Delhi Lieutenant-Governor Vinai Kumar Saxena has given the CBI sanction for the prosecution of AAP MLA and Delhi Waqf Board (DWB) chairman Amanatullah Khan and retired IPS officer Mehboob Alam under Section 19 of the Prevention of Corruption Act 1988 and Section 197 of the Code of Criminal Procedure 1973 in connection with "illegal" appointments. The case was registered in 2016.
The prosecution sanction has also been granted for offenses including "deliberate and criminal violation" of rules, regulations, and law and "misuse of position" and causing financial losses to the exchequer. According to the official sources, the SDM (HQ), Revenue Department of the Delhi Government in November 2016, filed a complaint alleging arbitrary and illegal appointments to various existing and non-existing posts by Amanatullah in the DWB.

Arvind Kejriwal Offers to Virtually Attend ED Summons in Delhi Excise Policy Probe
Delhi Chief Minister Arvind Kejriwal has responded to the eighth summons from the Enforcement Directorate (ED) related to the money laundering probe concerning irregularities in the Delhi excise policy case. Despite considering the summons “illegal,” Mr. Kejriwal has expressed his willingness to answer the probe agency’s questions, proposing a date after March 12.
The Aam Aadmi Party (AAP) has announced that Mr. Kejriwal will participate in the hearing through video conferencing. However, the ED is firm in its stance, insisting on physically questioning the Delhi Chief Minister, citing the absence of provisions for interrogation via video conferencing.
This development follows the issuance of the eighth summons on February 27, with March 4 set as the scheduled date for Mr. Kejriwal to appear at the agency’s headquarters.
The ongoing investigation revolves around alleged irregularities in the formulation and implementation of the Delhi excise policy (2021–22). The ED is seeking Mr. Kejriwal’s statement on matters such as policy formulation and allegations of bribery.
Having skipped seven previous summonses, Mr. Kejriwal has labeled them as “illegal and politically motivated.” In a statement, the AAP has urged the ED to refrain from issuing further summonses and wait for the court’s decision.
The excise policy, intended to reform the liquor business in the national capital, promised a more modern shopping experience with discounts and offers. However, the order by Delhi Lieutenant Governor Vinai Kumar Saxena to investigate alleged irregularities led to the cancellation of the policy. The AAP accuses Mr. Saxena’s predecessor, Anil Baijal, of making last-minute changes that adversely affected the policy’s revenue expectations.
Two prominent AAP leaders, Manish Sisodia and Sanjay Singh, are already under judicial custody in connection with the case. Mr. Sisodia, the former Delhi Deputy Chief Minister, was arrested by the Central Bureau of Investigation (CBI) on February 26 last year, while Mr. Singh, a Rajya Sabha member, was arrested by the ED on October 5.

The latest fire incident at a Coaching centre in Delhi has created a huge controversy. The CM Arvind Kejriwal has already alleged that the role of the Delhi Chief Secretary Naresh Kumar and Lieutenant Governor Vinai Kumar Saxena in making National Capital Civil Services Authority (NCCSA) in capable must be assessed on priority.
The latest incident has made people wonder if there is any safety provisions available at all. in the fire incident, several videos surfaced online in which students can be seen fleeing the accident site though wires. The Mukherjee Nagar location is very crowded and even though 11 fire tenders reached to the site of fire to control the situation the panic had already created.
The DFS chief Atul Garg later confirmed that all the students were rescued and no serious injuries were reported. CM Kejriwal also took to Twitter and posted, “This incident of fire is very unfortunate… There is nothing to panic…”
A spokesperson of the coaching institute, Sanskriti IAS coaching center gave a public statement in which he said that the classes were being conducted at the 8 number classroom on the third floor. The fire started at the bottom of the building and started travelling upwards. The students panicked and broke the windows of the third floor to escape...two of them have sustained serious injuries while rest of them are stable...we are in touch with the students' families and are helping them with the medical treatment, he said.
"The said building had several coaching centres other than our centre running at the time of the incident," added the spokesperson.
Students too shared their experiences as one of them Suresh Meena, 22, a graduate from IIT-Jodhpur recalls, “At first we didn’t worry, We thought the AC was overheating and so shut it off. Then an employee rushed into the room and shut the door behind him. We could see that the corridor had been engulfed in smoke.”

All You Need To Know About SAMRIDDHI 2022-23
Vinai Kumar Saxena, the lieutenant governor of Delhi, announced the commencement of the "SAMRIDDHI 2022–23" one-time property tax amnesty program, claiming that it will be a conspicuous relief for thousands of city residents and business property owners. Tax liability is disregarded, putting more money in taxpayers' pockets and bringing in more money for MCD. The new amnesty plan will broaden the tax base even more and help MCD create a reliable tax database by being more pragmatic about the enforcement of its unpaid tax obligations.
The tax amnesty program offers "One Plus Five" and "One Plus Six" options for residential and non-residential properties, respectively.
Residential property owners will be able to pay only the principal property tax for the current and the previous five years under the SAMRIDDHI 2022–23 plan. According to an official statement, commercial property owners can pay the principal for the previous six years and receive a waiver on prior due payments, including penalty and interest.
Enumeration Of The Scheme
Residential property taxpayers are required to pay the principal amount of property tax for the current year and the previous five years (i.e., FY 2022–23 + FYs 2017–18 to 2021–22), after which 100% interest and penalty on the outstanding tax amount are exempted and all previous dues prior to 2017–18 are waived. This payment requirement is known as the "One Plus Five" policy.
Similar to this, the "One Plus Six" scheme for non-residential properties requires property owners to pay the principal amount of property tax for the current year and the previous six years (i.e., FY 2022–23 + FYs 2016–17 to 2021–22), after which 100% interest and penalties on the outstanding tax amount are exempted and all prior dues from before 2016–17 are entirely waived.
The Municipal Corporation of Delhi's SAMRIDDHI 2022–23 program, according to the Lt. Governor, is a people-friendly initiative that will greatly relieve citizens' concerns and invigorate property owners to resolve long-standing disputes and associated harassment.
He continued by saying that the tax liability waiver puts more money in the hands of taxpayers and generates more cash for MCD, allowing the civic organization to complete much-needed civic infrastructure projects for enhanced service delivery to Delhi residents.
Aims And Benefits Of The Scheme
The plan intends to resolve thousands of unresolved court cases that have accumulated since the unit area method of calculating property taxes was implemented in 2004.
The Municipal Corporation of Delhi (MCD) and the citizens of the city will both benefit from the program.
After paying taxes for 1+5 years and 1+6 years under this plan, the taxpayer will have no further obligations. After a year of review of this payment, the dispute will be resolved. Roads, parks, and schools will be developed with the money raised by the levy.

