Unto Us a Child is Born

1 But there is no gloom upon her who is distressed, as when at first He humbled the land of Zeḇulun and the land of Naphtali, and afterward more heavily oppressed her, by the way of the sea, beyond the Yardĕn, in Galil of the nations.

2 The people who were walking in darkness have seen a great light; upon those who dwelt in the land of the shadow of death a light has shone.

3 You shall increase the nation; You shall make its joy great. They shall rejoice before You, as in the joy of harvest, as men rejoice when they divide the spoil.

4 For You shall break the yoke of his burden and the staff of his shoulder, the rod of his oppressor, as in the day of Miḏyan.

5 For every boot of one trampling in tumult, and coat rolled in blood, shall be used for burning and fuel of fire.

6 For a Child shall be born unto us, a Son shall be given unto us, and the rule is on His shoulder. And His Name is called Wonder, Counsellor, Strong Ěl, Father of Continuity, Prince of Peace.

7 Of the increase of His rule and peace there is no end, upon the throne of Dawiḏ and over His reigna, to establish it and sustain it with right-ruling and with righteousness from now on, even forever. The ardour of יהוה of hosts does this.

8 יהוה sent a word against Ya‛aqoḇ, and it has fallen on Yisra’ĕl.

9 And the people shall know, all of them, Ephrayim and the inhabitant of Shomeron, who say in pride and greatness of heart:

10 “The bricks have fallen down, but we rebuild with hewn stones; the sycamores are cut down, but we replace them with cedars.”

11 And יהוה set up the adversaries of Retsin against him, and stirred up his enemies,

12 the Arameans before and the Philistines behind. And they devour Yisra’ĕl with an open mouth. With all this His displeasure has not turned back, and His hand is still stretched out.

13 And the people have not turned back to Him who smites them, nor have they sought יהוה of hosts.

14 And יהוה cuts off head and tail from Yisra’ĕl, palm branch and reed in one day.

15 Elder and highly respected, he is the head; the prophet who teaches falsehood, he is the tail.

16 For the leaders of this people lead them astraya, and those who are guided by them are swallowed up.

17 Therefore יהוה does not rejoice over their young men, and has no compassion on their fatherless and widows; for everyone is defiled and evil, and every mouth speaks foolishness. With all this His displeasure has not turned back, and His hand is still stretched out.

18 For wrongness burns as the fire; it consumes thornbushes and weeds, and sets the bushes of the forest ablaze, and they roll up like rising smoke.

19 The land shall be burned up by the wrath of יהוה of hosts, and the people be as fuel for the fire. A man shall not spare his brother,

20 and cut down on the right hand, but shall be hungry; and he devours on the left hand, but shall not be satisfied; each one devouring the flesh of his own arm:

21 Menashsheh Ephrayim, and Ephrayim Menashsheh; together they are against Yehuḏah. 1 Kings 2: 7-12. "The Third Age."

7 “But show kindness to the sons of Barzillai of Gilead and let them be among those who eat at your table. They stood by me when I fled from your brother Absalom.

8 “And remember, you have with you Shimei son of Gera, the Benjamite from Bahurim, who called down bitter curses on me the day I went to Mahanaim. When he came down to meet me at the Jordan, I swore to him by the Lord: ‘I will not put you to death by the sword.’

9 But now, do not consider him innocent. You are a man of wisdom; you will know what to do to him. Bring his gray head down to the grave in blood.”

10 Then David rested with his ancestors and was buried in the City of David.

11 He had reigned forty years over Israel—seven years in Hebron and thirty-three in Jerusalem.

12 So Solomon sat on the throne of his father David, and his rule was firmly established.

David tells Solomon there must always be a King of Israel and to keep sons of Barzillai of Gilead, "Men of iron, born of the Fountain of Gilead" with him.

The verb ברז (baraz) means to pierce, and it may have helped form the noun ברזל (barzel), meaning iron.

ברזל

The noun ברזל (barzel) means iron but it's unclear where it came from and what it originally meant. To ancient Hebrew scribes it may have reminded of the compound ברזי־לי (b'razi-lay), meaning something like "in [this is] my wasting", or perhaps a combination of בר (bar), clean or pure, and זלל (zalal), to make light of.

