heroes.
Koinobori or “carp climbing” represent strength and resilience. The carp is believed to be one of the most toughest fish. A carp climbing the waterfall denotes to achieve success through effort.
The carp streamers may have been inspired by the banners that Samurai used to identify themselves on the battlefield, but now come. in a set with different colours representing various family members.

Kodomo no Hi (こどもの日) is a Japanese holiday celebrated every 5th of May.
Originally from China, it was adopted by Japan during the Nara period and it consists on celebrating children’s happiness and praying for them to grow healthy.
On this day, families raise the koinobori, a carp-shaped windsock. These fish symbolize effort and, according to Chinese tradition, carps swim upstream, crossing the Dragon Door and becoming dragons that fly to Heaven.