12. The Citizen Login Page will be routed to you with the message "Registered successfully. Please log in with the following mobile number: 98xxxxxxxx.
13. To log in to the system, input the registered mobile number and select "Get OTP" to obtain an OTP.
14. If you successfully log in, you will be taken to your login account's details for any registered properties.
15. To benefit from the Amnesty Scheme, click on the "Actions" box and select Pay Tax (SAMRIDDHI 2022-23).
16. Therefore, if you lack a UPIC or your UPIC is inaccurate, kindly submit an application for a new UPIC.
By successfully submitting an online form to request a new UPIC, a new UPIC ID will be generated. Delhi’s excise policy that led to Manish Sisodia’s arrest
New Delhi:Why did the Central Bureau of Investigation (CBI) arrest Delhi’s Deputy Chief Minister Manish Sisodia? After all, what is this ‘liquor scam’ that has created a political storm in the country’s capital and finally led to his resignation.
Sisodia has been accused of committing irregularities in the old liquor policy for political gains of his Aam Aadmi Party (AAP). He has been accused of providing undue favors to liquor licensees in return for “kickbacks” and “commission” , which was reportedly used by AAP in the Punjab Assembly elections in February 2022.
The story begins from July 2022, when Delhi Chief Secretary Naresh Kumar submitted a report to Lieutenant Governor Vinay Kumar Saxena about these charges against Sisodia.
Earlier, the Economic Offences Wing of the Delhi Police, which reports to the BJP-ruled Centre also took note of the ‘reforms’ in the policy. The Enforcement Directorate (ED) also launched a separate probe into the Delhi liquor scam.
According to the report submitted to the #LG and the #chiefminister, Sisodia allegedly made changes in the excise policy without the approval of the LG, such as allowing exemption of Rs 144.36 crore on tender license fee. The report said, “The Excise Department, under the direct orders of Sisodia, decided to give a waiver of Rs 144.36 crore to the liquor cartel alone on the tender license fee, on the pretext of the Covid pandemic.”
Officials said if any changes are made to a policy that has already been implemented, the excise department will have to place them before the cabinet and send them to the lieutenant governor for final approval. Any change made without the approval of the cabinet and the L-G is illegal, and in violation of the Delhi Excise Rules, 2010 and the Trade Rules, 1993.
The report also alleged that Sisodia extended undue favor to liquor licensees by revising the rates of foreign liquor and doing away with the import pass fee of Rs 50 per case of beer. As per reports, this made foreign liquor and beer cheaper for retail, leading to loss of revenue to the exchequer.
But before we go any further let us first know what was the excise policy.
The proposal of this policy came in 2020 and it came into force in November 2021. Delhi was divided into 32 zones, with each zone having 27 liquor vends. Under this policy, the government will have nothing to do with the sale of liquor, only private liquor shops will run in the city, and there will be 2-3 contracts in each municipal ward. Its objective was to eliminate liquor mafia and black marketing, increase revenue and improve consumer experience and ensure equitable distribution of liquor shops.
The government also made rules flexible for licensees, such as allowing them to offer discounts and set their own prices instead of selling at the government-fixed MRP. After this, the shopkeepers offered discounts, due to which the crowd gathered. Following protests from the opposition, the Excise Department withdrew the exemption for some time.
The CBI has named 15 persons in its #FIR filed in connection with the Delhi Excise Policy 2021-2022, in which Sisodia is on top. Citing allegations in a memorandum issued by the L-G, the FIR states that Sisodia, Delhi’s then Excise Commissioner Arva Gopi Krishna, and two other senior Excise Department officials had “played a key role in making recommendations and decisions relating to the policy.
There is another allegation against Sisodia. The CBI is probing the deputy #CM in a case related to alleged setting up of a ‘feedback unit’ to collect political intelligence against AAP’s political opponents. On 22 February, the Ministry of Home Affairs (MHA) sanctioned prosecution of him under the Prevention of Corruption Act in connection with the case.
The political war between the #AAP and the ruling Bharatiya Janata Party (BJP) has escalated after Sisodia’s arrest. Delhi Chief Minister Arvind Kejriwal said, “He is innocent…this is dirty politics”. . He tweeted and said, ‘There is a lot of anger among the people due to the arrest of Manish. Everyone is watching. The public is understanding everything. People will respond to it.”
Sisodia was arrested on Sunday after nearly eight hours of questioning. He was questioned about various aspects of the excise policy, his alleged links with Dinesh Arora and other accused named in the FIR, and details of exchange of messages from several phones.
CBI officials said the arrests were made after the deputy CM did not cooperate with the probe and avoided the clarifications sought by him.