גלל גיל

The verb גלל (galal) primarily expresses rolling, whirling or heaping and may also denote a broad sweep (of land or time). Noun גל (gal) means heap or pile; גיל (gel), a heap specifically of dung; גלל (galal), dung; גלול (gillul), idols. Noun גלה (gulla) means bowl, basin or spring; noun גלילה (gelila), circuit, boundary or territory. Noun גליל (galil) denotes a supporting cylinder or rod; adjective גליל (galil), probably describes a cylindrical hinge column, noun מגלה (megilla) means scroll. Noun גלגל (gilgal) means wheel; noun גלגל (galgal), wheel or whirlwind. Noun גלגלת (gulgoleth) means skull or head. In cognate languages verb גלל (galal) extends to also describe the nobility of someone who rules a region.

The parallel verb גיל (gil) expresses a circular motion as is mostly associated with expressions of joy and celebration (dance). Nouns גיל (gil) and גילה (gila) mean a rejoicing. Noun גיל (gil) describes a circle or time: an age.

= The ages must revolve around men who are shaped by the virtues named in the Torah, not in their own mind as with Ab-Salom, father of his own brand of peace, or as with Adonijah, who fell prey to corrcuption.

David also tells Solomon to kill David's enemies:

Noun גרה (gera) means cud, or food that's dragged back up, chewed again and sent back down. The identical noun גרה (gera) denotes a unit of weight that served as currency. Noun גרגר (gargar) means berry and the plural noun גרגרות (gargerot) means neck, probably after their signature wagging motion.

The verb גרה (gara) means to strive or agitate strife, obviously not by means of one singular assault but rather by repeated provocations and withdrawals. Noun תגרה (tigra) means contention or opposition. Noun גרון (garon) is a second word for neck.

10 Then David rested with his ancestors and was buried in the City of David.

11 He had reigned forty years over Israel—seven years in Hebron and thirty-three in Jerusalem.

David reigned for 40 years, and toughed the people up after they were freed from the Babylonians. He reigned 7 Years in Hebron and achieved Shabbat, "The place of Alliances".

David then ruled for 33 years in Jerusalem, which stands for the second of three periods of exile from which prophecy states the Jewish people need their freedom in order for the Messianic Age, this one, to take place.

The Third Age of Jerusalem, 333, however, is not nigh. Without a Constitution, a King and a Court of the Kingdom of Israel, its Federation, which guarantees economy and an absence of slavery to the world, and the eradication of its enemies, the gods of strife, the Age of Mashiach "Universal Agreement" are not in our future.

First, before we attempt the rest, we need as King David said, the Men of Iron, called Bemidbar in the Torah, men whose raw stuff can be turned into instruments of civilization by the Fires of the Sefirot and respond to the Crown, the Conscience with loyalty and devotion.

Archaeologist claims to find oldest Hebrew text in Israel, including the name of God

Archaeologist Dr. Scott Stripling and a team of international scholars held a press conference on Thursday in Houston, Texas, unveiling what he claims is the earliest proto-alphabetic Hebrew text — including the name of God, “YHVH” — ever discovered in ancient Israel. It was found at Mount Ebal, known from Deuteronomy 11:29 as a place of curses.

If the Late Bronze Age (circa 1200 BCE) date is verified, this tiny, 2-centimeter x 2 centimeter folded-lead “curse tablet” may be one of the greatest archaeological discoveries ever. It would be the first attested use of the name of God in the Land of Israel and would set the clock back on proven Israelite literacy by several centuries — showing that the Israelites were literate when they entered the Holy Land, and therefore could have written the Bible as some of the events it documents took place.

“This is a text you find only every 1,000 years,” Haifa University Prof. Gershon Galil told The Times of Israel on Thursday. Galil helped decipher the hidden internal text of the folded lead tablet based on high-tech scans carried out in Prague at the Academy of Sciences of the Czech Republic.

Character Profile- Leonardo Galae

Trials of Tempestus introduces Leonardo Galae to us at the age of 18, however, there is plenty to talk about his path. Leo was born a "kala", meaning his parents come from 2 different clans. His father was a member of the Tempestus, a clan that produced the best warriors in the land and had the ancestral ability to wield electricity at their command and his mother came from the Druids, a marginalized clan that once ruled a vast kingdom, but now face oppression from the others, despite their enchanting ability to form strange bonds with the plants and fantastic creatures of the world.

His birth was not the bygone product of a love story, however. Rather, he was the result of his father forcing himself upon his mother, a crime considered so sinister that people from all clans called for his head. Unfortunately, the man was able to swindle the older nobles in the royal court to simply banish him, rendering him clanless.

So what happened to his mother? We're not sure. Leo has vague memories of traveling with her through the forests with other Druids. Despite how little memory he has of that time, he will never be able to forget the look that the others around him gave him and his mother; looks of anger, shame, and distrust. Leo soon found himself alone on the streets of Lazarus, the largest city within the United Continent.

Leo was not supposed to live past the age of 3. Most kalas meet their demise as infants as a result of their unstable magickal abilities. Leo was more likely to fry his insides with out-of-control electricity or be strangled by a confused vine. So, the odds of him surviving alone in Lazarus were slim to none. However, the boy's spirit and sheer stubborness helped him learn the necessary urban survival skills. He learned how to steal food and water, how to run away from a potentially dangerous situation, and which people he could trust to give him small tasks to do in exchange for coin.

His luck turned around at the age of 10 when he was found by Galil Skaia. Galil Skaia also happened to be the crowned ruler of his father's clan, the Tempestus. He was a kind, if a bit soft-spoken, ruler who listened to his people and established a royal court to assist in decision making. Galil instantly recognized the boy when he noticed him, probably due to his striking golden eyes, a defining feature of most, if not all, members of the Tempestus.

Despite his hesitance, Leo agreed to go home with the man and his family. For the first time, Leo had a family. A family who loved him and treated him as his own flesh and blood. He was no longer clanless.

Integrating into the new environment was not too difficult. He was quiet, preferring to observe over talking(a trait he never grew out of), but got along with the other kids his age. The only trouble he got was from the older nobles. They were not keen on having a kala within the clan. There had not been one in over 100 years and they preferred the idea of keeping the clan "pure". They often went out of their way to look out for anything the boy would do wrong, looking for reasons to punish him or accuse him of ill deeds.

Leo found his purpose in life at the age of 11 and he decided to join the school for the Royal Guard, an ancient and elite order of warriors that pledge their lives to protect the clan and the royal family no matter the danger. With the king's blessing, he started training to prepare him to become the prince's life-long bodyguard.

Now, lets describe a bit more about Leonardo Galae, himself, since we've covered his history. As previously stated, Leo is a bit more quiet than most people. Like the man who adopted him, he is kind, taking time to pet any cats that he walks past and willing to do chores for the elderly. He obeys his elders and excels in school. He does not anger easily, but do not mistake this as a sign of a pushover. He took to his training like a fish to water and will not hesitate to defend those around him that he loves with his weapon of choice, his dual daggers. He is very close to the man who adopted him and, despite him being away for a good amount of time as a teen, considers the prince his best friend.

As for his physical appearance, he more resembles his mother's people than his father's. He is a little shorter than boys his age, but that doesn't hinder him at all. He has thick, dark brown, curly hair that goes down to his chin that has an annoying habit of gluing to his forehead whenever he trains. Along with that, his olive skintone, pointed ears, and slightly sharpened canine teeth also hinted towards his heritage. However, the thing that undoubtedly marked him as having Tempestus blood flowing through his veins was his striking golden eyes. Those, he inherited from his father. Lastly, he has a complex, but strangely beautiful scar that goes down his left arm that he received from getting stuck by lightning at the age of 15.

Las fuerzas de seguridad bajo el mando del presidente Sebastián Piñera – principalmente el Ejército y Carabineros (la policía nacional) – están cometiendo ataques generalizados, usando la fuerza de manera innecesaria y excesiva con la intención de dañar y castigar a la población que se manifiesta. Estos ataques han dejado hasta el momento un saldo de cinco muertos y miles de personas torturadas, maltratadas o gravemente lesionadas, señaló Amnistía Internacional hoy al término de una misión de investigación en el país.

“La intención de las fuerzas de seguridad chilenas es clara: lesionar a quienes se manifiestan para desincentivar la protesta, incluso llegando al extremo de usar la tortura y violencia sexual en contra de manifestantes. En vez de tomar medidas encaminadas a frenar la gravísima crisis de derechos humanos, las autoridades bajo el mando del presidente Sebastián Piñera han sostenido su política de castigo durante más de un mes, generando que más personas se sumen al abrumador número de víctimas que sigue aumentando hasta el día de hoy”, dijo Erika Guevara Rosas, directora para las Américas de Amnistía Internacional.

“La responsabilidad penal individual por estos hechos no se agota con el procesamiento de la persona que apretó el gatillo. Garantizar justicia y no repetición por estos hechos implica sancionar a aquellos mandos superiores que, aún con pleno conocimiento de los delitos cometidos por los funcionarios bajo su mando, ordenaron o toleraron su comisión día tras día”.

Según el Instituto Nacional de Derechos Humanos (INDH), al menos cinco personas han muerto a manos de las fuerzas de seguridad y más de 2,300 han resultado lesionadas, de las cuales más de 1,400 presentan heridas por arma de fuego y 220 trauma ocular severo. Además, la Fiscalía ha registrado más de 1,100 denuncias por tortura y tratos crueles, inhumanos o degradantes, así como más de 70 delitos de carácter sexual cometidos por funcionarios públicos. Según cifras de Carabineros, ningún funcionario de la institución ha muerto y hay alrededor de 1,600 heridos, 105 de ellos con lesiones graves.

Las manifestaciones en Chile dieron inicio a mediados de octubre tras el aumento en la tarifa del transporte público y se extendieron para exigir una sociedad más justa donde el Estado garantice derechos como la salud, el agua, la educación de calidad y la seguridad social, en un país sumamente desigual.

Amnistía Internacional considera que las violaciones de derechos humanos y crímenes de derecho internacional cometidos por agentes de las fuerzas de seguridad no son hechos aislados o esporádicos, sino que responden a un patrón consistente en el tipo de violaciones y en el modus operandi llevado a cabo a lo largo de todo el país principalmente por parte de Carabineros. El grado de coordinación requerido para sostener la represión violenta de las protestas durante más de un mes conduce razonablemente a pensar en la responsabilidad del mando al más alto nivel, sea porque ordenó o toleró la represión. Tal extremo, naturalmente, debe ser dilucidado por una autoridad judicial independiente e imparcial.

La decisión del presidente Piñera de sacar al Ejército a las calles tras imponer el estado de emergencia tuvo consecuencias catastróficas. Tanto el mando que decidió utilizar al Ejército para el control de manifestaciones con uso de armamento letal, como aquellos oficiales que dispararon contra las personas que se manifestaban, y que les causaron la muerte o hirieron de gravedad, deben ser investigados y, de hallarse pruebas suficientes en su contra, juzgados por un tribunal independiente e imparcial.

Durante y después del estado de emergencia, el mando de Carabineros, así como los subsiguientes mandos superiores, lejos de ejercer un control efectivo con el fin de prevenir o reprimir la comisión de actos violentos por parte de sus subordinados, han permitido que éstos sigan actuando de la misma forma, haciendo que el volumen de denuncias de maltrato, tortura, y lesiones oculares irreparables contra manifestantes sea constante. La no prevención de este tipo de actos, cuando se tiene el deber de hacerlo, es una causal de responsabilidad penal individual según el derecho internacional.

Hasta el momento, Amnistía Internacional ha documentado 23 casos de violaciones de derechos humanos en las regiones de Valparaíso, Tarapacá, Bío-Bío, Antofagasta, Coquimbo, Maule y Araucanía, así como en 11 comunas de la Región Metropolitana de Santiago ocurridos entre el 19 de octubre y el 11 de noviembre. Asimismo, la organización ha obtenido evidencia del uso innecesario y excesivo de la fuerza a través de más de 130 piezas audiovisuales y fotográficas que fueron validadas por su por su Cuerpo de Verificación Digital y su experto en armas y municiones.

Crímenes de derecho internacional, graves violaciones de derechos humanos, intencionalidad y generalidad

1. Uso letal de la fuerza

Amnistía Internacional ha podido documentar cinco muertes por agentes de seguridad durante el estado de emergencia constitucional que activó el presidente Piñera el 19 de octubre: cuatro a manos de funcionarios del Ejército y una a manos de carabineros. Dos de ellas fueron con armamento militar.

A través del análisis de imágenes, la organización ha confirmado que el ejército usó armamento letal de forma indiscriminada contra manifestantes desarmados en al menos cuatro eventos. Se identificó el uso de rifles GALIL ACE y FAMAE SG 540 semiautomáticos y pistolas de mano semiautomáticas con munición letal. Aunque de forma más puntual, también se ha identificado a personal de la Policía de Investigaciones de Chile (PDI) y de Carabineros disparando munición viva. Este tipo de armamento está prohibido para la dispersión de protestas bajo los estándares internacionales.

En un caso, Romario Veloz, ecuatoriano de 26 años, murió después de que un militar le disparara en el cuello, mientras participaba en una pequeña marcha en la ciudad de La Serena. Al llegar a un parque de la localidad, el ejército comenzó a disparar de forma indiscriminada en contra de los manifestantes congregados. Vídeos del momento demuestran como Romario estaba caminando tranquilamente con las manos en los bolsillos.

En ese mismo evento, Rolando Robledo de 41 años quedó herido en el tórax por otro disparo de un militar. Pasó varios días en coma con pronóstico grave. De acuerdo con testigos, las autoridades no auxiliaron a ninguno de los dos y el ejército volvió a disparar en contra de los manifestantes mientras intentaban socorrer a los heridos.

En Curicó, José Miguel Uribe murió después de que un militar le disparara al tórax. Minutos antes, José Miguel de 25 años participaba en un corte de calle que jóvenes de la localidad habían puesto de manera improvisada para retener el tráfico como forma de presión. Los militares llegaron y de forma sorpresiva dispararon en contra de las personas que ahí se encontraban. Según testigos, ningún uniformado prestó auxilio a José Miguel, a pesar de haber visto cómo se desplomaba.

2. Tortura y malos tratos

Una de las formas más frecuentes de lesionar a las personas manifestantes ha sido a través de malos tratos y, en menor medida, la tortura – un crimen de derecho internacional. Además de un caso de muerte por maltrato policial, Amnistía Internacional ha documentado por ahora tres casos de tortura, incluyendo tortura sexual.

La muerte de Alex Núñez de 39 años a manos de carabineros fue resultado de una salvaje golpiza. Alex cruzaba una manifestación para entregar un pedido en Maipú, Región Metropolitana de Santiago, cuando fue interceptado por tres carabineros que lo tiraron al suelo y patearon fuertemente en cabeza y tórax. Falleció al día siguiente por las consecuencias de los golpes en la cabeza.

Hasta el momento, la Fiscalía de Chile ha registrado un total de 16 denuncias por violación o abuso sexual a manos de fuerzas de seguridad, como en el caso de Josué Maureira, quien fue violado con un bastón cuando se encontraba en custodia policial. Adicionalmente, varios carabineros lo lesionaron con un objeto cortopunzante en los glúteos, lo golpearon, patearon e insultaron por su orientación sexual.

En un caso emblemático de tortura y malos tratos, carabineros golpearon brutalmente a una persona cuya identidad se reserva, produciéndole la pérdida irreversible de la visión en un ojo, fractura nasal, la luxación de un hombro y el quiebre de tres costillas con resultado de una lesión en un pulmón. Doce funcionarios lo atacaron cuando se manifestaba pacíficamente con una sartén y una cuchara en la plaza Ñuñoa de Santiago.

Otro caso ocurrió en la comuna Isla de Maipo de la Región Metropolitana, donde carabineros golpearon a Cristóbal Alexis “Flen” de 30 años desde el momento de su detención hasta su liberación horas más tarde. Durante el primer registro de lesiones, un oficial de Carabineros estuvo presente e impidió que el médico registrara exhaustivamente todas sus lesiones, práctica denunciada a Amnistía Internacional de forma recurrente, y que supone el encubrimiento de un delito. Cuando Amnistía Internacional le entrevistó 19 días después de los hechos, “Flen” todavía presentaba hemorragia ocular en ambos ojos y hematomas en diversas partes del cuerpo.

La organización también documentó la práctica de los carabineros y soldados de atropellar o intentar atropellar a manifestantes mientras caminaban por la calle en al menos nueve ocasiones en las ciudades de Colina, Quilpué, Santiago, Viña del Mar y Valparaíso. De esta manera, un militar arrolló y mató a Manuel Rebolledo, de 23 años, en la localidad de Talcahuano.

Además de los casos documentados, Amnistía Internacional verificó más de 30 piezas audiovisuales que demuestran que carabineros y militares se han ensañado contra civiles de forma injustificada y sin razón aparente. Esta violencia se cometió de igual manera contra personas detenidas y sometidas; para dispersar protestas pacíficas; así como en contra de niños, niñas y adolescentes en situación de indefensión, en las ciudades de Valparaíso, Santiago, Viña del Mar, Antofagasta y Concepción.

3. Lesiones graves y armas potencialmente letales

A pesar de que el derecho internacional exige que las armas de fuego con munición potencialmente letal (con munición como perdigones de goma) sólo sean utilizadas de forma excepcional para casos donde esté en peligro la vida o integridad de una persona y de tal forma que se cause el menor daño posible, Amnistía Internacional ha registrado el uso constante e inadecuado de escopetas en contextos de protesta.

Adicionalmente a un caso de muerte por perdigones, la organización ha documentado 14 casos de daños a la integridad física, siete de ellos por lesiones oculares irreparables, y ha corroborado casi 20 operaciones policiales de este tipo a través de la verificación de imágenes. Este análisis demuestra que carabineros (y en menor medida el ejército) ha usado escopetas tipo Benelli M3 y Escorts Aimguard con munición potencialmente letal de forma injustificada, generalizada, indiscriminada y en muchos casos apuntando a la cabeza.

Kevin Gómez de 24 años, falleció según el parte médico por una “herida torácico pulmonar producto de múltiples proyectiles” el 21 de octubre en la localidad de Coquimbo. De acuerdo con testigos, un militar disparó a Kevin sin mediar palabra y a corta distancia con una escopeta de perdigones, a pesar de que el joven se encontraba desarmado.

En un caso, una niña de 15 años recibió múltiples perdigones de un policía que disparó desde un coche oficial en movimiento, mientras ésta se encontraba en una concentración pacífica en la localidad de Cerrillos en la Región Metropolitana. Los perdigones le impactaron el ojo izquierdo, la parte frontal de la cabeza, el hombro y el cuello.

En otra ocasión, un joven de 24 años recibió 18 perdigones de un disparo por un carabinero mientras caminaba por una calle de la capital grabando el actuar policial. En ese mismo video se escucha cómo reclama a los carabineros por haber agredido a un amigo suyo, cuando un oficial responde disparándole a quemarropa y hacia la parte superior de su cuerpo causándole heridas en ambas piernas, brazos, tórax, nariz y ojo, con resultado de trauma ocular severo.

Asimismo, se ha corroborado el uso de gas lacrimógeno de manera inadecuada y en cantidades alarmantes en al menos 11 eventos, así como en hospitales, universidades, viviendas e incluso colegios, afectando seriamente a niños, niñas, adolescentes y otras poblaciones que requieren especial cuidado. Su lanzamiento al cuerpo de las personas a corta distancia y a través de lanzagranadas como los Penn Arms L137-3, ha generado lesiones severas, entre ellas oculares.

A Natalia Aravena, de 24 años, un oficial de Carabineros le disparó sin previo aviso una bomba lacrimógena que impactó su ojo derecho mientras se manifestaba de forma pacífica. Natalia forma parte de las decenas de personas que han sufrido daño ocular severo ya sea por impacto de bomba lacrimógena o por un cañonazo de agua en contextos de manifestación.

También se ha identificado el uso de granadas de humo que pueden ser extremadamente tóxicas y están diseñadas para su uso en conflictos armados y, por ende, son inadecuadas para el control de manifestaciones. Este supuesto ocurrió el día 14 de noviembre en Temuco, cuando personal médico y de rescate fue atacado con un cañón lanza aguas y una granada de humo mientras socorrían a personas heridas.

Limitación del trabajo de personas defensoras de derechos humanos

Durante el mes de crisis en Chile un sinfín de movimientos y organizaciones de derechos humanos han estado atendiendo a personas heridas, velando por el respeto de personas detenidas y dando seguimiento a casos ante los órganos de justicia.

Sin embargo, en varias ocasiones las autoridades han obstaculizado la labor de abogados, defensores de derechos humanos y personal médico, impidiendo su acceso a comisarías o centros hospitalarios, como ocurrió en el Hospital público de urgencias “Posta Central”, donde entre los días 21 y 22 de octubre se impidió la entrada de funcionarios del INDH, a pesar de haber decenas de heridos a manos de agentes del estado. En el mismo sentido, Amnistía Internacional conoció casos de personas golpeadas o lesionadas con disparos de perdigones mientras prestaban primero auxilios, así como activistas y defensores amenazados por realizar su trabajo.

“La situación en Chile no puede seguir así. Las autoridades deben velar porque las personas defensoras de derechos humanos y las organizaciones de la sociedad civil puedan seguir haciendo su trabajo libremente, sin ningún tipo de presión, amenaza ni represalia” Ana Piquer, directora ejecutiva de Amnistía Internacional Chile

En este sentido, el día 29 de octubre el funcionario del INDH Jorge Ortiz recibió seis perdigones mientras realizaba sus labores de observación en una manifestación que tenía lugar en una plaza de Santiago junto con otros miembros de su equipo. A pesar de que todos estaban plenamente identificados con el uniforme amarillo de la institución y a la vista de carabineros, uno de los oficiales disparó contra Jorge sin ninguna razón, y sin prestarle auxilio posterior.

“La situación en Chile no puede seguir así. Las autoridades deben velar porque las personas defensoras de derechos humanos y las organizaciones de la sociedad civil puedan seguir haciendo su trabajo libremente, sin ningún tipo de presión, amenaza ni represalia,” dijo Ana Piquer, directora ejecutiva de Amnistía Internacional Chile.

“Lamentablemente las violaciones ocurridas durante esta crisis no son nuevas y habían sido reiteradamente denunciadas por Amnistía Internacional y el resto de la sociedad civil chilena durante los últimos años. Esta trágica página de la historia de Chile tiene que servir de una vez por todas para llevar a cabo las reformas institucionales y estructurales que la sociedad demanda, como la reforma de la policía o la garantía de los derechos sociales”.

En base a esta investigación, Amnistía Internacional hace las siguientes recomendaciones preliminares:

Las autoridades deben cesar la represión de manera urgente, dando órdenes precisas a las fuerzas de seguridad para que ejerzan la máxima restricción en el uso de la fuerza que solo debe ser aplicada de manera progresiva, proporcional y diferenciada, en línea con los estándares internacionales que rigen la materia. Las autoridades deben además ser muy enfáticas en el uso excepcional de armas letales y aquellas consideradas como potencialmente letales para que nunca se usen como medio de disuasión y solo se recurra a ellas de manera puntual y ante una amenaza clara y manifiesta para la vida e integridad física de quienes protestan o de funcionarios encargados de hacer cumplir la ley.

Los órganos de justicia deben investigar la responsabilidad del mando en las violaciones a derechos humanos y crímenes de derecho internacional cometidos en el contexto de esta crisis en manos del Ejército y la policía, de acuerdo con el ordenamiento jurídico chileno y los estándares internacionales.

Las autoridades deben asegurar que las legítimas demandas de la población son atendidas. Se deben llevar a cabo de forma urgente las reformas legislativas y de política pública necesarias para garantizar de forma efectiva los derechos económicos, sociales, culturales y ambientales para todas las personas, sin discriminación y con especial atención a las personas en mayor situación de desprotección, así como asegurar un proceso participativo e inclusivo hacia una nueva constitución que proteja y promueva todos los derechos humanos.

Las autoridades deben emprender una reforma seria y profunda de la policía. Esto incluye revisar su marco normativo con miras a transformar la institución para que garantice que todas sus actuaciones se realizan apegadas a los derechos humanos y que la institución cuenta con mecanismos estrictos de control y rendición de cuentas.

On his way to Yerushalayim, Yeshua passed along the border country between Shomron and the Galil. As he entered one of the villages, ten men afflicted with tzara‘at met him. They stood at a distance and called out, “Yeshua! Rabbi! Have pity on us!” On seeing them, he said, “Go and let the cohanim examine you!” And as they went, they were cleansed. One of them, as soon as he noticed that he had been healed, returned shouting praises to God, and fell on his face at Yeshua’s feet to thank him. Now he was from Shomron. Yeshua said, “Weren’t ten cleansed? Where are the other nine? Was no one found coming back to give glory to God except this foreigner?” And to the man from Shomron he said, “Get up, you may go; your trust has saved you.” The P’rushim asked Yeshua when the Kingdom of God would come. “The Kingdom of God,” he answered, “does not come with visible signs; nor will people be able to say, ‘Look! Here it is!’ or, ‘Over there!’ Because, you see, the Kingdom of God is among you.” Then he said to his talmidim , “The time is coming when you will long to see even one of the days of the Son of Man, but you will not see it. People will say to you, ‘Look! Right here!’ or, ‘See! Over there!’ Don’t run off, don’t follow them, because the Son of Man in his day will be like lightning that flashes and lights up the sky from one horizon to the other.
